1 Minutes and Proceedings of the Upsilon State Executive Board Meeting Holiday Inn Airport-Des Moines September 22, 2018 The Upsilon State Executive Board Meeting was held at the Holiday Inn Airport in Des Moines. President Karen Dole, Xi, called the meeting to order at 10:45 a.m. with the gavel given to Upsilon State by Theta Chapter in memory of Past President Delight Killinger. Immediate Past President Pam Wittkamp, Alpha Iota, led the Pledge of Allegiance. Introduction of Head Table--Second Vice President Kristin Merkle, Tau, introduced the head table: President Karen Dole; Immediate Past President Pam Wittkamp; Parliamentarian Donna Niday, Eta; Treasurer Sandy Aronson, Alpha Omega; and Secretary Rae Jean Nuehring, Alpha Omega. Rules of Order--Parliamentarian Niday presented the Rules of Order. With no objections, the rules were adopted. Roll Call--Secretary Nuehring called the roll. Thirty-three chapter presidents or their representatives, ten past presidents, four Upsilon State officers, the parliamentarian, and thirteen area coordinators responded to roll call, establishing a quorum. First-Timers at Fall Executive Board Meeting--Second Vice President Merkle recognized seven first-time attendees to the Fall Executive Board Meeting and presented them with gifts. Minutes and Proceedings of the September 2017 Fall Executive Board Meeting--Secretary Nuehring reported the minutes of the September 16, 2017 Fall Executive Board Meeting were approved by the executive board at the 2018 Upsilon State Convention. Copies of the minutes were printed in the president’s newsletter and each executive board member received a copy. Committee to Read the Minutes--President Dole appointed members of the committee to examine, correct and approve the minutes and proceedings of the 2018 Fall Executive Board Meeting: President Dole, First Vice President Marple, Second Vice President Merkle, Parliamentarian Niday, Immediate Past President Wittkamp, Zeta Chapter President Marlene Huggins, Mu Chapter President Christine Case, and Beta Alpha Chapter President Barbara Ruff. Correspondence--Secretary Nuehring read the correspondence. Ruth Buckels, last year's presenter from Teens Against Human Trafficking (TAHT), thanked members for sharing messages about TAHT. A thank you from Roxy Schwartz, Nu Alpha Gamma, expressed thanks for the Road Scholarship she used for a six-week trip to Ecuador. Treasurer’s Report--State Treasurer Aronson reviewed the report distributed to those in attendance noting that twenty-six chapters gave $20,375 through Grants-In-Aid Awards to students going into education. The report, at the end of the proceedings, will be filed for review. Financial Review Committee Report--President Dole introduced the committee members: Beverly Rinehart, Chi; Judy Shimon, Alpha Omega; and Christy VanDeventer, Beta Omicron. The Upsilon State Executive Board Meeting was held at the Holiday Inn Airport in Des Moines. President Karen Dole, Xi, called the meeting to order at 10:45 a.m. with the gavel given to Upsilon State by Theta Chapter in memory of Past President Delight Killinger. books were found to be in excellent order, balanced, and as up-to-date as possible. Judy Shimon moved the adoption of this report. Motion carried. The report will be filed and a copy sent to Society Headquarters. International Convention First-timers Report--From a first-timer's perspective Jane Evans, Alpha Iota, shared a brief report on the 2018 International Convention in Austin, Texas, with a PowerPoint of pictures. Many members toured the Society Headquarters, participated in the business meeting adopting amendments to the International Constitution and the International Standing Rules, listened to keynote speaker Benjamin Zander, attended workshop sessions to take information back to chapters for immediate use, saw the sights in Austin, and visited with DKG members from around the world. Recognition of Iowans with International Duties--President Dole introduced the Iowa members serving at the international level. Donna Niday is the recently elected Northwest Regional Director. Carolyn Goold, Alpha Phi, is serving as liaison for the Fine Arts Gallery. Connie Hoag, Mu, is serving on the International Membership Committee. Pam Wittkamp served as chair of the Committee to Approve the Minutes of the 2018 International Convention. Connie Hoag and Carolyn Rants, Mu, have been serving as co-liaisons on the Educational Foundation. Mary Zirkelbach, Tau, recently completed her term as a member of the Communications and Marketing Committee. Report of Standing Committees Society Business Communications--Chair Susan Schaefer, Alpha Nu, introduced the committee members: Webmaster Mary Zirkelbach; State Editor Nancy Middaugh, Beta; Yvonne Fielder, Tau; Sherrie Moore, Iota; and Toy Waterman, Epsilon.

