The meeting began with opening remarks by AS(RD) explaining the provisions under the new guideline. The representative from the State submitted two special projects. One was for 674 houses in four districts for women headed families affected by Silicosis and second for the Sahariya tribes in the Bundelkhand region. It was observed that the new guideline does not cover disease affected families and the case needs to be examined separately. The project was approved in principle. The State government was requested to submit a detailed proposal for approval of difficult areas which should include reasons establishing difficulty in terms of 100~vailability of material, adverse geographic, climatic and geological conditions and poor connectivities for consideration by the EC. Assam The representative from the State raised the case for 6496 houses of Above Poverty Line families affected by ethnic violence which is being considered by the Planning Commission. Advisor Planning Commission took note of the issue and assured to convey the decision taken by the Planning Commission. The case for 68,832 houses for families affected by river erosion was submitted. The project was approved and the State government was requested to submit a detailed proposal in the format to be circulated by MoRD. Uttar Pradesh The representative from the State submitted the case for 5059 families of Sahariya tribe in lalitpur district. They are primitive Tribes (PVTG). However it was observed that only 2904 families are in the BPL list and hence are eligible for assistance under lAY. A project for 2904 houses was approved. State has been requested to refer to S(RD)'s letter on the process for including people into the BPL list to update their list and to carry out the process in order to cover the 2155 families.

Chhattisgarh

The representative from the State submitted the case for 643 houses in Bijapur district for

families affected by left wing extremism. The project was approved.

Mani JPlI!I!"

The representative from the State submitted the case for 2483 houses in the Thanlon T.D

block of Churachandpur district bordering Myanmar. The area is affected by insurgency and

is vulnerable because of its location and acts as a safe passage for insurgents. The project for

2614 houses was approved by MoRD earlier in February 2009 but could not be sanctioned

due to various reasons. The numbers have now been reduced to 2483 houses and the project

was approved.

ArunachaiPradesJbi

The State government was not present. it was decided that the PD would examine the

proposal and communicate with the State for any clarifications required. Projects were in

principle approved.

Rajasthan

The representative from the State submitted the case for 94 houses in Bikaner for families

who lost their shelters due to untimely heavy rains in Bikaner District. The project was

approved.

Tripura

The Resident Commissioner presented the case for an additional allocation of 9862 houses to

cover the families benefitted under the FRA. The second project was for 2051 houses for

families of surrendered militants. Both projects were approved. The State government was

requested to submit detailed proposal in the format to be circulated by MoRD. However

special project for people displaced due to infrastructure projects was not approved since they

would part of Resettlement and Rehabilitation packages. In the case of people internally

displaced due to border fencing the State was requested to make a detailed submission.

The meeting ended with the Vote of thanks to the Chair.
