It was decided to consider the project only after submission of EIA report prepared by the accredited consultant considering the TOR prescribed by the committee. Subsequently, the EIA report, validated by M/s. Green Circle Inc., an accredited consultant was submitted vide their letter dated 06/04/2013 stating that EIA Report is adequate and in line with EIA Manual of MoEF, New Delhi. The project proponent was called for appraisal of the project in the SEAC meeting held on 21/05/2014 and the project was appraised based on the information furnished in the EIA report. During the meeting held on 21/05/2014, the committee noticed that the project site is adjacent to the natural drain and concerned about adequate margin to be left between the drain and project boundary. The committee observed that project boundary at South East Corner is encroaching the adjacent natural drain and hence asked the proponent to revise the layout. The project proponent was asked to refer to the bank of natural drain marked in the DILR map while revising the project layout. The committee noticed that proposed tree covered area is 2745 sq.m., which is only about 1.16% of the plot area and hence asked the project proponent to increase tree covered area. The committee felt that STP of 500 KL/day capacity

Minutes of the 209th meeting of the State Level Expert Appraisal Committee held on 20/09/2014 at Committee Room, Gujarat Pollution Control Board, Gandhinagar.

The 209th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 20th September, 2014 at Committee Room, Gujarat Pollution Control Board, Gandhinagar. Following members attended the meeting:

The agenda of TOR/Scoping/Category 8 (a) cases, appraisal cases and EC amendment cases was taken up. Twelve cases of TOR/Scoping/Category 8 (a), four appraisal cases and five EC amendment cases i.e total twenty one cases were taken up. The applicants made presentations on the activities to be carried out along with other details furnished in the Form-1 / Form-1A, EIA report and other reports.

Appraisal case

It is a proposed residential & commercial building construction project having land area of 2,32,008.82 sq.m. and the proposed built up area is 1,72,540.40 sq.m. As the built up area is >1,50,000 sq.m., it falls in the project / activity no. 8(b) of the Schedule of the EIA Notification, 2006.

The project was taken up in the SEAC meeting held on 11/10/2012 and during the meeting held on 11/10/2012, after discussing the project in detail, the TOR were prescribed for the EIA study to be done covering 5 km radius from the boundary of the project site. The project proponent submitted the EIA report vide their letter dated 07/01/2013.

The project proponent attended the SEAC meeting held on 20/02/2013 and during the meeting, the committee found that the EIA report has been prepared by Hubert Enviro Care System Pvt. Ltd. who is not accredited by the NABET, QCI, for category 8(b) projects and hence it can’t be considered by the SEAC. The project proponent was asked to submit the EIA report, which has been prepared by the consultant accredited by NABET, QCI, for township / area development project sector. It was decided to consider the project only after submission of EIA report prepared by the accredited consultant considering the TOR prescribed by the committee.

Subsequently, the EIA report, validated by M/s. Green Circle Inc., an accredited consultant was submitted vide their letter dated 06/04/2013 stating that EIA Report is adequate and in line with EIA Manual of MoEF, New Delhi.

The project proponent was called for appraisal of the project in the SEAC meeting held on 21/05/2014 and the project was appraised based on the information furnished in the EIA report. During the meeting held on 21/05/2014, the committee noticed that the project site is adjacent to the natural drain and concerned about adequate margin to be left between the drain and project boundary. The committee observed that project boundary at South East Corner is encroaching the adjacent natural drain and hence asked the proponent to revise the layout. The project proponent was asked to refer to the bank of natural drain marked in the DILR map while revising the project layout. The committee noticed that proposed tree covered area is 2745 sq.m., which is only about 1.16% of the plot area and hence asked the project proponent to increase tree covered area. The committee felt that STP of 500 KL/day capacity

requires huge space and inquired about space requirement for STP and its location. It was noticed that the proponent has got permission from Kanakpur - Kansad Nagar Palika for water supply of 600 KL/day. However, the committee concerned about existence of water supply system and drainage system of Nagar Palika. After deliberation on various aspects, it was decided to appraise the project further after submission of following:

1. DILR Map showing the boundary of natural drain adjacent to the project.

2. NOC from irrigation department clearly showing the requirement of margin to be left from bank of the

adjacent natural drain.

3. Revised layout plan showing the provision of adequate margin space between the project boundary

and the adjacent natural drain as per the requirement of irrigation department.

4. Letter from Nagar Palika showing the availability of water for the project and details on existence of

water supply and drainage network at the project site.

5. Detailed plan for treatment, reuse and disposal of sewage. Proposal for dual plumbing system for

reuse of treated sewage.

6. Requirement of space for the STP and demarcation of STP units on the layout plan.

7. Measures to control odour problem due to STP operation.

8. Revised green belt development plan with increased tree covered area with no. & type of species.

The project proponent vide their letter dated 01/07/2014 submitted the above mentioned details and documents.

The project proponent along with their expert consultant attended the meeting and during the SEAC meeting, the project was further appraised based on the additional information submitted and facts presented before the committee.

The proposed project comprises of 899 nos. of two storied bungalows along with preliminary infrastructural facilities like community hall garden with jogging park, meeting room and two nos. of commercial complexes with 42 nos. of shops. Land area of the proposed project is 2,32,008.82 sq.m. and the proposed built up area is 1,72,540.40 sq.m. The project site is adjacent to the natural drain. Residential population considered in the project is 4045 persons and visitors will be 200 persons. During construction phase, 30 KL/day of water requirement will be met by water tankers. Waste water to be generated during the construction phase will be disposed off into septic tank/soak pit system. During operation phase, 592.9 KL/day of fresh water will be required and it will be supplied by Kanakpur-Kansad Nagar Palika. Sewage generation will be 481.5 KL/day and it will be treated in on site STP of 500 KL capacity. Out of total 480 KL/day of treated sewage, 132.2 KL/day of treated sewage will be utilized as gardening and flushing water and remaining water will be utilized for irrigation purpose in surrounding villages or will be drained into Kansad Nagar Palika sewerage system. Generation of municipal solid waste will be 24.27 MT/day from residential units and 1.89 MT/day from commercial units. The municipal solid waste to be generated will be segregated at source. Bio-degradable waste will be composted and will be used as manure within the premises. Non bio-degradable waste and STP sludge will be send to MSW disposal site of SMC. Parking area provision of 30,326.79 m² (surface parking) will be made. D.G. Sets - 3 Nos. (60 KVA each) using diesel / HSD (35 L/hr/D.G.Set) will be installed. Separate entry and exit with adequate margin is provided for movement of Fire tender. It is proposed that every 10th light of the total street lights will be solar street light. About 49,851.0 sq.m. green belt area comprising of 26,243.0 sq.m. tree covered area with about 5000 nos. of trees of local species will be developed. It is proposed to provide 60 no. of percolation wells for ground water recharge. A letter from Kanakpur – Kansad Nagarpalika stating that 600 KL/day of water requirement will be provided to the proposed project has been submitted.

