The Asst. Director of Mines and Geology, Vijayawada, submitted proposals for grant of
quarry lease for Quartz & Feldspar over an extent of 1.275 Hectares in Sy. No’s 89 / 2A, 2B
(P), 2C, 2D & 3 of Lakshmipuram Village, Tiruvuru Mandal, Krishna District Andhra
Pradesh State, in favour of M/s BALAJI ACQUA & AGRO PRODUCTS PVT. LTD, C
& MD. Sri Gadde Rama Mohan, for a period of (30) years.
After careful examination of the proposals of the Assistant Director of Mines and
Geology, Vijayawada, it is decided in principle to grant the quarry lease for Quartz &
Feldspar over an extent of 1.275 Hectares in Sy. No’s 89 / 2A, 2B (P), 2C, 2D & 3 of
Lakshmipuram Village, Tiruvuru Mandal, Krishna District Andhra Pradesh State, in favour
of M/s BALAJI ACQUA & AGRO PRODUCTS PVT. LTD, C & MD. Sri Gadde Rama
Mohan, for a period of (30) years subject to submission of Approved Mining Plan, with a
condition that the Approved Mining Plan shall reflect the restrictions to be adopted by the
applicant while conducting quarry operations due to existence of any structures, railway
line, roads, water bodies such as river etc., and the stipulated distances as per the various
regulations prescribed under Mines and Metalliferrous Regulations ‘1961 alongwith

1. Topography
The quarry lease applied area is situated on the mound.
The lowest contour is 99 M and highest contour is 100 M in topo
plan (Plate – III).
Edulla Vagu is passing at the distance of 2.25 Km due South. The
quarry lease applied area is surrounded by numerous water
bodies.

3. Vegetation Sparse with thorny bushes in the quarry leased applied area, areas
around the quarry leased applied area are cultivation lands
4. Climate
The area experience semi arid climatic condition. The area
experience 800 mm average annual rainfall during August -
November months. The day temperature varies 28oc in winter and
about 50oc in summer season. The general wind direction is SW to
NE & SE- NW.

The quarry lease applied area is part of undulating terrain area with
moderate to steeply sloping. The land is barren with bounders and

2. GEOLOGY AND EXPLORATION
a) Brief description of Regional Geology with reference to location of lease / applied area
Regional Geology
The district constitutes a part of the Indian Peninsular Shield. The district formed by Archeans include
Khondalite suite of rocks Charnockites, Schists, Granites and Anthrosites. The major rocks of this
group have a regional strike and foliation in the ENE – WSW direction with steep dips towards SSE.

b) Detailed description of geology of lease area
The subject area falls on the northern part of the district consisting of Dharwars which belong to
the Archean age. The two distinct units consist the subject area. These two Litho units are (1)

Quartz Vein with Feldspar as Hangwall and (2) Muscovite Schists. The subject area is covered by
the soil and Feldspar in the lower altitudes i.e on either side of the Quartz body. But the Quartz
body has exposed as two veins in the center and north eastern part of the area. The Quartz veins
are seen in the excavated pits. The Quartz is massive, Fine grained and Glassy in nature. It is
colourless to translucent. T Quartz vein has a NW-SE strike and the dip is about 400 SW. Feldspar
occurs as a hangwall over the two exposed Quartz Bodies.

Topographical Survey
The baseline is considered from the GPS reading in co-relation with Toposheet contours, the levels were taken using total station of
LEICA with 5 Cm accuracy covering the total area.
The BM is taken on Boundary Pillar – C at East near the Boundary Pillar No. I of the quarry lease applied area with its value of 99.50 M
(Plate – III).
The geo co-ordinates were fixed using the 12 channel handheld GPS, GARMIN make with