Accomplishments

• Discussed goals when meeting June 8, 2018 including plans for workshop and training at the Fall Executive Board Meeting for communication chapter chairs

• Prepared handouts for the communication chair for each chapter Recommendations

• Forward a press release about the Fall Executive Board Meeting to President Dole who will forward it to chapter presidents to forward to their local news outlets

• Continue to include information in state publications

• Encourage chapters to forward their chapter newsletters to President Dole, Editor Middaugh, their area coordinator and Communication Chair Schaefer

State Editor--State Editor Middaugh reported that the deadline for the winter edition of the Upsilon State News Bulletin is October 1. The Bulletin will only be appearing on the website and President Dole will notify its release date. Due to Editor Middaugh's approaching retirement, a state editor search is being conducted. Information is available on the state website. Webmaster--Webmaster Zirkelbach reported the following:

• Honor chapters who have an online chapter footprint

• More support throughout the year for those chapters having an online presence

• Include Webmaster on list of chapter newsletter recipients

• Webmaster available for state team to utilize Wiki page

• Wiki is a public website. To post on Wiki you must be a group member Expansion Committee--Chair Pam Wittkamp introduced the area coordinators making up the committee: Area 1-Pat Yates, Iota; Area 2-Pam Wittkamp; Area 3-Chris Fink, Beta; Area 4-Dianna Davis, Alpha Rho; Area 5-Nancy Jones, Alpha; Area 6-Karen Tussey, Beta Kappa; Area 7-Jonelle Kann, Beta Alpha; Area 8-Rae Jean Nuehring; Area 9-Sheila Adamson, Tau; Area 10-Michelle Anderson, Theta; Area 11-Janice Reutter, Eta; Area 12-Yettee Girard, Alpha Phi; Area 13-Pam Wittkamp; and Membership Chair Judy O'Brien, Beta, Ex-officio. Goals

• Coordinator to visit each chapter in their area each biennium

• Receive chapter newsletters and program book from the area served by coordinator

• Create a reorientation of the society that coordinators can share when they visit the chapter

• Review recommended changes from the ad hoc committee to study structure of the state organization appointed by Pam Wittkamp 2 years ago

• Distribute list of strategies to address chapter concerns and share successes

Finance Committee--Member-at-Large Peg Roemig, Alpha Nu, introduced the committee members: Chair President Dole, First Vice President Marple, Immediate Past President Wittkamp, Omega Chapter President Lona Aldrich, Alpha Omega Chapter Treasurer Les Stewart, and State Treasurer Aronson, Ex-officio.

Goals

• Continue to look at Upsilon State Standing Rules to identify possible budget cuts because of reduced income due to declining membership

• As directed by the Upsilon State Bylaws, review the honorarium paid to the state treasurer, the state editor, and the state webmaster to determine if adjustments should be recommended

• Work on amendments to the Upsilon State Bylaws and Standing Rules as needed to meet the requirements of the amendments approved at the international convention

Leadership Development Committee--Committee Member Second Vice President Merkle introduced the committee members: Chair President Dole, First Vice President Marple, Secretary Nuehring, Expansion Committee Chair Wittkamp, and state committee members Judy O'Brien and Cindy Garlock, Theta. Goals

• Plan and arrange training workshops by email for 2018-2020 chapter presidents, secretaries, treasurers, program and educational excellence chairs, and membership chairs at the 2018 convention

• Meet with coordinators of Neva Barnhart Leadership Seminar to explore options for the next NBL Seminar

• Encourage chapters to submit chapter members' names for state committees for the 2019-21 biennium

Membership Committee--Members include: Chair Judy O'Brien; Sherry Craig, Mu; Connie Gillaspie, Alpha Rho; and Mary Hellige, Alpha Epsilon. Accomplishments

• Planned and conducted two training sessions at the 2018 Upsilon State Convention for chapter membership chairs-"Implementation of the Recruitment Plan" and "Retaining Members and Improving Chapter Climate"

• Recognized members at state convention for 50 years of membership

• Planned and presented a Remembrance Ceremony for the 2018 Upsilon State Convention. Published a Remembrance Ceremony booklet for the ceremony and chapter members

• Continued giving tips to chapters throughout the year on retaining members and improving chapter climate via various state publications

Recommendations

• Encourage chapters to use the International Recruitment Plan knowing those chapters using it have added new members and revitalized chapters

