6. CAPG Conference
Aman and Barb attended the CAPG Conference in Ottawa and provided a brief report on the sessions. The theme of the conference was Excellence in Police Governance: Ethics In Policing. The Conference Report will be circulated to the Board when released by the CAPG
7. Presentation - Volunteers & Fundraising Initiatives
Sergeant Casey Vinet presented about the various volunteer fundraising initiatives of APO employees. Notably, The Law Enforcement Torch Run (LETR), the APO Challenge Run in support of Special Olympics BC, Cops for Cancer, and the John Goyer ALS Memorial, along with many others.
8. Strategic Planning Update
lnsp. Powell provided an update on the Strategic Planning work that is underway and the upcoming community consultation meetings. The online survey was recently launched and a series of community consultation meetings will be held. The schedule

9. Chief's Report
Chief Rich reported on the new Finance Director, Randy Millard, who would be joining the Department from the City on October l l th .
Chief Rich reported on the recent Ball Hockey Tournament and BBQ coordinated through the Wellness Committee.
Chief Rich reported on a serious abduction attempt that occurred on the weekend and through the assistance of media on location, the suspect was apprehended by police and charged. Consideration will be given to honouring the two employees of the media agency.
10. BCAPB
Sukh Sidhu reported on the June 24, 2016 meeting. The Diversity Committee meeting held in January was discussed, with domestic violence noted as a main topic of that session. The BCAPB is working on an initiative to share the cost for a CAPG

representative and to gather data for how much is spent in policing on Mental Health calls and issues.

Mayor Braun also introduced Randy Millard, the new Director of APD's Finance and Budget Branch. Randy was previously with the City of Abbotsford for the last 17 years, most recently as the Acting Director of Finance.

4. Operational Crime Overview - Period 10
Mayor Braun referenced the page titled "Initial Call Resolution" and asked why there was a significant drop in the number of incidents in Period 10 compared to the previous periods. The reduction was explained by Deputy Schmirler as a change in initial call resolution procedures by the GIS unit.

6. Presentation - Recruiting Update
Staff Sergeant Mike Novakowski with support from Cst. John Wilcox provided a broad overview of recruiting, including:
• Intake exam which is marked for grammar, punctuation and memory skills. • POPAT physical testing which must be completed in 4min 15sec or less. • Ride-alongs for applicants to experience a member's perspective and for
officers to provide feedback on the applicant • Management interview with behavioural based questions • Psychological testing is completed online followed by one-on-one interview,
which is more robust and includes a review of the applicant's resilience • Background investigations include dozens of interviews • Medical exam completed at MediSys • Internal hiring incentive program, where APD employees identify and
recommend people they feel would make excellent APD officers. The program directly resulted in 3 of the 10 officers hired in 2016. The incentive is one week off with pay for the employee who made the recommendation.
• Operational Support Officers pilot project, may also contribute to the pool of the recruits.
• Recruiting strives for a mix of new recruits ( 18-months to working) and experienced members (3-months to working)
• At any point during the process, the applicant may be deferred for more experience or more fitness to increase the applicant's competitiveness
• APO is very selective and is the most difficult agency to obtain a position

7. Financial Statements - September 2016
The September 30 financial statements will be formally included in the next month's meeting package for approval, but were verbally discussed. The favorable variance ($483,000) is due to vacancy gapping and not a big change from last month.
The verbal report was received for information.
8. Chief's Report
Chief Rich reported on opioids. Dr. Larder from Fraser Health spoke to Council regarding the patterns and changes to overdoses. Deputy Chief Mike Serr is currently in San Diego presenting on the opioid crisis in Canada.
Chief Rich presented to Council yesterday that Deputy Serr has chaired a meeting with AFRS, EHS, Fraser Health and Abbotsford Community Services, regarding the public forum taking place on October 27 at 7pm at the MCA. The forum will include a panel discussion for the public regarding opioids.
To engage in this public health crisis, police will need to be a key player. The following strategies will be discussed at the forum:
• Interactions with middle and high schools • Nasal naloxone will be issued to members (24kits) • Training by ERT members - What is an overdose and what to do next
o i.e. 3 to 4 naloxone doses may be required for a fentanyl overdose • Focus on the multiple types of users
o Hardcore o Part-time user ("recreational" user is euphemistic) o Youth experimenting with drugs o Prescription users of opioids - when the prescriptions cease, the user turns to
the illicit opioids

9. BCAPB Verbal Report
Aman Gill reported on the September 30, 2016 meeting in Delta.
• Independent Investigations Office (110) The 110 was discussed and some recommendations were put forward for the new director. A comparison was made regarding police, EHS and Fire attending at a scene and providing first aid, however only police would be investigated by the 110 for the incident. Naloxone kits may be 110 asserted. Police unions are to meet with 110 to discuss.

