Call to Order and Prayer – The January Stated Meeting of the Southern New England Presbytery was called to order at 9:21 AM by Moderator RE Bob Sawyer, who opened in prayer. A quorum (as defined in BCO 13-4) was declared to be present. Adoption of the Docket - The Moderator presented the Docket as published in the call. (Included as Appendix A). MSC to adopt the Docket with the following changes:

A. Insert “Executive Team” before the Treasurer’s Report B. Strike the words “Shepherding Team” and replace with “Nominating Team.”,

Formation of the Roll - The roll was formed by signatures of members present. Only those TEs and REs that sign the forms are counted as present and are listed below:

Personal Privilege: TE Troy Albee addressed the Presbytery with a moment of personal privilege, sharing information about the Christ the King church planting network. Appointment of a Committee of Thanks – MSC to appoint a Committee of Thanks: TE Lucas Dourado and RE Tim Hurst. This Committee presented their report of thanks at the Lunch meal. Executive Team Report (RE Bob Sawyer) Moderator Bob Sawyer began his report with prayer.

1. The Executive Team considered a request from the Session of the Presbyterian Church of Coventry to “change the two-day presbytery from September to April.” The Executive Team deliberated and agreed to bring two recommendations to Presbytery.

a. First, recommendation to amend the Standing Rules of the Southern New England Presbytery as follows (additions underlined, deletions struck out):

The Presbytery shall hold three stated meetings each year to convene on the third Saturday in January, the last Friday and Saturday in April, and the third Friday and Saturday in September at a time and place determined by the Moderator and Stated Clerk. The presbytery can change the date of a stated meeting by simple majority at the stated meeting prior to said meeting. Revised September, 2004. Revised April, 2008.

IN FAVOR: 42 OPPOSED: 1

In order to be approved, this motion requires a two-thirds vote of the Presbytery, in two consecutive meetings.

b. Second, recommendation to change the upcoming Stated Meeting in April to a two day meeting to begin on Friday, April 26 and end on Saturday, April 27. Adopted

2. Motion from the Chair (requiring a second to proceed): Motion to insert the following into the Presbytery minutes for January 19, 2013: “Presbytery notes that it failed to find reference within its historical minutes to the establishment of a mission church in Quincy (BCO 5-2), although it has functionally recognized the body of believers meeting in Quincy as a mission since at least 2009. Presbytery now affirms, for the record, its relationship with the work in Quincy as a mission of the Presbytery.” Seconded. Adopted

3. Motion from the Chair (requiring a second to proceed): Motion to insert the following into the Presbytery minutes for January 19, 2013: “Presbytery notes that it failed to find reference within its historical minutes on the establishment of a Commission as a temporary system of government for the mission church in Quincy (BCO 5-3.c. and BCO 15-1), although said Commission has provided oversight for the work in Quincy and Presbytery has received reports from said Commission since at least 2009. Presbytery now affirms, for the record, its establishment of said

Commission.” MSC to amend this motion to include the names of the commission members that have served on this Commission, which are as follows: TE Neusmane Dias (Moderator), TE Naama Mendes, RE Iraci Soares, RE Ivaldo Venturim, RE Varonil de Paula and RE Gilson de Paula. MSC to amend that has received “verbal” and “via the Portuguese liaison.” Seconded. Adopted

