Indonesia’s TV 1 said Ryamizard visited Zamboanga and stayed there from June 24-24. And on June 29, reports broke out that Manila has allowed Indonesian mili- tary forces to enter Philippine territory in ef- forts to free the hostages being held by the Abu Sayyaf in Sulu province. The Western Mindanao Command said it did not know that Ryamizard travelled to Zamboanga, just 9 hours by boat from Sulu, one of five provinces under the Muslim autonomous re- gion. “They approved us to enter into Philippine wa- ters and land,” Ryamizard told reporters, saying that the arrangement was de- cided on June 26 during his meeting with Philip- pine Defense chief Voltaire Gazmin, according to Kyodo News Agency. The report said the move is possible under a 1975 Border Crossing Agreement between the two countries that enables Indonesian forces to hunt terrorists and pirates across the border. It also quoted Gazmin as saying that the accord “allows In- donesian security forces, in coordination with ours, to conduct the hot pursuit of lawless elements on the sea across the maritime borders shared by our countries.” In the meeting, Manila reportedly decided to al- low Indonesian soldiers to escort Indonesian vessels sailing to and from the Philippines so they can take quick action if the ships come under attack. Greetings of Peaceand a very warm welcometo all, most especially tomy mother, Vice GovernorHadja NurunnisahAbubakar Tan.

I congratulate mymother for her achieve-ment and ascent topolitics, in which every-thing else is madepossible. Certainly, she isa whiff of fresh air that canspur change in the pro-vincial government. Ascion of politician, herbearing gave her unusualopportunities to make thethoughts in her head thework in her hands. Mymother always teaches usthat it is charming to beloved by everybody, andthe way to obtain it isnever to be angry withanybody but to be kindand conciliating.

I cease this rare op-portunity to furthercommend my mother andher dedicated colleaguesat the provincial womencenter for their bold ini-tiatives in preventing andcuring an array of dis-eases that afflict kids,adolescents and elderly.The women center hastaught our people thevalue of health and sani-tation that fast becametheir habit.

I greet my father,Abdusakur M. Tan, Al Haj,our outgoing vice Gover-nor with highestcompliments.

I cannot find words toexpress to him the feel-ings that lie in my heart.36 months or so ago, heasked me to run for gov-ernor. on becominggovernor, no other periodin my life has brought somany struggles or somuch satisfaction. Thestruggle would have beeninfinitely greater and thesatisfaction immeasur-ably less if I had notreceived his full supportevery step of the way.

Indeed, all good thinscome to a end. My father'sbreak from public serviceis one such thing. As forthe days ahead of him,they are bright. I know myfather has foun the meansto endure and prevail. Heis a builder controlled byany abusive power. I as-sure him that though ourlives will change, we willnot. And we whom he hasawakened and inspiredby his example will belasting in admiration andgratitude.

I also greet all mynoble partners in theLGU, AFP, PNP, academeand line agencies of gov-ernment, as well as, ourtraditional leaders, ourreligious scholars, ourguests, visitors and all myfriends.

I cannot fail to beproud of your collectivesupport for all our en-deavors in various fieldsof public service. Let uscontinue to personify ourideals and values as the

guiding standards of ourpersonal lives as well as inthe practice of our differ-ent trade and professionin life. Our people willbenefit for decades tocome from the disciplinewe have shown and thereforms we have pushed.

Of course, I greet mybrothers, sisters, relatives- you know who you are.But most of all may I in allgratefulness acclaim thelove, patience and under-standing of my better halfCharina and our kids,who stood by me all thetimes, good or bad. Poli-tics is an exactingmistress. They have tobear with me for anotherthree years.

And so today,alhamdulillah, I praiseand thank the AlmightyAllah for making it easyand safe for all of us to behere today. In a sense, wewon't be here if DivineProvidence did not sus-tain our bod forre-election. Ya Allah thankyou again and again forgiving us anotheroppirtunity to serve andfor this peacegul continu-ation of power. Thank youYa Allah for rescuing Sulufrom the evil disturber ofpeace and the enemy ofall rank and order.