During the meeting, it was noticed that they have submitted a revised layout plan showing the adequate margin space between the project boundary and its adjacent natural drain, but not submitted opinion of Kansad Nagarpalika in this regard. After detailed deliberation on various aspects regarding the project, it was decided to recommend the project to SEIAA, Gujarat for grant of Environmental Clearance only after submission of the following:

1. Opinion from Kansad Nagarpalika with reference to adequate margin space between the project boundary and its adjacent natural drain.

2. Copy of permission obtained from Kansad Nagapalika for availability of drainage connection to the proposed project.

2. Sai Square Block No.551, Moje:Vilayat, Ta:Vagra, Dist:Bharuch Appraisal case

The project was considered in the meeting of the SEAC held on 13/02/2013 and additional information was sought for further appraisal of the project. The project proponent submitted the additional information vide their letter dated 05/07/2013. The project was further appraised during the SEAC meeting held on 21/05/2014 and during the meeting held on 21/05/2014 it was noticed that the proponent has got permission from Vilayat Gram Panchayat for water supply and drainage line. However, the committee felt that such permission can’t be considered as Vilayat Gram Panchayat has no facility for water supply as well as sewage treatment. The project proponent was asked to provide onsite STP for sewage treatment and to submit revised proposal showing the realistic details on source of water and disposal of sewage. After deliberation on various aspects, it was decided to appraise the project further after submission of certain additional information. The project proponent vide their letter dated 14/07/2014 submitted revised project plans along with Form-I & Form-IA. As per the revised proposal the built up area of the project will become 25,411.08 sq.m. which was 21,525.20 sq.m.

The project was further appraised based on the additional information & revised project details submitted as well as facts presented before the committee.

The project sites is adjacent to GIDC Vilayat boundary and nearest industrial units of Jubiliant and Grasim are approx. 2 Km away from the project site. This is a proposed building construction project comprising of 1 & 2 BHK low rise residential flats, row houses and shops on plot area of 19,800 sq.m. and the proposed built up area of 25,411.08 sq.m. There will be 60 raw houses, total 8 residential buildings housing 230 flats & one commercial building housing 162 shops. Scope of 5 residential buildings will be hollow plinth+5 floors, 3 residential buildings will be having ground floor (parking & shops) + 3 floors and one commercial building will be having ground floor + 2 floors. Raw houses will be of G+1 structure. During construction phase, 30 KL/day of water and during operation phase 239.22 KL/day of water will be required. It is proposed to meet the water requirement during the construction phase and operation phase through borewell water. Domestic wastewater generated during construction phase (8 KL/day) will be disposed off through septic tank/soak pit system. During the operation phase, waste water to be generated will be treated in the proposed onsite STP. It is proposed to provide parking space of 6,212.69 sq.m. equivalent to 249 ECS [including 2,704.73 sq.m. as ground floor covered parking + 3,507.96 sq.m. as open surface parking], which is more than the NBC requirement of 247 ECS for group housing. Measures like provision of temporary windshield barriers, covering the material during transportation, regular water sprinkling etc. have been proposed as dust control measures during construction phase. Energy conservation measures like maximum use of CFL lights, use of variable frequency drive motors etc. has been proposed. The project site is accessible through 18 m wide road on eastern side. Internal roads of 7.5 & 9 m width and minimum 3 m wide open peripheral margin will be provided for easy movement of fire tender. The nearest fire station is Bharuch fire station, which is approximately 13 km away from the project site and the fire tender will take 45 minutes to reach the project site. Green belt covering 1,327.11 sq.m. tree covered area and 1,188.79 sq.m. lawn covered area will be developed. It is proposed to plant 165 to 180 trees of local species within the premises. Provision of Personal Protective Equipments, training to the workers for safe practices, first aid kit along

with the provision of basic amenities like sanitation facilities, drinking water facilities will be made for construction workers. Rain water harvesting from rooftop and surface runoff and ground water recharge through 5 nos. of percolation wells is proposed to be carried out.

It was noticed that the proponent has proposed to install STP and submitted the technical details of the STP, but not submitted any details regarding treated sewage management, its utilization and disposal. While asking by the committee, the project proponent replied that the treated sewage will be disposed off into the nearby natural drain. However the project proponent did not have any kind of information regarding final disposal / meeting point of the natural drain. The project proponent was asked to install STP as per the details submitted, to utilize the treated sewage for purposes like gardening, flushing, car washing etc. and to make provision of storing the treated sewage during the high rainy days. Further as per the revised proposal, they have proposed ground water utilization for meeting with the water requirement during the operation phase of the project. After detailed discussion on various aspects regarding the project, it was decided to recommend the project for grant of Environmental Clearance only after satisfactory submission of the following:

1. Detailed study report on geo-hydrology of the area should be submitted. Impact of proposed ground water extraction on the ground water table & ground water quality of the area, its impact on other competitive users & borewells in the surrounding area.

2. Status of permission from the CGWA for ground water abstraction. Notarized undertaking stating that no borewell shall be drilled unless and until requisite permission is obtained from the CGWA.

3. Categorization of the area from the ground water resource point of view based on the latest ground water resource estimation carried out by Central Ground Water Board.

4. Details of scheme for surface as well as roof top rain water harvesting and ground water recharge within & outside the project premises, revealing that quantity of ground water extraction would be compensated by equivalent or more quantity of rain water recharged, with proper scientific calculations considering rainfall in the region, catchment area, land / soil characteristics, ground water recharge rate, duration of rain water harvesting etc. Details of provisions of pre-treatment of the rainwater in the case of surface run off is to be harvested. Location of recharge percolation wells on the layout plan.

5. Complete treated water management plan along with the application wise breakup of treated water utilization and disposal plan. Management plan of treated sewage during rainy season when utilization of treated sewage for gardening/plantation purpose is not possible including the details of storage tank (dimensions, storage capacity, design aspects) to be provided for storage of treated sewage during high rainy days with complete back up calculation for arriving at the particular size of the storage tank.

3. Silver Maxima (Old name: Subham)

T.P.S.No.27 (Utran-Kosad), B.No.138 & 86, O.P.No.145 & 6, F.P.No.155 & 6, Sub plot no. 1, Village:Kosad, Ta:Choryasi, Dist: Surat

Appraisal case

The project proponent vide their letter dated 15/05/2013 had applied for getting Environmental Clearance for residential cum commercial building construction project at T.P.S.No.27, F.P. No.5+6+155, Sub Plot: 1 & 2,153 & 155,O.P.No.5,6,143,145, Block No.85,86,136 & 138, Vill: Utran Kosad, Tehsil: Choryasi, Dist: Surat. The project was taken up in the SEAC meeting held on 20/07/2013 and during the meeting, after deliberation on various aspects, it was decided to recommend the project for grant of environmental clearance after satisfactory submission of following:

1. Area requirement for Grey Water Treatment Plant and its location on layout plan.

2. Who will operate and maintain Grey Water Treatment Plant in operation phase. How the members will be informed of the requirement of operating STP at the time of booking / purchasing property in the scheme.

