Gunmen seized the 53-year old Dario Otaza, the mayor of Loreto town in Agusan del Sur province and his son Daryl, 27, on October 19 in Butuan City. Their bodies were recovered the next day in the village of Bitan-agan, according to Captain Alberto Caber, a spokesman for the army’s Eastern Mindanao Command. Otaza was also a former member of the communist rebel group New People’s Army which is suspected of ordering the killings of the politician and his son in retaliation to mayor’s support to the government’s anti- insurgency campaign in his town. No individual or group claimed responsibility for the raid, but Caber strongly condemned the killings and blamed the NPA for the twin murders. “The soldiers of 23rd Infantry Battalion, who are part of the pursuing troops in support to the law enforcement efforts, found the bodies of Mayor Otaza and Daryl hogtied with multiple gunshot wounds in different parts of their bodies in Bitan-agan,” Caber said. “The Eastern Mindanao Command condemns these brutal acts of the CPP/NPA.” CPP refers to the Communist Party of the Philippines, which has been waging a separatist war for many decades now. Last year, Otaza – a member of an indigenous tribe – facilitated the surrender of more than 150 communist rebels, and was instrumental in the delivery of government services to indigenous communities in Loreto town. “The killing of Mayor Otaza and son is purposely to sow terror and to intimidate the peace-loving Lumad communities,” Caber said, blaming the NPA for the numerous murders of tribal leaders who were supporting the military’s campaign in the region, where security forces are battling insurgents. Military hunts down killers of mayor, sonCAGAYAN DE ORO CITY– The Philippine militaryhas launched anoperation to capturecommunist rebels taggedas behind the killings of atown mayor and his sonin Mindanao.

She said the successof the celebration waslargely due to the month-long preparation by the4Ps beneficiaries. DSWDSecretary Dinky Solimanwas also present in thecelebration and so wasSouth CotabatoGovernor Daisy Avance-Fuentes.

“We have preparedfor this a month ahead inorder to prepare ourbeneficiaries to showcasetheir local products,market them and let thepublic become aware ofthe offshoots of theirhard work through thehelp of SustainableLivelihood Program, alivelihood program forthe poor,” Taha said.

Former InteriorSecretary Mar Roxas waspresent in the eventalong with othergovernment officials andother resource speakersto witness the gain of the4Ps, spoke on relevanttopics that helpedadvocate programs forthe poor.

Roxas, whograduated from theAteneo de ManilaUniversity and theWharton School ofEconomics at theUniversity ofPennsylvania, worked asan investment banker,mobilizing venturecapital funds for Smalland Medium Enterprises.

In his speech, Roxasspoke on Small andMedium EnterpriseDevelopment and urge4Ps beneficiar ies tocontinue protecting theintegrity of business.

“This is our way toescape from poverty.Through thegovernment’s capitalfund assistance thatcomes without interest,you are provided with anopportunity to gain extraincome and promoteyour locally madeproducts. This is amanifestation of yourhard work and I affirmthat greatness in you,” hetold the huge crowd.

Roxas alsoacknowledged theachievements of CerenaSumatra, a widow andPantawid Pamilyabeneficiary from NorthCotabato’s Arakan townwho became anempowered mother and

parent leader in theircommunity.

Camarines Sur Rep.Leni Robredo was alsopresent in the event andshe shared some best

practices that fosterpartnerships andconvergence beingimplemented in herprovince.

“We have thispartnership project withDepartment ofAgriculture and localgovernment units andthe farmers and thatprovide farmers theaccess to resources of thegovernment to improveproductivity andpromote food securityand just like to thebeneficiaries of PantawidPamilya inSOCSKSARGEN, thegovernment needs thefull cooperation of thepartner beneficiaries inorder to truly feel thefruits of convergence,”Robredo said.

Other beneficiariesalso shared their owntestimonies which servedas an inspiration to theothers in the pro-poorprogram.

Alma Lintongan,from Sultan Kudaratprovince, said: “I havelearned many thingsfrom being a PantawidPamilya beneficiary. Iwas chosen as acommunity health teammember in our barangay,I have learned theimportance of familyplanning, and I was alsochosen to be the voice ofour community by beinga member of the LocalPoverty Reduction ActionTeam.”

She added: “PantawidPamilya has empoweredme as a person and I havemy strengths and talents.When I became a

recipient of SustainableLivelihood Program, ourfamily no longer reliedfrom loan sharks orborrowing money withhigh interest rates becauseour group was given thechance to avail of capitalfund assistance of 190, 000pesos and now we have aroll back of 106, 000 pesosalready that may helpother beneficiaries whoneeded the funds.”

Another beneficiary,Chita Sulan, from SouthCotabato’s Lake Sebu, saidshe is also satisfied andhappy with the 4Ps. “Hirapna hirap kaming tustusanang aming pang araw-araw nap a n a n g a n g a i l a n g a n .Bilang ina ng tahanan,bawat araw ay nag-iisip atnagtatanong at umaasadin na sanamakapagtapos kahit isaman lang sa aking mgaanak sa college paramakaahon sa kahirapan.Hindi nagtagal mayroongsurvey noong 2009 atnakasali po ako.Napalundag ako sa saya atnasabi sa aking sarilisalamat po Panginoondahil nakita niyo angaking kalagayan atnadinig ang akingpanalangin.”

