MINUTES OF TWENTY SECOND COORDINATION MEETING (14/07/2015)
Following issues of effective coordination for development of Mumbai were discussed on 14/07/2015 and status of work clarified as follows:-

MMRDA suggested on 23.09.2014 that proposed elevated corridor (CSTM-Panvel) may be raised at
Chunabhatti to the same level as at Kurla to
enable ROB 2 & ROB 3 at Chunabhatti to remain underneath. MRVC and Railways agreed.
MMRDA also indicated that they are not able to lower the level of the connector by 1.5 m as
requested by MRVC. This will result into keeping
the PNVL - CSTM fast corridor at level of 18 to 20 meters right from SCL Road Kurla point to EE
highway Chunabhatti point. It was requested by Central Railway to add a Road
also along with Fast corridor for effective disaster
Management. i) GAD for ROB between Kurla & Sion approved on
16.01.15. ii) Chunabhatti Station ROB GADs approved on
27.01.15. iii) Chunabhatti LC No. 1T, ROB approved on
29.01.15.
Launching scheme of all the three ROBs will be submitted by MMRDA by 15.04.15.
Case cannot be submitted to CRS without launching schemes. After this work Chunabhatti
level crossing shall be closed.
No change as on 10.3.15, 24.03.2015 & 07.04.2015. PDC of 15.04.2015 will be honored.
PDC shifted from 15.4.2015 to 6.5.2015. Consultants (M/s STUP) have submitted all the 3
launching schemes. They will be submitted by MMRDA before next meeting.
Instead of launching scheme, the revised GADs
with plate girders have been submitted on 19.5.15.
MMRDA has already revised the approved GAD and submitted to CR on 19.05.15. No reason for
revision of superstructure from already approved
trough girder to plate girder (60m span) has been submitted. Matter is being discussed with MMRDA.
It was clarified that Railways does not use
plate girders for spans >30m. Earlier
approval of through girder should only be developed.

GAD submitted on 16.4.2015. Approval of DFC and construction will be obtained by 24.4.2015. CBE
will issue in-principle approval to submit final GAD to be signed by Division and Headquarters.
Clearance of DFC awaited by CBE. In-principle
approval to MMRDA will be given by 10.5.15 DFC approval given by Shri Prakash Mudliar.
IPA given to MMRDA on 10.5.15. Tracing of this approved GAD will be given by MMRDA
on 09.6.15. CBE: Not received from MMRDA. Tracing
being submitted on 16.6.2015.

MMRDA has carried out widening of the road between Ambernath, Vangani and
Khopoli. Due to widening, some existing
110kv Railway Transmission line towers need to be shifted.
17 transmission line towers are prone to hitting by road vehicles and cause disturbance to traction
tower supply in KYN-PUNE section affecting train
movement. Joint Survey by Railways & MMRDA officials
already done in 2014. An Estimate for shifting of these towers sent to MMRDA by BB division for
depositing the money in March 2014. Money has not been deposited by MMRDA till
date. MMRDA had apprehensions that land
required for shifting has been identified by Railways or not. They were advised that shifting
has been planned in all details. MMRDA agreed to deposit Rs.6 Crore as
asked by Railways by 09.6.15 after
verification of tower nos. at site by joint visit of S/Shri M. Patil ( MMRDA) and P.K
Kataria (Rlys) on 28.5.15.
Inspection completed. Prima facie, the inspection revealed that 15 towers need
immediate protection @ Rs. 20L -25 L per
tower and 4 towers need immediate shifting. MMRDA opined that while shifting
they should also be redesigned to take less space also.

Permission to cross railway land for providing connectivity of Mumbai Metro
and Ghatkopar station.
1.MMRDA has constructed Metro station at Ghatkopar on CR’s land without obtaining the prior
permission from this Railway. 2.The area involved in construction of elevated
Metro Railway station at Ghatkopar is 1215 sqm
(Metro station building area 1163 sqm + Stair case are 52 sqm)
3.The total charges equivalent to 99% market value of land for the year 2014 + nominal charges
of Rs. 1000/- p.a. for 35 years including service
tax @ 12.36% worked out to Rs. 22,20,94,433/-. 4.MMRDA has paid Rs.21,25,90,840/- for Metro
station building area vide cheque no. 218628 dated 07.04.2015.
5.The charges for 52 sqm of Stairs area amounting to Rs.95,03,593/- is still
outstanding from MMRDA.

