Wednesday, 8 o^cloch A. M.—The Central Illinois Conference ofthe M. E. Chiu-ch met at the M. E. Church, Canton, Illinois, at thetime appointed.

Bishop Scott not having yet arrived, the Secretary of the last year,

ReA'. J. P. Brooks, called the Conference to order, and religious ser-

vices, consisting of reading the Scriptures, singing and prayer, wereconducted by Revs. AY. C. Cumming and G. C. Woodruff.

Rev. S. G. J. Wortliingtou, the Presiding Elder of the District,

took the chair. The roll was called and seventy members answeredto their names.

Conference proceeded to ballot for a President yj>ro tsm., and Rev.W. H. Hunter was elected and took the chair.

Dr. O. S. Munsell was elected Secretary, and J. S. Cumming first,

peals, and cases where charges may be preferred against members ofthe Conference

The annual report of the Trustees of the Illinois Wesleyan Univer-sity was presented, read, and referred to the Committee on Education.The case of R. C. Rowley, appellant to this Conference, was re-

ferred to the Select Number.P. T. Rhodes presented a paper from the Trustees of Grand Prau-ie

Seminary, which was referred to the Committee on Education.Question Seventh was taken uj) : "Who are the Superannuated or

Worn-out Preachers ?" G. G. Worthington, J. L. Kirkpatrick, R, H.Maftit,W. C. Cumming,and F. M. Smith were passed.

J. O. Gilbert and B. P. Wheat were represented as having " diedin the faith."

The relation of B. C. Swai'tz and R. A. Cowan was changed fromsuperannuate to effective.

Notices were given, and Conference adjourned with tlie Doxologyand the Benediction pronounced by Bishop Richardson.

SECOND DAY.

Thursday, Sept. lUh, 8 o'clock A. M.—Conference opened with theusual religious services, conducted by Z. Hall. W. H. Hunter in

the chair.

The Minutes Avere read and approved. On motion, Conference dis-

jjensed with the further calling of the roll during the session.

The Chairman of the Select Number reported in the a))peal case ofR. C. Rowley, affirming the decision of the Quarterly Conference, bywhich he was expelled from tlve Church.

The cases of B. Pressonand R. Smithson were referred to (he Select

Number.Charges being preferred against H. Ritchie, his case was also re-

ferred to the Select Number.The report of the Trustees and Agent of Hedding Seminary was

presented and referred to the Committee on Education.

Question Fifth was taken up: "Who have been elected and or-

dained Elders ?" Answer : A. C. Frick, D. S. Main, R. G. Pierce,.

M. Dewey, B. B. Kennedy, A. C. Higgins, J. W. Stewart and J. M.Cosier were passed, and they were elected to Elder's Orders.

P. I. Williams was announced as having been killed at Vicksburg/

Z. R. Jones and R. A. Cowan, not having been before the Committeeof the Fourth Year, were passed and continued in the class of the

Third Year.J. C. Knowlton was reported as having died in the triumphs of faith.

G. VT. Shaffer and J, Sheklon passed and were granted a location at

their own request.

At 10 o'clock A. M. Conference devoted an hour and a half to the

funeral services of our deceased brethren. The President y^ro tern, in-

vited R. Haney to conduct the services. After singing and prayer byRev. J. Chandler, the time was spent in appropriate remarks by dif-

ferent brethren.

Revs. Louis Ashbaugh, Chaplain of the 93d Regiment Illinois Vol-

unteers, and H. F. Koeneke, of Illinois Conference, were introduced.

Notices were given, and Conference adjourned with the benediction

pronounced by ?sf. C. Lewis.

THIRD DAY.

Friday, Sept. ISth, 8 o'clocl- A. M.—Conference opened in the usualform, J. B. Mills conducting the religious exercises. Bishop L. Scott,

having arrived, occupied the chair.

The Minutes were read and approved.The annual report of the Eastern Book Concern was presented and

read.

The Second Question was taken up: "Who remain on trial?"

Answer : A. P. Hull, A. Beeler, W. Leber, W. C. Knap, A. Erickson,A. Atherton, W. T. Williams, J. H. Rhea and D. Hall are continuedon trial.

G. G. Worthington was appointed a committee to collect accountsdue the New York Book Concern.The Bishop having announced that the Conference was authorized

to draw on the Chartered Fund for $30, and on the Book Concern for

#400, the drafts were ordered.

The Certificate of Transfer of James Tubbs was presented, and hewas introduced to the Conference.Rev. W. Wiser, Lutheran minister of this city, was introduced.Various resolutions were passed (for which see Chapter VII).The Select Xumber reported in the case of B. Presson, sustaining

the charge against him, and expelling him from the Church; also in-

structing the Presiding Elder of Lasalle District to demand his

credentials.

Question Third was taken up: "Who are admitted into full con-nection?" Answer: Xone.H. Popejoy was discontinued at his own request.