• Mental Health The BCAPB is committing and working on developing local protocols for members at hospitals with emotionally disturbed persons.

beneficial and any additional training should be incorporated into the annual conference.
4. Presentation - Drivers of Property Crime and the APO Response
Chief Rich introduced Sgt. Monty Mcinnes who provided a broad overview of the Crime Reduction Unit (CRU) and the drivers of property crime. He noted that there have been improvements in property crime rates over the previous year through various initiatives, including Project Valley Sweep, a partnership with Mission and Chilliwack, to combat property crime in all three jurisdictions. CRU continued the efforts to combat property crime locally through Project Abbotsford Sweep. From 2015 - 2016 Abbotsford has seen a 23 increase which is significantly less that the increase the previous year. He noted that the three big property crime categories are: Break & Enter, Theft of Auto and Theft from Auto and that the later has seen a pandemic increase across the lower mainland. It was the opinion of Sgt. Mcinnes that the increase in Property Crime correlates with drug use.
Sgt. Mcinnes noted that when a prolific offender is released from jail there is little monitoring, and accountability needs to improve. Sukh Sidhu asked a question about how many times an offender needs to be caught before considered 'prolific ' and it was noted that they need approximately 12 convictions to be classified 'prolific' which means that they have been in the system anywhere from 20 to 40 times before receiving that classification.
5. Chief's Report
Chief Rich reported that two members, Cst. Alex Odintsov and Cst. Andre Poulin, were recipients of the Medal for Meritorious Service at the Provincial Police Honours Ceremony in Victoria on November 17th. Cst. Odintsov and Cst. Poulin were recognized for their acts of bravery and honour in February 2015 when both officers, despite being in an extremely dangerous situation, performed their duties with distinction, bravery and honour. Immediately upon arriving on a dark street with partial lighting the officers were exposed to gun fire . Despite not knowing if they were the intended targets of the gun shots, both officers exited the police truck and engaged multiple subjects on the front lawn of the target residence, all of whom were fleeing the scene or entering the residence. The location of the shooter was not known. The officers provided valuable updates on the police radio and continued their search for suspects and victims. Despite being in a scene that was not secure, Cst. Odintsov provided lifesaving medical intervention to the victim of the shooting. His actions were confirmed by a respected trauma surgeon as having been lifesaving. Cst. Poulin provided lethal cover and directed other officers until a police supervisor arrived on scene to assume command.
Chief Rich reported on the stabbing at Abbotsford Senior Secondary on November 1st where one of the two victims succumbed to her injuries. A debrief on the incident will take place. He praised the response from school staff who were heroic in their actions which likely prevented further victims. He also commented that the work done by the

School Superintendent in responding to the needs of the students, staff and community has been outstanding. He will be meeting with Superintendent Godden in the next week to discuss next steps.
Mayor Braun commented that from the involvement of Police and School Staff, he does not think the situation could have been handled better and thanked everyone for their efforts. Aman Gill also complimented the Police for their response to this incident.
Chief Rich reported that the Department arranged for employee assistance services to be brought in to help staff with the emotional impact of this incident.
Chief Rich reported that four Operational Support Officers (OSO) were recently sworn in. The OSOs train for six weeks and are deployed to each of the four patrol shifts. The program will be assessed at the end of July 201 7.
Chief Rich reported on his trip to Namibia where he spent time working with the City of Windhoek Police, mainly training on supervisory skills. November 18· 2016 marked the Police Department's 10th Anniversary. The MOU between the APO and the City of Windhoek Police Services expired November 14, 2016. Chief Rich will report at the next meeting on future collaboration between the participants.