The project proponent along with the above mentioned details submitted the revised project details on

05/08/2013 which shows that they want to scale down the project comprising of only residential units-192 flats instead of earlier proposal of 24 raw houses, 360 flats, 62 shops & 36 offices. Name of the project will be changed to “Silver Maxima” and it will be developed at T.P.S.No.27 (Utran-Kosad), B.No.138 & 86, O.P.No.145 & 6, F.P.No.155 & 6, Sub plot no. 1, Village:Kosad, Ta:Choryasi, Dist: Surat. Plot area of the project will be 12,819.0 sq.m. and built up area will be 43,704.07 sq.m. instead of 23,411.0 sq.m. and 54,702.80 sq.m. respectively as proposed earlier.

The project was taken up in the meeting. The project proponent along with their expert consultant attended the meeting. The project was appraised based on the details submitted and facts presented before the committee.

This is a new building construction project with land area of 12,819.0 sq.m. and the proposed built up area of 43,704.07 sq.m. As the built up area is ≥ 20,000 sq. m. and <1,50,000 sq. m., it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project site is at a distance of about 760 m away from river Tapi. It is a proposed building construction project having the plot area of 12,819.0 sq.m. and the proposed built up area of 43,704.07 sq.m. The project will comprise of 8 buildings housing total 192 flats. Scope of all the buildings will be basement + hollow plinth + 12 floors. Water requirement during the construction phase will be 14.50 KL/day and it will be met through the bore well water. Sewage during the construction phase will be disposed off into the soak pit. Water requirement during operation phase will be 140 KL/day and it will be met through water supply system of the SMC. Sewage generation during the operation phase shall be 105.50 KL/day and it will be discharged into the underground drainage line of the SMC. Municipal solid waste generation will be approx. 600 Kg/day during the operation phase. The municipal solid waste will be finally disposed off at the municipal solid waste landfill site of SMC. During operation phase, D. G. Sets (2 nos. x 125 KVA.) using HSD at the rate of 55 L/hr in each are proposed to be installed as power backup arrangement. It is proposed to provide total parking space of 11,493.0 sq.m. equivalent to 392 ECS (7,536.0 sq.m. in basement, 2,161.0 sq.m. in hollow plinth and 1,796.0 sq.m. on open surface), which is more than the GDCR requirement of 4,297.0 sq.m. and the NBC requirement of 191 ECS. Water sprinkling, covered shed provided for cement unloading and storage, tarpaulin cover on excavated earth, etc. are proposed as dust control measures. 7.5 m wide margin road along the periphery for high rise buildings will be provided for easy movement of fire tender. One staircase of 1.53 m width will be provided in all the buildings. Provision of aerated taps and flush tanks is proposed for water conservation. Energy conservation measures like maximum use of natural light, reflective white tiles on terrace, LED lighting fixtures in common areas, use of solar energy in landscape lighting, use of aerated blocks etc. are proposed in the project. Fly ash bricks, fly ash paving blocks, aerated blocks, PPC, lead free paints etc. have been proposed to be used during the construction phase. Proposed fire safety measures include provision of fire extinguishers at each floor, hose reel at each floor, wet riser opening at each floor, automatic sprinkler system in basement, manually operated electric fire alarm system, underground static fire water storage tanks of 75 KL capacity, terrace tanks of 10 KL capacity etc. Distance of the nearest Kosad- Amroli Fire Station is about 2.40 km away from the project site. Safety belt, PPEs, first aid box, medical help in case of injury etc. are the proposed safety measures for construction workers. Green belt area comprising of 470.0 sq.m. tree covered area and 816.40 sq.m. lawn covered area will be developed. Rain water harvesting and ground water recharge shall be carried out through 7 nos. of percolation wells

During the meeting, after deliberation on various aspects, it was decided to recommend the project for grant of environmental clearance.

The project was earlier taken up in the SEAC meeting held on 13/06/2014 and during the meeting after deliberation on various aspects, it was decided to appraise the project after satisfactory submission of certain additional information. The project proponent submitted the details sought during the SEAC meeting held on 13/06/2014 vide their letter dated 22/07/2014.

This is a new building construction project with land area of 4,682.27 sq.m. and the proposed built up area of 41,235.66 sq.m. The project is having their existing residential buildings with built up area of 9,203.60 sq.m. on land area of 6,821.88 sq.m. The existing buildings were built up in the year of 1982. As the built up area is ≥ 20,000 sq m and <1,50,000 sq m, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project will be comprising of 2 nos. of high rise residential building blocks housing 191 nos. of 3 & 4 BHK flats and 2 club houses. The plot area is 4,682.27 sq.m., FSI area will be 25,248.55 sq.m. whereas built-up area will be 41,235.66 sq.m. Scope of the proposed buildings in the project will be Hollow Plinth + 23 floors for E block and Hollow plinth + 25 floors for F Block. Water requirement during the construction phase will be 30 KL/day [05.00 KL/day for domestic + 25.00 KL/day for construction and dust suppression] and it shall be met through local water tankers/AMC water supply system. Sewage generation during the construction phase shall be 4.50 KL/day and it shall be discharged into Septic Tank. Water requirement during the operation phase shall be 133.0 KL/day [130.0 KL/day for domestic residential purpose + 3.00 KL/day for gardening] and it shall be met through water supply from Ahmedabad Municipal Corporation. Sewage generation during the operation phase shall be 118.0 KL/day and it shall be discharged into the drainage line of Ahmedabad Municipal Corporation. It is proposed to provide parking space of 7,085.73 sq.m. [990.08 sq.m. in hollow plinth + 2,977.41 sq.m. in basement I + 3,118.24 sq.m. in basement II] equivalent to 217 ECS which is more than the GDCR requirement of 5,049.71 sq.m. and NBC requirement of 191 CPS. The excavated earth generated during the construction phase will be used for levelling of low lying areas and roads within the project site. The top soil to be generated will be stored and utilized in green belt area development. Municipal waste to the tune of approximately 240.0 Kg/day will generate during the operation phase and it will be collected in 25 numbers of bins having capacity of 80 liter each. Biodegradable waste and non biodegradable waste will be collected separately and Biodegradable waste will be disposed into nearby municipal bin.

Proposed dust control measures during the construction phase are dust suppression by spraying of water, peripheral barricading the project site, covering the construction material during transportation and storage etc. One D.G Set having capacity of 275 KVA by using diesel (@ 45 liter/hour) as fuel will be provided as power back up arrangement. Energy conservation measures proposed include maximum use of natural light through architectural design, use of energy efficient motor and pumps, maximum use of aerated blocks, use of CFL & low voltage lighting, solar lighting in open and landscape areas, rooftop thermal insulation etc. Use of water efficient taps, flow control devices, water meters etc. have been proposed as water conservation measures. Two numbers staircases and 4 lifts will be provided in each block. The nearest fire station at Jamalpur is approx. 5.00 Km away from the project site and a fire tender will take about 5-10 minutes to reach the project site in case of emergency. Underground tank having capacity of 100 KL will be provided for fire fighting purpose. Area provision for green belt development is 4682.0 sq.m. with 71 nos. of trees within the premises. Provision of Personal Protective Equipments, safety related training, first aid facilities, along with the basic amenities like adequate sanitation facilities, drinking water facility etc. will be provided to the construction workers.