Question Fourth was taken up :" Who are the Deacons ?" Answer :

Saturday, Sept. 19<A, 8 d*clock A. M.—Conference was opened byH. Suunners, Bishop Scott in the chair, ^Minutes were read andapproved.Bishop Scott presented a preamble and resolutions of the New Jer-

sey Conference, asking the restoration by the next (General Confer-

ence, of the sui)ermimerary relation. Conference concurred by a vote

of 71 for, 11 against.

The Secretaries were appointed a Committee to publish the Min-utes, and P. E, Rhodes was appointed Treasurer of- the ^Minute Fund.The examination of the characters of Effective Elders was resumed,

J. 15. Quinby and J. H. Scott were passed, and granted Superannu-

ated relations.

Com])laints being made against W. A. Presson, his case was refer-

red to the Select Number.S. B. leaker was reported as having left us for the better world.

Rev. Mr. Chrismau, of the Presbyterian Church, Avas presented to

the Conference.

The Chairman of the Select Number reported, in the case of Ram-sey Smithson, that they had found him guilty of immorality, and hadexpelled him from the Church.The order of the day; viz., the election of Delegates to General

Conference, was taken up.

F. Smith moved that the election be by seniority.

The motion was lost.

Z. Hall, J. ^Vforey and J. Matthews were appointed tellers. Thetellers and the First Assistant Secretary were authorized to retire andcount the ballots.

The name of D. O. Carmac being called, it was announced that lie

had gone to his rewai'd.

Bishop Ricliardson made a few interesting remarks, bidding fare-

well to the Conference.

The following resolution was adopted by a rising vote :

Resolivd, That we thank Bishop Richardson for his visit among us, and that he shall

share our prayers for his safe return home, and that he may continue to be a blessing to

his people.

The tellers reported—and R. Haney, W. H. Hunter, and O. S.

Munsell, having received a majority of all the votes cast, were de-

clared duly elected Delegates to the next General Conference.Conference then balloted for the fourth Delegate, and the tellers, on

the third ballot, reported A. Magee to have received a majority of all

the votes east, and he was declared duly elected Delegate to the nextGeneral Conference.

Percival Spurlock, being duly recommended, was elected to local

Deacon's Orders.

On motion, Conference adjourned, to meet at 2 o'clock, after whichthe Doxology was sung, and the benediction pronounced by H. Ritchie.

FOURTH DAY AFTERXOON SESSION".

Conference was opened with religious services by D. M. Hill.

Nelson D. Jay, Joseph T. Sanders, Jas. Marsh, Stephen P. Alfordand Ebenezer P. 'Brandenburg, were duly elected to Local Deacon'sOrders.The recommendation for the recognition of the Orders of T. J. "W.

Sullivan, a Deacon of the M. E. Church South, he having been origi-

nally ordained in the M. E. Church, was presented, and his Orderswere recognized.

A recommendation from the Quarterly Conference of Bloomington,for the recognition of the Orders of W. F. Lowe, from the M. E.Church in Canada, was presented, and his Orders were duly recog-nized.

The examination of the characters of Eifective Elders was resumed,and tlie names of J. B. Smith, J. L. Harris, C. C. Knowlton, G. M.Irwin, L. P. Crouch, were called and their characters passed.

J. C. Rybolt passed, and was granted a Superannuated relation.

W. Haney, Chairman of the Committee on the Bible Cause, pre-

sented a report which, after some appropriate remarks by Rev. Mr.Thompson, Agent A. B. S., was adopted.

After the usual notices. Conference adjourned, with the benedictionby Bro. Tubbs.

FIFTH DAY—MORNING SESSION.

Monday, Sept. 2\st, 8 o'clock, A. M.—Conference was opened withreligious exercises, by .L Chandler, Bisliop Scott in the chair.

Tlie Minutes were read and approved.Rev. E. llutledge, of Illinois Conference, was introduced.The following certificate was presented by Bishop Scott

R. Haney, Chairman of the Select Number, presented a report in

the case of W. A. Presson, referring the complaint against him to the

Presiding Elder of Macomb District for early investigation.

The Chairman of the Select Number reportd in the case of Brother

Ritchie that there was no testimony againt him, and on motion his

character was passed.

Question First was taken up :" Who are Admitted on Trial ?"

Answer: Daniel H. Kreidler, Calvin B. Couch, Henry A. Hobbs, Ste-

phen Brink, James "W. Ilaney, Philo G. Andrews, Joseph Westley,Wm. B. Frizzell, James S. Ferris, Lewis Springer, John W. Hill, Wm.F. Lowe, Joseph Hart, Hiram M. Ayers and Jonas Ostlund were ad-

mitted on trial.

H. Summers and J. Chandler were elected Reserve Delegates to

next General Conference. ^

J. Westley, having passed a satisfactory examination on the first

and second years' courses of study, was re(piire(l to pass on the third

and fourth years' courses.

