COMMISSION ON PROPRIETARY SCHOOL AND COLLEGE REGISTRATION February 21, 2019
The Commission on Proprietary School and College Registration (CPSCR) met on
Thursday, February 21, 2019 at 1:00 p.m., Mississippi Community College Board, 3825
Ridgewood Road, Jackson, Mississippi.
Members Present: Mr. Donald Benjamin, Ms. Esther Cash, Dr. George Terry, Dr. Dean Belton and Mr. Otis Stanford
Staff Attending: Ms. Kim Verneuille, Audra Kimble, & Liz Bolin
Visitors Present: None
I. CALL TO ORDER The meeting was called to order by Mr. Donald Benjamin at 1:00 p.m.
II. PRELIMINARIES
A. The invocation was given by Dr. Dean Belton.
B. Acknowledgments / Introductions All visitors present gave their names and the schools that they represent.
C. Adjustments / Approval of Agenda On a motion by Dr. George Terry to accept the agenda and second the
motion by Mr. Otis Stanford, the Commission voted unanimously to approve the agenda.
D. Approval of Minutes
Mr. Donald Benjamin asked if there were any adjustments that needed to be made to the minutes. On a motion made by Ms. Esther Cash, and a second
by Dr. Dean Belton the Commission voted unanimously to approve the
minutes of the October 18, 2018 meeting.
III. DIRECTOR’S REPORT
Since the last meeting, we have received four (4) request(s) for application
packets.

Southern MS Driving Academy is presently closed. Mr. Williams notified CPSCR
late last year he was being deployed overseas and would have to temporarily close
the school.

o He did not have time to get me any paperwork for the $250 fee to initiate
the temporary suspension.
o Via email, Carlos stated he would get me what I need as soon as he could.
Careers Plus Institute has notified CPSCR they completed classes in December
2018 and will not be renewing their certificate. The school is officially closed.
Creations CNA Training School in Greenville has notified CPSCR they wish to
cancel their certificate of registration and will be moving to an online
correspondence courses offering professional development.
o They have placed a disclaimer on the website stating the change and the
courses are not approved by CPSCR and solely for personal enrichment.
Careers Plus & Creations still owe GAT fees from the last fiscal year and what
they collected in this fiscal year.
Presently, there are three schools that still owe GAT. Two have told me the check
has been mailed. If not received soon, will notify all schools that suspension of
their certificates will happen at the April meeting if fees are not paid by the April
meeting date.
Legislative Changes in the 2019 Session – passed the Senate
Tuition Changes
o Universal Technical Institute/TX & FL
Annual increase due to costs for providing instructional materials
for the program.
The increase average is $550 per program.
Last year, the school decreased the tuition of all programs
when they were restructured to be sort in hours.
o Concorde Career College – Southaven
Decrease in the tuition for the dental assisting program of
$1929.00
Tulsa Welding School has notified CPSCR of a change in the ownership of the
corporate parent company of the TWS, Tulsa Acquisition Corp.
o The transition will take place at the third corporate level of ownership with
no changes to the operations of the schools.
o The transition will be through stock transactions with the buyer assuming
liabilities and obligations of the schools.
o This may trigger a refiling of their school’s certificate once the transfer is
complete from CPSCR’s definitions of change in ownership.
o Right now the school does not believe it will meet the definition since the
operations at the institution level will be remain the same. However, I will
monitor this and make a determination when finalized.
Blue Care Medical Academy is requesting approval of two new programs:
Phlebotomy Technician and Electrograph Technician.

Virginia College
o The official closure date of the campuses was December 8th, 2018 for
Biloxi and December 18th, 2018 for Jackson.
o ECA has engaged Parchment to be the permanent repository of records for
the Virginia college transcripts
However, CPSCR has a copy of final transcripts and ledger cards
now and will provide a copy to schools taking enrollment of the
VC students free of charge through this fiscal year. After which,
students will be directed to contact Parchment or pay CPSCR $10.
o CPSCR has sent out 90 transcript requests to institutions.
40 of those have been to community colleges and public
universities.
o US DOE provided states with contact information for schools to assist
Virginia College students who are stuck in an open loan period to expedite
the changes needed under the federal guidelines. This information was
sent to all schools that requested transcripts from CPSCR.
Proposed update to Regulations for FY2020 – Passed the Senate
o Added definitions to the glossary on professional development short term
programs
o Added bond requirements for schools based on reported GAT
Will have some examples to review at the April meeting on ways to calculate and
increase the bond amount
o Increase can be part of regulations
o Must be approved by the MCCB board
Upon a motion made by Ms. Esther Cash and a second by Mr. Otis Stanford, the
Commission voted unanimously to approve the Director’s Report.