Proposal of crossing of Navi Mumbai Metro line at Taloja station on Diva-
Panvel railway line by DFCCIL.
It is necessary to accord approval by
Railways to the Metro Station No.10,
portion of Depot approach via duct and
the pier at the edge of the railway boundary (to facilitate the NHAI span
crossing) since all these work are away from the operational area of Diva-Panvel
line and it will expedite the execution of
the Metro works held up on the Railway land.
Meeting held between CIDCO & DRM, Central Railway along with other railway officials on
18.09.2014. Central Railway & DFCC came to an Agreement on
the track layout of their respective track layout at
Taloja Station. Further item was discussed with DRM/BB,
CE/CIDCO and PCE with GM/CR on 07.10.2014. Revised drawing with relocation of RUB at location
of existing LC will be given by CIDCO by 10/10/14.
This will permit some more space for expansion to C.Rly. Meeting in GM’s Room held at 15.30 hours
on 07.10.2014. CIDCO submitted revised GAD based on the
discussions by 14/10/14. PDC for Railways and DFC 26/10/14. Rly gave feedback 22/10/14. GAD
by CIDCO to be given on 25/12/14.
Central Railway agreed that the structure of station No 10 and Depot Approach Viaduct of Navi
Mumbai Metro, located away from the operational area of Diva panel line are permitted for
construction. GM , Central Railway instructed the
concerned Railway officials to release letter by 27/11/14, to commence construction.
Central Railway confirmed that on formal submission of GAD of superstructure of NM Metro
crossing of operational Diva- Panvel line, the construction of pier of NHA3 crossing stands
approved for construction. Since this is located
away from the operational area of Diva- Panvel line and at edge of Railway Boundary.
CIDCO is requested to expedite submission of GAD of through type girder. In view of delay on part of
CIDCO designer, it was decided today that
maintenance agreement will be submitted by Railway to CIDCO 15/1/15. As soon as
agreements s executed by CIDCO, the construction of Depot, station no 10 and NH
crossing can be started.
Follow-up meeting was held by CAO(C)/ PCE with CBE/CR, and CE/CIDCO on 13.1.2015 and decided
that CIDCO will submit GAD showing vertical and Horizontal clearances pending superstructure
structural drawing in week time.
Draft Agreement submitted for legal check on
19.01.2015. After legal vetting of Agreement same will be sent to BB Divn for execution with CIDCO.
After execution of agreement and receipt of GAD permission for work will be processed.
GAD submitted to Mumbai division on 30.01.15
and is under approval. Draft Agreement has been sent to CIDCO on
23.01.15 for signature is yet to be returned duly signed. Same will be returned by 20.2.15 or
earlier. Work can start within two days, thereafter. Draft agreement is yet to be received from CIDCO.

PDC shifted to 03.03.2015 on 24.02.2015 as MD /CIDCO’s approval is pending. Expected by
15.3.2015. GAD approved by Mumbai division and DFCCIL is

1. Pier no.292 and 293 across existing Railway tracks have been proposed as single piers. It
would be advisable to provide at least two piers
for stability. 2. The vertical clearance over railway tracks is
13.76 m which is quite high. Further, 11.0 m height of girder will result in approx. 25m high
space unusable for Railways. The overall height can be reduced by designing semi through girder.
3. Single truss girder has been proposed for both
the tracks. Separate girders for two tracks should be planned to facilitate ease of maintenance.
PDC for CIDCO to react and sort out above issues – 15.3.2015 Clarification by CIDCO to CBE vide letter dated 17.03.15 @ pier configuration. MOD is signed on 19.03.15. Agreement signed by CIDCO & CR on 20.03.2015.

was decided to technically finalize the GAD drawings of these ROBs without waiting for clarity