John W. Hill was elected to Deacon's Orders.

Conference proceeded to fix the place of holding its next session,

and several places being in nomination. Rock Island was chosen.

The Stewards ])resented their report, which was ado])ted.

F. Smith announced that R. Smithson appealed to the next Gen-eral Conference from the decision of this Conference expelling himfrom the Church.The Committees on Education, the State of the Country, Temper-

ance, the Tract Cause and Sunday Schools, then presented their re-

ports, which were severally read and adopted.

The following resolution was adopted by a rising vote :

Resolved, That the thanks of this Conference are due our l>eloved Superintendent,

Bishop Scott, for tlie Christian and gentlemanly manner in wljich he has presided amongus, and we tender him our hearty thanks, and will pray for his future health and

happiness.

On motion the appropriation from the funds for superannuates,

widows and orphans, made to Sisters Wheat, Gilbert and Baker, wasapplied to the payment of debts owing to the Book Concern.

After singinc: the Doxolouy, Conference adjourned to meet at one

o'clock, with the benediction by Rev. Z. Hall.

FIFTH DAY AFTERXOOX SESSION.

S. Brink was required to pass an examination on the second, thirdand fourth years' courses of study, and T. J. W. Sullivan on the fourthyear's course only.

The Bishop was requested to appoint F. M. Chaffee Agent for Hed-ding Seminary, in connection with his regular appointment.The report of the Committee on Memoirs was read and adopted.The thanks of the Conference were tendered to Bro. C. Springer

for his thoughtfulness and faithfulness in providing for our comfortduring our stay in Canton.The Treasurer of the Minute Publishing Fund made a report, which

was adopted.

Bishop Scott announced the Examining Committees. (See Com^mittees.)

R. Haney, in behalf of a Christian mother, requested the prayers ofthe Conference for her two sons in the army of the country.

The 221st hymn was then sung, and prayer was offered by Rev. H.Summers, after which the Bishop announced the appointments.The Doxology was then sung, and the benediction was pronounced

by Bishop Scott. Thus closed another harmonious and interesting

session—the eighth—of the Central Illinois Annual Conference.

MEMOIRS.

Benjamin P. Wheat was born in Addison, Steuben county, New York, July 4, 1811.

He was converted when seventeen years of age. He was licensed to exhort in 1833,and to preach in 1833. In 1847 he was employed by Rev. G. W. Walker, of the OhioConference, to supply Franklin Circuit. In 1848 he was received on trial in the OhioConference, and appointed to the Lewlsburg Circuit, and afterward to Vienna andMonroe Circuits.

AVhen the Ohio Conference was divided he became a member of tlie Cincinnati Con-ference, and traveled Williamsburg, Georgetown, East White Oak and Aberdeen Cir-

cuits.

In 1857 he was transferred to this Conference, then Peoria, and appointed to Mag-nolia Circuit, where he remained two years. In 1859 he traveled Avoca Circuit; in

186U Marshall Circuit, which was his last field of labor.

In 1861 he was granted a superannuated relation. In 1862 he attended Conferenceat Galesburg, where he said to a brother, "This is my last Conference. When younext meet I shall be in heaven." When returning from Conference he said to his pre-

siding elder, "I have been to my last Conference. I shall not live long, and when I

die I shall die suddenly." This prediction was true ; for on the morning of Sept. 30thhe was found sitting in his chair wrapped in death's embrace.Thus suddenly and peacefully passed away our beloved brother. As a preacher, Bro.

Wheat was far above mediocrity ; as a pastor, he excelled. But he has gone. His vir-

tues and excellences shall ever live in our memory. He rests from his labors, and his

works do follow him.

Rev. S. B. Baker was born in Tompkins county, New York, January 3, 1815 ; was"born again" in 1842, and joined the M. E. Church; was married Jan. 27, 1845, to

Miss Phebe I. Ellis. In the fall of 1850 came to Western Illinois; was licensed topreach the gospel in 1851, and recommended to the Rock River Conference—was re-

ceived, and sent to Henry Circuit; was appointed to Prophetstown Circuit in 1852; atthe close of this year was ordained Deacon ; the next year was sent on to the MolineCircuit; in 1854 was appointed to the Union Grove Circuit, and at the close of this yearwas ordained Elder; in 1855 was appointed to Camden Circuit; when the Conferencewas divided he fell into the Peoria Conference, and was, in 1856, on the New Boston Circuit;

at the close of this year he located to seek a support for his family by labor, but continuedto preach as often as he could ; in I860 he was readmitted into the Central Illinois Con-ference and sent to Olena Circuit, and was returned to the same circuit the next year ; in