The Commission on Proprietary School and College Registration (CPSCR) met on

Southern MS Driving Academy is presently closed. Mr. Williams notified CPSCR
late last year he was being deployed overseas and would have to temporarily close
the school.
o He has submitted his fee and formally requested Voluntary Suspension of
his certificate of registration.
CNA Consortium of MS has submitted their fee and have formally requested
Voluntary Suspension of their CPSCR certificate of registration. Mr. Davis is
reviewing the need for additional programs in his area, but needs more time to
assess their success before launching.
Blue Care Medical Academy is requesting approval for annex in Belzoni, MS.
Delta Technical College has notified CPSCR of a change in the ownership of the
corporate parent company of Midwest Technical Institute.
o A division of the ownership includes: Brian Huff owns 85%, Beth
Anderson & Mike Casper will own 15% of the Midwest Technical
Institute.
o The oversight still remains with Mr. Huff, so the school states they do not
meet the state standard for a change in ownership as defined in CPSCR
Regulations.
US Doe News
o US Department of Education notified states the National American
University, parent company to National College of Business and
Technology in Memphis.
o Company is placed on HCM1 reporting due to failure to meet financial
responsibility standards.
o Composite score is 1.1 (1.5 is the minimum standard).
o DOE reposts several financials problems with the parent company and is
requiring a line of credit be posted by the end of May 2019 to continue
Title IV participation for their institutions.
Legislation was signed by the Governor to go into effect July 1, 2019

Commission voted unanimously to approve the Director’s Report.

Dr. Marvin Hogan stated they will celebrate 53 years of service to the citizens
of Mississippi in October of this year.

Ms. Verneuille stated that Antonelli College is in teach-out as of March 2019.
Teach out plans were submitted incorrectly on distribution of records upon
closure. These have been corrected and resubmitted. The school is update on fees
except for fees from FY2019. These still have not been submitted and the school
has not stated when or if we will receive these fees. Due to the school’s closure
announcement and financial status with the state, staff is recommending a
downgrade of their certificate of registration to a temporary certificate through
the announced closure timeframe of July 2020.
This status will allow staff to begin a monitoring of the institutions with official
visits and financial requirements.
Upon a motion made by Mr. Otis Stanford and a second by Dr. George
Terry, the Commission voted unanimously to a change of status from a full
certificate of registration to temporary certificate of registration for:

Legislative Changes and Regulation Revisions – Governor signed the
updates to the statute.
Additional Language for institutions that announce closure
requirements.
Presentation of two options for bond increase for registered
institutions based on GAT reporting each year.
o Most states doing bond based on GAT reporting, have a
payment plan based on 10% which would increase the bond
too much starting out. This might be a possibility for future
regulations as we progress.
o Mr. Benjamin when these changes would take effect. Ms.
Verneuille these would be in the new rules to be voted on in
June.
o Dr. Belton asked about a vote to be postponed until the June
meeting. Mr. Benjamin which plan had the biggest impact.
Ms. Verneuille stated Plan A impacted fewer institutions but
the institutions affected were the Title IV schools collecting
the most tuition. Ms. Otis asked for a clarification on the
minimum bond and would this change that. Ms. Verneuille
stated the minimum bond will remain at $50,000 for all
schools.
o Mr. Otis Stanford asked if we knew if any schools would
have trouble obtaining an increase in the bond. M.s
Verneuille stated these schools should not have trouble
obtaining the increase.
o Ms. Verneuille explained the current bonds are not enough
to be helpful to the students in the event of a closure.

o Mr. Benjamin asked in the Commission thought the Plan A
would be the best example and to allow institution a
timeframe through the end of 2019 to obtain their bond
should it be determined by the FY2019 GAT reporting their
bond must increase.
o Unearned tuition – Ms. Verneuille stated during the annual
conference with other state regulators (NASASPS) a
discussion of the definition of unearned tuition was a topic.
Presently, MS has defined unearned tuition as tuition-paid
out-of-pocket not earned due to a closure of an institution
before the end of a term. Some states are defining unearned
tuition as any tuition paid in that does not lead to a certificate,
diploma, or degree completion. An example of a Virginia
College student who made a claim on the bond for tuition
she paid in over three terms.
Due to an emergency sirens alerting to a tornado warning in the area, a motion was
made by Mr. Otis Stanford and a second by Dr. Dean Belton to postpone remaining
docket items to the June meeting and adjourn. The Commission voted unanimously to
approve.