DFCCIL:
20 LC in Maharashtra (13CR+7WR) against which ROBs/RUBs are yet to be sanctioned by State
Govt./Local bodies. Issue of cost sharing was discussed in meeting
between Ch.Secy GoM & MD/DFFCILon 28.03.15.
Ch.Secy GoM directed to submit the cost of each ROB along with location details for initiating
process of sanction by corporation/Road authority. Details of 17 ROBs costing 650.28 crores have
been submitted to Secretary (PWD) GoM on
24.04.15. (out of these 17 LCs, only One LC no. 23 pertains to CIDCO)
For remaining 3 LCs which are in CIDCO territory, option of providing ROBs/RUBs is under discussion
between CR & CIDCO.
Follow up meeting was held with ACS (Transport) on 28.04.15 & advised DFCCIL to submit GAD of
these ROBs. Accordingly GAD for 10 ROBs has been submitted on 15.05.15 in first phase.
GoM & CIDCO is requested to expedite the process for cost sharing. No Rep as on
26.5.15.
Only two GADs are pending with CIDCO. Railway to clear the feasibility of four RUBs
instead of ROBs.

Taking over of maintenance of 14 nos. of suburban railway stations by the railways
on or before 31st March 2015. &

CR has not taken over maintenance from CIDCO as yet. As such we cannot charge w.e.f. 2008. We
will charge w.e.f 2015 after we take over. We can take over after CIDCO does one time clearance of
arrears / deficiencies and clarifies the separation
of utilities. Agreement for 2008-2015 will also have to be
signed. DRM / BB, Central Railway to be the single point
for co-ordinating and decision in the matter.
He will hold detailed meeting with CE ( Spl. Proj) / CIDCO in DRM office on 8/10/14 at 15:00 hrs.
DRM / BB held meeting on 17.10.14. Next meeting planned on 29.10.14 and site visits on 5.11.2014.
CIDCO: The maintenance agreement between CR &
CIDCO has not been formalised w.e.f. 2008.
CIDCO has already communicated the draft of the maintenance agreement in 2011-12. Now since it
is decided that Railways shall take over maintenance of the stations w.e.f. 01.04.2015, the
maintenance agreement should be finalised by
Railways considering 2008-2015. CIDCO & Railways jointly should finalize the issues
pertaining to the outstanding dues, if any, on either side, the cost of repairs to be shared & as
also the utilities sharing / separation. JUINAGAR will be taken over by Railways first. JA
grade meetings over. SA grade meetings to be
done and issue finalized by 15.3.15. New PDC -30.4.2015. Site Insp. of Juinagar Station done on 5.03.15. Letter regarding details for Shops and Stations area sent to CE (SP)CIDCO on 20.3.2015. Details awaited.
Some details of agreement done with Shopkeepers are not available with CIDCO.
It was decided on 7.04.2015 to repair the agreement in such a way that share of
maintenance charges, if not borne by shops shall be borne by CIDCO in future.
Meeting will be conducted with CE CIDCO by
Mumbai Division.
No Rep as on 26.5.15. DRM Central Railway to hold this discussions
with CIDCO. CIDCO has requested to form
JWG to resolve the issues within definite time frame.

For re-locating the Assistant Commissioner of Police, harbour
Division’s Office at the ground level unit of the Vashi Railway Station Building
(south side), the keys of these offices
have to be handed over to CIDCO for completing the handing over process.
Currently, the keys to these premises are kept in Station Master’s office.
The said premises are in possession of Central Railway since 1992 and are being used for various
purposes. Further all the station building in Navi Mumbai will be under control of Central Railway
from 01.04.2015, so it will be appropriate that the
railways take a view on this issue. TDC: 15.10.14.
CIDCO informed that these premises should have lock up and even room for the Hon’ble Judge also.
To be discussed in 08/10/14 meeting.

Bhangarpada falling under village

The final approval for two ROBs taken up for construction at MSEB Sub-station and
Uran Station on Nerul-Uran Railway Line are awaited from Railway.
Both ROBs are under scrutiny of Design office and for some clarifications, concerned designer of that
bridge is required at design office of headquarters office of CR. Old PDC was 15/10/14. C.Rly
requested for priority.
MSEB was indicated by CIDCO as priority 1 PDC for MSEB 31/10/14.