4. Nomination and election of a Moderator for the Presbytery for 2013. TE David Sherwood was nominated. ADOPTED

MSC to receive the report as a whole Treasurer’s Report (RE Ron Heald) RE Heald gave a report on the Disbursements and Cash Flow for the periods of 2012-09-01 to 2012-12-31 (Appendix E) and for the Calendar year 2012. RE Heald distributed a proposed budget for 2013, which will be voted on during the Domestic Missions Team Report. RE Heald indicated that his 3 year term as Treasurer expired as of this meeting, and that RE Walt Mahla has offered to serve as Presbytery Treasurer. According to our Standing Rules, this would be for a three-year term. MSC to approve RE Walt Mahla to serve as Presbytery Treasurer. Motion to approve the report as a whole. Adopted Stated Clerk’s Report (RE Ron Heald) RE Ron Heald opened his report in prayer. RE Heald reminded the brethren of the available reports and informational links provided on the website. Clerk reminded SNEP that all requests for excused absences were to be sent to Bradley Barnes, Chairman of the Ministerial & Church Relations Team. Clerk shared the following Information about upcoming SNEP meetings: April 26-27, 2013: Presbyterian Church of Manchester; Preacher: TE Bryan Loney September 21, 2013: Presbyterian Church of Coventry Preacher: TE Matthew Kerr Recommend that Correspondence (indicated as September 22, 2012-January 04, 2013) and Supplemental Correspondence (indicated as January 05, 2013 – January 18, 2013) be received and approved. (The Correspondence Report for the entire period is attached as Appendix C). Adopted. Recommend that the presbytery approve the minutes of the September 21-22, 2012 meeting. Adopted.

Recommend approval of the Millers Falls Commission Report and dismissal of the Commission with Thanks. Adopted. (Attached as Appendix F) Recommend approval of the Commission to install Corby Shields and dismissal of the Commission with Thanks. Adopted. (Attached as Appendix G) Clerk reminded all Pastors and Clerks of Sessions that annual Statistical Reports were mailed to all churches, and are due February 11, 2013 to be included in the 2013 handbook. Nominations: The floor was opened for nominations to the Nominating Committee, Review of Presbytery Records Committee, and Permanent Committees of the General. A. Report on PresWIC Ministry: TE Evans shared an update on the women’s PresWIC ministry. Included in his update was the PresWIC meeting taking place on Saturday 04/13/13 in Coventry. TE Lawrence Bowlin is the speaker. B. Transfer of credentials into SNEP: TE Rodney Henderson TE Henderson was examined on the floor in the areas of his Christian experience, and also touching on his views in theology, the Sacraments, and church government (as per BCO 13:6). TE Henderson takes no exception to the Westminster Standards. Motion to sustain the examination as a whole. Motion to approve the candidate’s call (Appendix H) Motion to approve transfer pending dismissal from Pittsburgh Presbytery. MSC the above three motions as an omnibus motion. MSC to empower Moderator TE David Sherwood to appoint a commission to install TE Rodney Henderson. TE Jerry McGuire prayed for TE Rodney Henderson. TE Rodney Henderson signed the Ministerial Obligation Form. C. Transfer of credentials into SNEP: TE Tom Hudson TE Hudson was examined on the floor in the areas of his Christian experience, and also touching on his views in theology, the Sacraments, and church government (as per BCO 13:6). Exceptions to the WCF were stated on the floor and recorded: 1. While affirming the Sabbath principle, he takes exception to the language of WCF 21.8 "whole time." Motion to judge this difference to be more than semantic but not out of accord with our system of doctrine. Motion to sustain the examination as a whole. Motion to approve the candidate’s call (Appendix I) Motion to approve transfer pending dismissal from Gulfstream Presbytery MSC to approve the above four motions as an omnibus motion. TE Manoel Oliveira and TE Preston Graham prayed for TE Tom Hudson. TE Hudson signed the Ministerial Obligation Form Candidates Coming Under Care: The following men desire to come under care of Presbytery, and were examined by the Presbytery on experiential religion and on their motives for seeking the ministry (as per BCO 18:3) Daniel Palk, recommended by City Life Church Andrew Kerhoulas recommended by City Life Church Brandon Goad recommended by Christ the King, Boston. Recommend that the following men to be taken under care. ADOPTED TE David Sherwood, Moderator, asked the questions of the three candidates found in BCO 18:3. TE Troy Albee gave the charge to the candidates from Matthew 25, after which he prayed for them.

MSC to approve the report as a whole Nominating Team Report (TE Rick Downs) TE Rick Downs began his report with prayer.

The committee did meet, and has been in correspondence with the sessions and the various committees. MSC to approve the report as a whole

Domestic Missions Team Report (TE Chris Wiley) TE Chris Wiley began his report with prayer A. MILLERS FALLS CHURCH: The Mission Team served as the commission of the Southern New England Presbytery for the purpose of examining Ruling Elder Matthew Brown of Covenant Church of Millers Falls and receiving Covenant Church into the Presbyterian Church of America. Matthew passed his exam with “flying colors” and Covenant Church was received into the PCA on Saturday, November 17th.