Initially, I was reluc-tant to have this programand to speak our for fearthat I might just soundself-serving, defensive orvindictive, which I wish toavoid. Besides, it is un-Is-lamic to orchestratecharitable achievements.God suffices as witnessfor every good thing wehave done. But protocolshave to be observed. Ihave a duty to tell and youhave the right to know thepurpose and direction ofyour provincial govern-ment.

The beginnings of allthings are small, and thestory of my administra-tion is no different.

When I became gov-ernor I faced the complexand growing crisis in Suluwith sparse knowledge,scant experience andsimplistic assumptions.

Since I assumed myduties 3 years ago today,our defining vision andcompelling goals hasbeen waging reform, pre-venting disease, fightingpoverty and buildinghopes among the needi-est sectors.

In these respect, aneed clearly exist for ba-sic infrastructures to be inplace and for a workingpeace to reign for us toshape the province we en-vision in the future, wherethere is safe water andelectricity at hand in ev-ery home, food in everytable and economic par-ity among families.

In pursuit of theseends, our reform initia-tives and developmentagenda and strategies inthe next 3 years will not bedifferent from the past. Asbefore, we must makesure that our limitedfunds and supplies go di-rectly to fulfill our goals.

We need to vigorouslysustain basic quality edu-cation for our youth tomake them at par by giv-ing them eligibleteachers. This we didthrough the extensiveschool support system,such as, the relevant re-view classes theprovincial governmenthas been offering free ofcharge right here in Joloto our prospective teach-ers. By this initiative,alhamdulillah 840 of ourBSE graduates easilypassed the Licensure Ex-aminations for Teacherthis year, in addition tothe 1108 more that alsomade it earlier. This ini-tiative we began in 2013also generates productiveemployment keeping inmind that for each gradu-ate, a job means notmerely material income,but social usefulness andself-respect. Our goal is tomake this trend continue.

Other projects to en-hance Madaris educationand cultural support pro-grams are also in place.This will balance cognitivedevelopment, characterformation and moderateIslamic orientation of ouryouth in particular andour Muslim brethren as awhole. This program ispart of our robust counteragainst terrorism associ-ated with Islam. OurMadaris and Imams mustbe vibrant, active and pro-gressive. We have tonurture our Islamic insti-tutions and dedication ofour religious leaders.

We have installedmore or less 1500 units ofstate of the art solar pow-ered street light in majorthoroughfares and prom-enades in allmunicipalities in Sulu.Our next challenge will beto spread this project to asmany areas possible.

Our constituents inthe hinterland are oftenisolated and neglected.They do not live near run-ning streams or havewater wells, and their en-tire lives are spent walkingdistances just to fetch wa-ter from local rain-fedwarer hole. This is the casein Angilan, Municipality ofOmar, Maimbung, Kulasiand Siasi, where we haveestablished a clean drink-ing water supply availablethroughout.

Unclean water is theprevalent cause of diseaseand death in the hinter-land that we can prevent.

Political rights are im-portant to everyone; wehave seen that they fadeinto secondary impor-tance when the familydoes not have food, shel-ter, and an prospect for

peaceful existence. Theeasy resolution for this ap-parent dilemma is forpolitical rights to includepoeple's need.

On this theme, wehave established andcompleted 500 core shel-ter units in 12Municipalities. Theseshelters are real place tocall home, modest in sizebut livable - a show case byall means of our down-trodden brethren.

We have also rebuiltvarious farm-to-marketroads, in Indanan, Patikul,Talipao, Jolo and Parangand refurbished severalcommercial ports inPangutaran, Lugus,Maimbung and Parang.Unpaved roads and unser-viceable ports affectagricultural productivity,because they limit accessto markets. Our stream of achieve-ments includes theconstruction of CoveredCourt and Flea Market inMaimbung, Classromsand Police Outposts inPandami, KalinggalanCaluan and Patikul andBarangay Halls inIndanan and Jolo. Nowmore than ever our mu-nicipalities are the betterenabled and equipped toserve their constituencies.