Chairperson for CPSCR for FY2020. Mr. Otis Stanford nominated Mr. Donald Benjamin to continue serving as the chair. Seconded by Dr. Dean
Belton and close the nominations.
On a motion by Dr. Dean Belton to accept nomination of Mr. Donald
Benjamin to serve as the FY2020 Chairperson for CPSCR and second the motion by Mr. Otis Stanford, the Commission voted unanimously to
approve the Mr. Benjamin as the Chairperson for FY2020.

III. DIRECTOR’S REPORT

Ms. Verneuille stated she had been in contact with the accreditor for Antonelli
College, ACCSC. Presently, the accreditor has concern as to financial stability of
the school. The accreditor has sent a letter to Antonelli requiring a payment of
their past dues fees by August 9th and is concerned with the financial stability of
the school. The accreditor still would like to work out an agreement to complete
the teach-out. To date, Antonelli still has not paid their FY2018 GAT fees which
have now accumulated an additional six months of late fees of an additional
$3000. Total now due is $26,790. FY2019 GAT will be due after July 1, 2019 for
all schools.
o Antonelli has submitted a request to approve a change of location. Mrs.
Moore informed CPSCR that the move is an attempt to cut expenses
during the teach-out. The location is on Briarwood Drive in Jackson.
On Monday, June 10th, Ms. Verneuille visited the Hattiesburg campus of
Antonelli College. She toured the campus and spoke to several classes of students
to make the aware of CPSCR staff was on campus that day if they had any
questions to stop by. Students appeared engaged with classes. Ms. Verneuille only
saw about a dozen of students that day, Mr. Bryant stated the school had a 97%
return rate for the present term. She remained on campus from 10 to 1:00 pm. No
students stopped in with questions.
On Thursday, June 13th, Ms. Verneuille visited the Jackson campus of Antonelli
College. The school’s new location is in a building once occupied by Strayer
University. In December 2016, Strayer moved to a newly renovated space in
downtown Jackson on Capitol Street. When they moved, the school left desks,
projectors, workspace in the old location. As part of the rental agreement, the
school has access to all of those assets for their teach-out. They are also saving
money on rent and other items making the move a positive to continue the teach-

ACCSC reported to CPSCR the Warning Action taken by the accreditor on Delta
Technical College (Ridgeland campus) is continued. Delta Technical College
must respond to the accreditor by June 13, 2019. The Warning stems from the
accreditors review in 2018 related to campus management on standards.
o Ms. Verneuille visited the campus on June 11 and spoke with Mr.
Fitzgerald and the Ms. Anderson on what they were doing to establish and
meet the accreditor’s standards. The campus has hired a third party to

work with all staff and faculty to create a better work environment and
establish a better retention of faculty and staff.
Delta Technical College has submitted a request to approve a new location for the
Horn Lake campus. A new larger facility has been completed just down the street
from the original building.
Concorde Career College has notified CPSCR staff of a request for tuition
increase on the degree programs only, except the Dental degree in Southaven
tuition decreased. Diploma and certificate programs remain steady.
Jackson Medical Mall Proprietary Healthcare Institute has requested an extension
on their renewal paperwork until the August meeting. Their fees for renewal have
been paid.
Medical 2 Career College in Tupelo is requesting approval of an annex in
Greenville, MS to offer their approved programs to the Greenville area.
Upon a motion made by Ms. Esther Cash and a second by Mr. Otis Stanford, the
Commission voted unanimously to approve the Director’s Report.
IV. PUBLIC PARTICIPATION
Ralph Fitzgerald, Director of the Ridgeland campus for Delta Technical
College, reported that the Ridgeland campus is making progress in addressing
the issues that triggered the warning letter from their accreditor, ACCSC. He is
working on changing the environment to an open door policy from the top down
to showing the students and faculty a more inclusive “family” atmosphere. He
stated he would return for the next meeting to provide future updates to the
Commission on the campus’ progress.
Mr. Benjamin asked what are the next steps for the school respond to the
accreditor. Mr. Fitzgerald explained the warning is in regard to five specific
issue and is addressing each one head on including student retention, program
benchmarks, and student satisfaction. He states that the improvement plan is
going to take about two years to make the campus fully compliant.