The project proponent has submitted a copy of receipt obtained from AMC against the payment of water charges and drainage charges. They have submitted a copy of NOC obtained from Airports Authority of India for building height of 95.614 m above ground level. Fire load calculation for the project has been carried out and fire lay out plan showing the provision of fire hydrant system, fire extinguishers, hose reel, water sprinklers, fire alarm call points etc. has been submitted. Traffic survey was carried out on Orient club road near town hall, which shows that the road having carrying capacity of 3000 PCU/hr will

be adequate enough to cater the existing (maximum 1,261 PCU/hr) as well as additional traffic load of the proposed project. 2 nos. of percolation wells will be provided for ground water recharge through rain water harvesting.

It was presented that the plot area available for the proposed project with two high rise buildings will be only 4,682.27 sq.m., ground coverage area will be 1,769.0 sq.m. and built up area will be 41,235.66 sq.m. Considering the fact that comparatively less open area will be available to adjust two ramps for basement parking on ground floor, the project proponent requested to exempt them from providing two separate ramps. Further It was presented that the existing 2 building blocks and the proposed two high rise residential buildings are completely separate project entities. Considering a single large scale project, comprising of existing 2 building blocks and the proposed two high rise residential buildings, the project proponent was asked to provide STP for treatment of sewage to be generated during the operation phase of the project. But as the existing and proposed buildings are completely different project entities and the considering that the project site is already having water supply & drainage connection, they have requested to exempt them from providing STP for the proposed project. It was also presented that engagement of basement space for installation of STP will lead to reduced parking area available for the proposed two high rise residential building blocks. Looking to the facts like area constraint for provision of amps, provision of 6.75 m wide basement ramp with divider in the centre and the fact that the project site is already having water supply and drainage connection, the request for exempting them from providing STP and two separate ramps was considered by the committee.

During the meeting, the project proponent was asked to install all the requisite fire fighting arrangements as per the requirement of NBC or local by-laws whichever is more stringent. Further they were asked to provide adequate lighting, ventilation, fire fighting facilities and CO sensor systems in proposed 2 level basements. After detailed discussion, it was decided to recommend the project for grant of Environmental Clearance only after submission of the following.

1. Authentic documentary evidence showing that the existing buildings with built up area of 9,203.60 sq.m. and the proposed two high rise buildings with built up area of 41,235.66 sq.m. belong to two separate project entities.

The SEIAA, Gujarat has accorded environmental clearance to M/s Nishant Construction Pvt. Ltd., for the residential building construction project at S.No.140,141, F.P.No.:80,83, T.P.S.No.4, Prematirth Derasar Road, Besides Shaman–5, Village:Vejalpur, District: Ahmedabad, vide order no. SEIAA/GUJ/EC/8(a)/235/2012 dated 21/10/201 for the built up area of 57,980.03 sq.m. comprising of 4 residential buildings housing total 151 residential units.

Now, the project proponent, M/s. Nishant Construction Pvt. Ltd., vide their letter dated 28/05/2014 requested for amendment of Environmental Clearance order dated 21/10/2011. It was mentioned in the letter that they have already constructed 2 buildings A & B and also obtained B.U. permission for both the buildings. Due the revided GDCR and availability of additional FSI to the project they have revised the plans for the remaining two buildings. Due to revision in plan of building D, the built up area of building D will become 11,329.95 sq.m., which was 11,166.18 sq.m. as proposed earlier. They have proposed to add one residential unit on each floor and to add one more floor in case of building C. As a result built area of building C will increase from 17,720.73 sq.m. to 25,641.50 sq.m. Number of residential units in building C will be increase from 33 to 48.

Now, the project proponent, M/s Raghuvir Developers & Builders, vide their letter dated 07/02/2014 requested for amendment of Environmental Clearance order dated 12/03/2012 with reference to the revised built up area of the project.

The request for amendment in terms of proposed change in built up area was considered during the meeting. It was presented during the meeting that the basement area of the project is increasing from 649.65 m2 to 2,043.60 m2 (i.e effective increase of 1,393.95 m2) and revised built up area of club is 280.50 m2. As a result of additional built up area of basement -1,393.95 m2 and additional built up area of club - 280.50 m2 , built up area of the project will be 51,851.80 m2 from the earlier proposed built up area of 50,152.39 m2. It was presented that the increased basement area will be used for parking purpose only. The project proponent was suggested to provide STP for treatment of the sewage to be generated during the operation phase, to which the project proponent was also agreed upon. After detailed discussion, looking to the fact that the proposed increase in the built up area will not lead to any significant environmental impacts, it was decided to recommend the project to SEIAA, Gujarat for grant of Environmental Clearance only after submission of the following: 1. Details of sewage treatment plant with size of each unit, design capacity and its location on the plan.

After detailed discussion, it was decided to further appraise the project only after submission of the following or to recommend the project to SEIAA, Gujarat for grant of Environmental Clearance only after satisfactory submission of the following:

1. A letter from VUDA regarding availability of water supply, drainage connection and municipal solid waste collection also indicating the time limit within which the all the above facilities will be available to the project.

2. In case of possibility of availability of water supply & drainage connection from VUDA, a notarized undertaking stating that the possession all the residential units shall be given only after the water supply and drainage connection of VUDA is available to the proposed project.

3. Details of sewage treatment plant with size of each unit, design capacity and its location on the plan. Measures proposed to avoid odour nuisance due to the STP in operation phase. 5. In case of ground water utilization, the following should be submitted: i. Categorization of the area from the ground water resource point of view based on the latest

ground water resource estimation carried out by Central Ground Water Board. ii. Geo-hydrological study of the area. iii. Details of scheme for surface as well as roof top rain water harvesting and ground water recharge

revealing that quantity of ground water extraction would be compensated by equivalent or more quantity of rain water recharged, with proper scientific calculations considering rainfall in the region, catchment area, land / soil characteristics, ground water recharge rate, duration of rain water harvesting etc. Details of provisions of pre-treatment of the rainwater in the case of surface run off is to be harvested. Location of recharge percolation wells on the layout plan.

iv. Status of permission from the CGWA for ground water abstraction. Notarized undertaking stating that no borewell shall be drilled unless and until requisite permission is obtained from the CGWA.