1862 was sent to the Fairbury Circuit. He was unavoidably detained from starting at onceto his work, but went as soon as possible. When within ten miles of Fairbury he wastaken suddenly and violently sick with pneumonia. He received faithful and constantattention from his brethren and friends, but in spite of all eflfbrt to save him from death,he fell sweetly asleep in Jesus on the 13th of November, 1862. He exclaimed, as hegrappled with the monster, ."Oh, it is sweet to die when we have Jesus with us!" Bro.Baker was a good man, a useful preacher, a kind husband and father, a devoted friend

and Christian, beloved by all who knew him. Peace to his ashes

Rev. Joseph 0. Gilbebt was born in Madison county. New York, April 24, 1808'

At the early age of eight years he experienced religion, and, his parents Ix'ing member'*of the Baptist Church, at the ago of twelve he united with that denomination, and waSlicen.sed by them to preach at the age of fifteen. In his mature age he became dissat-

isfied with some of the usages of the Baptist Church, applied for and obtained a certifi-

cate of good standing in said church, and honoraVily withdrew from their communion.He imited with the M. E. Church in Washtenaw county, Michigan, in 1836. In 1839

he was licensed to preach in Adrian, Mich., and in 1847 he was admitted into the Rock

River Conference and appointed to the Monmouth Circuit, the next year to tlie RockIshmd station. About tliis time he became almost blind, and was located at his ownrequest. Soon after he crossed the plains to Oregon and California for the l>ciietit ofhis health. While there he preached among the mountains to the miners. After anabsence of fourteen months he returned, and again united with the Rock River Confer-

ence and was appointed successively to the following appointments: West Bureau oneyear; Wetlierstield and Kewanee two years; Canton Station one year, and Gales-

burg two years At the close of this year his health failed, and he was gi-anted a su-

perannuated relation, which he continued to sustain until his deatli.

Bro. Gilbert early felt his call to preach. In his preaching he was plain and practi-

cal, and often full of unction and power. In fact, as a preacher he excelled. Manythrough his instrumentality were brought into the kingdom of God. His last sickness

was short and very severe. From the tirst he wa.s conscious that he must die, but hewas ready—"All is well." He died the 10th of February, and rests from his labors.

Rev. J. C. K.vowLTo.v was born in Rome, Mass., July '22, 1826; was converted in

February, 1839; emigrated to Illinois in June, 1849, and was licensed to preach in 185-4.

In 1853 he was received on probation in the Peoria (now Central Illinci-s) Conference,

and appointed to the Reading Mission. The next year, owing to ill health, he was dis-

continued at his own request. At the Conference of 1858 he was readmitted, after

whicli he served the following charges: Lafayette one year; Chillicothe two years,

and at the Conference in Lacon was ordained Deacon and appointed to the Sniithville

work. About this time the country was calling loudly for men, and after conferring

with his brethren and making the matter a subject of prayer, was made to feel that it

was his duty to go into the field; accordingly he enlisted in the 11th Illinois Cavalry,

raised a company and became Captain of the same. In the army he wius much beloved

by his men, as a soldier and Christian minister. He was in the service one year, par-

ticipating in the battles of Shiloh and Corinth. His health finally failing, he resigned

and came home. In December last his health having somewhat improved, he was em-ployed on the Oneida work with W. J. Smith ; but death had marked him as its victim.

His work was well nigh done. He sweetly fell asleep in Jesus Feb. 23, 18(53. Just

before he died he was asked, " Is Jesus with you V" He replied, " Is Jesus with me ?

Yes, Jesus is with nie. Glory to his name." His last message to the brethren of his

Conference was—"Tell my brethren tliat the blessed gospel 1 have preadied to others

in so much weakness, sustains me in affliction, and will in death." Bro. Knowlton wasa good preacher and pastor, and all who knew him loved him. Let others imitate his

virtues and follow him as he followed Christ.

Rev. D. O. Caum.\c was born January 27, 1834, in Frederick City, Maryland; expe-

rienced religion wlien quite young and joined the M. E. Church ; was admitted into the

Western Virginia Conference in 1854, and successively filled the following appointments

:

Wavne, Charlestown, Maiden, Ripley and Williamstown ; was married April 8, 1857,

and was ordained Klder by Bishop Ames in 1858. The following year he located, and

in 1852 was readmitteil into the Central Illinois Conference and sent to the Plea.sant Hill

Circuit, where he finished his course in great peace August 10, 18ft3. During all his

affliction he was cheerful and happy, always having a smile for all who visited him. Hewas in labors abundant, and, having accomplished those labors, has gone to his reward,

leaving a wife and three children to follow on.

Rev. Peter I. Williams was born in Mercer county, Penn.«ylvania, Sept. 10, 1833.

At the age of seventeen he embraced religion and joined the M. E. Church, after which

he moved to Rock Island county, in tliis State. Soon after he received licen.se to ex-

hort, and being very successful as an exhorter, in a short time he was licensed to preach.

In the fall of 1859 he was admitted in the Central Illinois Conference on trial, andappointed to the Minunk Circuit, which charge was his work two yeai"s.