Our 20% developmentfunds all went to our pub-lic investment programs.Part of this is invested inthe construction of aCommercial Building inJolo Port Area that is near-ing completion.

All these projects andconstructions are in-tended to provide theframework for sustaindgrowth. It is interesting tonote that we hare achiev-ing considerableinfrastructure require-ments with but limitedresources, because, of sin-cerity and plain dealings.

We thank our eldersand brothers in the MNLFfor tempering their es-trangement with thenational government thatgae us space for peace thatprovides an arena for eco-nomic progress. I notedwith pleasure, that in inthe era of peace fewpeople suffered more,andmany face moreu n p r e c e n d e n t e doppirtunities for the alle-viation of their sufferings.Our livelihood assistanceenable our poor andmarginalized to earn forthemselves. In Maimbung,as it is, elsewhere in Sulu,not even one Samal is abeggar.

cent election was rela-tively peaceful indicationclearly that a period of po-litical stability hasreigned. The automationof our election drasticallycut vote counting timeand insured peace andstability.

On the other hand, wemust improve and inten-sify our anti-crime andanti-drug campaign. Wereceive nothing but criti-cism and charges ofinefficiency on law en-forcement. The overallcrime rate appears to beincreasing. I grievouslylost my unsuspectingArmy Security, who wasdisdainfully murdered inhis house.

I have no patiencewith the myth that ourpeace and order cannot bemanaged. Only, we needto shake things up and in-ject new untainted blood.My goal in the comingyears is security for theprovince at the lowest pos-sible cost. We will makesweeping changes withthe new Mayors of Joloand the adjoinging townsto achieve economic de-velopments, criminaljustice, sidewalk and traf-fic improvement, socialservices, housing andsanitation.

It is difficult to predictthe future. But I am certainthat we don't have to sur-render our rights for thesake of the security of ourcountry. When we surren-der some of our rights inorder to achieve security,we might end losing both.But as a transformativeleader, when faced withinsuperable odds, I shouldbe creative and flexibleand consider your well-being not just mypreferences and glory. Iunderstand the difficultyof waging war and thepain of nurturing peace.

Three years ago todayhere at this same place, wegathered in this Gym to in-stall a new Governor,Abdusakur A. Tan II, a newVice Governor, yours truly,and a host of other LocalChief Executives.

Today we are about towitness the Oath-taking ofthe reelected Governor ofSulu and the new Vice Gov-ernor Hadja Nurunisah A.Tan and a combination ofnew and old ProvincialBoard Members, Mayors,Vice Mayors and MunicipalCouncilors. Admittedly wewill be holding this cer-emony in a rather laid-backmanner as we are in the fast-ing month. Nonetheless,you will agree with me thatthis event marks anothermilestone in our province’shistory and another stride inits journey towards a desti-nation of peace anddevelopment for Sulu andits people.

In 2013 when I had an-other term left as GovernorI decided to let my eldest sonTotoh to run in my place andinstead I opted to make abid for Vice Governor. Manyasked why. I said why not!

To shorten the episode,we both won with convinc-ing majority.

My memory is still vividon the inaugural ceremonyon that day in 2013 and inmy inaugural speech andturn-over I quoted a poemby Rudyard Kipling - If. Itwas a father’s advice andcaution to a son who willsoon be a man. Of courseGovernor Tan was already aman of age when he steppedinto my shoe, but in the bit-tersweet political arena hestill lacked enough experi-ence to wriggle his waythrough the labyrinth andmaze and also the traps inthe way of politics. One isnever guilty of being tooprotective of one’s familyand one cannot stand judg-ment for doing the mostprimordial of human na-ture.

In the three years of be-ing Governor, Totoh hasproven to be a man any fa-ther would be proud of. Thevast majority he obtainedover his next close rival inthis year’s elections is proofenough of the people’s con-fidence in him and his team,and should silence the cyn-ics and other sour grapes.

