Welcome Letter

Dear New Employee, Welcome to Minneapolis-St. Paul International Airport Traffic Control Tower (MSP ATCT) and TRACON (M98)! Here you will have an opportunity to work and develop your skills, with an outstanding team of professionals that help make Minneapolis a great place to work. Your knowledge, abilities, and positive attitude make you a highly regarded addition to our team. I am certain that you will have a positive impact on our future. The facility is located at 6311 34th Avenue South, Minneapolis, MN 55450. There is a gate guard associated with the facility. They will have your name and expect your arrival. The guards will direct you to park in the visitor parking area. Special parking stickers are required for all vehicles entering into the parking lot. You will receive your parking sticker on the first day of class. The first day of class will begin at 8:00 a.m. and end at 4:30 p.m. Class times after that will be discussed between the instructor and the student on the first day. MSP ATCT/ M98 TRACON Today

Minneapolis ATCT (MSP) and TRACON (M98) is a co-located, split facility with an administrative and support staff. Both facilities are ATC level 11 with tower operations of over 436,000 and TRACON operations of over 553,000 (2010) covering an area of approximately 6000 square miles. The automation platform used is ARTS IIIE or Common ARTS, with ARTS Color Displays (ACD). The Minneapolis-St. Paul International Airport is the primary airport with the Tower and the TRACON located on the west side of the airport. Minneapolis-St. Paul International covers an area of 3,400 acres and is 841´ MSL. Minneapolis-St. Paul International airport consists of two parallel runways (12/30), one crossing runway (4 /22), and a fourth runway (17/35). Runways 30L, 30R and 35 are the most efficient arrival configuration with a maximum AAR (Airport Arrival Rate) of 90 arrivals per hour under ideal weather conditions and an AAR of 72-76 in lower weather, and an ADR (Airport Departure Rate) of 66 per hour. Runways 12L, 12R, and 17 allow for the most efficient departure configuration with an ADR of 90 and an AAR of 48-60, depending on weather conditions. There are 4 towered airports within M98 airspace (3 FAA and 1 Federal Contract). Instrument approaches are conducted to 14 satellite airports within the M98 airspace. Delta Airlines is the primary air carrier at MSP and operates a hub out of the Lindbergh Terminal/Terminal 1. The airport is also home to Sun Country Airlines who operate out of the Humphrey Terminal/Terminal 2. Signature Flight Support accompanies the two main terminals on the airfield as a Fixed Base Operator. The airport also services Air Canada, Air Tran Airways, American Airlines, Continental Airlines, Frontier Airlines, Iceland Air, Midwest Airlines, Southwest Airlines, United Airlines, U.S. Airways and other major, regional, and freight carriers. Currently, the Minneapolis-St. Paul International Airport has two military installations. The installations are the 934th Air Force Reserve Airlift wing, call sign identifier: Viking, and the 133rd National Guard Airlift wing, call sign identifier: Gopher.

An ASR 9 System serves as the primary radar for MSP and M98, with the long range radar from Minneapolis ARTCC as the back-up. An IDS 4 System is used for informational purposes. M98 TRACON has up to 20 operating positions and uses 45 controllers per day. MSP ATCT has up to 12 operating positions and uses 25 controllers on a daily basis to keep operations 24 hours a day, 7 days a week. MSP and M98 each operate their own Traffic Management Unit. If you come to the Tower or TRACON, you will find that the staff and controllers are geared to help you achieve your goal of becoming a Certified Professional Controller (CPC). Air Traffic Support

FAA Support

Technical Operations Also housed within the building is the Minnesota GNAS group. The group consists of Airway Transportation Systems Specialists (ATSS) and managers. ATSS personnel work on all FAA equipment in the tower building, providing 16 hours per day, 7 days per week watch coverage. They are responsible to install, maintain, and update electronic equipment and lighting aids associated with facilities and services required for aviation navigation to ensure a reliable, safe, and smooth flow of air traffic. Applicable work involves radar, communications, computers, navigational aids, airport lighting aids, and electrical/mechanical support to additional facilities within the network of the National Airspace System. The entire facility: electronic equipment, electrical power distribution, emergency backup power, power conditioning systems, heating, ventilation and air conditioning systems, are all maintained by Technical Operations personnel.