Project / Activity Details:

This is a new project applied for Service Jetty for operation and maintenance of Cairn India Limited’s

Single Point Mooring (SPM) in the Arabian Sea. Cairn India Limited (CIL) in joint venture with Oil and

Natursl Gas Corporation Limited proposes to develop a captive Jetty near Bhogat village in Devbhoomi

Dwarka district for the operation and maintenance of a Single Point Mooring (SPM) which has been

installed in the Arabian Sea for export of crude oil. The SPM is connected to a cross-country pipeline to

transport crude oil. The SPM facility in the Arabian Sea is already installed at appx. 6 Km off the west

coast of Gujarat nr. Bhogat village at 30 m depth for Marine export of Crude oil. EC & CRZ Clearance

was granted for development of Hydrocarbon Pipelines from Salaya to Bhogat, Bhogat Terminal,

Offshore pipeline and Single Point mooring vide F No. 11-34/2009-IA-III 24th August, 2009. Estimated

project cost will be Rs. 127 Crores. Proposed jetty will be located 250 m North of the LFP (Land Fall

Point) and 400 m Southof Bhagot fishing community. Proposed service Jetty will facilitate (1) Berthing of

vessels used for transfer of personnel, spares, consumables during routine operation and maintenance

of the SPM (2) Berthing of tugs for providing towage support to oil tankers and (3) Responding to

emergency situations, such as incident response. The principal Jetty dimensions are Berth: 120 X 25 m,

Trestle: 400 X 10 m, Breakwater: 400 m long, Turning circle diameter: 150 m, Approach Channel

alignment: 2900, Minimum width of entrance channel: 75 m, Maintained depth of entrance channel: 8 m,

Maintained depth of outer channel: 8.5 m, Turning circle depth: 8 m, Water depth at Berth: 8 m.

Dredging of –8 CD is required and estimated dredging volume will be 0.15 million m3. 50% of dredged

material will be used as core for breakwater construction. The Cargo will be transferred from the Berth to

the Vessel directly without any intermediate storage. Storage area is thus not provided. However,

handling systems, buildings and utilities will be provided at the land side back up area and berth to

support jetty operations. Fresh water 25 KL/day will be obtained from ground water source from Bhogat

Terminal. Unit has proposed 5 KL/day STP for domestic waste water. Treated waste water will be

reused. Source of fire water will be Sea water. No process gas emission is envisaged. Diesel will be

used as fuel in 1 MW DG set and vessel engines. HSD requirement for DG set will be 2000 KL/Annum.

Bunkering is not envisaged at the jetty. Hazardous waste to be generated will be Used oil, STP sludge

etc.

Presentation by the project proponent included project overview, project background, Project

description, site selection, resource requirements and effluent discharges, environmental settings,

proposed TOR etc.

During the presentation, the project proponent was asked to carry out comprehensive EIA study and to

go through public consultation process. During meeting, issues related to Fire safety, disaster

management plan, skill development of local people and employment, impact on marine ecology etc

have been discussed. During the presentation, after detailed discussion, the project proponent was

asked to include the following TOR in the EIA study to be done covering 10 km radius from the project

boundary.

1. Phase wise project implementation schedule with bar chart and time frame, in terms of site

development, infrastructure provision, EMS implementation etc.

2. Details of the activities to be undertaken in the CRZ area. Copy of CRZ map of the proposed project

area prepared by one of the agencies authorized by the MoEF, GOI, for this purpose; on which the

project boundary / facilities shall be superimposed. Status of the CRZ clearance application or the

4. Details of the berthing facility to be provided along with class and size of vessels envisaged. Details

of handling of each cargo, its impact and management plan.

5. Exact cargo handling capacity for the proposed service jetty. Scope of the project in terms of types of

cargo to be handled with bifurcation of tonnage of each type of cargo based on maximum/ peak rated

capacity of the project in terms of cargo handling, technology, storage capacity, manpower, resource

use, etc.

6. Detailed study for shore protection works. Details of proposed reclamation and / or dredging,

including method and material for reclamation, dredging depth, dredge material characteristics as well

as the dredged quantity, its disposal. The chances of erosion / accretion due to proposed

reclamation / dredging, if to be carried out and the mitigation measures may also be incorporated

suitably.

7. Details on topography and natural drainage of the project site. Whether proposed activities are likely

to change existing drainage pattern of the site.

8. Measures to prevent deterioration of the marine water quality and coastal ecology due to the

proposed activities. Cumulative impacts taking into consideration other project activities in the vicinity.

9. Hydro-dynamics of coastal water in the study area abutting the project site from shoreline erosion

perspective. The hydro-dynamic studies for assessing whether the proposed activities shall have any

significant impact on the shoreline abutting the project as well as on the ecologically sensitive areas

along the stretch or not.

10. Comprehensive modeling study of accretion, erosion / deterioration on nearby coastline &

elsewhere due to the proposed project and its mitigation measures. Submit details of stability

analysis of coast. The study shall be got vetted by CWPRS.

11. Land use details of the study area with satellite imagery. Land use break up details of the study

area.

12. A map showing distance of the nearest fishing port, village, reserve forest, salt pans, mangrove

patch and ecologically sensitive areas from the project boundary and impacts of project activities on

the same.

13. Details of population in the study area and its breakup showing population of fishermen, salt pan

workers, farmers, villagers etc. Impacts of the project activities on their livelihood.

14. Details on fish catch in the region during past as per authentic records. Impacts of the proposed

activities on fishing in the surrounding region and marine ecology. How, it would be ensured that

fishing area will not be affected due to the project activities.

15. Details of the sand dune areas and ecologically sensitive areas in the vicinity and details of impact

of the proposed expansion on the same along with mitigation measures.

16. Measures to prevent deterioration of the marine water quality and coastal ecology due to the

proposed activities.

17. Include coastal geo morphology in the EIA study report.

18. Number of creeks and creeklets fall in the area of project site as well as approach road. Impacts on

hydrology pattern due to the proposed project and mitigation measures thereof.

19. Apart from terrestrial EIA study, marine EIA study should be conducted through reputed institute in

22. Details of existing sea traffic in the Arebian sea and likely increase in the same due to the proposed

project. Anticipated environmental impacts and mitigation measures due to the ship traffic including

discharges from vessels and cargo operations.

23. Vessel Transport Management System devised for management of incoming and outgoing traffic of

vessels, including details of navigational aids, communication system, deployment of trained

personnel etc.

24. Anticipated environmental impacts and mitigation measures due to the ship traffic including

discharges from vessels and cargo operations.

25. Details of the seismic design aspects to be adhered to in the project.

26. Details of use of eco-friendly building material including fly ash bricks, fly ash paving blocks. Use of

make the project energy-efficient through of energy efficient devices and adoption of modes of

alternative eco friendly sources of energy, solar water heater, solar lighting etc. Measures proposed

to comply with the ECBC norms and other measures proposed for energy conservation.

Undertaking from the management for providing >10% solar lighting for external use, roads,

pathways etc.

30. Assessment of source of the water supply with adequacy of the same to meet with the requirements

for the project as well as likely impact on ground water in the area due to the proposed project.

31. Explore the possibility of reuse / recycle and other cleaner production options for reduction of

wastes. Specific measures proposed to conserve water and plans for the future in this regard.

