The last financial year was an ICR year without any income from the Annual European Rheology Conference, which results on a net turnover of (- £7031). On 20 April 2017, there was an opening balance of (£25,419) and a closing year balance of (£18387, cash at bank). Minutes of the 17th ESR Committee Meeting

Topic 3. globally healthy and solid but the financial possibilities are limited. The detailed report and an overview of the ESR bank statements are attached to the minutes. Topic 5. Report by European Editor, Jan Vermant Jan Vermant acting as the European Editor of Rheologica Acta presents the report for 2016. He first recalls that Prof Henning Winter stepped down and is now honorary editor. Prof Lynn Walker is the new Editor. The main facts to be highlighted are the following: - The last impact factor (2016) is 2.18 to be compared with the impact factors of the Journal of Rheology (2.9) and the Journal of Non-Newtonian Fluid Mechanics (2.17). - The editors have received about 180 manuscripts and accepted 82 papers (acceptance ratio: 46%). The European Editor has received about 80 manuscripts. - For the European Editor, the average day numbers from submission to first decision and final decision are 49 and 68 respectively. - ESR members have free access to Rheologica Acta; open access is now offered. Springer Nature also offers the SharedIt functionality that provides authors and readers with shareable links to view-only versions of peer-reviewed research papers. - It is the policy of Rheologica Acta to edit one or several special issues per year. The March 2017 issue is devoted to the theme: “Yield Stress Fluids: a 100 Years after Bingham’s Landmark Paper“.

Topic 6. Report on website by Peter Fisher The ESR website has now been running safely for one year. It offers the main important functionnalities requested by the community. The website is implemented on a commercial server. This generates some costs which are covered by the central budget. A few additional possibilities concerning job offers and conference annoucements have been added recently. Relevant information can be submitted to Peter Fischer but the users can also upload news and offers by themselves.

Topic 7. Search for a Web Editor Peter Fischer thinks that the ESR needs a web editor who will in charge of the website. He makes a call to a volunteer who could be a student interested in a service to the community.

Topic 8. Report from the ESR Zürich meeting 2016 The two-day event organized in Zürich in early April for the 20th anniversary of the European Society of Rheology consisted of a topical meeting “Can rheology save the world?“ and a graduate seminar “"From Mud to Blood - Did rheology became less dirty?". The event has been successful with interesting presentations and the active participation of 100 delegates. It did not produce any revenue.

Topic 9. Report on the preparations for the AERC 2018 Mario Minale presents an update on the preparation of the AERC2018. A copy of the slides is attached to the minutes.

Topic 10. Decision on new members in the ESR (Southern African Society of Rheology) The ESR Committee recognizes that the Southern African Society of Rheology fulfills all the criteria to become a member of the ESR in terms of activity, members, and capacity to organize conferences. Therefore the Committee is pleased to welcome the Southern African Society of Rheology as a new member of the ESR.

Topic 11. Decision on location for AERC2019 Only one bid has been submitted for the organization of the AERC 2019. Igor Emri presents the project of the Slovenia Society of Rheology to organize the Annual Conference in Portoroz where the first European Rheology Conference took place in 1998. The proposal is accepted by the members of the Committee. The conference will take place on 8-11 April 2019.

Topic 12. Election of the ESR Executive Council Topic 13. Election of the ESR Nomination Committee The following candidates are proposed to the members of the Committee: Executive council: President: Peter Fischer Treasurer: Bettina Wolf Secretary: Michel Cloitre Member-at-Large: Pier Luca Maffetone Member-at-Large: Evelyne van Ruymbeke ex officio: Mats Stading (Past President) ex officio: Jan Vermant (European Editor) Nomination Committee: Helen Wilson (chair) Phillippe Coussot Norbert Willenbacher Christian Clasen Before the election, Mats Stading reminds to the participant that it is possible to add new candidates before the election and that only representatives are allowed to vote. Patrick Anderson asks a question concerning the position of Peter Fischer as the Applied Rheology Editor. He is afraid that there may be some conflict of interest when he will be elected President of the ESR. In his answer Peter Fischer says that he does not think that there is a conflict of interest but he gives insurance that the question will be clarified in the next months. Jan Vermant proposes that two names for each position should be proposed to the vote of the representatives to give them a real choice. According to Mats Stading it will be difficult to find two members of the ESR willing to be candidates for each position. Peter Fischer estimates that it is a good suggestion to be examined at the next Executive Council meeting. A vote is organized with the following result: 23 are in favour of nominating two candidates per position; 2 are opposed. Another possible improvement would be to extend the vote beyond the members of the representative board. Finally the Executive Council and the Nomination Committee are approved without any opposition. Any other topic - Announcement of the Summer School organized by the Romanian Society

of Rheology (18-23 June 2017) - A discussion about the 2023 ICR will take place at the next Committee

Meeting

Topic 14. Place and date of next meeting The next meeting will be at the next AERC in Sorrento, Italy.