Civil works of Phase-I at new Seawoods
Darave Railway Station was completed in Feb’2015 & C.Rly were requested to take
necessary action towards diversion of
Rail Operations from Old station to Phase-I of New station to facilitate its
commissioning as well as taking up the construction of Phase-II.
CIDCO is yet to get the confirmation and schedule
from CR. This item may be considered on top priority to enable further works by CIDCO.
CAO/C indicated that OHE issues are pending. CIDCO wanted the diversion of
trains from old station to new station so that old station can be dismantled. This
point shall also be covered by CIDCO in their presentation on 12.5.15.

Construction of Wadala- Kurla dedicated Goods Line (on deposit terms) is pending
for want of removal of hutments and rehabilitation. Resettlement of the
project affected persons to be done by
MMRDA / MbPT.

allotted the tenements but not shifted from the project site is scheduled on 10.11.2014.
Fresh allotment of tenements held up for want of repairs to the tenements.
CAO/C: Work is held up. MbPT absent on
16/12/14. 445 allotments done. 220 shifted. 680 tenements
repaired. 800 tenements scrutinized. No further progress till 10.2.15.
Now the same 445 shelters are being allotted to
hutment owners of MAP-3 from Wadala end. Commercial encroachments as seen during joint
site visit, should also be planned by MbPT/MMRDA for resettlement at the earliest.
No change on 10.3.15 and 24.3.2015. 70 allotments of commercial sites also done.
Railways requested MbPT to advise MMRDA to
allotments for hutments in the vicinity of Shanmukhanand RUB as there is a long lead item
and its tender is waiting for finalization. 483 allotments done now. Shifted only 220.

was requested by Railways to call CBE and CE//C/ MTP should be called by MCGM for the third

4.85 Cr. with Railway.
Repair work of remaining of 12 Nos. of ROBs has been proposed to be carried out and ROB wise
estimate have been prepared with total cost of Rs.

Dismantling cost of two ROBs already deposited by

The alignment shown in the Navi Mumbai area needs to be resolved since it infringes on
existing structures. At Seawood station, the MRVC has proposed
Fast Track Corridor at grade passing through the
Seawood Station. The clearance from Central Railway is required since one platform of Nerul-
Uran corridor will be reduced to single discharge facility. This decision is required urgently as
phase –II construction of the new Seawood Railway Station will commence shortly and
accordingly the GAD and the design may have to
be revised for certain column and beams. Land requirement put up by MRVC to the south
of Kharghar Railway Station is also to be decided.
The location of the platforms in Panvel Terminus
for Fast Track Corridor is also to be decided.
Detailed inspection was held by MRVC on 31/10/14 with CAO (C). Concept plan submitted
on 07/11/14. DRM/BB to comment on this along
with CE / Plg. It was decided to merge the two lines of the fast
corridor & two line of harbor on the same alignment from CSTM to
Sandhurst road for the making of station between Hon’ble Minister for Railways and
Hon’ble Chief Minister.

for use of this land for Railway purposes will be conveyed to Railways.
Railway to provide the exact net area of the
triangular plot after deducting the Railway reservation of the three tracks corridors on the
periphery of the plot. Thereafter, CIDCO will communicate the terms & conditions for
providing the CIDCO land of the triangular plot to Railways.

04th February 2014. MMRDA arranged a presentation on Metro III by
their consultants on 23/9/14 which was found
very useful by all members. It was assured by railway that whatever land will be required for
few years to lower TBMs will be made available at rates as applied for Chennai Metro by S.Rly,
without any delay. Google map of sites required
for Metro 3 were handed over to W.Rly on 14/10/14. Joint inspection at all four stations has
been completed on 16.10.14 by BCT division along with MMRDA officials. Based on joint
inspection MMRDA has been given clearance to prepare final drawing duly indicating exact
dimensions vide letter no. W.220/2/737 dated
20.10.14. Copy again given in the meeting to Advisor (Civil) MMRDA.
WR confirmed that Google Maps received on
19/10/14 and detailed inspection done on 20/10/14. Tech clearance given on 20/10/14.
Now MMRDA to submit details by 02/12/14. Fresh PDC 17/12/14.