B. RUF BROWN/RISD SUBCOMMITTEE: At the meeting of the Mission Team back in August, Walt Mahla was elected to serve as a member of the RUF Brown/RISD Subcommittee. Since that time the question was raised as a point of order whether new members to subcommittees serving under the Mission Team should be brought before the Presbytery as a whole for confirmation. It has also been noted that Elders from other parts of the Presbytery should be asked to serve on this subcommittee in order to ensure a broader perspective for oversight. Walt & Mark Slater were asked to serve on the subcommittee. During the Presbytery the Mission Team also met with Jarrett Allebach and David Richter to discuss their church planting efforts and funding needs.

C. 2013 PRESBYTERY BUDGET: Recommend that Presbytery amend the budget presented during the Treasurer’s Report to add David Richter (church planting in Somerville, MA) to the “shares” formula for SNEP support. For David, 2013 would be considered “year 1” and he would be eligible for 2 shares. MSC to approve the Presbytery budget for 2013 as amended. The Budget is attached (Appendix J). MSC to approve the report as a whole

Foreign Missions Team (RE Carl Mohrbacher): RE Mohrbacher began his report with prayer

Gerry & Jessica Wheaton: In December 2012, the SNEP Foreign Missions Team voted to approve one share of the presbytery missionary support for Gerry and Jessica Wheaton. This share

replaces the share that had been designated to Vitaliy Voytenko and family who returned from the Ukraine. RE Mohrbacher shared an update Gerry sent to him summarizing his history, current ministry, and financial situation: Foreign Missions Team Members: Ruling Elder Rick Olson has joined the Foreign Missions Team. Our members are as follows: RE Carl Mohrbacher (Chair) TE Allen McClure TE Nelson Jennings RE Steve Swenson RE Armand Chenelle RE Rick Olson Carl also gave a personal privilege regarding Fri-Sat 4/12-4/13 ESL training @ Coventry. MSC to approve the report as a whole

Ministerial and Church Relations Team (TE Bradley Barnes): TE Barnes began his report with prayer A. Excuses: Bradley brought the following requests for Excuse from this meeting: Lawrence Bowlin: Associate Pastor at Coventry. Attending seminary class in NC Al LaValley: wife Nan getting home from the hospital. Rodney Collins: attending funeral services for his Father who passed away this week. Eddie Park: leadership retreat with students for the Spring semester Matthew Kerr: son Benjamin born this week. Juliano Socio: big Choral Event with folks from Brazil. Needed to stay at Christian Community Church Greg Pilato: Unable to afford attending MSC to approve all of these requests for excuse. There was a season of prayer by various elders at this time. B. Change of Call for TE Bill Broderick: Motion, needing a second, to change TE Bill Broderick’s call from ministering out of bounds to ministering as a Chaplain in the U.S. Navy. Please see letter below as well as endorsement from the MNA Chaplains’ Department: This is a letter notifying the Southern New England Presbytery of my change of status. I have been working out of bounds at the Second Congregational Church of Douglas for the last ten years. In those years we have seen the church triple in size and become more vibrant with the gospel. In addition, they have adopted congregationally reformed polity and are going to accept the Savoy Declaration as their constitutional statement of faith. It has been wonderful ministering to this congregation. However, my wife and I both feel it is time to move. I came to do a work of revitalization but it seems they are ready for a new phase in their congregational life, one I don't believe I am gifted to bring about. At the same time we were offered a position as an active duty chaplain with the U.S. Navy. My military background along with my ministerial gifts seems uniquely qualified for such as task. My wife is in agreement with this. I am writing to ask the presbytery to change my status from "out of bounds" to "chaplain". I am endorsed with the PCA for such a task. verify. In Christ, William Broderick PS...I will extend greetings to the church from the presbytery and inform them that the presbytery would be willing to talk to the elders if asked by the church. Currently we have a meeting with the CCCC regional minister to talk about the process. I would encourage any man without a call, once the search committee is formed, to apply. This church is now reformed (not in the Presbyterian sense but certainly in the congregational sense) and have an important voice in the Blackstone Valley. An endorsement from Doug Lee, MNA Chaplain Ministries Coordinator, has been received and was read at this time. Seconded. Adopted. C. Committee’s Work: TE Barnes shared the nature of the committee’s division of individuals and work in relation to the Session Records Team. D. Annual report: Bradley noted that the ministerial and church relations team received an annual report from Nelson Jennings. Motion that Presbytery receive the report as a whole. MSC Session Records Team (RE Abraham Flores): RE Flores began his report with prayer. RE Abe Florez gave an update on the activities of the Session Records committee. Abe has received minutes from several churches and will be contacting other churches for their outstanding minutes.