• Encourage chapters to include programs that engage members and are fun so members get to know each other along with conducting business

• Encourage chapters to continue to notify the membership committee of any death of members using the necrology report form highlighting any outstanding contributions at the chapter, state or international level. A picture should be sent also

• Develop a membership resource section on the state website for membership chairs

The Membership Committee received nomination forms recommending two distinguished Iowa women for honorary membership in Iowa DKG. The nominees are Dr. Peggy A. Whitson and Mrs. Ruth R. Harkin. Judy O'Brien reported the committee has reviewed the nominations and recommends they be considered for honorary membership in Iowa DKG. After the Executive Board voted, Judy O'Brien reported that Ruth Harkin and Peggy Whitson were elected as prospective honorary members of Iowa DKG. The membership committee is directed to proceed with the process of invitation and orientation of these prospective state honorary members and their induction in the event of their acceptance of the invitation.

Nominations Committee--Chair Yettee Girard introduced members: Lori Bruzek, Theta; Cathy Clark, Nu Alpha Gamma; Yvonne Fielder; and Mary Pieper, Beta Theta. Goals

• Make the nomination form available on the state organization website to self nominate or nominate potential members

• Generate a slate of officers for the upcoming biennium by January 2019

• Finalize nominations and prepare for voting at the 2019 convention

Rules Committee--Chair Linda Podhajsky, Alpha Pi, introduced members of the committee: Suzanne Bartels, Mu; Mary Pieper; and Parliamentarian Niday, Ex officio.

Goals

• Inform where to locate the changes in the rules to update local chapter documents

• Update the current chapter rules

• Plan a workshop covering questions, looking at how language is used and removing non-rules (policy)

Strategic Action Plan Committee--Chair Sara Kadolph, Beta Theta, reported the committee is President Dole, First Vice President Marple, Second Vice President Merkle, Immediate Past President Wittkamp, Iota Chapter President Cinde Haskins and Alpha Nu Chapter President Amy Jacobson.

Accomplishments

• Met via email the first part of August to edit the SAP document making it more consistent in presentation and format

• Placed the SAP plan on the Upsilon State website so it is available to officers and members

Recommendation

• The Upsilon State SAP approved at the 2018 Upsilon State Convention should continue to be reviewed and updated as needed

Society Mission and Purposes Achievement Award Committee-Members include Chair Lorraine Sewick, Alpha; Julie Derby, Beta Kappa; Natalie Passow, Alpha Omega; and Sherrie Moore. Goals

• Receive nominations for the Achievement Award

• Include the nomination form in state newsletter and President Dole's newsletter

• Set the due date for completed nomination forms for February 15, 2019 Educational Excellence Committee--Chair Liz Poock, Alpha Pi, introduced members of the committee: Legislative Representative Cindy Garlock; Susan Carlson, Alpha Omega; Mary Huffman, Iota; Linda King, Beta; Roseann Robe, Alpha; Roxy Schwartz; Mary Tofilon, Alpha; and First Vice President Marple, Ex officio. Liz Poock, on behalf of the Educational Excellence Committee, moved to approve the following Legislative Focus for 2018-2019:

Upsilon State, in following Purpose #4: To initiate, endorse, and support desirable legislation or other suitable endeavors in the interests of education and of women educators, will focus on the following during the 2018-19 years:

• Support the passage of a comprehensive Safe Harbor Law to protect victims of human trafficking in the State of Iowa

• Support a rate of Supplemental State Aid for public schools that ensures adequate, equitable, and timely funding of PreK-12 education

• Support legislation that ensures public tax funds are only allocated to public schools

Upsilon State, in following Purpose #7: To inform the members of current economic, social, political, and educational issues so that they may participate effectively in a world society, will focus on the following during the 2018-19 years:

• Encourage and assist Upsilon State Chapters in efforts to advocate, lobby, build coalitions and engage in actions that support and improve public education at all levels, including PreK-12, Community Colleges, and Regent's Universities

• Explore and possibly develop an Iowa-Kosovo Project

• Organize/update the Mini-Grant process for upcoming applications

• Distribute Educational Excellence Award certificates to each chapter

• Develop and implement the State 2018-2019 Legislative Focus Accomplishments

• Corresponded with committee members via email

• Legislative representative updated the 2018 Legislative Focus

• Held training workshop at the Upsilon (Iowa) State Convention for chapter educational excellence chairs with International Guest June Bowers

• Fulfilled 2.1.1 from the State Strategic Action Plan with training at state convention which included: Distribute information of current International projects to chapters, so that members are kept abreast of the latest Society news

• Presented workshop at state convention-"Programs, Projects and Mini-Grants with International Guest June Bowers"

Recommendations

• Check chapter program books for the use of the Iowa Vision Statement

• Encourage chapters to apply for a Mini-Grant

• Encourage chapters to use the Educational Excellence Award certificates provided. More certificates are available from Chair Poock. Please let President Dole know of your recipients

• Continue building the 2018-19 Legislative Focus

Scholarship Committee--Chair Judith Olson, Chi, introduced the members: Diane Burgmaier, Beta Kappa; Candy Carlson, Alpha Omega; and Carol Crane, Epsilon.