32. The qualitative and quantitative assessment of wastewater, its treatment and disposal. Application

wise break up of treated water

33. One season site-specific meteorological data including temperature, relative humidity, hourly wind

speed and direction and rainfall shall be provided. Anticipated environmental impacts due to the

proposed project/production may be evaluated for significance and based on corresponding likely

impacts VECs (Valued Environmental Components) may be identified. Baseline studies may be

conducted within the study area of 5 km for all the concerned/identified VECs and likely impacts will

have to be assessed for their magnitude in order to identify mitigation measures.

34. One season AAQ data (except monsoon) to be given along with the dates of monitoring. The

parameters to be covered shall be in accordance with the revised National Ambient Air Quality

Standards (NAAQS). The location of the monitoring stations should be so decided so as to take into

consideration the pre-dominant downwind direction, population zone and sensitive receptors. There

should be at least one monitoring station in the upwind direction. There should be at least one

35. Modeling indicating the likely impact on ambient air quality due to proposed activities. The details of

model used and input parameters used for modeling should be provided. The air quality contours

may be shown on location map clearly indicating the location of project site, habitation, sensitive

receptors, if any. The wind rose showing pre-dominant wind direction should also be indicated on

the map. Impact due to vehicular movement shall also be included into the prediction using suitable

model. Results of Air dispersion modeling should be superimposed on google map / geographical

area map.

36. Specific details of (i) Details of the utilities required (ii) Type and quantity of fuel required (iii) Flue

gas emission rate emission from the utilities along with stack height calculation (iv) Air Pollution

Control Measures proposed for the utilities along with its adequacy (v) Sources of fugitive emission

from the unit along with its quantification and proposed measures to control it.

37. Details of all possible sources of noise pollution, its magnitude and mitigation measures proposed to

control it including engineering and other controls.

38. Details of management of the solid wastes and hazardous wastes to be generated from the project

stating detail of generation, storage, handling and disposal of each type of waste. How the manual

handling of the hazardous wastes shall be minimized.

39. Membership certificate of the common TSDF, if any obtained for disposal of hazardous waste.

40. Details of greenbelt development program including annual budget, types & number of trees to be

planted, area under green belt development [with map]; along with commitment of the management

and the control measures proposed to ensure safety and avoid the human health impact.

measures to prevent it. Provision for work zone ambient air quality monitoring as per the Gujarat

Factories Rules.

45. Detailed risk assessment report including identification of the most hazardous activity, its sub

damage distances and preparedness plan to combat such situation and risk mitigation measures.

46. Details of disaster management plan / emergency management systems during operational phase

last three years and measures proposed to be taken for avoiding reoccurrence of such accidents in

54. A tabular chart for the issues raised and addressed during public hearing/consultation and

commitment of the project proponent on the same should be provided. An action plan to address the

issues raised during public hearing and the necessary allocation of funds for the same should be

provided.

55. (a) Does the company have a well laid down Environment Policy approved by its Board of

Directors? If so, it may be detailed in the EIA report.

(b). Does the Environment Policy prescribe for standard operating process / procedures to bring into

focus any infringement / deviation / violation of the environmental or forest norms / conditions ? If

so, it may be detailed in the EIA.

56. What is the hierarchical system or administrative order of the company to deal with the

environmental issues and for ensuring compliance with the EC conditions. Details of this system

may be given.

57. Does the company have a system of reporting of non compliances / violations of environmental

norms to the Board of Directors of the company and / or shareholders or stakeholders at large?

This reporting mechanism should be detailed in the EIA Report.

58. Certificate of accreditation issued by the NABET, QCI to the environmental consultant should be

Presentation made by the proponent included the general information about the project, salient features of the project, details of product & raw materials, benefits of project to the farmers, manufacturing process with process flow diagram, resource consumption, water & waste water details, details of ETP, Air pollution management system, hazardous waste generation & management, proposed TOR, lay out plan of the project etc.

Total plot area is 25200 m2. Total estimated project cost will be Rs. 30 Crores. Manufacturing process will be continuous process. Total water requirement will be 89 KL/day (69 KL/day Industrial + 20 KL Domestic & Gardening), which will be met through GIDC supply. Industrial waste water generation will be 32 KL/day, which will be treated in Primary, Secondary and Tertiary treatment plant. RO plant and MEE plant is proposed to achieve zero discharge. MEE condensate (9 KLPD) will be treated with low COD stream. RO permeate (31 KLPD) will be reused in cooling tower and Boiler feed water. Domestic waste water (5 KL/day) will be sent to the septic tank & soak pit. Unit has also proposed to discharge its treated effluent in to BEAIL pipe line for further treatment in FETP and final discharge to Arabian Sea whenever the effluent conveying pipeline project by BEAIL is completed. In that case water requirement will be 120 KL/dayD.

Two steam Boiler and one TFH are proposed. Coal/DOC- 50 MT/Month in Boiler and Coal/DOC- 15 MT/Month in TFH will be used as fuel. Multi Cyclone and Bag filters are proposed as APCM. Separate stacks with 30 meter height are proposed for Boiler and TFH. There will be no process emissions. Two DG sets (600 KVA capacity each) are proposed in which Diesel (100 Ltr/Hr) will be used as fuel.

Hazardous waste to be generated area ETP Sludge (100 MT/Year), Used/waste oil (3.5 MT/Year), Spent Nickel Catalyst (1.0 MT/Month), MEE salt (20 MT/Month) and Empty bags/barrels/containers (50 MT/Year). Ash (200 MT/Month) from Coal will be sold to Brick manufacturers and Ash (200 MT/Month) from De Oil Cake (DOC) will be sold as agriculture manure. Unit has proposed 8500 m2 area for green belt development.

During the meeting, issues related to source of the raw material, benefits to the farmers, Justification of the project site, type of employment generation, Role of agriculture department in proposed project, quality of manure and its end-use etc have been discussed. Committee suggested that they should put R & D efforts for better quality of manure and emphasized on involvement of agriculture department to increase the production of Castor crop to benefit the farmers. The project proponent requested to categorize the project as B2 looking to thenature of the products which will be replacing Petroleum based polyols and use of agricultural based raw material - Castor oil derived from Castor seeds. Looking

to the low pollution potential and its location in the industrial estate of Jhagadia, request for categorizing the project as B2 was considered by the committee and the following additional information was sought for appraisal of the project.

1. Copy of plot holding certificate obtained from GIDC Jhagadia.

2. Exact aerial distance of project site from the boundary of the Critically Polluted area of Ankleshwar.

3. Present land use pattern of the study area shall be given based on satellite imagery.

4. Layout plan of the factory premises. Provision of separate entry & exit and adequate margin all

round the periphery for unobstructed easy movement of the emergency vehicle / fire tenders without

reversing back. Mark the same in the plant layout.

5. Details of manufacturing process / operations of each product along with chemical reactions, mass

balance, consumption of raw materials etc. Details on strategy for the implementation of cleaner

production activities.

6. Chemical name of each proposed product to be manufactured. Details on end use of each product.

7. Detailed mass balance and water balance (including reuse-recycle, if any) along with qualitative and

quantitative analysis of the each waste stream from the processes.

