Minutes of the Meeting of the Expert Committee held on 15th and 16th November, 2010 under the Scheme of Financial Assistance to Professional Groups and Individuals Engaged for Specified Performing Arts Projects

The Expert Committee for the Scheme of Financial Assistance to

Professional Groups and Individuals Engaged for Specified Performing Arts Projects met

on 15th and 16th November, 2010 to consider renewal of salary grant to existing

grantees and fresh applications received for salary and production grants under the

Scheme. The meeting was chaired by Shri Nihal Chand Goel, Joint Secretary in the

Ministry of Culture. A list of Expert members present in the meeting is annexed.

Shri Nihal Chand Goel, Joint Secretary welcomed the members of the

Committee and explained the Scheme in brief and mentioned the conventions and

practices that stood evolved as to the conduct of the meetings of the committee.

Shri Goel, also apprised the Committee about the steps taken by the

Ministry to enable faster release of grants. In this context he mentioned that only those

cases which are complete in all respects are now being placed before the Expert

Committee and immediately after its recommendation the whole lot is approved and

sent for concurrence of the Integrated Finance Division. While the payments are now

being made through ECS/RTGS/NEFT, some additional steps like generation of sanction

IDs for each of the grantees are now required under the Central Plan Scheme

Monitoring System. These do take time. However, to speed up the processing, the

Ministry has engaged an agency/consultant. Shri Goel also mentioned that on the last

occasion the Expert Committee in its meeting dated 3rd and 4th June, 2010 had

recommended inspection of new organizations for salary grant as well as of some

organizations that are existing salary grantees. The Ministry has got these

organizations inspected through its Subordinate/Attached and Autonomous bodies.

The Committee discussed the agenda item-wise and after due deliberations

made its recommendations in each case as under:

will be considered in a separate meeting and the rest were not found worthy of support.

Part E: General Recommendations

Before the meeting concluded on 16th November, 2010, the experiences of the Expert Committee members were exchanged and the following were unanimously recommended by the Expert Committee for consideration by the Ministry for making suitable changes in the Scheme: i. As all applications are seen by experts before the Ministry sanctions grant, the

requirement for getting the applications recommended by a cultural organization of Government of India or the State Government may be done away with;

ii. In view of the cost differential, wereas the maximum production grant which may

be recommended for cultural organizations /professional groups may stay at Rs.5.00 lakhs, in the case of individuals the maximum limit may be fixed at Rs.2.00 lakhs;

iii. Since for the production grant, individuals are also eligible, it would be in the

fitness of things if the present condition of three years’ old registration is not insisted upon in the case of cultural organizations/professional groups who apply for production grant.

The Chairman of the Committee mentioned that the Expert Committee meetings would be held periodically and there may be about 4 meetings in a financial year. The committee concluded its meeting with a vote of thanks to the chair.

It is put on record that a declaration of interest was obtained from the members and when any case(s) of grant to organizations run by a member of the expert committee was being considered, the concerned member left the meeting.
