Ministers' Accounts of The Honor of Leicester (1322 to 1324) By L. FOX, B.A. (OxoN.) THE object of this introduction is to describe and explain, as far as possible, the material contained in two hitherto unpublished Ministers' Accounts of the honor of Leicester. The first is closely written on both sides of a roll of four membranes, sewn together at the top, and represents the accounts of divers ministers of the honor of Leicester presented before the king's auditors for the period 24th March, 1322, to 4th July, 1323. x The second, written in a similarly small hand on one side of three membranes, sewn together head to tail, and on part of the dorse, is the account rendered by Roger de Belegrave, keeper and receiver of the castle and honor for the period 4th July, 1323, to 29th March, 1324. 2 Taken together they cover the period from the appoint ment of royal officers to administer the forfeited lands of Thomas, earl of Lancaster and also of Leicester, 3 two days after the earl's execution at Pontefract, 4 to the very day on which the same lands were granted by the king to Henry, brother of the late earl and subsequent bearer of the Lancastrian titles. 5 The execution of earl Thomas naturally involved the extinc tion of his household, and the forfeiture of his lands to the Crown; it marked "the most serious break that ever occurred in the history of the house of Lancaster". 6 But the administration of the Lancastrian estates was carried on without any revolutionary upheaval by custodians, receivers, auditors and other ministers appointed by and responsible to the Crown. Leicester were assigned to the separate custody of a certain Robert de Gaddesby,7 and other officers were entrusted with the other parts of the Lancastrian estates. The chief value of these ministers' accounts, therefore, consists of the light which they throw upon a number of interesting problems relating to the honor of Leicester, each of which is worthy of separate con­ sideration.

EXTENT AND STRUCTURE OF THE HONOR A good idea of the geographical extent of the honor of

Leicester may be got from the inquisition taken after the death either of earl Edmund in 1297,8 or of earl Thomas in 1327. 9 Besides including over sixty-five manors in Leicestershire, it covered an extensive area in Warwickshire and Northampton­ shire, and had scattered members in a large number of other counties. 10 This information may be verified and amplified for the more important part of the honor from the view which the ministers' accounts afford of the arrangement of the various vills into bailiwicks, and the separate treatment of the castle, the reeve- ship and the forest of Leicester, as well as of the demesne manors. Of the latter there were four : Leicester, Hinckley, Desford, and Earl Shilton. At Leicester, where the earl exercised also the lordship of the borough, 11 a fact which explains his possession of the reeveship ('prepositura'), there was the castle, the centre of the honor, with its prison, 12 together with the demesne lands and pastures, mills and ovens, and the forest of Leicester. 13 Over and above this classification of manors held by the earl in demesne, as opposed to those manors which were held of the earl by feudal tenants, an arrangement of bailiwicks divided the honor

(more correctly, that part of the honor which is shown in the accounts, because there were members in other counties) into eight geographical and administrative areas in addition to Leicester itself. 14 The Warwickshire and Northamptonshire lands each formed a separate bailiwick; whilst the Leicestershire lands were arranged under the bailiwicks of Hinckley, Desford, Earl Shilton, Sileby, Glenfield, and Carlton Curlieu in the manner indicated in the accompanying map.

TIMES OF ACCOUNTINGIt seems fairly safe to suggest that the times of accounting,

as illustrated in these rolls, should not be regarded as normal. Earl Thomas's forfeited estates did not fall into the king's hands at the beginning of the financial year of Lancastrian accounting, which was Michaelmas (29th September);15 nor were they granted to Henry of Lancaster at the end of one in 1324. 16 Nor did all the ministers put in by the king to administer the estates during the period of forfeiture hold office for the whole period; there were frequent changes of personnel, the duration of office depending solely upon the king's pleasure. 17 This partly explains why the castle at Leicester was accounted for in six periods during these two years and five days, whilst the bailiwicks were only accounted for in four; and in the case of Desford and Earl Shilton manors, account is rendered for less that four months since they were handed over as part of the dowry of Alice Lacy, widow of earl Thomas. 18

MINISTERSThe ministers fall into two main groups : those at the centre

of the honor accounting to the Crown; and those more directly concerned with the local units. Of the first group the most im­ portant were the Keeper (custos) and the Receiver (receptor).