Short-Term Professional Development Training Courses
Specialized training courses intended to help increase
professional knowledge and skills for experienced
individuals. These courses have no more than 20
contact hours and are non-credit bearing courses. These
include, but not limited to, seminars, workshops, and
continuing education.
Propose to classify these courses under
Exemptions Item J: Any institution that offers
only instruction in subjects that the Commission
on Proprietary School and College Registration
determines are primarily for non-vocational,
personal improvement or cultural purposes and
that does not represent to the public that its
course of study or instruction will or may
produce income for those who take that course of
study or instruction.
This would be an actual exemption that can be
monitored.
Setting a standard for the instruction without
registration.
Many states are classifying specific areas under
this type of exemption.
Temporary Certificate of Registration
This status allows an institution to operate under
provisional authorization. Terms of the operation will
be assessed based on the reason for the issuance of the
temporary certificate. Additional monitoring by CPSCR
staff is required on all operations.

Upon the staff’s recommendation, upon a motion by Ms. Esther Cash and a
seconded by Dr. Dean Belton, the Commission voted unanimously to allow
the Regulations revision to progress and be submitted for comment through
the Secretary to state’s administrative Code review.
VII. COMPLAINTS
Ms. Verneuille reported CPSCR had received a complaint dated from
January and had been postponed due to the bad weather at the April
meeting.
Upon a motion by Dr. Dean Belton a unanimous vote to approve, the
meeting was closed to determine the need for Executive Session.
VIII. EXECUTIVE SESSION
Upon a motion by Dr. Dean Belton and second by Ms. Esther Cash, the
commission voted unanimously to go into Executive Session to consider a
complaint on Lena Summer at Antonelli College.
Mr. Benjamin announced that upon review of the submitted information,
the Commission found no violation of the CPSCR regulations in reference
to a complaint on Antonelli College.

Ms. Verneuille state that Delta Technical College has taken the initiative and
increased their school bond to meet the new regulation for FY2020. The new
bond amount of $200,000 was submitted effective immediately.
Lincoln College of Technology in Nashville has reported to CPSCR a new
director for the campus, Mr. Robert Butterworth. The campus is also asking for

approval of a change in tuition for their Welding & Metal Fabrication program
from $19,038 to $19,974.
National College Memphis campus has informed CPSCR they will not be
renewing their certificate of registration. I am waiting on the submission of the
GAT from FY2019 to officially close their status with MS. They currently do not
have any MS residents enrolled.

Tulsa Welding School has submitted a change in ownership for the
parent company TWS Acquisition Corporation. The change comes
with a purchasing of liability at the corporate level and will not have
any changes in the organization for management of the campus. TWS

just completed their renewal with CPSCR in June. The only change to
the documentation submitted in the ownership percentages.
With TWS being a large school and registered in multiple
states, I reached out to ask how other states were handling this
change and if it trigged new applications.
The change triggers a substantive change with each state, but
many are not requiring a new application since there is no
change to the campus level of leadership.
This change must still be approved by the schools accreditor,
ACCSC and the US Dept. of Education.
Staff is recommending that a new application is not required as
long as the school leadership remains the same and receives the
approvals of their accreditor and DOE for the changes.

Kimberley Gholar – Prentiss, MS – Allied Health programs

Access Training Inc. submitted an approval on lowering tuition cost for three of
their programs. Pharmacy Tech and dental assisting programs are dropping by
$500 to $3500. Clinical Medical Assisting is going from $6000 to $3500.
ACCSC vacated the warning status for Delta Technical College Ridgeland
campus but deferred action on the reaccreditation for renewal to the February
2020 meeting.
o The stipulation of the deferral requires the campus to demonstrate they
continuity in the management of the campus, maintain the employment
verification records for graduates in cosmetology & H-VAC programs,
and demonstrate graduation rates and employment rates within the
cosmetology and H-VAC programs.
Delta Technical College received notification of a complaints submitted to
ACCSC on the Horn Lake campus. The complaint alleges non-compliance with
ACCSC standards of faculty qualifications, advertising, student complaints, and
student assessment. The school must respond to ACCSC no later than November
1st. CPSCR notified Mr. Pullin to forward a copy of his response when he submits
to ACCSC.
o CPSCR had received a call last month from a former trucking instructor at
the Horn Lake campus. Instructor stated that a student reported to him that
a teacher was falsifying attendance records for some students. He would
not provide CPSCR with any additional names where the information
could be verified with the student. The instructor stated he might want to
lodge a formal complaint with CPSCR.
o Dr. Verneuille stated she had an opportunity to talk with Beth Anderson
about the conversation and ask her take a look. Ms. Anderson did let me
know a few days later that she did not find any evidence on the attendance
issue.
o Now with this complaint, Dr. Verneuille be watching closely to see the
response.
Universal Technical Institute in Florida requested approval for their tuition in the
motorcycle programs. This is their annual increase request.
o The chart shows the increase is still low from where the school change
their program lengths in April 2018 when they streamlined the programs
and costs.
US Department of Education published their final regulations of Borrower
Defense from the negotiated rulemaking session.
o The federal government believes this new rule simplifies and clarifies the
process. I’m sure there will be a legal battle before this rule is schooled to
take effect.
Antonelli College has submitted a modification to the teach-out plan. The
school’s owner has decided to complete a full teach-out.

