DEVELOPMENT PLAN AMENDMENT

MOVED Cr Greer (1) That Council seeks a detailed update from the Minister,

Department of Planning, Transport and Infrastructure (DPTI) on progress and the current status and contents of the Main South Road/Darlington Area Development Plan Amendment (DPA).

(2) That DPTI is also requested to provide Council with a

Confidential Briefing to enable consideration of the DPA and comment to be provided for inclusion in the DPA preparations prior to the DPA proceeding to public consultation.

(3) That Council further requests that as a part of the preparations

for the Main South Road/Darlington Area DPA, future development options are explored within the Bedford Park Triangle (defined by Main South Road, Shepherds Hill Road and Sturt Road) that give greater consideration towards creating housing diversity and in particular seeking to create options including affordable housing, student accommodation and higher density residential living.

4.1 MR PETER ABIGAIL - TRAFFIC MANAGEMENT PROPOSAL FOR BRIGHTON PARADE

Mr Peter Abigail of Brighton Parade, Blackwood addressed the Council concerning the traffic management proposal for Brighton Parade and answered questions from Elected Members.

4.2 MR JEFF WHEATON - TRAFFIC CALMING PROPOSAL FOR BRIGHTON

Mr Jeff Wheaton of Brighton Parade, Blackwood addressed the Council concerning the traffic calming proposal for Brighton Parade and answered questions from Elected Members.

4.3 MR RHYS ROBERTS, CHAIRMAN BLACKWOOD MEMORIAL HALL

Mr Rhys Roberts, Chairman, Blackwood Memorial Hall addressed the Council concerning the request from the Blackwood Memorial Hall for assistance with funding the installation of solar panels and battery backup and answered questions from Elected Members.

5. GALLERY QUESTION TIME 5.1 MR ANDREW WATSON, HAYMAN RETREAT, CRAIGBURN FARM

Cr Munro left the meeting at 8.18 pm during discussion of this item QUESTIONS (1) Why has Council not policed the many infringements through the “no

entry” point with Craigburn Farm? (2) Does Council have data in the public domain which summarises the

submissions made by the public in relation to the Brighton Parade and Hayman Retreat options?

ANSWER (1) The Mayor replied that Council cannot police traffic infringements

through the “no entry” point with Craigburn Farm. The Mayor has, however, spoken to the Police concerning this issue.

(2) The Chief Executive Officer replied that the Council consultation

results have been provided in the Council Agenda. 6. PETITIONS

7.1 BLACKWOOD TRAFFIC REVIEW – COMMUNITY CONSULTATION

DECISION 1 MOVED Cr Hockley (1) That Council notes the results of community consultation detailed in

this report. (2) That Council approves in the installation of traffic control devices along

Brighton Parade and Coromandel Parade with the following as the preferred option:

(a) Installation of raised platform treatments at the intersections of

Brighton Parade with Garnet Avenue and Simla Avenue (b) Installation of six (6) flat top humps along Brighton Parade at

suitable locations

(3) That the introduction of the turn bans (AM peak only) off Coromandel Parade into Brigalow Avenue and Johnson Parade not be implemented at this stage and be further reviewed once the treatments listed in (2) (a) and (2) (b) have been implemented and evaluated.

(4) That Council approves in principle a budget allocation of $250,000 for

the installation of the traffic control devices highlighted in (2) (a) and (2) (b), for consideration at the second reconsideration of the 2016/2017 Capital Works Program budget (i.e. Budget Review 2).

(5) That Administration formally writes to the Department of Planning,

Transport, and Infrastructure (DPTI) advising them of its decision and to request DPTI to investigate the issues relating to the Blackwood roundabout.

legally re-opening Hayman Retreat at its junction with Craigburn Road, maintaining a single lane width restriction as per current configuration with the introduction of a give way treatment providing priority to vehicles exiting the area.

(2) That Council approves a budget allocation of $5,000 operational costs

to facilitate the legal process to potentially re-open Hayman Retreat, and include at its second reconsideration of Council’s 2016/2017 budget (i.e. Budget Review 2).

(3) That the finalisation and formal opening of the above follows the

Cr Tilley, Cr Fisher, Cr Rosevear THE CHAIR DECLARED THE MOTION CARRIED Cr Christopoulos returned to the meeting at 9.49 pm following the Division MOVED Cr Fisher (1) That Council consults with the community on closing the Blackwood

Library at 7:00pm on Thursday evenings and Mitcham Library at 7:00pm Wednesday evenings, resulting in an approximate cost saving of $20,000 per year.

(2) That this consultation be advertised (as a minimum) via the

Messenger Press, Council Website, both Library Branches, the Library Newsletter, Social Media, e-news subscribers and the Civic Centre for a minimum period of 28 days.

(3) That at the conclusion of the community consultation process, the

results be reported back to Council for further direction. (4) That a priority budget bid of $3,000 be approved and included in

Budget Review 2 for the purposes of community consultation. SECONDED Cr Tilley CARRIED

7.5 DEVELOPMENT ASSESSMENT PANEL ELECTED MEMBER

APPOINTMENTS AND SELECTION PANEL Report Author: Tim Pride Director: Craig Harrison (Meeting date: 8 November 2016) (Ref: 16.147024) (Location: Council Wide) DECISION 1 SUSPENSION OF PROCEEDINGS There being approval of more than two-thirds of the members present, the Mayor suspended proceedings at 9.54 pm pursuant to Regulation 20(1) of the Local Government (Procedures at Meetings) Regulations 2013 in relation to Item 7.5 to allow informal discussions until the issues have been clarified. Cr Munro left the meeting at 9.57 pm and returned at 9.58 pm during the suspension of proceedings. RESUMPTION OF PROCEEDINGS Following the completion of informal discussions, the Mayor determined that the period of suspension be brought to an end at 10.03 pm. Pursuant to Section 74 of the Local Government Act 1999, Crs Hockley, Economos and Tilley declared a material conflict of interest this item – they have been nominated as Members of the Development Assessment Panel - and left the room at 10.05 pm. MOVED Cr Taeuber (1) That, Councillors Karen Hockley, Nicholas Economos and Andrew

Tilley be appointed to the Development Assessment Panel for a period commencing 26 November 2016 and expiring at the end of the Council term in 2018.

(2) That Council publishes a public notice in accordance with Section 56A