Goals

• Revise the scholarship application forms

• Update the scholarship portion on the Wiki page

• Continue to notify local chapters electronically of scholarship opportunities

• Increase awareness of scholarship opportunities by continuing to distribute scholarship brochures at the state convention

• Continue to encourage members to apply for scholarships Accomplishments

• Familiarized ourselves with the Upsilon State Bylaws and Standing Rules regarding scholarships

• Revised the scholarship application forms

• Updated the scholarship information on the Wiki page

Recommendations

• Continue to inform local chapters of scholarship opportunities at the state and international levels through the Wiki page and email messages

• Continue to encourage membership to apply for scholarships Immediate Past President Wittkamp shared information about lunch, training, and workshops. The business meeting recessed at 11:46 a.m. President Dole reconvened the meeting at 2:17 p.m. World Fellowship Committee--Members of this committee include Chair Linda Pierce, Zeta; Maria Anderson, Mu; Bonnie Downes, Alpha Iota; and Dena Higginbotham, Beta. Goals

• Provide support for the International Student Grant recipients for 2018-2019

• Enhance communication among state and chapter World Fellowship Committee chairs

• Organize materials and send communication to International Student Advisors at the Iowa colleges and universities

• Select quality recipients who will return to their homeland to work in some field of education and encourage those recipients to send in transcripts of completed semesters to receive the grant money

• Provide a training workshop to promote World Fellowship at the 2018 Fall Executive Board Meeting

• Create a poster to be sent to college advisors for the purpose of promoting applications for the World Fellowship Grant

Accomplishments

• Sent materials and application forms to Iowa colleges and universities

• Compiled and evaluated individual grant applications

• Congratulated 4 recipients and 1 alternate

• Reminded recipients to send in grades to receive money

• Provided training workshop at the Fall Executive Board Meeting Recommendations

• Continue contacting colleges and universities

• Encourage chapters to contact recipients and to send encouragement through cards, letters, and gifts from chapters. Addresses of recipients are on the state website

Archivist--Archivist Roseann Robe reported the following: Goals

• Continue to update archive website

• Digitize slides and pictures

• Hard bind Upsilon State News Bulletins

• Soft bind other documents to save space Accomplishments

• Digitized all slides (300) to one disc

• Contacted Society Headquarters for hard binding company for Bulletins Recommendations

• Find a company to hard bind Upsilon State News Bulletins

• Go through all documents eliminating duplicates

• Soft bind documents to save space

• Take pictures of bulkier items such as posters and put on a disc

• Keep in contact with society headquarters about what needs to be kept at chapter and state levels

• Find archives under documents on state website

• Call Archivist Robe to find what chapters need to keep or for anything chapters need from archives

Educational Foundation Co-Liaisons--Carolyn Rants and Connie Hoag have served as Co-liaisons.

Connie thanked the membership for faith in them serving as liaisons. Because the DKG Educational Foundation Liaison program is being re-evaluated, President Dole is deferring appointment of a new liaison until later.

Fine Arts Gallery Liaison--Carolyn Goold reported the following:

• DKG online exhibit is Arts and Humanities Gallery at www.dkg.org

• Anyone can view the works

• Many art forms including writing, 2 or 3 dimensional art, music, crafts, filmmaking, photography, and more may be submitted to the gallery and there are rubrics for each art form

• Submissions for Spring 2019 are now being taken. International technical assistance reaches out assuring each entry reaches its destination

• A poem by Judith R. Merz of New Jersey entitled "Poem and Poet" was read from the current 2018 Fine Arts Gallery

Ad Hoc Committee To Study Structure of State Organization-- Chair Dena Higginbotham recognized the committee: Janet Hayes, Tau; Connie Hoag; Peg Roemig; Lorraine Sewick; and Immediate Past President Wittkamp. The committee, appointed at the 2017 Upsilon State Convention and tasked to study the structure of the state organization, met Friday, September 21, 2018. In addition three state officers met with the committee: President Dole, Second Vice President Merkle and State Treasurer Aronson. Goals