“Ngunit ng dumatingang 4Ps, malaki angpagbabago ngayon dahilsa programa.Nagpapasalamat ako saassistance sa edukasyonat sa kalusugan ng akingpamilya. Hindi na akonamomroblema gaya ngdating wala pa angprograma. Tunay nanakakatulong angprograma ng Pantawid

Pamilya sa lahat naaspeto ng aking buhay,”she said in Tagalog.

Noralie Gregorio Tin,of Midsayap town inNorth Cotabato province,said she, too, is thankfulto the government’s anti-poverty program which isbeing implemented bythe DSWD.

“Because of PantawidPamilyang PilipinoProgram, my self-esteemincreased. I am no longerashamed now. Before, myhusband was just the onewho decides, but now, Iam able to be involved inthe decision makingwithin our family,”Noralie said.

She said the programhas changed her life andprovided her family theneeded financial aidamong that allowed themto better rooms forgreater improvements.“The PantawidPamilyang PilipinoProgram is a blessingwhich we never everexpected to come intoour life,” said Tin, who isnow involved in differentactivities within theircommunity.

The event was alsosupported by the armyand troops provided freehaircuts among otherservices. A culturalpresentation and otherprograms were alsopresented by the DSWD.

ARMM creates lawenforcement task force

COTABATO CITY – TheAutonomous Region inMuslim Mindanao said itwill establish a task forceto intensify lawenforcement operation,especially in Lanao delSur, one of five provincesunder ARMM.

The decision wasmade following thekilling of Marawi Citypolice director,Superintendent AbnerWahab Santos, onOctober 17.

Members of theRegional Peace andOrder Council and Lanaodel Sur’s Provincial Peaceand Order Councilconvened in a jointemergency securitymeeting at the provincialcapitol in Marawi City todiscuss possible actionsthat would be taken inresponse to the incident.

Santos was killedwhile driving his vehicleat Crossing Sarimanok inBarangay Luksa Datu inMarawi City. The victimsuffered multiplegunshots on the headand was dead on thespot. The suspects arestill unidentified.

The festival alsofeatured week-longnovena masses, culturalshows, agricultural fairs,art, photo and flowergarden exhibits, torchparades, fireworks, andcarnivals. It was thebiggest and grandest so far

in the last decade.Zamboanga City had

been under Spanish rulein the past and was alsoused as a base forAmerican soldiers. Thearea around ZamboangaPeninsula has beenoccupied by indigenouspeople as early as 30,000years ago. MARAMING Pilipino angnakakagat ng aso o pusa.Delikado po ito dahilpuwede itong magdulot ngrabies. Sa bawat taon, 600Pilipino ang namamatay sarabies, at 100,000 namanang binabakunahan labansa rabies.

Ang rabies aynakukuha sa laway at ihi ngaso, pusa, daga at paniki.Kapag tinamaan angpasyente ng rabies,maghihintay pa ng 3hanggang 8 linggo bagomagkakaroon ng sintomas.Ang sintomas ng rabies ayang pamamanhid sa lugarng sugat, pagwawala,paglalaway at paninigas ngmukha.

Tandaan: Kapagnagkaroon na ng sintomasng rabies ay mahirap naitong gamutin. Dahil dito,kailangan natingmaagapan ang lahat ngkagat ng aso at pusa.

First-Aid Sa Kagat NgAso at Pusa:

1. Hugasan ang sugatgamit ang sabon at tubig saloob ng 10 minuto.

2. Lagyan ng povidoneiodine ang sugat. Huwaglagyan ng ointment otakpan ng masikip angsugat. Gusto natinglumabas ang laway nghayop na posibleng maydala ng rabies.

3. Tandaan: Huwaglagyan ng bawang, suka,patis o toyo ang sugat.Hindi ito nakagagamot at

Kailan Nagbibigay NgBakuna:

1. Kapag nalawayan kalang ng hayop at walanamang sugat sa balat, ligtasito at hindi kailangangmagpabakuna.

2. Ngunit kapag nakagatng hayop at may sugat,kailangan ng bakuna labansa rabies. Obserbahan angaso ng 10 araw. Kapagwalang nangyari sa hayop,

ang ibig sabihin ay walaitong rabies at ligtas angpasyente.

3. Kapag malalim angkagat ng aso, o nakagat sabandang mukha o leeg,kailangan agad bigyan ngbakuna at gamot angpasyente. Dalhin agad samga nabanggit na ospital.