Roger Beler held the office of keeper from 24th March, 1322ia until 4th July, 1323,ao when Roger de Belegrave, the chief officer accounting in the second roll, was appointed in his stead. 21 William de Oterhampton was receiver from 17th March, 1322, until 6th July, 1322,22 when, having been appointed an auditor, he handed over the receivership to William Davy, 23 who remained in that capacity until replaced by Roger de Belegrave on 4th July, 1323. Other officers appearing in connection with the accounts of the castle are the Steward (s en es callus) and the Porter24 (janitor), but no indication of their, functions is given beyond the fact that the porter on two occasions is appointed by the steward and presents the account on behalf of the keeper, and that it was his duty to levy the perquisites of the court at Leicester, to execute the judgments of the same within the town of Leicester,25 and to keep the castle and prison. 26 The second group of officers ranges from bailiffs (balli-vi) in charge of the bailiwicks and the reeves (prepositi) of the demesne manors to the keeper of the mills at Leicester, the park-keeper at Hinckley (parcarius), and the receiver of the profits (receptor exituum) of Leicester forest. Over all these were the auditors (auditores) appointed by the king as special agents to check the accounts and to see that the lands were being managed to the advantage of the Crown. The auditors acting for the two rolls under consideration were William Hereward and Thomas de Blaston,27 who 'audited' the

accounts, whilst Robert de Silkeston and Henry of Leicester28 appear to have received expenses for 'viewing' some of them.29 The method of procedure is clear. In the light of former returns30 of which mention is often made, they examine the accounts presented by the various officers., 31 testing in every possible case whether all expenditures are valid; for where decay is alleged they holdi inquisition to see for themselves,32 and allowing this and disallowing that, they sum up the account, showing either a deficit or quittance. Since on the rolls under consideration items, are crossed out and accounts amended, there is every reason to suppose that they are the original ones used by the auditors.

In return for their services the auditors received a fixed wage,33 which seems to have been part of the local charges,34 and for which allowance was made in the receiver's account. 35 The same applied to the receiver himself,36 and to the keeper.37 Whilst the latter was more or less responsible for the general supervision

of the estates in his cafe, 38 and acted as the intermediary between the king and the feudatories holding those estates, 39 he was also held answerable for the issues by the receivers to the king's wardrobe,40 to which the issues were first transmitted;41 but from 21st July, 1322 the keeper was instructed to be answerable at the Exchequer.42

Some interesting details have been discovered concerning the more important ministers appearing in these accounts. The one about whom most is known is Roger Beler,43 knight and squire of Leicestershire, and a former Lancastrian partisan,4* who was appointed as Baron of the Exchequer in July, 1322,45 holding that position until he was murdered in January, 1326;46 and who, besides attempting an interesting exchequer reform,47 served the Crown as royal justice on innumerable commissions in every part of the country.48 Incidently he was the founder of the chantry chapel of St. Peter, at Kirby Bellars,49 towards the maintenance of which he secured every available endowment. 50 Robert de Silkeston, auditor, was evidently a man well experienced in this kind of work, for besides being receiver of Bolingbroke he had acted as one of earl Henry of Lacy's auditors in 1305; 51 he acted as one of the executors of the earl's will, 52 and then must have passed into Thomas of Lancaster's service, for he appears as one of the auditors of the Lancastrian accounts in 1313-1314.53 A further proof that it was not unusual for the earl's officers to continue in office after the earl's death is seen in the employment of Henry of Leicester as another royal auditor. He first appears