Ho was married to Miss C. S. Colt, of Rushville, at the close of the first year. At the

Conference of 18r.l he was appointed to the Milford Circuit, wliere he labored very ac-

ceptably until he went into the service of his country, when a random shot, not knowncertainly whether it came from a friend or enemy of his country, inflicted a wound in

his thigh which resulted in his death. He died as he lived, full of hope and confidence.

Bro. Williams was a devoted Methodist preacher. Though his ministerial career wasshort, his labors on all his works were crowned with success. He finished his course,

he kept the faith, and now is honored with a crown of life that shall never fade.

REPORTS.

1. ON THE STATE OP THE COUNTRY.As Christian ministers, sharing witli other citizens the blessings of legal protection,

and pledged by our articles of i-eligion to allegiance to our government, we regard it as

proper to give expression to words of encouragement to the administration in its efforts

to maintain the integrity of the Union, of cheer to our biave men in the field, and of sym-pathy with families clothed in mourning by the sad incidents of war, therefore hereby

Resolved, 1. That we are firmly devoted to the Union of the States, and to the govern-ment our fathers gave us, and that we will heartily sustain the administration in its

efforts to put down rebellion, and to punish treason wherever it is found.

2. That the brave men who have sacrificed the comforts of home, and periled their

lives in defence of the government, are entitled to our warmest gratitude, and that wewill cherish the memory of the heroic dead as the martyrs of liberty.

3. That the lonely families of those in the army, and the friends of those that havefallen, shall have a place in our sympathy and prayers.

4. That we recognize the soldiers' aid societies, organized by the loyal ladies of thecountry to furnish alleviations and comforts for the sick and wounded, as deserving ourmost active co-operation.

5. That we gratefully recognize the hand of God in the success with which he hascrowned our arms, and that we will not cease to pray that the nation may come out ofits trials purified, our institutions rendered permanent, and our people united in reverencefor his holy will.

6. That we regard those misguided men in loyal states who oppose the vigorousprosecution of the war, either by lessening the confidence of the people in the govern-ment, by interposing obstacles to the reinforcement of our armies, or who,,by sympathywith treason, encourage rebels to prolonged resistance, as chargeable with the bloodof our slaughtered brethren, and as having acquired an infamy meriting the abhorrenceof all good men.

7. That the promptness with which the American citizen of African descent has re-

sponded to the call of his country, and the daring with which he has met the ruthless

foe, excites our admiration, and should secure to him all his rights as a man ; and that

any proposition to reconstruct the government when the rebellion shall be subdued that

does not recognize his natural rights, or that would leave any of his race in bondage,should be spurned as subornation to crime.

Dear Fathers and Brethren : Your Committee on Education would respectfully

beg leave to present the following report ; viz..

After a careful scrutiny of the various papers and documents referred to their consid-

eration, and free conversation with the official representatives of the various literary

institutions under the care of the Conference, they are happy to be able to report real

progress during the past year, as well as brighter jirospects for the future. Notwith-standing the untoward influences of the unholy rel)ellion that is cursing our land, thereis manifested, both on the part of ministers and laity, an increasing interest in the causeof Christian education ; while, contrary to all that might reasonably have been antici-

pated during this season of civil war, all our institutions report a large increase of at-

tendance at the opening of the new academical year. And we can but indulge the hopetliat, in view of the present fortunate organization and geographical location of our

literary institutions, a brighter era is dawning upon the educational interests of theCentral Illinois Conference ; and that the day is not distant when our Conference insti-

tutions, by energetic effort and a prudent limitation and concentration of effort uponthem, to the exclusion for the time being of all new and doubtful enterprises, may beplaced upon a permanent basis, and be made at once an honor and a blessing to the

Church and to the community at large.

ILLINOIS WKSLEYAN UNIVERSITY.

The reports from this institution indicate rapid and unmistakable progress in all thereal elements constituting a true college or university. The second week of the presentterm opened with 116 students, being double the average attendance of any precedingterm, and fourfold the attendance at the corresponding period of the last collegiate

year—a fact which speaks volumes for its future growth and progress.

Large and very valuable additions have been made to its Museum of Natural History(note one of the bext in t/w state), and to its chemical, philosophical and astronomical ap-

paratus, aniong which should be noted as especially worthy of attention a fine achro-

matic refracting telescope, of five inches aperture and six and a half feet focal distance,

from the celebrated manufactory of Henry Fitz, of New York ; so that the University

now offers rare facilities to young men for the practical study of the various natural

sciences.