Geological traverses in the mine and existing mining pits in the vicinity facilitated to access the shape and size of the deposit in the area. It
is a part of mound deposit rising 1 M above ground level within the quarry leased applied area (The lowest contour is 99 M and highest
contour is 100 M).
Method of Estimation of Reserves
The exposed reef with Quartz and Feldspar outcrops indicating fairly continuous deposition of the
pegmatite body with quartz as major component compare to feldspar. The volume of the deposit is
computed by Cross Sectional Area method by multiplying the Sectional Influence
The deposit is found to be irregular in shape. Hence cross sectional method adopted for Estimation of
Geological Reserves. 3 Sections A-A1 to C-C1 were drawn at equal distance perpendicular to the strike
direction of the formation to estimate the reserves (Plate – III).
The cross sections were drawn perpendicular to the strike direction, the cross sectional area of the
individual sections are calculated to arrive at sectional area, the area thus arrived is multiplied by the
sectional influence of 40 M (average) to arrive the volume of deposit.

Since the Quartz and Feldspar are exposed to the nature are exhibiting minor contamination of Fe (Iron).
Hence, the recovery percentage for Quartz is considered at the rate of 60% and Feldspar at 30%.

The estimated total cost of the project is Rupees nineteen lakhs. The land is a private land. There are two
working pits in the area which are being worked. In total an amount of Rs. Twenty lakhs shall be incurred
for execution of mining lease.
COST OF PRODUCTION
The proposed production of mineral is 12,000 tonnes per annum and the proposed ROM to be excavated is
14,000 tonnes per annum.

EXCAVATION COST
Drilling cost: The annual production of the mineral is 12,000 tonnes per annum. The total ROM excavated
shall be 14,000 tonnes per annum.
The spacing and burden of a drill block shall be 2m x 2m with a depth of 1.6m.
The volume of rock broken per drill hole 6.4 Cu.m
The quantity of rock broken per hole in tonnes, 16 tonnes / drill hole
considering a specific gravity of 2.5 (Approx as it is ROM including waste)

The total cost of one drill hole in this area is Rs. 40/- per drill hole

Blasting cost: The average powder factor in this area is 4 tonnes per kilogram of explosive of medium
strength.
The total explosive required for an ROM of 14000 tonnes 3500 Kg
Total cost of explosives including accessories Rs.3,50,000/-
(Delays, Detonators, Safety fuse etc)
Loading & Transportation Cost: A hired excavator can excavate and load 50 tons per hour as the
excavation involves digging and selective mining. The excavation and transportation per hour shall cost Rs.
2200/-. The transportation and excavation cost of 14000 tons ROM amounts to 6,16,000/-.
Hence, the total excavation costs amounts to Rs. 10,01,200/-
UTILIITES COST
The project requires power only to operate the water pumps and for general lighting purpose.
The average power bill is estimated @ Rs.40,000/- per month
Total utilities cost per annum shall be Rs.4,80,000/-
OVERHEADS COST
Administrative costs: The administrative expenses include salaries of statutory employees, Postal and
telephone expenses, Stationary etc.
The salaries of the employees per annum shall be as follows:
Mines Manager II class Rs.4,20,000/-
Mine mate & Blaster Rs. 1,50,000/-
Supervisors – 1 @ 10,000/- per month Rs. 1,20,000/-
Watch & Ward – 2 @ 4000/- per month Rs. 96,000/-
The total salaries per annum amount to Rs.7,88,000/- say 8,00,000/-.

i) Type of exploration used to confirm the deposit:
Exposed pit is in the orientaion of NE & SW direction is clearly visible & So the trend of the deposit is in same direction ,So we estimated the reserves with the data available at the site .

The reserves are estimated by multiplying the cross sectional area with the influence distance of

recovery factor saleable ore is taken as 85%.

3. MINING
a) Open Cast Mining
i) Description of existing / proposed method for excavation with all design parameters
indicating on plans / sections
The method of mining shall be opencast and semi-mechanized on single shift basis. Excavations shall be carried out by Jack Hammer
drilling and blasting. Bench height and width will be maintained at 6 m and 6 m each respectively with overall slope at 60°. Excavation
and loading shall be carried out with simple excavators of capacity 0.9 to 1.1 cu.m bucket capacity. This shall be utilized for
developmental work, excavation and loading into the trucks. Tippers of 10 T capacity shall be utilized for all transportation purposes.
The firm intends to extract the Quartz and Feldspar production to the tune of 7,837.20 MT
of Quartz per annum and 3,918.60 MT of Feldspar per annum production to the tune of
during the first five years of the plan period.