8. Assessment of source of the water supply with adequacy of the same to meet with the requirements

for the project. Permission obtained from the GIDC for supply of raw water. Undertaking stating that

no bore well shall be dug within the premises.

9. Explore the possibility of reuse / recycle and other cleaner production options for reduction of

wastes. Details of methods to be adopted for the water conservation.

10. Quality and quantity of waste water to be generated from the manufacturing process of each

product to be manufactured along with mass balance.

11. Stream wise qualitative & quantitative analysis of each waste stream (including process water,

cooling tower blow down, boiler blow down, washing effluent etc.) to be generated. Characteristics

of untreated and treated wastewater. A detailed effluent treat ability study vis-à-vis the adequacy

and efficacy of the treatment facilities proposed for the wastewater to be generated. The

characteristic on which treatability is based shall also be stated.

12. Details of the ETP units including its capacity, size of each unit, retention time and other technical

parameters.

13. Technical details of MEE including evaporation capacity, steam required for evaporation, adequacy

of the proposed boiler to supply steam for evaporation in addition to the steam required for the

process etc.Techno-economical viability of the evaporation system. Control measures proposed for

the evaporation system in order to avoid/reduce gaseous emission/VOC from evaporation of

industrial effluent containing solvents & other chemicals.

implementation and monitoring of EMP. The EMP should also include the concept of waste-

minimization, recycle/reuse/recover techniques, energy conservation, and natural resource

control measures.

27. Risk assessment including prediction of the worst-case scenario and maximum credible accident

layout map clearly showing which of the facilities would be affected in case of an accident taking

place. Based on the same, proposed safeguard measures including On-Site / Off-Site Emergency

33. Details of base line ambient air quality monitoring data of one season other than monsoon for at

least five locations in 5 km study area and impact analysis due to the proposed project. Parameters

namely RSPM, NO2, SOx and CO shall be considered. Air quality modelling shall be carried out for

prediction of impact of the project on the air quality of the area. The details of the model used and

the input parameters used for modelling shall be provided. The air quality contours shall be shown

on the location map clearly indicating the location of site, location of sensitive receptors, if any, and

habitation. Latest available IMD data shall be utilized.

34. Details of incremental pollution load on the ambient air quality, noise and water quality due to the

project.

35. Plan to curb noise likely to be generated from the use of construction equipments like mixers,

vibrators etc. Impact of project construction/operation on the noise on account of construction

equipment, construction/demolition activities and road traffic is to be studied.

36. Details with respect to the quantity of the generation of the garbage / Municipal Solid

waste(biodegradable & recyclable waste), Bio Medical waste, electronic waste and mode of its

treatment and disposal. Details of composting facility, if any proposed for composting of bio-

39. Detailed parking plan showing accommodation of two wheelers and four wheelers, its adequacy for

the project and norms adopted for the calculations. The details shall include the parking requirement

on the basis of footfalls, as per present GDCR and National Building Code (NBC) guidelines for

each individual component of the township. The backup calculations showing the bifurcation of the

built up area according to the activity vis-à-vis parking area required shall be furnished. Mark the

area of parking on the drawing showing the parking. Also details of visitors parking, whether

considered in total parking calculations / provisions or not.

40. Distance to the main access road along with the width of the roads are to be given

The project falls under Category B of project activity 5(f) as per the EIA Notification 2006.

The project proponent has applied for manufacturing of Polyester Resins (100 MT/M). The project falls under Category B of project activity 5(f) as per the EIA Notification 2006. A plot of 550 sq.m area has been acquired for this new project. Total cost of the project is Rs. 70 lacs.

Presentation made by the proponent included the general information about the project, plant layout, manufacturing process, raw material & resource consumption, water balance diagram, map showing the plant & its surroundings, hazardous waste generation and its disposal etc.

Total water consumption for the proposed project will be 450 LPD which will be supplied by GIDC. Total industrial waste water generation will be 160 LPD, which will be evaporated after primary treatment. Unit has proposed 40 lit./hr capacity evaporator. Generation of domestic waste water will be 250 LPD which will be disposed off through septic tank/soak pit system. LDO (10 liters/hr) will be used in Thermic Fluid Heater. Hazardous waste generated from the manufacturing activity will be ETP sludge (50 Kg/Month), Evaporation residue (30 Kg/Month) & Discarded containers (Drums/containers-300 No.s/Month & Bags with liners 1700 No.s/Month).

Looking to the small scale of the project, technical aspects of the project, its location, low pollution potential and the details presented during the meeting, after detailed elaboration, the project was categorized as B2 category project. Following additional information was sought from the project proponent for further appraisal: 1. Copy of plot holding certificate obtained from the GIDC.

2. Layout plan of the factory premises. Provision of separate entry & exit and adequate margin all

round the periphery for unobstructed easy movement of the emergency vehicle / fire tenders without

reversing back. Mark the same in the plant layout.

3. Monthly raw materials consumption for the proposed product.

4. Manufacturing process and mass balance.

5. Assessment of source of the water supply with adequacy of the same to meet with the requirements

for the project. Copy of permission letter obtained from the GIDC for supply of raw water as per the

requirement of the proposed project.

7. Complete waste water management plan. Stream wise qualitative and quantitative assessment of

the wastewater. A detailed treatability study vis-à-vis the adequacy and efficacy of the treatment

facilities proposed for the wastewater to be generated.

The SEIAA, Gujarat has accorded environmental clearance to M/s Pacifica Developers Pvt. Ltd. for the residential building construction project at F.P. No. 97, 98, TPS No. 63, Vill. Khoraj, Tal. & Dist. Ahmedabad, vide order no. SEIAA/GUJ/EC/8(a)/32/2013 dated 04/03/2013 for the built up area of 57,507.91 sq.m. comprising of 380 residential units.

Now, the project proponent, M/s Pacifica Developers Pvt. Ltd., vide their letter dated 09/07/2014 submitted a revised Form-I & Form-IA and requested for amendment of Environmental Clearance order dated 04/03/2013. It was mentioned in the letter that they want to change the planning of the project by adding one more floor in all the building blocks and It results in increased number of residential units from existing 380 to 460.

The request for amendment in terms of proposed expansion was considered during the meeting. The project proponent presented the details of the previous and the revised project proposals, which are tabulated below:

The project falls under Category B of project activity 5(f) as per the EIA Notification 2006. Existing unit has obtained CTE and CCA of the GPCB for manufacturing Resins, Decorative laminated sheets and various hard Boards. Proposed expansion of resin manufacturing is for captive consumption and to transfer to other two units located within 10 KM Radius.

Unit has acquired additional plot no. 607 adjacent to existing plot no. 608. Total plot area is 6049.46 m2. Expected cost of the project after expansion will be Rs. 11.44 Crores. Fresh water requirement for the proposed project will be 54.40 KLPD, which will be supplied by GIDC. Industrial wastewater generation will be 4.54 KLPD, which is proposed to be completely evaporated after its primary treatment in the ETP. Unit has proposed Multiple Effect Evaporator (MEE) to achieve complete zero effluent discharge. . Domestic wastewater generation will be 8.50 KLPD and it will be disposed off through septic tank – soak pit. One DG set with capacity 200 KVA is proposed. Unit has proposed one steam boiler with 6 TPH capacity in which Coal- 14 MT/day will be used as fuel. Unit has proposed MDC as APCM with Boiler. No process gas emission is envisaged.