MMRDA requested repeatedly to give photographs of land parcels to be handed over
to contractors of 7 segments within 28 days of finalization of contracts (May end). These

by CR in last fair season, which was stopped during monsoon. Addl Municipal
Commissioner (Eastern Suburb) vide
letter dated 20.05.14 and 07.07.14 had requested GM/CR to give suitable
instructions to concerned staff for restarting the work immediately.
However, same is not still started on site.
The same may be instructed to be
started early.
Meeting between Sr.DEN/S and Director/Project/SWD is scheduled on
14.10.2014. Laying of three pipes (1800mm dia.) out of five
pipes under Yard/Main line completed. In order
to complete the widening project in all respect, four additional works yet to be planned.
Therefore, MCGM has to deposit additional funds of Rs.9,53,58,685/- for completion of balance
work and same has been intimated to MCGM Vide Mumbai division Sr DEN/S/BB letter
no.BB/W/3512/BMC/CLA-nallah/DB dated
24.09.2014. Further, way leave charges of Rs. 3.0Cr has been deposited so far, balance Rs.
6.40 Cr. yet to be deposited by MCGM. Same has been advised vide above letter. To complete
balance work above funds may deposited with
Railway at earliest. Pending approval of AMC for RE . PDC – Feb 2015.
Leftover work of connectivity is being started and shall be completed by 28.02.15. GAD given
by MCGM ON 16.1.15. Approved by Division 30.1.2015. Approved by HQ 10.2.15.
This is Nallah widening by 8 m from the existing
6 to 7m to 14 to 15 m. MCGM to start the encroachment removal and submit photographs
by 03.2.15 in next meeting of before and after condition of removal of encroachments.

1. The work consists of laying 1.60 M.dia. pipe under steel casing of 2.50
M.dia. MCGM has made payment of Rs.
58,40,408/- on 13.01.2001 to CR. The work was reported to have been
completed by CR in the year 2007. Now, MCGM has taken up work of
laying 1.60 M.dia pipe below the MbPT
Railway track on downstream side of the said work.
A Trial pit was for the said work when it is observed that the Railway
authorities have laid only the steel
casing pipe below harbour Railway track and the 1.60 M. dia pipe is not
laid inside the casing pipes. CR to expedite the work of laying 1.60
M.dia RCC pipe inside the casing pipe for the portion below Harbour Railway
track to enable MCGM to lay the
downstream side pipe line with proper connectivity.
2. Further, on upstream side the newly laid drain has to be connected to
the existing drain for which excavation
will be required in the Railway land at km 7/17-18 near Railway track. CR is
requested to grant permission for the same.
DRM / BB: MCGM may give a firm proposal along with the
execution schedule.
CBE: 1) The work of Casing pipe under Railway track
has already been completed in 2007. MCGM is to carry out the work of laying RCC pipe through
the Casing pipe.
2) No proposal received for extension of drain on up stream side at km 7/17-18. On receipt of
proposal matter will be examined by Railway.

Mumbra.
For 5th and 6th line between Thane Diva, BSES
survey was carried out in 2012 to identify the hutments in safety Zone at Reti bunder and Rana
Nagar ( km 38/6-16) between Kalwa and Mumbra,
As per the survey, 98 Project Affected Persons
were required to be rehabilitated at Retibunder.
Accordingly, the proposal for rehabilitation of these was processed by MMRDA. However, it has
been observed that about 160 nos. new unauthorized hutments have come up recently

due to which R&R work cannot be taken up.
Similarly at Rananagar, 26 Project Affected Persons/Shops were identified which were to be
rehabilitated and the proposal for rehabilitation was processed by MMRDA. However, it has been

hutments have come up inside the Anand Patil Workshop recently which is hampering the R&R
work.
The ongoing works at Thane-Diva will be held up and suffer if these unauthorized hutments
/encroachments are not removed. It is requested
that these encroachments may please be removed early.
Second round of demolition to be planned by Mumbai division in March 15. Thereafter MRVC
to secure land by dumping sleepers or rails