a) Production Proposed for the first five years
The applicant intends to extract the Quartz production to the tune of 39,186.00 MT and Feldspar
19,593.00 MT per annum during the first 5 years of the plan period.
During the plan period it is proposed to exploit the Quartz & Feldspar from the total area of
3,232.00 M2 to an average depth of 6 M from North of the quarry lease applied area covering
under Cross Sections B-B1 to C-C1 between the grids N 00 – 150 & E 50 – 200. The workings
advance Southwards (Plate – V).
Other than fully mechanized open cast ‘A’ category method of mining operations will be
deployed. Compressor with Jack hammers will be utilized for drilling the holes.
Excavation, haulage will be done by manually. Manual sorting and sizing of the mineral
will be done manually. The minerals will be transported by hired trucks.
b) Mining Program for the first five years
It is proposed to produce the Quartz & Feldspar from North of the quarry lease applied area
during the first five years.
The waste generated will be temporarily dumped in the NW of the quarry lease applied area (within the
quarry lease applied area) covering an area of 1,674 M2
with an average height of 6 M between the grids
N 50 – 150 & E 00 – 100. The dump will be re-handled for back filling the matured pits (Plate – V).
Soil Dump
The soil waste generated will be temporarily dumped in the SW of the quarry lease applied area (within
the mining applied lease area) covering an area of 1,203 M2
with an average height of 6 M between the
grids N 00 – 100 & E 00 – 100 (Plate – V).
Stock Yard
Quartz
The mineral generated will be stocked in the temporary stock yard over an area of
642.00 M2 in the SE of the mining lease applied area between the grids N 00 – 50 &

A total volume 10,402.50 M3 of excavation will be made, generating 2,080.50
M3 of Soil Overburden.
A total 20,805.00 MT of ROM and will be obtained producing 12,358.17MT of
Quartz (55% recovery) & 6,491.16MT of Feldspar (30% recovery) and 1248.3M3
(15% of Soil & Mineral Waste) will be generated. The mining advances

2nd
In the second year the mining will continue below 1st year workings between
the grids N 50 – 150 & E 50 – 150 and between the RL 94.85 – 89.30 M to RL
88.85 – 83.50 M over an area of 578.00 M2 to a depth of 6 M (Quartz &
Feldspar). A total volume of 3,468.00 M3 of excavation will be made.
8,670.00 MT of ROM and will be obtained producing 5,149.98 MT of Quartz (55%
recovery) & 2,705.04 MT of Feldspar (30% recovery) and 520.2 M3 (15% of Soil &
Mineral Waste) will be generated. The mining advances Southwards.

During 3rd year the mining will continue due NE of the quarry lease applied area
between the grids N 00 – 100 & E 100 – 200 and between the Contour 99.50 M
to RL 93.50 M over an area of 1,789.00 M2 to a depth of 1.50 (Soil) & 6 M

A total volume 5,284.50 M3 of excavation will be made, generating 1,816.50 M3

The production of Quartz & Feldspar continuous throughout year except during monsoon that is 10
working months, 25 working days per month are considered. The average production of Quartz &

easily achieved in a single shift with sufficient men and machinery.

PROGRESSIVE MINE CLOSURE PLAN
1. ENVIRONMENT BASE LINE INFORMATION
i Existing Land Use Pattern
The quarry lease applied area is on part of the elevated
ridge with sparse vegetation small bushes from the
vegetal cover. The deposit is occupying part of the
lease area. The areas around are agricultural lands.
ii Water Regime
Edulla Vagu is passing at the distance of 2.25 Km due
South. The quarry lease applied area is surrounded by
numerous water bodies.
iii Flora and Fauna
The whole quarry lease applied area is occupied by
scattered sparse vegetation of thorny trees and small

average annual rainfall during August - November
months. The day temperature varies 28c in winter and

The nearest village Shambhunigudem is situated 1.75
Km due NE of the quarry leased applied area, having a
population of 800 No’s. Agriculture and sheep breeding
are important profession of the people living in the
village besides involving themselves in mining activity.