as a king's clerk;64 later he passed into the service of the Lan­ castrian household, appearing as keeper of the earl's wardrobe in 1313-1314,65 and securing pardon in 1318 as one of the adherents of the earl, 68 after which presumably he re-entered the royal service. He was also parson of Castle Donington, and custodian of the Hospital of St. John there by grant of earl Thomas of Lan­ caster.67 Thomas de Blastbn, of Leicestershire, another auditor of these accounts, had a most important later career in royal service. After being a king's clerk for some time, in 1328 he held the office of chamberlain of Chester. 58 In 1332 he was appointed as a baron of the Exchequer, and in the same year as a baron of the Ex­ chequer of Dublin;59 the former appointment was renewed in 134 1. 60 During these years he frequently appears as royal tax- collector, justice, and adviser. As early as 1318 he was rector of Cotesbach in Leicestershire, 61 which living he still held in 1336, together with a prebend of Wylmyncote in the collegiate church of Tamworth and a prebend in Wybaston in the king's free chapel of Wolverhampton. 62 In 1328 he was presented to the chapel of Barewe in the diocese of Coventry and Lichfield;63 and he was rector of the church of Solihull, co. Warwick, in 1339. 6* He died in 1342. William de Oterhampton, receiver for part of the time, had been receiver of Roger Damory in 1318-1319, as is known from his journal which has survived. 65 At the beginning of 1324 he became chamberlain and then escheator in South Wales,66 and in 1325 was made paymaster general and receiver of victuals and money at Portsmouth, 67 which office he probably held until his death in 1327. 68 Roger de Belegrave can be traced in the employment of the Crown both before and after his tenure of the keeper-and-receiver-ship of the Leicester honor. 69

It seems clear, ttiferefore, that these officers, whether in the past they had been in royal or baronial service, had considerable experience of the management of estates and accounts; it would not be going too far to call them professional, a conclusion borne out by the business-like nature of the accounts for which they were responsible.

PLAN OF THE ACCOUNTSThe plan of the accounts rendered for the various component

parts of the honor is practically the same. In each case, on the credit side the income (recepte) is classified under several heads, and followed by a statement of expenditures (expense), the account being finally balanced either by payments (liberate) testi­ fied by tallies or warrants (per litteras de acquietancia), or by debts still to be paid. Naturally the incomes and expenditures are different for each of the places concerned, and they vary for the different periods accounted for on the two rolls; but it is possible to give a rough idea of the nature of the main items in each case, whilst leaving the accounts in detail to speak for themselves. In the account of the town and castle of Leicester the income was composed of assized rents,70 rents from tenements, fishing rights in the river Soar, and mills let, the perquisites of the court, the farms of the four mills and six ovens, the farm of the reeveship, and what could be made out of the demesne lands and pastures. 71 In addition, there was the income from the forest of I/eicester, composed of dues for the agistment of cattle and the pannage of pigs, money from wood sold, fines from the woodmote of Hethilie, and miscellaneous items. Expenditures were simi­ larly classified. Loss of revenue from certain lands and tene­ ments takes its place among the outgoings; repairs to various parts

of the castle figure largely in Roger de Belegrave's expenses;72 the forest and other officials needed their wages, and tithe had to be paid; finally, there were miscellaneous items too numerous to be named. But in order to show himself quit, as the term went, the accountant had to answer for the 'dead-stock' (mortuum staurum) which he took over from his predecessor, a fact which explains the repeated miscellaneous list of pots, trestles, boards, fetters, and so forth. A good example of this kind of thing is contained in the account which is included for the castle and manor of Donington which happened to be in the hands of the same ministers for the earlier part of this period. 73 In this case a fairly elaborate account is also given of the various kinds of grain received and disposed of : corn, winter-wheat, barley, pease, malt, maslin; whilst besides dead-stock, live-stock is classified under horses, foals, oxen, sheep, and pigs. That this is the normal thing to expect in a reeve's account74 is proved by the accounts of the reeves of the demesne manors of the honor. Against an income composed of rents and farms and produce sold was set an expenditure composed of wages, tithe, and miscellaneous items, and this was followed by an account of the stock on the manor. (Cf. Desford). 75 The bailiffs' accounts of the bailiwicks were more simple, being a statement of income from the following five or six sources : assized rents, rents from the letting of various tenements, fixed perquisites from vills within the bailiwicks in addition to casual perquisites arising from the view of frank- pledge;76 and finally perquisites of the court of Leicester.

of 'chevage' (payment to secure exemption from attendance at the view) became obscured, and appears in some cases as a fixed annual rent, 'certits redditus', paid by the vill, no allowance being made for necessary variations from year to year, and that amercements for absence were still paid in addition. It seems that both these pay­ ments are illustrated in the accounts of the bailiwicks contained in these records.