With this new term he hasanother two terms to provehis worth, and I’m certain hewill prove it well.

In the inauguration andturn-over ceremony in 2013,my youngest daughterShernee co-emceed for theoccasion. In the proces-sional as I walked along theaisle strewn with accoladeand praises, she was in tearsand emotional; perhaps shecould not let go of thethought that her fatherwhom she grew accus-tomed to of being always atthe top, was then relegatedto be the 2nd best. In thethree years that followed shenow realizes the wisdombehind the move. Look ather now as she will soon bewalking the halls of Con-gress as first nominee of theKusug Tausug partylist. Shedoes the family proud andI’m certain, too, that she willbuild her own niche in Con-gress for the pride of Suluand the Tausug!

Today I will be turningover the baton of Vice Gov-ernorship to HajjaNurunisahA. Tan. She de-serves to be the new ViceGovernor of Sulu and Pre-siding Officer of theSangguniang Panlalawigannot because she is my wifeor the mother of the re-elected Governor but simplybecause she deserves it.

Her quick responses tocalamities and incidenceswhere relief and assistanceare called for, and her out-reach activities whichextend even beyond the bor-ders of Sulu, made herendearing to many. Her ad-vocacies in promotingcleanliness of surroundingsand her unheralded advo-cacies in adult educationand livelihood training pro-grams are bearing fruits.Madrasas are named afterher in many parts of theprovince. Her staunch sup-port for the welfare ofwomen and the care of chil-dren are exemplary. Theoffice of the Vice Governorwill be in good hands.

The national electionsthis year saw the emergenceof a new President, MayorRodrigo Duterte and hemesmerized the Filipinopeople with his direct andno-nonsense approach.

On Friday of last week,June 24, I was in Davao withthe new OPAPP SecretaryJess Dureza to handoverMarites Flor, the Filipinawho was among the victimsin the Samal Island kidnapincident. We caught MayorDuterte while he was offici-ating at the turnover ofcommand of the Davao PNPand we were ushered ontothe stage to hand overMarites and the new Presi-dent acknowledged ourpresence in public.

I personally heard howpassionate he was about thechanges he wants to see inour country and how angryhe was, as he had alwaysbeen, about the evils ofdrugs and criminality. Andhe is deadly serious about it.

We in Sulu have to at-tune ourselves to the dareand challenge of the newPresident if only to takethem as opportunities tomend the damages done tothe image of our provincebecause of incidences ofkidnapping, the drug tradeand other criminal activitiesby a few in our midst. No onecan block the wave ofchanges.

The imposition of Mar-tial Law by the newleadership is being consid-ered on areas known to belairs of KFRs and otherarmed groups. We are of theopinion that we shouldtread lightly and with ut-most care on the matter ofimposing Martial Law. Eventhe mere mention of itreawakens the stigma of thatbygone era more than four

decades ago. Some of uswho are present here todaypersonally experienced thatdark episode which waspunctuated by abuses of themilitary authorities, and ig-nited a devastating anddestructive rebellion.

If and when MartialLaw be imposed as the onlyoption left to take, then itmust be well-defined andlimited only to target areas.The emergency powers thatgo with it should not be in-trusive on the civil rights ofthe people and shouldmaintain, protect and re-spect the mandate of theduly-elected local govern-ment. We will not get in theway of the law against thosewho are proven guilty be-yond reasonable doubtwhatever their positions inthe government or status insociety may be.

Incidences of criminal-ity cannot find solution byiron-hand alone. The causesof such crimes and the

emergence of armed groupstrading in what they term asa “thriving industry” of kid-napping and drug tradeshould be seriously lookedinto. There should be paral-lel actions by the nationalgovernment to the militaryoperations and law enforce-ment, in the shape and formof social, economic and live-lihood programs, and thenecessary infrastructuresthat are basic and prerequi-sites in nation-building,such as roads, schools andhospitals, ports, post-har-vest facilities and so forth.On hindsight if the huge al-locations to the region wereprudently and diligentlyspent for which they wereearmarked, there wouldhave been less persuasion toattract adventurism fromany group. Development re-mains to be a formidabledeterrent.