At our December stated session meeting, the session of the Presbyterian Church of Coventry approved the following for consideration at the January 2013 meeting of SNEP: Motion: Change the two-day presbytery from September to April Justification: Typically the examination of candidates for ministry is one of the most time consuming activities performed at presbytery. This important task needs time for presbyters to question the candidates regarding their doctrine and life. Also typically, the greatest number of candidates come before presbytery in the April meeting because they are on the cusp of completing their seminary training. During at least the last few years, the September meeting has ended early because of a lack of business, while the April meeting has been the opposite. We are sending this motion to you for review by the executive committee and, we hope, inclusion in the docket for our next meeting. Let me know if you have any questions.

SOUTHERN NEW ENGLAND PRESBYTERY (PCA) MINUTES OF THE PRESBYTERY COMMISSION TO

ORGANIZE COVENANT CHURCH, ORDINATION & INSTALLATION OF ELDER INSTALLATION OF PASTOR

November 17, 2012 COMMISSION MEMBERS PRESENT: TE CHRIS WILEY, CONVENOR TE RODNEY COLLINS RE RON HEALD RE RICH CONNOR ALSO PRESENT: TE ALLEN MCCLURE RE ELECT MATT BROWN A quorum being determined to be present, the meeting was opened with prayer by TE Chris Wiley Convenor, at 5:40 p.m. MSC to elect TE Chris Wiley to serve as Chairman of the Commission. MSC to elect RE Ron Heald to serve as Clerk Pro-Tem MSC to approve the order of worship for the service as attached. The Commission was led in prayer at this time by TE Rodney Collins, after which the Commission entered the Sanctuary for the continuation of its meeting during the worship service. MSC to approve the minutes of this meeting as amended, pending completion of the Commission’s work during the Worship Service. MSC, upon completion of the Commission’s work during the Worship Service, to request that Presbytery dismiss the Commission with thanks.

1. A Quorum being present, The Chairman of the Presbytery Commission, in conjunction with a sermon preached by TE Allen McClure, called the Meeting to Order TE CHRIS WILEY

2. The Chairman explained the purpose of the Commission, and the connectional

nature of the Presbyterianism / PCA. TE CHRIS WILEY 3. The Chairman explained that a representation of this Presbytery commission has

already examined and approved the Ruling Elder candidate at its committee meeting which took place on September 22, 2012, and that the members of Covenant Church have already elected their Ruling Elder at a previously held congregational meeting. It was noted that the congregation also previously voted to call Allen McClure as their Pastor at a previously held Congregational Meeting. TE CHRIS WILEY

INSTALLATION OF RULING ELDER MATT BROWN (PER BCO 24)

Commission Chairman stated in a concise manner the warrant and nature of the office of ruling elder, together with the character proper to be sustained and the duties to be fulfilled. Having done this, he proposed to the candidate, Matt Brown, in the presence of the church, the following questions as per BCO 24:5: TE CHRIS WILEY

1. Do you believe the Scriptures of the Old and New Testaments, as originally given, to be the inerrant Word of God, the only infallible rule of faith and practice? 2. Do you sincerely receive and adopt the Confession of Faith and the Catechisms of this Church, as containing the system of doctrine taught in the Holy Scriptures; and do you further promise that if at any time you find yourself out of accord with any of the fundamentals of this system of doctrine, you will, on your own initiative, make known to your Session the change which has taken place in your views since the assumption of this ordination vow? 3. Do you approve of the form of government and discipline of the Presbyterian Church in America, in conformity with the general principles of biblical polity? 4. Do you accept the office of ruling elder in this church, and promise faithfully to perform all the duties thereof, and to endeavor by the grace of God to adorn the profession of the Gospel in your life, and to set a worthy example before the Church of which God has made you an officer? 5. Do you promise subjection to your brethren in the Lord? 6. Do you promise to strive for the purity, peace, unity and edification of the Church?