Quantity of hazardous waste to be generated will be ETP waste & MEE waste, Used oil, Discarded Containers/Barrels/Liners contaminated with Hazardous waste, Process wastes/chemicals and Residues & sludge.

During meeting committee suggetsted to provide Pulse Jet Bag filter with proposed Boiler and Bio Coal as fuel in place of Coal. Looking to the small scale of the project, its location in GIDC estate and low pollution potential, after detailed elaboration, the project was categorized as B2. The project proponent was asked not to use wood as a fuel in the Boiler. After detailed discussion on various aspects, following additional information was sought from the project proponent for appraisal of the project.

The project proponent was asked to carry out ground water recharge through rain water collected from roof top only. After detailed discussion, it was decided to further appraise the project only after submission of the following:

1. A letter from VUDA regarding availability of water supply, drainage connection and municipal solid waste collection also indicating the time limit within which the all the above facilities will be available to the project.

2. Implementation schedule of the project along with the bar chart.

3. Details of sewage treatment plant with size of each unit, design capacity and its location on the plan. Measures proposed to avoid odour nuisance due to the STP in operation phase. Details on operation and maintenance of STP during the operation phase of the project for the efficient and regular operation of STP. Design drawing of dual plumbing system to be provided for reuse of treated water.

4. Complete treated wastewater management plan along with the application wise break up of treated water utilization. Management plan of treated water during the monsoon season when utilization of treated water for irrigation is not possible.

5. Exact source of water supply during the operation phase of the proejctIn case of ground water utilization, the following should be submitted:

There will be no industrial waste water generation from the manufacturing process. Domestic waste water-1 KL/day will be disposed off through septic tank/soak pit system. Hence there will not be any kind of effluent discharge outside the premises. It is proposed to install one TFH with capacity 4 lac Kcal/hr and one Hot air generator (HAG) with capacity 10 lac Kcal/hr. Total consumption of fuel - FO/LDO/Wood waste will be 100 MT/Month. Unit has proposed Multi Cyclone Dust collector & wet scrubber as Air pollution control measure. One D.G. Set with capacity of 250 KVA will be installed using Diesel (1000 Liter/Month) for emergency power back up. Used Oil (150 Lit./Year) & Discarded drum/bags (6 MT/Year) are the hazardous waste to be generated from the proposed production.

During the meeting, on asking about no process effluent from the manufacturing process, project proponent informed that they will submit all the relevant technical details regarding zero effluent generation from the manufacturing activities fproposed products. After detailed deliberation, looking to the low pollution potential of the project and its location in GIDC Mithi Rohar, the project was categorized as B2 and it was decided to appraise the project only after submission of the following additional information. 1. Copy of plot holding certificate obtained from the GIDC.

2. Details of surrounding industrial units in GIDC with details like Name and address of the unit, type

and nature of industrial activity etc.

3. Layout plan of the factory premises. Provision of separate entry & exit and adequate margin all

round the periphery for unobstructed easy movement of the emergency vehicle / fire tenders without

reversing back. Mark the same in the plant layout.

4. Proposed monthly production of each grade of resin and product wise monthly consumption of each

raw material.

5. Manufacturing process along with chemical reactions, mass balance for each product. (For all

products viz. Formaldehyde, Liquid resins and Powder resins)

6. Assessment of source of the water supply with adequacy of the same to meet with the requirements

for the proposed project. Copy of permission letter obtained from the GIDC for supply of raw water to

the project.

7. Water balance diagram (including reuse-recycle, if any) along with qualitative and quantitative

analysis of the each waste stream to be generated.

8. Justification and technical details regarding “No generation of industrial effluent from any stage of

the proposed manufacturing activities”. Submit legal undertaking in this regard.

9. Plans for management and disposal of waste streams to be generated from spillage, leakages,

vessel washing, used container washing etc. Measures proposed for preventing effluent discharge

during unforeseen circumstances.

10. Details of provisions to be made for evaporation of industrial effluent (If any). Technical details of

effluent evaporation system including evaporation capacity, steam required for evaporation,

adequacy of the boilers to supply steam for evaporation in addition to the steam required for the

process etc. Techno-economical viability of the evaporation system.

11. Details of possibility of chemical seepage & consequent soil contamination & mitigation measure

proposed for the same for the proposed project.

12. Specific details of (i) Process emission from each unit process with its quantification, (ii) Air pollution

Control Measures proposed (iii) Adequacy of the air pollution control measures to achieve the GPCB

Norms (iv) Details of the utilities required (v) Flue gas emission rate from the utilities along with stack

height. (v) Air Pollution Control Measures proposed to the utilities along with its adequacy. (vi)

Details of powder resin section with provision of air pollution control system for fugitive dust

emission.

13. Specific details of fugitive emission from the unit along with its quantification and proposed

measures to control it along with measures proposed to monitor VOC within work area. Details of

ventilation system proposed in the work area. Measures proposed to keep the work area

environment as per the norms of GFR.

14. Details of measures proposed for noise pollution abatement & its monitoring.

15. Details of management of the hazardous wastes to be generated from the project stating detail of

storage area for each type of waste, its handling and its disposal. How the manual handling of the

hazardous wastes will be minimized?

16. Methodology of de-contamination and disposal of discarded containers and its record keeping.

17. Measures proposed to be taken for the work area ambient air quality monitoring as per Gujarat

Factories Rules.

18. A detailed EMP including the protection and mitigation measures for preventing impacts on human

health and environment as well as detailed monitoring plan with respect to various parameters and

responsible head for the environmental management cell and environmental management cell

proposed for implementation and monitoring of EMP.

19. A detailed Green Belt Development Program including annual budget, types & number of trees to be

planted, area under green belt development [with map]; along with commitment of the management

to carry out the tree plantation activities outside the premises at appropriate places in the GIDC area

and elsewhere.

20. Details of hazardous characteristics and toxicity of raw materials and products to be handled and the

control measures proposed to ensure safety and avoid the human health impacts. This shall include

the details of Antidotes also.

21. Details of quantity of each hazardous chemical to be stored, Material of Construction of major

hazardous chemical storage tanks, threshold storage quantity as per schedules of the Manufacture,

Storage & Import of Hazardous Chemicals Rules of major hazardous chemicals. How the manual

handling of the hazardous chemicals will be minimized?

22. Details of the separate isolated storage area for chemicals. Details of fire extinguishers, flame proof

electrical fittings, DCP extinguishers and other safety measures proposed.

23. Specific safety details / provisions for various hazardous chemicals and detailed fire control plan for

flammable substances.

24. Details of possibilities of occupational health hazards from the proposed manufacturing activities
