Mr. Scheidt motioned and Mr. Rivera seconded to convene to Executive Session for the
purpose of discussing the appointment, employment, compensation, discipline,
performance, or dismissal of specific employees of the public body or legal counsel for the
public body; student discipline, and possible litigation at 6:08 p.m.

Board President Parisi Reconvened to General Session in the Auditorium at 7:15 p.m.

4. President/Superintendent’s Announcements/Recognitions
Dr. Wade commented on a great first week of school. He announced and congratulated each
newly tenured teacher for this school year and the winners of ISBE’s Those Who Excel
Awards. The next set of Community Engagement Meeting dates were announced.

6. Communications to the Board – Board Secretary Capraro read a thank you card from newly retired
teacher Penny Dahmer.

8. Superintendent Reports for Discussion
8.1 VEI and DECA Conference Travel Presentation
Mr. Doug Wildes, Principal of the Elmwood Park High School, presented to the Board
planned trips for DECA and VEI where students will be accompanied by the advisor Ms.
Bear. DECA is going to Nashville, Tennessee. VEI is going to Oakland, California on March
20-23 or through the 24th depending on flights with approximately 8-12 students. There
may be 8 or less DECA students going to Nashville on April 29-May 3. The District will pay
for transportation and registration costs up to $3,500.
8.2 Standards-Based Reporting Update
Members of the Standards-Based Reporting Committee provided an update to the district
piloting 10 classrooms with a standards-based report card this year. The reports cards will
be offered in multi-languages. The focus will be on the student’s skills and what we can do
to improve them. They will get feedback on the report and format.
REPORT MOVED UP
8.4 Bilingual/English Learner Programming Update
Dr. Leah Gauthier, Director for Curriculum and Instruction, provided a program overview
related to bilingual/English Learner services. Elmwood students will attend John Mills for the
program. Resources, parent events, professional development and an advisory committee
has been planned to improve this program.
8.3 Curriculum and Instruction Program Evaluation and Score Reporting
Dr. Leah Gauthier, Director for Curriculum and Instruction, provided a program evaluation
related to curriculum and instruction, in addition to previewing score reports in English
Language Arts and Mathematics across grade levels.
8.5 Student Services Update
Dr. Kari Smith, Director for Student Services, Ms. Sara Barrick and Ms. Pamela Stutzman,
District Special Education Coordinators, presented to the Board an update for the Board in
relation to development in student services.
The number of students in the Transition and CORE classrooms, extended school year, and
the total number of special needs students were discussed with the Board. The District will
no longer be part of the Leyden Area Special Education Cooperative as of this June. The
Board discussed the Special Olympics, the number of paraprofessionals and working with St.
Celestine students, as well as, home school students.
The Board had a meeting break from 9:33-9:41 p.m.
8.6 College and Career Pathways, Cont'd.
There is no new information provided related to this topic. This was an opportunity for the
Board to discuss. With an approved waiver, the students will be required to take two credits
of physical education classes and they can take more if desired. We will work with Triton
College and other colleges to provide classes to students.
8.7 Board of Education Goals and District Direction Workshop
Dr. Nicolas Wade, Superintendent, presented to the Board of Education an opportunity from
the Illinois Association of School Boards (IASB) to have a workshop for the Board to develop
goals for itself and a guiding direction for the district. While the Board's goals have typically
been determined through the superintendent's or written in a task-oriented manner, and
with the district having accomplished so much these past few years and has received
information about new priorities from the community, the timing for the district to develop a
strategic vision with stakeholders based on Board goals and direction would be appropriate.
Dr. Wade will coordinate dates with the Board to participate in the workshop.

9.1 VEI and DECA Conference Travel Approval
Mrs. Capraro motioned and Mr. Scheidt seconded to approve the VEI and DECA Conference
Travel as presented.

9.2 Approval to Rescind the Disciplinary Abeyance and Ratify Expulsion of Student A
Mr. Rivera motioned and Mr. Loughnane seconded with regard to Student A, to rescind the
disciplinary abeyance and ratify the expulsion, to expel Student A from Elmwood Park CUSD
401 effective August 14, 2019 through August 13, 2021, and to approve the written
expulsion decision as presented.

Mr. Scheidt thanked the staff for getting Elm Middle School ready to open so quickly by the
start of the school year due to the construction.
Mr. Volpe mentioned that the DARE Care show will be in “the Circle” which will help pay for
the cost of the DARE program in our schools.

Mr. Loughnane motioned and Mr. Rivera seconded to adjourn the open session at
10:03 p.m.