It is impossible to review these accounts without being im­ pressed both by the accuracy and the pre-eminently sensible nature of the methods used, and by the degree of administrative centralisation within this congeries of fees. What is more remarkable, however, is that, outside the period covered by these rolls, the honor of Leicester as a whole was but one of a number of similar honors forming the later Duchy of Lancaster, each of which was held to account to the Lancastrian household, which had its own wardrobe, central officers, and well-established admininistrative routine. These facts alone explain why, during the period between the execution of earl Thomas and the cession of his lands to his brother Henry, the honor of Leicester could be administered as a whole by royal officials, the only change being that the Crown and not the earl controlled both ministers and revenue.

EVIDENCE OF DEVASTATION BY EDWARD II's ARMY DURING THE BARONIAL STRUGGLE

The accounts reveal unmistakeable evidence of devastation wrought by Edward II's army during the period of rebellion ('tempus turbationis') preceding them.

During the period from 24th March to 29th September, 1322, the demesne lands and pastures of the castle of Leicester were farmed to Walter de Busceby, Henry de Barkeby, and Thomas Chambreleyn for a sum of £50, of which £12 10s. Od. was paid to the receiver, leaving a debt of £37 10s. Od. 77 For the ensuing period, 29th September, 1322 to 4th July, 1323, the keeper of the castle was unable to give a financial return for the said lands because the above-mentioned three farmers had relin­ quished and resigned them into the king's hand on account of their poverty. 78 "Nor was there anybody in those parts", says the account, "who wanted to, or even could, farm the said lands and pastures on account of the destruction wrought on the tenants of the said town by the arrival of the king's army", a state of affairs proved to be true by an inquisition held in the presence of

the auditors themselves: "the said lands lay for the most part wild and uncultivated during the time when the aforesaid farmers held them". That they remained in this condition for the rest of the time covered by these rolls is expressly stated in Roger de Belegrave's account,79 and the whole of the revenue which they brought in during this time was £12 6s. lid.80 and £1 6s. 8d.81 from pasture and hay.

Further evidence is afforded by a statement relating to the income from the reeveship of Leicester. In rendering an account of £58 17s. llfd. from the reeveship, held by Walter de Busceby, improver and farmer (appruator et firmarius), the keeper thought fit to explain82 why he had not been able to let the reeveship for a larger sum : "there was nobody who wanted, or even could, farm the said reeveship on account of the poverty of the tenants of the said town and the devastation of the neighbourhood (patria) caused by the arrival of the king's army and other magnates in the time of the rebellion". For which reason the keeper had deemed it more to the advantage of the Crown to let the reeveship for a small farm rather than retain it in the king's hand.

It is very probable also, though it is not actually stated, that the passing of the king's army accounted for the complete devas­ tation of four shops in Leicester, the loss of revenue from which is entered under the 'expenses' column in each of the periods accounted for.83

More enlightening details are given in the account of the manor and castle of Donington, another of earl Thomas's estates, which suffered at the hands of the royal army.84 In the expenses of the reeve incurred during a period of less than four months85 appears a sum of 7s. 6d. spent on hay and fodder, bought for the horses and cattle, because 'the hay and the greater part of the fodder were devastated by men of the king's army*. New locks had to be fitted, and keys bought for the doors of the grange and

the door of the stabl«, and repairs to the doors carried out, at a cost of 13d. because they had been smashed and their locks carried off by men of the king's army. The doors of the buttery, pantry, the wardrobe, and the lord's chamber had similarly been treated, and had to be repaired and have locks refitted at a cost of lOd. More costly to renew were the ninety-seven perches of hedge round the park, at a cost of 10s. lid., because the old hedge had been 'carried away and burned by the men of the king's army during the time of the disturbance'.

Such details as these are especially interesting and important since the contemporary chroniclers have nothing to say on this question of the behaviour of the royal forces. It has long been known that the rebel barons caused a fair amount of devastation,86 but that there is another side to the picture is now amply proved by the damage done to Lancastrian property by Edward II's forces both at Leicester and Doningtoh.87