Concorde Career College has notified CPSCR of a civil suit filed by grads for the
Memphis campus. Details at the meeting.

COMMISSION ON PROPRIETARY SCHOOL AND COLLEGE REGISTRATION December 12, 2019
The Commission on Proprietary School and College Registration (CPSCR) met on
Thursday, December 12, 2019 at 1:00 p.m., Mississippi Community College Board, 3825
Ridgewood Road, Jackson, Mississippi.

I. CALL TO ORDER
The meeting was called to order at 1:00 p.m.
II. PRELIMINARIES
A. The invocation was given by Mr. Otis Stanford.
B. Acknowledgments / Introductions
All visitors present gave their names and the schools that they represent.
C. Adjustments / Approval of Agenda On a motion by Mr. Otis Stanford to accept the agenda and second the
motion by Ms. Esther Cash, the Commission voted unanimously to approve the agenda.
D. Approval of Minutes Mr. Donald Benjamin asked if there were any adjustments that needed to be
made to the minutes. On a motion made by Dr. Dean Belton, and a second by Ms. Stanford, the Commission voted unanimously to approve the
minutes of the October 17, 2019 meeting.
III. DIRECTOR’S REPORT
Since the last meeting, we have received two (2) request(s) for application packet.
Ware Family Dental – Dental Assisting – Grenada, MS
Shakira Pittman – CNA Training – Hattiesburg, MS
Two institutions requested approval for tuition increases:
o Lincoln College of Technology in Nashville – annual increase request –
average increase is $850 per program
o Universal Technical Institute – FL and Texas – automotive programs
increase of 3% to 6%

Universal Technical Institute reported the hiring of Jerome Grant as the new
corporate CEO.
CPSCR has received notification on the cancellation of both bonds (school &
agent) for Stepping Stones Career College. Dr. Kim Verneuille stated that she had
not been able to get in touch with the owner, Mrs. Safornia Knowles in several
months. The school first registered in 2009 and due the cancellation of her bonds,
Dr. Verneuille recommended that the certificate be suspended until such time as
Dr. Verneuille can find out if she is operating. Her phone number is reporting
disconnected.
Lincoln College of Technology has submitted a calculation correction to the new
Welding Program submitted and that an alternative schedule was created to
include a weekend schedule to students.
o Lincoln College of Technology was also required to increase their school
bond to $100,000 based on their GAT reporting from FY2019. This was
completed on November 6, 2019.
Upon a motion made by Ms. Esther Cash and a second by Mr. Otis Stanford, the
Commission voted unanimously to approve the Director’s Report.
IV. PUBLIC PARTICIPATION
Debbie Moore reported that Antonelli College held their last commencement
for all students enrolled, even if the student had not completed their program,
they were allowed to march. Around 15 students will be enrolled in the last term
of January to complete internships in 2020.

Records for closed institutions information: Dr. Verneuille
reported that this topic is more complicated than originally
thought. CPSCR has taken possession for the records from
Southeastern Training Center, previously owned by Antonelli
College. These records will have to be reviewed internally,
transcripts removed and then digitized. Dr. Verneuille stated in her
research of the suggested by Dr. Belton at the last meeting about
requiring schools to digitize records as a part of the approval
processed found no other states making this requirement. So a
further discussion with Tommy Goodwin on if and how that could
be done would need to done. Also more research is needed on
records preservation and would report back when information had
been collected.