We take exception to thetirades of some sectors thatthe proliferation of crimes,specifically thekidnappings, as indicativeof the failure of local gover-nance. The localgovernment is not in thechain of command of theArmed Forces of the Philip-pines and the PhilippineNational Police where com-petency lies in maintainingpeace and order. Peopleshould not be barking onthe wrong tree and insteadlet those who are mandatedwith responsibilities do sowith due diligence and theyshould be held to accountfor any dereliction of dutiesand tasks.

We have always main-tained the position that lawenforcement operations tobe more effective shouldentail the involvement ofthe community and localleaders. It is not fair to passjudgment that local leadersand the people in the com-munities are coddlingcriminals and in one way orthe other alleged to be com-mitting the crimesthemselves. We must bearin mind that this outlook isnot healthy and may aggra-vate the situation furtherand ignite the flame of re-sistance against theauthorities. The peace-lov-ing and the exponents ofthe rule of law are still in themajority. Where will truejustice be if we bundle thegood and the bad togetherand judge the entire prov-ince to be in cahoots withcriminals? Let the law takeits course and do not let theinnocent be the collateraldamage to over-zealous-ness or self-agenda of someplayers in the field.

Some said that this ismy exit call. Maybe theysaid it in jest and maybenot. I am not an old soldierwho simply fades away.Godhas been kind and gener-ous with me. I cannot thankGod enough. Allah, in HisMagnifence, Greatness andAbundance is not in need ofanything. Being of serviceto my people is my own wayof gratitude for God’s Bless-ings and Compassion.

I have spent my entirelife as a public servant andI chose politics as a disci-pline. At my age I havewitnessed how Sulu wentthrough many phases,some good and others bad.But through the good andbad I have never aban-doned her and the manystorms that swept throughthis land were experiencesthat molded my principlesand outlook in life. I stillhave many good years leftin me and I will not wastethem by sitting idly and justwatch sunsets or readbooks on a rocking chair towhile away time. That is notme. In the realm of servingmy people, retirement willnever be an option. To restand be idle are not in myvocabulary. I will be aroundin whatever capacity I optto take or if and when mypeople still need my ser-vices.

I have nurtured theseed of a better Sulu and ithas already gained roots.Maybe I will be a gardener.I will continue to sprinklethe water of experience thatthose roots will grow stron-ger and sturdier and able toweather storms and strongwinds and blossom in vi-brant colors to add glow inthe landscape of my home-land. I shall continue totend the growing tree withcare and attention that itbears the fruits of suste-nance for this generationand the next, inshallah!

It is in the nature of thedemocratic exercise of elec-tions that people tend to bepolarised into opposingcamps, and many unkindand brutal accusations andcounter-accusations arehurled by one side againstthe other. There is nothingpersonal about this featureof election campaigns. Nowthat the exercise is over andthe people have spoken letthe process of nation build-ing continue. The healinghands of time will provethat differences can be re-solved and that everyonemust play a role and has ashare of duties and respon-sibilities for our one andonly Sulu.

SULU – GovernorAbdusakur “Toto” Tan II,who was reelected follow-ing a landslide victory inthe May 9 national polls,has officially took his oathalongside her mother,Nurunisah Tan, as the newvice governor, in a fittingceremony attended bythousands of people inSulu province.

Tan’s sister, Rep.Shernee Tan, of the KusugTausug party-list, and herbrother Samir, the mayorof Maimbung town, were

also present during the cer-emony held at thegymnasium in Patikultown on June 30.

Sulu’s winning mayorsand vice mayors also tooktheir oath in the same cer-emony.

