In this case, it is proposed to allow the Mining Permit holder to
extractsaiidfromthefloodplaindepositsfromBhaskarNagarareaoriBhogdoi
RIver Bed.

block of 1000M over which mining is uiidertaken or at such distance as

5. The depth of the river bed mining will iict in any way exceed 3 meters at
any point in the Permit area from the top of the uirmined river bed as per
nil€ 39 (iii) of AMMCR 2013.
6. The extraction of ordiiiary earth/silt will be restricted within the central
3/4th width of .the river. Here, in Bhaskar nagar Sand meA , the average
mineable width of the Permit area is to be kept 66 nieters out of the
average width of the river being 88 meters as per rule 39(iv) of AMMCR
2013 (Figure5).

PRODUCTION OF RIVER BED SAND :
The Mining permit proposed to be granted to the applicant, Sri Biju
Singh in the Bhogdoi RIver Bed for extraction of ordinary sand manually.
The letter No B/SM/25(XIX)/454143 dated 30/07/2018 of the
Divisional Forest Officer, ]orhat Forest Division , jorhat, the total Mining
Permit period is two years (See Rule 18( 1 )&19(7). AMMCR,2013)
As has been estimated and stated in the chapter at on Mineable
Reserve of mineral, the total quantity of the ordinary gourd available for
extraction in a year up to a depth of 3 metres would be = 12.883 Cu.M
Considering the total working days as 200 days in a year for.
transportation of the minerals. the transportation of the :mineral per day
would be : = 12,883 Cu.M/ZOO days = 64.415 = 64 Cu.M Per day
Considering the carrying capacity of the T"cks/Dumpers to be deployed is
of 5 Cu.M average. the total trips to be made by the Trucks/ Dimpers a would
be about= 64/5= 12.8 = 1213 trips per day
The quantity Qf ordinary earth stated above is an estimated quantity that

PROGRESSIVE MINE CLOSURE PLAN ``
The "Assam Miiior Mineral Colicessioii Rule 2013" published
in March 2013, has made it maiidatory to incorporate" Progressive Milie
Closure Plali" in. the Miniiig Plan vide Rule 52(5)(VIII) of the said mles.
Such a Mine Closure Plan is useful ill c.ase of opelicast mines or quarries
oiily wherein the question of phased restoration aiid/or rehabilitation
through afforestatioli, land reclamation and rehabilitation of land affected
by ndning operation.
The Bhogdoi River is a meandering perennial river and hence, during the
monsoon rains, coiisiderable amount of minerals (earth, silt and sand) are
transported by the flow of river water. This Mining permit is a river bed
minillg for Ordinary saiid only. The saiid is to be extracted from the river
bed ill a systematic manner as described in earlier chapters. The void
created by extraction of Ordinary earth from the river bed would gradually
be filled up with the silt, clay alid sand carried by the flow of river charmel
and would be repleldshed every year. This filling up prceess is slow ill the dy
season and rapid during the rainy season. The restoration of the river bed to its
original position through natural process is more congeliial to the aqua
marine enviroiiment than the reclamation with ealih/ silt etc. brought from
elsewhere. Since the river bed will regain its origilral position through
natural process after closure of the nrine on expiry of the Pemit Period, a
progressive niine closure plan would iiot be necessary in this case.

CONCLUSION

The proposed Milling permit for ordinary sand from river bed deposits
covering all area of 1.65 Hectares allotted to Sri Bijti Singh, /orhat is meant
for extraction/collection of ordinary sand from the Bhogdoi River bed
within a period of two years. The area is a Semi compact to loose flood
plain deposits of silt fine graiiied sand'on the Bhogdoi River bed. A simple
opencast miriing method for ordinary sand collection would be applied as
explaiiied in the previous chapters. There would be Ilo cutting of trees and
any dyiramite blastiiig is caiTied out under this mining permit. After a
thorough study with site verification physically, the conclusions is draw]i
with the following points :
1 ) The mining permit involves the extraction and transportation of
river bed salld amouliting 2000 CuM per y?ar for a period of
2(two) years.
2) There is Ilo any endaiigered species of flora and fauli.a found in
this area as per record of Fc)rest Department.
3) There will be no chance of cutting any tree on that particular site.
4) Adverse impact on true surrounding environment due to the
operation of mining permit will be negligible.

5) A detail prograrmie for recuperation and reclamation of the
mine permit area has been described in the " Progressive Mine
Closure Plan" fo restore the ecology of the surroundings.
6) The extracted ordinary sand from the Bhogdoi River bed deposits
would be utilised for filling alid other coiistruction work.
7) The operatioli of the Mining Permit would generate both direct
and indirect employment aiid thereby help ill uplift of socio
economic scenario of the locality.