Contract Support

Raytheon Raytheon welcomes Developmentals and CPCs In-Training to the facility and instructs them on each of the MSP or M98 control positions. This includes, on average, one week of classroom instruction and two weeks of simulator training for each position. Raytheon also provides general training guidance for the Northern Lights District facilities. Raytheon performs Skill Enhancement Training and CPC Refresher Training when needed, including classroom and/or simulation training. Raytheon responsibilities also include complete maintenance of TRAX and the National Training Database. ADACEL The ADACEL specialist on site at MSP designs specific scenarios for MSP, GFK and FCM airports. Each scenario is tailored to meet the needs of the tower controller and is able to accommodate a wide range and density of traffic. Applied technology mimics real situations utilizing voice-recognition and interactive controls as applied to the designated airfield. ADACEL is central to ensuring controller proficiency, and affords the opportunity for TRACON controllers to familiarize themselves with corresponding controller duties. Weather One Weather One Services, LLC provides MSP facilities with surface based weather observations. Certified by the National Weather Service, Weather One’s weather observers provide continuous information crucial for the aviation industry. Weather One utilizes an Automated Surface Observing System (ASOS) to gather, document, and distribute the official weather observations around the clock.

MSP ATCT/ M98 TRACON Leadership Team

Dawn M. Ingraham Northern Lights District Manager

Dawn serves as the Northern Lights District Manager. The Northern Lights facilities include 10 FAA and 5 Federal Contract Towers in Minnesota, North Dakota and Wisconsin. Dawn joined the FAA in 1987 as an Air Traffic Controller in McAllen, TX. All of Dawn's air traffic experience is in the Terminal discipline. She has held various positions at different facilities, including: Support Specialist, Front Line Manager,

Assistant Air Traffic Manager, Evaluations Specialist, District Manager, and Acting Director of Terminal Operations for the Central Service Area. Dawn lives in Eagan, MN with her husband Greg. They enjoy traveling, boating and spending time with friends and family.

Carl Rydeen Assistant Air Traffic Manager, MSP ATCT / M98 TRACON

Carl serves as the Assistant Air Traffic Manager of the MSP ATCT and M98 TRACON. Carl's primary role is to provide leadership and direction to over 150 employees, including: managers, controllers, support staff and contract training personnel. The overall goal of the Air Traffic team, and their Technical Operation counterpart, is to fulfill the FAA's Mission of providing the safest and most efficient airspace system in the world.

Carl's career, of greater than thirty years in aviation, includes credentials such as: a commercial-instrument pilot, over 3,900 flight hours in single and multi-engine aircraft, an Air Traffic Controller in the Army National Guard and the FAA, a Front Line Manager, and Air Traffic Manager at MSP ATCT and M98 TRACON. He has served several details as the Northern Lights District Manager. Throughout his career in the FAA, Carl has focused on human factors, as they relate to decision-making, tactical and strategic planning, and comparing cost versus risk in the National Airspace System. Carl and his wife Liz live in Little Falls, MN. He commutes to work in his Mooney, when weather permits. Aside from flying, Carl enjoys spending time with his family and coaching baseball for his two sons.

Jim Shadduck Support Manager for Training, Airspace and Procedures, MSP ATCT / M98 TRACON

Jim Shadduck joined the FAA in December of 1981. His first facility was Minneapolis ATCT. Jim has held various air traffic control specialist, staff and management positions at Minneapolis ATCT, Minneapolis TRACON, and Rochester MN, ATCT. He has spent most of his career at Minneapolis serving as the Support Manager since 2004. Jim is an active pilot and current flight instructor. His favorite type of flying includes seaplanes and old tail draggers. He enjoys spending time outdoors backpacking, hunting and fishing.

Mark McMillen Support Manager for Requirements, MSP ATCT / M98 TRACON Mark has over 28 years of technical, management, and ATC expertise. Experience includes certification as an Air Traffic Controller as well as planning and conducting high fidelity simulations at the William J. Hughes Technical Center (WJHTC). While at the WJHTC, Mark also served as the Terminal Testing Branch Manager responsible for testing ATC automation systems and products. Mark served in Washington D.C. as the Deputy Program Manger for the Standard Terminal Automation Replacement System (STARS) and as ATM at MIC ATCT. Mark holds a bachelor’s degree in Applied Science from Thomas A. Edison State College and has completed graduate courses in management, strategic planning and human factors engineering. Along with his wife and two daughters, Mark enjoys spending time with his family, playing guitar and paintball.

Gwen Gauthier-Godfrey Support Manager for Quality Control, MSP ATCT / M98 TRACON

Gwen has served as a Support Manager at the Minneapolis ATCT and M98 TRACON since December 2001. Along with the support staff, she is responsible to ensure the delivery of quality control services and take proactive actions to problem prevention throughout the Northern Lights District. Gwen's FAA career includes administrative, staff support, as well as first and second level management positions. She has served positions in Technical Operations, Flight Service, EnRoute, and Terminal at the field, regional and

headquarters level. Along with her husband and daughter, Gwen enjoys snowmobiling, golfing, and spending time at the lake. Cindy J. Greene Operations Manager, M98 TRACON Cindy started her Air Traffic Control career as a controller in the United States Air Force in 1976. She joined the FAA in early 1982 as a controller at Minneapolis Tower and TRACON (an up/down facility). She has spent almost her entire career at Minneapolis working as a controller in both the tower and TRACON, Front Line Manager in the TRACON, Support Manager, Operations Manager in the tower and Operations Manager in the TRACON. She recently completed a five year detail at Headquarters in the FAA’s Office of Safety, and now is the Operations Manager in the TRACON. Cindy grew up in Lakeville, Minnesota and first discovered ATC when she toured Minneapolis Center at age six during its opening ceremonies. She is an avid snowmobiler and quilter, but not at the same time.