M2 within the 7.5 M buffer zone in phased manner
during the plan period with Neem / Mango plants (Plate

2. ENVIRONMENTAL IMPACT ASSESSMENT
a Landscape Changes
A large pit of 3,759 M2 to an average depth of 12 M will be
formed in the quarry leased applied area. The mining will
alter the shape of the present mound slope with a large
sliced pit.
b Air Quality
Air quality is good but at quarries it is filled with dust, due to
haulage on the road, blasting etc. but it will be within the
permissible limits by sprinkling water on roads and covering
the drill rods with cloth. Air quality will not be disturbed, as
the Mining is very limited.

c Water Quality
The water environment will not be disturbed as the mine is
far off from the water courses.
The mining of Quartz & Feldspar has no adverse affect is

d Noise Levels
The blasting and the haulage and the drilling of boreholes
generate noise. However, the probable noise level will be
within the permissible limits and will not cause harm. The
applicant will provide suitable protective gear to the workers
for minimizing the noise pollution and the machinery will be
well maintained.

The vibrations that will be generated due to heavy machinery
will be meager

No subsidence is anticipated in this regime as the basement
rock is massive and away from the seismic zone
i Socio economics
The main occupation of villagers is agriculture and sheep
raring. The commencement of mining activity in this area
improved the socio-economic status of the local people by
creation of employment and paying taxes to gram
panchayath.
The mining in this area does not involve any hazardous
methods. The applicant is providing First Aid facilities at
Mine site.

Monuments
No historical monuments exist within 5 Km radius
k Bio-Diversity
No impact will happen to the Mankind, Flora and Fauna by
the mining operations, excepting minor vibrations due to
blasting, sound pollution and dust which will be under
control and within the permissible limits.

To mitigate the emergency, planning is the first & four most thing, i.e. recognizing the
accident or possible, assessing the consequences of such possible accidents and deciding on
emergency planning / procedures in advance both on site & off site that would necessary to
be implemented in the event of emergency without any delay and confusion.

Proper bench design in mines and observing safety measures for transportation, storage,
handling of explosives & fuels, etc, good maintenance of vehicles, roads, fire prevention
measures shall go in preventing disaster / accidents.
The applicant is committed to identify the possible causes for potential disaster and draw a
code of emergency measures and procedures to deal with such disasters, which is otherwise
also advised by DGMS through their circulars.
The mine is located at the distance of 5 Km from Tiruvuru town having good transport and
communication systems.
The mine is having good communication like telephone & mobile facility. In case of any
minor / major accidents within the mine, the same will be communicated to the Agent by
the Mines Manager and intern he will inform to the Revenue Authorities, Police, Fire
Department, DGMS etc for action.
A vehicle is kept all the time at the mine site for conveyance.
At mine level First Aid will provided and person(s) shall be shifted to nearby hospital at
Tiruvuru which is having all basic amenities.
8. CARE AND MAINTENANCE DURING TEMPORARY DISCONTINUANCE
The mine workers are taken on contract basis on need based orders, the workers always get
Employment / Contract in similar quarries existing around. During monsoon these labour are
busy with agricultural activities.

9. FINANCIAL ASSURANCE
Financial Assurance can be submitted in any encashable form preferable a Bank
Guarantee from a Scheduled Bank at the rates equivalent to rates prescribed in Rule
23 (F) (2) of Mineral Conservation Development Rules, 1988 for the first five years
period expiring at the end of validity of the document.

The proposed mining operations are by Other than Fully Mechanised Mining and
hence the cost of Reclamation & Rehabilitation is calculated as per the provisions of
APMMC Rules, 1966 @ Rs. 25,000/- per hectare or part thereof. This amount works
out to be Rs. 19,650/- for 0.786 Hectares area.
The minimum financial assurance in the form of Bank Guarantee for Rs. 2,00,000/-
will have be submitted to the Assistant Director of Mines & Geology, Vijayawada.
