SUGGESTED MINIMUM REQUIREMENTS FOR SANITARY LANDFILL METHOD OF REFUSE
DISPOSAL
A. Site Selection
1. Where pract icable a minimum of 30 feet clayey till overburden should be present between rock s t ra ta and refuse deposits .
2. Drift wells should not be located closer than 300 feet to any landfill operation.
3. Where the minimum overburden does not exist (quarr ies , p i ts , e tc . ) the location of wells in general should be at g rea te r d is tances as determined by local health Jau-thor i t ies .
4. Refuse should not be placed in mines or other places where result ing seepage or leachate may c a r r y waste to water bearing s t ra ta or surface water cour ses .
5. The topographical features at the site should be studied and the drainage charac ter i s t ics deteirmined to prevent

concentrations of run off water that may cause erosion of cover mater ia l and thus expose refuse deposits.

s i te . The Illinois Department of Public Health should be consulted pr ior to site selection regarding the possibility of underground pollution. Valuable information regarding the possibility of water-borne waste pas sage through underground formations may be obtained from the State Water Survey and the State Geological Survey.

2. Refuse spread and compacted by crawler- type t rac tor .
3 . Cover by dirt excavated in extending t rench.

5. Filled a rea seeded to prevent eros ion.
B. Operational Provisions
1. Temporary and final cover slopes should be sufficiently flat to prevent erosion of cover mater ia l and yet insure against formation of pools and ponds.
2. Provisions should be made for insect and rodent control measures^
3. Plans should provide for the availability of adequate f ire fighting equipment.
4. In operations involving the filling of ponded a reas every effort should be made to minimize the deposition of refuse in water by:
a. providing a sump arrangement for drainage as additional dry a reas a r e required .
b . pumping dry in whole or in sections as established by ear th dikes.
Where the deposition of refuse in standing water i s unavoidable provisions should be made for the chemical treatment of the water to prevent odor and insect nuisances.

C. opera t ions •
1. Full time supervision should be provided for at the site during the deposition of r e fuse.
2. All deposited refuse should be compacted. in 1 foot l ayers .
3. Where the total fill depth is great , success - s'S ive layers of compacted refuse should not j exceed 8 feet in height for each lift.
4. No refuse should be left uncovered at the end of each working day.
5. Temporary cover should be compacted and not less than 6 inches in depth.. Final cover siiould be compacted and not less than 24
: inches in depth. 6. Deposits Goiisisting mainly of animal c a r

D. Special Considerations
1. Depositing refuse in water - - a raft boom having a fence above the water level or other suitable devices should be.provided to prevent the scat ter ing of mater ia l and . papers from the deposit a rea ,
2. Inspections - - f requent periodic inspections / should be made of the site by local authori- ^ t ies to determine if it is being operated a c cording to plans and without nuisance.
3. Records should be available for review by . inspecting agencies concerning the weight
and volume of refuse handled on the landfill s i te . (A weighing scale wouldbe desirable at all landfill operat ions . )
4. Scavenging should be allowed only when the " folloT^ing i^qulrements a r e adhered to: a. All scavenged rriaterials held at site
shall be s tored in an order ly manner on special racks or platforms 16" above the ground, designed for this purpose. No l i t ter shall be allowed to accumulate under r acks .
b. All buildings at si te such as office, tool sheds, shops, salvage storage sheds, paper bailing operat ions, scale houses, e tc . shall have concrete, slab floors, o r . wood floors shall be ra i sed 16-' above the ground to eliininate rodent harborage.
c. Salvage mater ia l s s tored on concrete floors shall be s tored in an order ly tnan-ner on platforrns r a i s ed 12" above the floor to prevent rodent harborage .
d. No salvage shall be s tored in a manner to hold water which may result ih mosquito breeding.