Corresponding advancement has, at the same time, been made in the organization of

the faculty by calling the Rev. C C. Knowlton, A. M., of your body, to the Chair of An-cient Languages, and by the employment, for the year, of an accomplished teacher in

the Primary Department.Additional facilities in the way of handsomely furnished recitation rooms have also

been provided. A beautiful hall has been fitted up and furnished for the use of the lit-

erary societies; an ample room, tastefully fitted with glass cases, has been arranged for

the use of the Museum of Natural History ; and a good bell, weighing 7.50 pounds, hasbeen placed in the belfry without cost to the University, while its finances have beenmaintained in a healthy state. Therefore,

1. Bfso/rcd, That we heartily endorse the Hlinois Wesleyan L^niversity and earnestly

commend it to our people who seek, either for tliemselves or for their sons, the benefits

of thorough classical or scientific education, as an institution offering rare facilities to

the earnest student ; and that we will, individually, constitute ourselves recruiting

agents to fill its halls with students.

2. RfKoliH-d, That the presiding Bishop be respectfully requested to re-appoint Rev.Oliver S. Munsell, D. D., President of the University, and the Rev. C. C. Knowlton,A. M., Professor of Languages.

3. Renolvcd, That we will continue to recognize Rev. C. W. C. Munsell as our Agentfor the LTniversity, and that we will heartily co-operate with him in his labors.

4. Resolved, That Revs. D. C. Benjamin, J. S. Gumming, and Zadoc H.dl, and C. W.Holden, Esq., be appointed Trustees to fill vacancies occurring at the present session of

our Conference.5. Resolved, That Revs. P. T. Rhodes, John Borland, B. Applebee, P. A. Crist, J. H.

Rhea and R. Pierce be appointed a Visiting Committee for the current year.

IlEDDING SEMINARY AND CENTRAL ILLINOIS FEMALE COLLEGE.

Notwithstanding the disastrous influences of the war, this institution has steadily ad-

vanced in its noble work. Its roll for the opening term of the new year shows an in-

crease of thirty-three per cent, as compared with the last year, although many of its for-

mer pupils are in the army, fighting bravely and nobly in defence of their country.

During the past year eighty young ladies and forty-five young gentlemen, or, in all,

one hundred and twenty-five students, have been in attendance. The school is organ-

ized on a self-supporting basis, while there is good ground to hope that, by a little en-

ergetic effort on the part of its friends to carry out and complete the conditional sub-

scription so auspiciously begun, its debts may be liquidated and the Seminary placed

on a permanent basis. Therefore,

1. Resolved, That we are highly gratified to hear of the continued prosperity of Hed-ding Seminary, in despite of the condition of the country consequent upon the slave-

holders' rebellion.

2. Resolved, That we re-affirm our confidence in Hedding Seminary, as conducted byits present able Principal, Prof John T. Dickinson, and the efficient corps of teachers

associated with him.

GRAND PRAIRIE SEMINARY.

Wherc'is, The citizens of Onarga, Iroquois County, and the ministers and member-ship of our church in the bounds of .Vliddleport District, have organized a corporation,

under tlie statutes of the state of Illinois, for the purpose of erecting in the town of

Onarga suitable buildings, and opening a Seminari/ for the education of the youth of

both sexes in said district ; and,

Wfureas, Said corporation has asked for the official patronage and fostering care of

the Central Illinois Annual Conference, and has given satisfactory assurances of their

intention and ability to establish a Seminary, in the proper sense of that term, and wor-

thy of the name, as well as to erect and complete the same unincumbered with debt

;

and,

Whi rcas. We believe such an institution is needed in that section of the Conference,

and that it will not only not interfere with, but will, on the contrary, only properly sup-

plement the other institutions now enjoying the patronage of the Conference ; there-

fore,

1. Resolved, That we cordially extend to the Grand Prairie Seminary our sympathy andpatronage.

2. Resolved, That the presiding Bishop be respectfully requested to appoint Rev. G.

W. Gray, A. M., Principal, and the Presiding Elder of the Onarga District, Agent of

THE BIBLE AND COMMON SCHOOLS.

Your Committee being deeply impressed with the necessity of moral instruction as a

co-ordinate branch of education in our Common Schools, and being convinced that nosystem of moral instruction can be depended upon as thorough and efficient without the

use of the Bible, would respectfully report the following resolutions for the adoption of

this Annual Conference; viz.,

1. Resolred, That we regard the Bible as the only authoritative text-book of morals

extant, and believe that its teachings have been so graciously adapted, by its Divine

Author, to the capacities of the youthful mind, that if diligently studied in our CommonSchools it is able to make our children wise unto salvation.

2. Resolvid, That we earnestly recommend the introduction of the Bible into all the

Common Schools of the state, as a book of reading and study ; believing that a moregeneral knowledge of its precious contents, and a more strict observance of its sacred

precepts will l)ut promote the political, social and domestic happiness of our people, andwill attbrd us the only security for the stability of our government and the perpetuity

of our free and happy institutions.

STATE SUPERINTENDENT OF PUBLIC INSTRUCTION.

Whereas, .John P. Brooks, a member of this body, has been called by the suffrages ofthe people of the state of Illinois to fill the office of State Superintendent of Public

Instruction ; and.

