MINUTES OF THE CLARK COUNTY BOARD OF CANVASS
Recount of the April 5, 2011 Justice of the Supreme Court Race
April 27, April 28, April 29 and May 2, 2011
Wednesday, April 27, 2011
The meeting was called to order at 9:00 am in the Clark County Board room, on the 5th
floor of the Clark County Courthouse in Neillsville, WI. The recount notice for the April
5, 20111 Justice of the Supreme Court race was posted on Monday, April 25, 2011.
Those present were:
Canvass Board: Christina M. Jensen – County Clerk, Sandra Lownik and Eileen Zank.
Volunteers/Observers: Charlotte Rasmussen, Linda Wyeth, Donald Wyeth, Earl
Hoffman, and Bill Elmhorst.
Eileen Zank was sworn in.
There were no objections to the Board of Canvass.
Recount Process
The recount began and the procedures listed below were followed for each of the 64
reporting wards in Clark County.
a. Poll lists were reviewed, comparing the numbers on both the county and the
municipality list.
b. Lists of absentee voters were reviewed and compared with the number of used
absentee certificate envelopes, and the notations on poll lists, verifying the
number of people voting by absentee ballot. Absentee ballot applications were
reviewed.
c. Rejected absentee ballot envelopes were reviewed and noted as necessary.
d. All ballot bags were inspected for locking seals and signatures.
e. All ballot bag seals were cut and ballots were individually counted by ward and
inspected for initials of election inspectors.
f. Ballots were further inspected for write-in votes.

Notes: The election inspectors rejected two absentee ballots that were not returned in a
certificate envelope. There was one ballot in the Defective envelope – no reason was
listed on the Inspector Statement.
The DRE was short one ballot for Prosser. When recounting the ballots, it appeared as
though the DRE roll may have jammed. There was nothing on the Inspector Statement.
The Board of Canvassers printed the ballot log report from the flash card. The report
came up with the correct count. No changes for either candidate.

Notes: The DRE spool that was sealed in the ballot bag was completely blank. The
municipal clerk was contacted to see if the ballots from the DRE were still in the
machine. The clerk indicated that the spool in the ballot bag is the spool from election
day. The thermal paper roll must have been in the DRE machine backwards therefore no
votes were recorded. The Board of Canvassers printed the ballot log report from the flash
card and used it to recount the ballots cast on the DRE. The original tally sheet showed
15 paper ballot votes for Prosser. Recount came up with 14 paper ballot votes for Prosser
and 46 DRE votes. Prosser -1 vote. Inspector statement indicated that one voter was
having problems voting on the DRE machine. The voter left without casting a ballot.

I contacted the clerk and she sent me the following email:
CITY OF ABBOTSFORD
Per a conversation with Poll Worker Jean Lindberg today regarding the 4/5/2011 election, it was
stated that as the election workers were verifying the ballot count between Ward 2 – 3 – and 4
they came up with discrepancies between the ballot count and the poll book count. In an effort
to correct the discrepancies, it is believed that the Chief Election Inspector and another poll
worker re-made ballots in effort to correct the counts between wards.
The Chief Election Inspector is out of the state at this time; but is scheduled to return next week.