The governor thankedhis supporters and follow-ers for their trust in hishardworking administra-tion and vowed tocontinue his transparentgovernance. He also prom-ised more peace anddevelopment projects, and

anti-poverty alleviationprograms, and to pursue arigorous economic pro-gram for Sulu, one of 5provinces under the Mus-lim autonomous region,that will benefit his con-stituency.

His father, Abdusakur“Sakur” Tan, gave his fare-well speech and was manytimes interrupted by ap-plause, and said pledged tohelp the government in hisprivate capacity. Both fa-ther and son thanked eachother in the end for their

cooperation and supportto the advancement ofvarious government pro-grams in the province.

The governor alsothanked the Moro NationalLiberation Front – whichsigned a peace deal withManila in 1996 – for its sup-port to the government’speace program. The Tans,along with their mayors,supported the presidencyof Rodrigo Duterte in theelections.

“Beng” Climaco also tookher oath and officially be-gan her second term aschief executive in simple,but elegant ceremonies inCity Hall, where she vowedto further push the localeconomic development tofull circle and makeZamboanga City more rel-evant to the present time.

Climaco assured thatthe local government willpave the way to strength-ening its priorities asguided by her main thrustson security, health andeducation with particularattention on water, eco-nomic, energy,environment and humansecurity. ARMM, UN-WFP implementsfood-for-work program

COTABATO CITY – TheAutonomous Region inMuslim Mindanao(ARMM), through its food-for-work program, hasdistributed close to 3,000sacks of rice and contain-ers of palmoline oil tofarmers in South Upi, oneof 10 towns inMaguindanao provinceseverely hit by drought.

The program is imple-mented by the region’shumanitarian and emer-gency action responseteam in partnership withthe United Nations WorldFood Programme (UN-WFP). ARMM ExecutiveSecretary Atty. LaisaAlamia and UN-WFP Pro-gram Officer MichaelArgonza led the food dis-tribution on Tuesday, June28.

“This is just the firstbatch of assistance in thethree barangays in SouthUpi that include BarangayBiarong, Lamud andBongo, we will also imple-ment this program inother barangays,” Atty.Alamia said.

The food-for-workprogram is only one re-sponse in the ARMM

action plan for areas re-cently hit by El Niño aswell as areas expected tosuffer from La Niña, whichis now felt in various partsof Mindanao. The ARMMgovernment has ear-marked P7 million for thefood-for-work program inSouth Upi alone.

Under the program,Atty. Alamia said, the gov-ernment hires targetbeneficiaries in plantingroot crops and in cleaningup drainage canals andother infrastructures.Each beneficiary will bepaid each month one sackof rice and palmoline oil.

The farmers will re-ceive the assistance forthree months and they willget the bulk of harvest(from the farms theyplanted with crops), Atty.Alamia said. She also reit-erated that her office willcontinue to monitor theprogress of the program.

Among the beneficia-ries is Jonjie Leon, a22-year old farmer, whoexpressed his gratitude forthe aid. “Malaki po talagatulong ng programang itopara sa amin, minsan pokasi sa pagsasaka walang

kasiguraduahan kungmay maiuuwi kami saaming pamilya, pero saganitong klasengprograma sigurado po namay makakain angpamilya ko araw-araw.(This program helps us alot since there is no assur-ance if our regular harvestwould be enough to feedour family on a daily ba-sis),” Leon said.

Prior to the food distri-bution on Tuesday, theUN-WFP already providedthe same assistance inthree barangays namelyBarangay Looy,Romangaob and Kuya.

“With the help of theARMM government, wesend assistance to differ-ent barangays in SouthUpi not only to help miti-gate the effects of droughtbut also in preparation forthe impact of La Niña,”Argonza said.

“We will strengthenthe disaster risk reductionmanagement councils inall the municipalities thatare severely affected by ElNiño and those that wouldbe affected by La Niña,”Atty. Alamia said. (Bureauof Public Information)

Program For Young Parent intensifiedTHE DEPARTMENT ofHealth and the VicenteSotto Memorial MedicalCenter have come upwith a program foryoung parents and teen-age mothers.