Treasurer’s Report April 2016 to April 2017

This is the twelfth annual return of the elected Treasurer (MF Webster), covering the

period from April 2016 to April 2017, using a sterling-euro transfer rate ~1.33.

In the present financial year, movement and transactions to report in Society funds,

include further PayPal payments (ESR subs fees+, £363 + PP balance £100), with no

further commitment to www-update fees. The main 2016-2017 annual transactions

are (see below): income (total receipts £382) provided by: PayPal subs+receipts

(£363), account rebalances (£9), and net interest (£9); outgoings (total payments

£7413) cover costs for: Azular www-setup fees 50% (~£2129), Applied Rheology

liability (~£5126), www-domain renewal charges (~£78), Bank transfer charges

(~£45), and Other Miscellaneous charges (incl. PayPal refund ~£32).

Summarising to the end of the current financial year, 20 April 2017, there was an

opening balance of (£25,419) and a closing year balance of (£18387, cash at bank).

This yields a net cash turnover of (~-£7,031), inclusive of bank interest and transfer

charges. The last financial year, 2016-2017, was an ICR year, and did not see an

income from the Annual European Rheology Conference (as in April 2017).

Charity Commission Annual return figures, for period 01 Jan - 31 Dec 2016, are

income-receipts (£425), outgoings-payments (£7628).

Financial dealings are held to be in accordance with the governing document of the

Society, following UK Charity Commission guidelines. The Annual Bank Financial

Statement and banking documents will have been viewed by an independent

scrutineer and made available to ESR executive committee (Board of Trustees). All

financial dealings throughout the year have been conducted by direct bank transfer.

Four ESR Executive Committee members are signatories to the Society cheque book.

Accordingly, the position of the Society is commended as buoyant, covering the

financial and organizational procedures outlined above.

1. INTRODUCTION

European Society of Rheology was founded in 1996 with 12 founding national member societies.

In 1998 in Portoroz, the first European Rheology Conference was organized after the ESR was

formally established in 1996 and after the 1st Committee Meeting of ESR took place in 1997.

We believe that 'revisiting the roots' honors the profound legacy that the ESR has successfully

been building in the past 2 decades, therefor we propose that the 2019 AERC venue, after 21

years, returns to the warm, Mediterranean coastal town of Portoroz.

To honor the legacy of ESR, we propose to list the delegates of the 1st Committee meeting, as

Scientific and Social Program

Scientific Program will continue with an already established approach of enabling the

participants to choose lectures within up to six (topic related) parallel sessions and listen to three

Conference, traditionally, a Rheology Course will be offered to those interested in attending. The

Conference will start with Welcome Reception on the Evening before the Day 1. Registration

Desk will be opened from 15:00 onwards until late evening hours on the same day.

Program for accompanying people

At least 2 sightseeing excursions will be offered to accompanying guests in afternoons of the first

and second Conference days, one being a guided walking tour of the town Piran, and the other

being an excursion to the Natural Heritage Site of Secovlje Salt beds near Portoroz.

2. LOCATION AND VENUE INFORMATION

A small resort town of Portoroz is a Mediterranean destination in the heart of Europe: charming,

loving, safe, functional and professional, combining inspiring modernity and fascinating history.

With its more than 100 years' tradition in tourism, it is nowdays becoming an attractive and

by short distances between all places of interest, allows visitors to reach all activities, business,

3. VENUE: GRAND HOTEL BERNARDIN DESCRIPTION

Grand Hotel Bernardin houses Slovenia’s largest congress center. It allows great 'all under one

roof service' of the event in one of the most beautiful spots of the Slovenian coast. With its easy

access to international airport (within 45 minutes) and a flying range of 1h30min from main EU

capitals, it is becoming more and more important MICE destination in central Europe.

Lecture Halls:

The largest hall Europa can accommodate up to 1,100 participants, enabling a possibility to be

split in smaller break-out rooms A, B, C, D. Together with Emerald I, Emerald II and Mediteranea

II, Adria, Aurora and Nautilus halls – GH Bernardin is able to host 9 parallel sessions (each holding

100-200 seats), while providing separately one big hall for up to 600-800 people as a Plenary

room. All lecture halls are equipped with LCD projectors, wide screens and a complete sound

system.

Six parallel sessions would be split among Europa A, B, C and D on the 12th floor and Adria and

Mediteranea Halls on the 11th Floor. Exhibition Floor for maximum visiting frequency would be

placed in the big Lobby place in front of the Emerald Ballroom. Coffee Breaks would be served in

Lobbies in front of Lecture Halls on both floors.

Gourmet food

GH Bernardin is renowned and highly appreciated for preparing tasty gourmet dishes and

excellent Mediterranean cuisine. The profound local tastes will be an integrative part of the

AERC Conference, giving the participants a broad culinary experience and indulgence at

Welcome Reception, Gala Dinner and daily lunches. All special diets and requests are being

considered and served with professional care and attention.