Joe Heilmann Operations Manager, M98 TRACON

Joe Heilmann joined the FAA in 1986 as an Air Traffic Controller in Springfield, IL. Joe has held air traffic controller positions at Springfield ATCT and O’Hare TRACON, Program Specialist and Operations Supervisor at Green Bay ATCT, Manager at Crystal ATCT, and Operations Supervisor at Minneapolis TRACON before becoming an Operations Manager at Minneapolis TRACON. Joe is a native of Wisconsin. He describes his personality as both outgoing and optimistic. Outside of work, he enjoys spending time with family and friends. Joe is a long-time

runner, skier (water and snow), cyclist and spelunker. Arnie Yeske Operations Manager, MSP ATCT Arnie started his Air Traffic Control career at Beaver Falls Community College in the fall of 1977. Upon completing the Air Traffic Program, he went on to join the USAF in 1979. In August of 1981 he was deployed to Minneapolis ATCT in conjunction with the nation-wide ATC strike, and was ultimately offered a permanent position. Arnie has held various positions at MSP ATCT and M98 TRACON. In 1986 after a short detail as a Procedures Specialist, he took the position of Quality Assurance Specialist, followed by the Tower Front Line Manager. After a few years in the Tower he ventured to La Crosse, WI ATCT as the Air Traffic Manager. Arnie returned to Minneapolis in 1992 to act as the Front Line Manager in the TRACON. Arnie has since held numerous positions including: Traffic Management Officer, Support Manager, and Operations Manager in the TRACON. Arnie is married and has two daughters. Arnie enjoys the outdoors, hiking, fishing, and camping. Arnie hopes to retire to the family cabin in Park Rapids, MN.

Todd Jacobson Traffic Management Officer, MSP ATCT / M98 TRACON

Todd joined the FAA in 1989 and was first assigned to Grand Forks ATCT (GFK). After nearly five years at one of the busiest VFR towers in the FAA, Todd transferred to Fargo Tower (FAR) in 1994, and ended the 1990’s at Flying Cloud ATCT (FCM) where he also served as Training Administrator. In early 2000, he was selected as a controller at M98, and accepted an offer as a Front Line Manager in 2005. In 2008 he became the Acting Operations Manager at M98. Todd was selected as the Traffic Management

Officer for both MSP and M98 in 2011. Todd is a native of Northwood, ND. His North Dakota and UND roots run deep. He and his wife Lindsey have three children. Todd’s interests include golfing, cycling, the Minnesota Twins, and any activities he and his family can do outside. The family dream is to one day live in the mountains of Utah or Colorado.

Policies

Reporting for Duty

The first day you should report to the facility at 8:00 a.m. When you first arrive at the facility for orientation and classroom training, you will work an eight and one half hour shift which includes a one-half hour unpaid lunch break. You are permitted to leave the facility for lunch. The starting times for the remaining class days will be determined after your arrival but must be within the hours of 6:00 a.m. - 6:00 p.m. If you would like further information, please contact Jim Shadduck (Support Manager for Training) at (612) 713-4065 or [email protected].

Hours of Duty

Upon your arrival, you will be assigned a Front Line Manager and a set of days off. After you have completed your classroom training, you will transition to your days off. Your work week will consist of a combination of night and day shifts. There are break rooms for both the Tower and TRACON. Kitchen facilities are available, including refrigerators for storing your food. You will also be provided a locker to store your personal belongings.

Parking

The facility has a large parking lot with access controlled by security personnel. You will be required to present a photo ID to the security personnel for entry. Parking stickers are required for all vehicles that enter the parking lot. These stickers will be issued on your first day at the facility.

Security and Building Access

Facility access is controlled with access cards. On your first day, security personnel will notify the staff when you arrive. You will be met at the door by one of our staff members. Please bring a government issued picture ID (driver’s license) on your first day.

FAA PIV (Personal Identification Verification) Cards

After reporting to the facility (unless already received), you will be issued an FAA PIV Card. Your PIV Card must be worn visibly above the waist and below the neck at all times while at the facility. You will also be issued a facility access keycard.

Guests and Visitors

Guests and visitors are welcome to our facility, however, visits must be coordinated in advance and approved by facility management.