Whereas, We deem such a calling a fitting and appropriate public recognition of the

fundamental and indissoluble relation between true education and the Christian relig-

ion ; therefore,

3. ON SUNDAY SCHOOLS.

The Committee on Sunday Schools beg leave to report that there has been a decrease

during the year of three schools ; an increase of 702 officers and teachers; 2.764 schol-

ars ; of 6,7jO volumes in library, and ?138 76 in the amount raised for the SundaySchool Union.Wo also submit the following resolutions for adoption:

1. That the Sunday School is not merely an appendage, but an ititcgral part of the

church.

2. That we look upon the Sabbath School as the training department of the church

for laying the foundation of the intelligence tind usefulness of her future membershipand ministry.

S. That we educate our people to give preference to our publications in purchasing

,Snnday School Books.4. That we rcs])ectfully request our Book Agents to publish, at as early a day as pos-

sible, a teachers', officers' and bible class library.

5. That the graduated series of text-books published by our Book Concern, at the re-

quest of the last General Conference, are eminently suited to the wants of our SundaySchools, and we earnestly recommend that they be adopted in all our schools.

6. That in making out our statistical reports we will follow the " Preacher's Manual,"which defines Bible Classes as those taught by the pastor, or some one approved byhimself, and that Infant Classes are those only that are taught orally.

7. That we recommend all our Sunday School oflBcers and teachers to read the

"Teachers' Journal."

8. That we are utterly opposed to the suspension of any of our Sunday Schools dur-

ing the winter season.

9. That in those districts where no District Sunday School org-anization exists, werecommend the Presiding Elder, at an early day, to call the preachers. Sunday School

officers and teachers of the district together, and organize a Sunday School Society, andin all the districts there be held regular meetings of fhe oi-ganization, in such num-bers and places as that all the Smiday School officers and teachers may be reached, that

a fjiir proportion of the time be spent in inquiry after the best methods of conducting

classes and schools.

10. That singing forms an important part of Sunday School instruction, and that weurge upon the pastors and superintendents the importance of giving more attention to

it in all our schools, and that among the best singing books for the purpose is the

6. ON TEMPERANCE.

Your Committee on Temperance beg leave to report as follows

W/ierea.% We have seen with pain and increasing anxiety for the future welfare of

our country, the growing influence of the sale and use of intoxicating liquors in our

land, and in view of the increased temptation to the use of such liquors by our youthin the army, we are more than ever impressed with the necessity of energetic, methodi-

cal and persevering effort to withstand this evil ; therefore,

Besolivd, That we will, by speech in public and in private, from the pulpit and from the

stump, through the press, and in every appropriate manner, and on all proper occa-

sions, discountenance and condemn the manufacture, sale and use of intoxicating li-

quors—whether in the form of wines, either matVe of the grape, currants or other ber-

ries, lager beer, fermented cider, whisky, ale oi brandy. And, further, will urge the

necessity of active efforts to destroy the use antl traffic on the one hand, and on the

other to keep from the very appearance of evil in this matter, by refusing ourselves

and advising others to refuse having any connection with liquor establishments, by wayof renting rooms, houses, buildings or tenements, or selling corn to be manufacturedinto such liquors. And, God being our helper, we will endeavor to reclaim the drunk-

that threatens, and is fallinj^ upon thousands of our fellow-men, from this great curse.

Resolved, That, as the use of intoxicating liquors is not the only mode of intemperate

indulgence, but, in the use of tobacco, opium, &c., many are injured and, in some of these

regards, good men, and even ministers, do greatly err and injure their licalth and useful-

ness, as well as set a bad example to otlicrs, we do recommend all interested to makethese matters subjects of prayer and self-examination before (rod, and heartily to re-

pent and turn from their evil ways, that God may be honored in our bodies as well as our

spirits which are his.

We submit herewith the statement of the Committee appointed by the Trustees to

settle up the claims and liabilities of that Seminary, which shows that all the property

has been disposed of, and all indebtedness paid off, with a single excepti(m, leaving in

the hands of the committee 8134.27, and note on M. E. Church in Peoria of *:i<>0.00,

and some claims which arc not considered reliable, to wit: lumber sold E. Stone; also

some window frames consideied worthless. There is still a claim in favor of Rev. John

Chandler (the Traveling .\gent, balance of salary) of $3ir2.62 against the Si-minaiy.

We therefore recommen<l that the Conference direct the payment of the funds on

liand to liquidate the debt against the Seminary, and to take such measures to dispose

EESOLUTIO^'S AND LAW QUESTIONS.

Wfiereas, Our Swedish brethren, feeling the absolute need of a paper in their ownlanguage, in which they could defend our doctrines and church against the continuedassaults of opposers, have started such a paper, under the name of " Sandebztdet" (TheAmbassador), which is now issued weekly, and which, up to this day, has been self-

sustaining, with the exception of the editorial work, which has been gratuitously given

to it ; therefore.