1. Para makaiwas sasakuna at makasakit ngibang tao, pabakunahanang inyong mga alagangaso.

2. Huwag hayaangmakawala ang aso atlagyan ito ng tali.

3. I-report anggumagalang aso saawtoridad.

4. Kapag naglalakad sakalsada, magdala ngpayong para may pang-taboy kayo ng aso.

5. Huwag hayaan angbata na maglaro sa hindininyo alagang hayop.

6. Huwag guguluhinang mga hayop habangsila ay kumakain,natutulog o nag-aalaga ngkanilang anak.

7. Kapag may sugatkayo sa katawan, huwaghayaang dilaan ng aso angiyong sugat at bakamahawahan ka ng rabiesvirus.

8. Sa mga nag-aalagang hayop, puwede kayongmagpabakuna na laban sarabies. Kumonsulta sainyong doktor.

Tariman,convenor of the Victims ofInjustice, Criminality andTerrorism in Mindanao(VICTIM) for brevity, an o n g o v e r n m e n t a lorganization committed tojustice, peace anddevelopment, said: “In thelight of the armed conflictsamong some Lumads ofMindanao brought about bythe communist insurgency,we in VICTIM support for thecall for Kahimunan or dialogamong the warringmembers of clans and tribesof Mindanao.”

He said the dialogue willresult to a peace pact amongthe clans and tribes andeventually end the violence.“Our Lumad brothers andsisters are entitled to peace –kapayapaan or kalinaw orkalilintad – as they used to becenturies ago. It is their rightand our right as humans andwe

Datu Javier SabasAbasolo, of the Sabas-Bocales clans of the Manobotribe in Mindanao, who wasalso present at the JMCIMevent, narrated that theirancestral domain sits in thevicinity of Mount Tikbayonin the boundary of theSurigao del Sur and Agusandel Sur where New People’sArmy and governmenttroops and their supportersare battling each other.

He said the rebels haveencroached in MountTikbayon and imposed itswill on tribesmen andcivilians which divided thetribe between pro and antiNPA.

“Being native to theplace there is no betterpeople than us to aspire forpeace – lasting peace – in thearea around MountTikbayon. Yes we are Lumad,but we are also humans andit is our right at such to aspirefor peace. And there is nofitting forum but here and wenow declare ourunconditional support forpeace, a peace with justice.”

Abasolo said with thehistoric unveiling of the Yesfor Peace rock, “I, asrepresentative of the Sabas-Bocales clans express ourunequivocal support todeclare the aspiration forpeace as a human right.”

But just recently,suspected NPA rebels havekilled the 56-year old Loretotown Mayor Dario Otaza andhis son Daryl, 27, in ButuanCity in Mindanao. Thebodies of Otaza, a formerrebel and a tribe man, andhis son were found by troopsa day after rebels abductedthem.

Customs intensify effortsvs. sugar smuggling

THE BUREAU of Customshas formally deputizedrepresentatives from theSugar RegulatoryAdministration (SRA)and Sugar Anti-Smuggling Office of theSugar Alliance of thePhilippines (SASO) in aneffort to intensify itsefforts in curbing sugarsmuggling in the country.

In a memorandumorder signed by CustomsCommissioner AlbertoLina, SRA’s LuisitoMalagkit and SASO’sManuel Lamata andEdgard Lumanog weredeputized to act asindustry-expert advisersof the Office of theCommissioner onmatters that will help

curtail sugar smuggling.In a statement, Lina

said the illicit trade ofsugar has placed anincreasing burden onCustoms and theindustry itself.

“We recognize that inorder to combat it moreeffectively, we need towork closely togetherwith the experts in theindustry through closeco-operation andconsultation, usinginformation to zero in onsmugglers,” Lina said.

“One of the specificagreements included themaximum usage of greenenergy,” Monsada said.

recommendations ofthe Chief ExecutiveOfficers of energybusinesses.

PDEA releases advisory onpsychiatric drugs prescription

THE PHILIPPINE DrugEnforcement Agency hasissued an advisorystating that prescriptionof psychopharmacologic,or simply referred to aspsychiatric drugs, doesnot require S2 license ofthe prescribing medicalpractitioner.

“This is to inform thegeneral public thatpsychopharmacologicdrugs such as Flouxetine,S e r t r a l i n e ,C h l o r p r o m a z i n e ,Haloperidol, Olanzapine,R i s e p r i d o n e ,C a r b a m a z e p i n e ,Valproate, Biperiden and

Diphenhydramine are notclassified as dangerousdrugs hence, prescriptionsof these drugs can be donewithout the need of an S2license of the prescribingmedical practitioner,”PDEA Chief Arturo G.Cacdac, Jr. said.

The advisory cameafter Cacdac received areport from PDEACompliance ServiceDirector Helen MaitaReyes, saying that somemedical doctors in therural health units havecomplained that theirprescriptions of somepsychiatric drugs were not

dispensed by local andcommunity pharmacistsdue to non-indication oftheir S2 license in theprescription.

PDEA stated thatonly medicalpractitioners, to includeattending physicians,dentists andveterinarians withlegitimate S2 Licenseissued by PDEA, throughits Compliance Service,are authorized toprescribe to patients anydangerous drugspreparations, forlegitimate medicalpurposes.

COMELEC extends deadline forreactivation of overseas voting recordsTHE DEPARTMENT ofForeign Affairsannounced that theCommission on Electionshas extended the periodof filing for application forreactivation of overseasvoting records the untilDecember 9.