Cell Phones

Cell phones are prohibited from operational quarters, but are authorized in all other parts of the facility. Facility Expectations The MSP ATCT and M98 TRACON Leadership Team expects all employees to:

Local Area Information

Minneapolis/St. Paul Profile

The Minneapolis-St. Paul metropolitan area is the largest urban area in the state of Minnesota. There are three major rivers that flow through the metropolitan area: the Mississippi River, the Minnesota River, and the St. Croix River. The rivers are an integral part of the metropolitan area, state parks and home to walking and bike paths open to the public. Minnesota experiences all four seasons. Summer is a popular time for swimmers and fishermen alike to frequent any of 10,000 lakes. Local ones such as Lake Minnetonka offer paddle boat rentals, canoeing and a place for locals to hit the water. Families often share a day in the sun barbequeing around Lake Calhoun, located just outside downtown Minneapolis, utilizing the abundant number of trails for recreational sport. Just down the way, Lake Harriet offers live music and outdoor movies in the evening, perfect for a variety of tastes. In June, thousands of bicyclists for the Midwest Bicycle Festival occupy the city exemplifying the active nature of our area. This event lasts five days and runs through Minneapolis, St. Paul, and several other cities before making its way into western Wisconsin. Autumn offers rich colors, that are especially prevelent along the bluffs of the St.

Croix River. Additionally, this season hosts the Minneapolis/St. Paul annual Twin Cities Marathon beginning in front of the Hubert H. Humphrey Metrodome and ending outside of the State Capital in St. Paul. It is often referred to as “the most beautiful urban marathon in America.” The cool weather is perfect for visiting local orchards, farmers markets and playing a game of football in the park. Let us not forget winter. Although temperatures may be brisk, it leads to annual winter

carnivales, fabulous locations for downhill and cross-country skiing, snowboarding, curling and, Minnesota being coined “The State of Hockey” the frequent site of lacing up skates on local ice rinks.

Arts and Culture

The Minneapolis and St. Paul metro area has world class theaters and museums ready to be explored. Take in a show at the Ordway, Guthrie, or Chanhassen Dinner Theater, all home to plays and concerts. Visit the Minnesota Science Museum or the Walker Art Center which both host fantastic displays that appeal to every age. Whatever your interests, the Twin Cities have something to offer. The Guthrie Theater, founded in 1963, is an American center for theater performance, production, education and professional training. By presenting both classical literature and new work from diverse cultures, the Guthrie illuminates the arts and connects Minnesotans to worldly cultures.

audiences. Focusing on the visual, performing, and

media arts of our time, the Walker takes a global, multidisciplinary, and

Sporting and Special Events

The Twin Cities offers a wide variety of sporting events for athletes and spectators. America’s pastime has found its way into the heart of Minnesota. Originally from Washington D.C., the Minnesota Twins have been a center of baseball entertainment in Minnesota since 1961. Open in 2010, the Twins moved from the Metrodome to the outdoor Target Field stadium. The Metrodome houses NFL games hosted by the Minnesota Vikings against division rivals such as the Green Bay Packers and Chicago Bears.

Located near Target Field is Target Center. It is here the NBA’s Minnesota Timberwolves and the WNBA’s Minnesota Lynx convene. Aside from these larger sporting events many teams are central to an engaging atmosphere on a local level, be it a Saint Paul Saints game or peewee tournament through the community.

St. Paul is also home to the Xcel Energy Center. Able to accommodate crowds of more than 18,000 people the facility doubles as a sporting location and entertainment center. The NHL and NLL frequent the Xcel Energy Center with Minnesota Wild (hockey) and Swarm (lacrosse) teams in addition to concerts for performers like Lori Line, Madonna, and Coldplay.

Minnesotans are especially proud to be home to the Minnesota State Fair and renown Mall of America. The Minnesota State Fair attracts nearly two million visitors over a 12-day event in the late summer. Complete with an amusement park, water park, aquarium, movie theatre, and over 520 stores, the Mall of America is located just south of the MSP airport. It frequently hosts events, displays, and galas covering a wide range of interests. Annually, the Mall of America hosts the award-winning Government on Display Exposition (GODE). The GODE brings together Federal and State Government agencies with exhibits and booths in the Rotunda and various mall courts. Included agencies have been the FAA, NASA, the National Weather Service, and the U.S. Postal Service. The FAA staff from MSP hosts a display that, this year, included the history and goals of the Air Traffic System, C-172 simulators, Air Traffic Control games, a projected radar feed, and fantastic staff available for questions. Years past have proven engaging for all ages with interactive activities and live music performed by groups like the U.S. Navy Sea Chanters and the 88th Army Reserve Concert Band. Additionally, the GODE incorporates special programs and immigrants being sworn in as new citizens.
