TheMinnesotaAgriculturalandEconomicDevelopmentBoard’s(the“Board”)feestructuretoissueconduitbondshasbeenunchangedsince2010.TheBoardcurrentlychargesaone-timefeebasedontheoriginalamountoftheconduitbondissuesof1/6thof1percent(16.5basispoints)withaminimumof$10,000andamaximumof$50,000.

TheBoardwillbeimplementingchangesinthisfeestructuresofeesaremoreconsistentwithratesbeingchargedbysimilarentitiesandtobetterreflectthecostsinvolvedwiththesetransactions.Thefeeforinitialissuanceswillincreaseto1/5thof1percent(20basispoints)andtheminimumfeewillincreaseto$15,000butthemaximumwillbeunchangedat$50,000.

Partnershipprojectstakeadvantageoftheexperience,capabilitiesandtechnicalresourcesofeachpartner.Respondentsconsideringthisoptionshouldbefamiliarwiththewetlandbankingprocessandunderstandthetechnicalandfinancialcommitmentsassociatedwithwetlandbankingaswellaspossessthefinancialmeanstosupportconstructionofawetlandbankingproject.ForthisRFP,BWSRhasdefinedthepartnershiprolesandresponsibilitiesinthefollowingmanner.

• BWSRwillberesponsiblefortheplanning,designing,andobtainingregulatoryapprovaloftheMitigationBankPlanundertheWetlandConservationActandSection404oftheCleanWaterAct,obtainingaSection404permit(ifnecessary),andobtaining);

• Partnerswillberesponsibleforconstruction(includinganyotherpermitsassociatedwithconstruction),post-constructionmonitoringforaperiodfiveyears,andpreparing,submitting,andreceivingapprovalofafinalwetlanddelineationreport.Alternativearrangementsforcompletingthemonitoringandfinaldelineationwillbeconsidered.

• PartnersmayproposetotakeresponsibilityforvegetationestablishmentandmanagementatthesiteorelecttohaveBWSRberesponsibleforthistask.