In a recent forum ofthe Association of Gov-ernment InformationOfficers-Philippine In-formation Agency,VSMMC Medical Spe-cialist Dr. IrishManguilimotan saidthey are already intensi-fying their Program forYoung Parent (PYP).

Manguilimotan saidthat PYP addresses theneeds of young parentsto gather information vi-tal to the health of theyoung mothers duringand post pregnancy aswell as the baby.

“Aside from the

regular checkup we arealso into information edu-cation campaign onmother and family sup-port,” she said.

At present, the num-ber of pregnant teenagersavailing of the PYP inVSMMC have increased.There were some casesthat have been referred toDepartment of Social Wel-fare and Development assome of the pregnantteenagers were reported tobe victims of abuse.

She added that major-ity of their clients rangefrom 16 to 17 years old, al-though they have had oneas young as 14.

Companies told toprovide lactating stations

CEBU - Companiesmust provide lactatingstation for its femaleemployees who arebreastfeeding their in-fants amidgovernment’s advocacyon exclusivebreastfeeding for thefirst six months of life.

Dr. Parolita Mission,regional nutrition pro-gram coordinator ofNational NutritionCouncil (NNC-7), saidthe first 1,000 days of ababy’s life is crucial foroptimal physical andmental growth and de-velopment.

“The first 1,000 daysof a baby starting fromconception until twoyears of age is a goldenwindow of opportunityto nurture the child forthe best possible growthand development, bothphysically and men-tally,” said Missionduring this morning’sforum of the Associationof Government Infor-mation Officers -Philippine InformationAgency 7 that featuredthe observance of July asNational NutritionMonth.

According to Mis-sion, the first 1,000 daysare broken into threephases which are thepregnancy period ofnine months or equiva-lent to 270 days; the firstsix months of life or 180days where pure breastmilk is given to the baby;

and the remaining 550days or until two years ofage where the baby is in-troduced to slight solidfoods or complementaryfeeding.

“ E x c l u s i v ebreastfeeding for sixmonths of a baby’s life ispart of the crucial 1,000days,” said Mission.

Executive Order 51 is-sued in 1986 by the lateformer President CorazonAquino stipulated theimplementation of mea-sures to encourage andpromote breastfeeding toensure adequate nutritionto infants. Breast milk hascolostrum which containsantibodies to protect new-borns against disease.

Mission however, ac-knowledged that mostmothers are working toaugment family incomeand that this should not bea hindrance to the practiceof breastfeeding.

Under RA 10028 or theExpanded BreastfeedingPromotion Act of 2009, es-tablishments are requiredto put up a lactating sta-tion in the workplace fortheir female workers whobreastfeed their babies,said Mission.

“We are linking withthe different businesschambers to inform themabout this law and theneed to put up a lactatingstation,” bared Missionadding that they are gain-ing ground in theadvocacy but much needsto be done in this area.

Central Visayas ranksthird among all the re-gions in the country in thepractice of exclusivebreastfeeding for sixmonths with an average of4.4 months, said Mission.

Mission also said thatsince some breastfeedingmothers cannot bringtheir baby to the work-place unless they have a‘yaya’ to take care of thebaby while the mother isworking, lactating moth-ers can instead use thelactating station to pumpout breast milk and placethis inside the refrigeratorfor storage.

Mission said the ma-jor factors why mostcompanies cannot estab-lish a lactating station arethe additional cost it en-tails as refrigerator isrequired for storage of thebreast milk and the inad-equate office space.

But Mission saidspace is not an issue as acompany can just desig-nate a small area at acorner and place a curtainbarrier as a lactating sta-tion although requiringmicro and small compa-nies to buy a fridge on topof additional increase inelectric bill is an addi-tional expense.

There is an exemptionto the law which includesthat if there are only a fewwomen employees thenthe establishment of a lac-tating station is notpractical, said Mission.(Fayette C. Riñen)