Resolved, That we, the members of the Central Illinois Conference, in conferenceassembled, do hereby instruct our delegates to the next General Conference to use their

best endeavors to have the General Conference adopt said paper as a regular churchpaper, to be conducted on the same plan as our other church papers, and in case of

guch adoption to appoint its editor and provide sufficient means to pay for its editorial

work.Resolved, That we will recommend our official and influential members to furnish by

some means the pews of our churches with a certain number of hymn books, in orderthat our singing may thereby be improved

Resolved, That a committee, consisting of J. G. Evans, 0. W. Pollard and G. W. Gray,be appointed to procure blanks, and a book corresponding thereto, for the use of the

Conference, according to our present rules and regulations.

Resolved, That we approve of the editorial course of Dr. Eddy, in the NorthvestemChristian Advocate, and that we request our delegates to vote for and use their influence

in favor of his re-election.

Resolved, That our delegates to the General Conference be requested to use their in-

fluence to secure a disciplinary provision, limiting the time during which any man mayiiold the office of Presiding Elder to four years in eight.

Resolved, That we hereby tender to the pastors and membership of the various church-es, and to the citizens of Canton, our hearty thanks for the Christian courtesies andgenerous hospitality extended to this Conference during its present session.

Resolved, That the thanks of this Conference is due our beloved Superintendent,Bishop Scott, for the Christian and gentlemanly manner in which he has presidedamong us, and we tender him our hearty thanks, and will pray for his future health andhappiness.

Resolved, That the thanks of this Conference are hereby tendered to Rev. C. Springerfor his diligence and faithfulness in providing for our comfort during our stay in Canton.

The following law questions were proposed to the Presiding Bishop

I. " When a superannuated member of a sister Conference, residing in the boundsof our Conference, concludes to withdraw from the church, can the Presiding Elderwhere he resides give him a certificate of withdrawal?" Answer, "Xo."

Dear Brethren—Preparing the Detailed Missionary Report for the press is quite a

task, and he who has the work to do shonhl receive all the assistance

possible from the pastors. Having had some experience, I would beg

the privilege of making the following suggestions

:

1. In taking your Missionary subscriptions, be careful to get the cor-

rect orthography of the contributors' names.

2. Procure a small blank book in wliich to make out your detailed

report.

3. Write (names especially) in a plain hand.

4. On the first page write the name of the district to which your

•charge belongs.

5. On the second page write thie name of your woi'k, and immedi-

:ately after it commence your report.

6. Give the names of the contributors in the order of the size of

the contributions, beginning with the largest and ending with those

who have given fifty cents.

7. Follow this with the amount given by your Sunday Schools.

8. For sums under fifty cents say "cash," including the total of such

"smaller contributions in one amount.

9. Give but one summing Up, and be sure that your calculation is

•correct, and tliat it agrees with your report to the Treasurer and Sta-

tistical Secretary. (I had to make several corrections this year to

^ake the detailed reports agree with the Treasurer's book.)

10. Make a calculation and give your average per member, immedi-

ately under your sum total.

11. Sign your name as pastor

12. In the back part of the book give a list of the names of those

who are to be constituted life members of the Parent or Conference

Missionary Societies—giving first the list for the Parent, and then for

the Conference Society.

13. Have this work, if possible, all done before you come to Con-

ference, so that you may furnish the Missionary Secretary your reports

on the first day of the session, and you will greatly oblige my succes-

sor, Brother A. Bower.

The Clasricftl Course is that usual in the best Universties in tlie land. The Scientific baa t>eeD re-ar

ranged with a yiew to the special wants of the Agriculturists of the State, and presents unusual Induce-

ments to the Student of Natural History. The course of Instruction is strictly practical, and is illustrated

by the use of a very extensve and valuable Museum of Natural History, compridng some 4000 specimens

in Geology, Eleven Hundred Salt Water, and One Thousand Fresh Water and Land Shells. One hundred

specimens in Ornithology—a nearly complete collection of the Flora of Dlinois—an eitenave Entomo-

logical Collection (will be here in the winter)—besides varion» miscellaneous items. We have also secured

additional Chemical, Philosophical and Astronomical Apparatus (costing $800.00), including a fine Ach-

romatic Refracting Telescope—five inch aperture and six and ahalf feet focal distance ; thus offering un-

usual facilities for the study of the various Natural Sciences. We have also the nucleus of a good Library

of 1000 volumes.

We would specially call attention to our new department of Vocal Mudc, uiider the care of Prof. H. C.

DeMotte.

Building—Our College Building is a commodious and substantial Bricic Edifice, with Chapel, Reci-

tation Rooms, Museum, Society Hall, Ac, ample for the accommodation of 200 students.

Roardlng—In private families at from f2.25 to $8 per week. Students board themselres In Bach-

elor's Hall at a cost of $1 per week.