****The ruling elder having answered in the affirmative, the Chairman addressed to the members of Covenant Church the following question found in BCO 24:5:*** TE CHRIS WILEY

Do you, the members of this church, acknowledge and receive this brother as a ruling elder and do you promise to yield to him all that honor, encouragement and obedience in the Lord to which his office, according to the Word of God and the Constitution of this Church, entitles him?

The members of the church having answered this question in the affirmative, by holding up their right hands, the following charges took place: There was a Charge given to the Elder TE RODNEY COLLINS There was a Charge given to the Congregation RE RICHARD CONNOR Prayer being ended, the Commission Chairman & Commissioners took the installed officer by the hand, saying in words to this effect found in BCO 24:5: We give you the right hand of fellowship, to take part in this office with us. The Commission Chairman then proclaimed, as per BCO 24:5: I now pronounce and declare that Matt Brown has been regularly elected (previously), ordained (previously) and installed as a ruling elder in Covenant Church, agreeable to the Word of God, and according to the Constitution of the Presbyterian Church in America; and that as such he is entitled to all encouragement, honor and obedience in the Lord: In the name of the Father, and of the Son, and of the Holy Ghost. Amen. TE CHRIS WILEY

PARTICULARIZATION OF COVENANT CHURCH Testimonials have previously been presented to the Presbytery by such persons as are members of the church, and applicants for admission to the church on profession of faith in Christ, on satisfactory examination, were previously received. These persons were required to enter into covenant, by answering the following question from BCO 5:8 affirmatively, with uplifted hand: TE CHRIS WILEY

Do you, in reliance on God for strength, solemnly promise and covenant that you will walk together as an organized church, on the principles of the faith and order of the Presbyterian Church in America, and that you will be zealous and faithful in maintaining the purity and peace of the whole body? The Commission chairman then pronounced, as per BCO 5:8: I now pronounce and declare that you are constituted a church according to the Word of God and the faith and order of the Presbyterian Church in America, with Ruling Elder Matt Brown and Rev. Allen McClure as Pastor of the Covenant Church ...In the name of the Father and of the Son and of the Holy Ghost. Amen. PROCEEDINGS OF THE COMMISSION OF THE SOUTHERN NEW ENGLAND PRESBYTERY OF

THE PRESBYTERIAN CHURCH IN AMERICA TO INSTALL CORBY SHIELDS AS ASSISTANT

PASTOR AT CHRIST THE KING PRESBYTERIAN CHURCH

The Commission to Install TE Corby Shields as Assistant Pastor was convened on the morning of Sunday, November 11, 2012 at the Grace South Shore congregation of Christ the King Presbyterian Church in Hanover, Massachusetts.

Commissioners present were Teaching Elders Troy Albee (Convener) and Bradley Barnes and Ruling Elders Nathan Barczi and Bob Sawyer.

Having determined a quorum was present, the meeting was called to order by convener TE Albee, who appointed RE Sawyer as clerk for the proceedings.

The Service of Installation followed as part of the regular morning worship service. TE Albee presided. Attached is the Order of Worship from the service.

TE Albee explained the proceedings of the Presbytery leading up to the installation and introduced the candidate.

RE Sawyer then posed the Questions for Installation (Book of Church Order 21-9) to TE Shields, all of which he answered in the affirmative. This was followed by a charge to the candidate from 2 Timothy 4 by RE Sawyer.

Turning to the Session of Christ the King Presbyterian Church, TE Barnes posed the Questions to the Session (BCO 21-10), all of which were answered in the affirmative. This was followed by a charge to the session by TE Barnes.

TE Barnes then prayed and declared TE Shields installed as an Assistant Pastor of Christ the King Presbyterian Church. TE Shields was then given the right hand of fellowship by members of the Commission and elders present.

After the Lord’s Supper, the service concluded with a Benediction given by TE Shields.

Concluding its business, the Commission adjourned.