• Formulate a plan strengthening chapters, reducing a need for chapter dissolution

• Review survey data collected by the Expansion Committee

• Considered actions incorporating changes from the 2018 International Convention to the International Constitution and International Standing Rules

Discussion centered on changes to our state bylaws and standing rules for amendments to be drafted and refined. Overview considered

• Proposed amendments will be submitted to the Rules Committee

• Submitted amendments will be printed in the state newsletter prior to the 2019 Upsilon State Convention. Members will have the opportunity to meet and discuss those changes prior to bringing them to the floor at the Executive Board Meeting and the convention

New Business Selection of the International Representative for 2019 Convention--Recommendations opened for International Representative for the 2019 Upsilon State Convention. Connie Hoag recommended International First Vice President Becky Sadowski, Mary Zirkelbach recommended Northwest Regional Director Donna Niday, and Janet Hayes recommended International President Cathy Daugherty. Based on the vote Northwest Regional Director Niday is first choice; International First Vice President Sadowski is second and International President Daugherty is third choice. President Dole will send the recommended choices to International President Daugherty who will make the final selection. Other Business Invitation to 2019 Upsilon State Convention in Cedar Rapids--Michelle Anderson shared a PowerPoint presentation while issuing an invitation from Area 10 chapters of Theta and Alpha Nu to join them in Cedar Rapids and the surrounding area to "Cruise the Corridor with the 3 C's-Collaborate, Captivate and Contemplate" at the 2019 Upsilon State Convention June 14-15, 2019. Update on 2019 International Conference-Iowa--Northwest Regional Director Niday introduced Co-chairs Pam Wittkamp and Carolyn Rants for the International Conference-Iowa. Niday noted the change in the name of the NW Regional Conference to the International Conference-Iowa. The goal of President Cathy Daugherty is members can go to any conference thus making conferences more international. Each conference will have a specific theme. The Iowa conference theme is Leadership, and all United States and Canada state leaders will receive their training on Tuesday and Wednesday of the Iowa Leadership Conference. Iowa night will feature Iowa food and background. Leadership and other workshops will be Thursday and Friday. A variety of ways Iowa members may contribute were given. Door Prizes--Second Vice President Merkle announced the nine door prize recipients. Today's Attendance--Second Vice President Merkle announced eighty-eight members registered with eighty-six in attendance. Proceedings of the 2018 Fall Executive Board Meeting Holiday Inn Airport-Des Moines

September 22, 2018

Registration was held from 8:30-9:00 a.m. at the Holiday Inn Airport in Des Moines on September 22, 2018. In Ballroom South Mary Zirkelbach introduced the keynote presentation and speakers. From 9:00-9:30 a.m. the Keynote Presentation: "Kosovo-Currently Iowa's Most Dynamic International Partner" was presented by Kim Heidemann, Executive Director at Iowa Sister States; Xhavit Gashi, Consul General of the Republic of Kosovo posted to Des Moines, Iowa; Dennis Dietz, Chair of the Kosovo Committee for Iowa Sister States/COL (retired); Todd Jacobus, Volunteer with the Kosovo Committee for Iowa Sister States/COL (retired); and LTC Mike Wunn, POC for the Iowa National Guard and former Director of the State Partnership Program for the Iowa National Guard. After the presentation, President Dole thanked Ms. Heidemann and presented a donation to the Iowa Sister States. Immediate Past President Wittkamp shared information about the morning workshops. Workshops were held from 9:45-10:30 a.m. Workshop 1-Chapter presidents met with President Dole; Workshop 2-Education Connections Between Iowa and Kosovo; Workshop 3-Communications Committee chairs' training; and Workshop 4-World Fellowship Committee chairs' training. The business meeting was held from 10:45-11:46 a.m. in Ballroom South. Lunch was served in Ballroom North from 12:00-1:00 p.m. Workshops were held from 1:15-2:00 p.m. Workshop 1-Area Coordinators met with Expansion Chair Wittkamp; Workshop 2-Technology: Websites and Facebook; Workshop 3-DKG Scholarships at Your Fingertips; and Workshop 4-Rules Committee chairs' training. The business meeting continued in Ballroom South from 2:17 to 3:07 p.m. At the close of the business meeting "The Delta Kappa Gamma Song" was sung.
