HARRISON COUNTY BOARD OF EDUCATION
May 21, 2012
The Harrison County Board of Education held a regular meeting Monday, May 21, 2012, at
6:00 p.m., at the Harrison County Schools Board Office, 408 E.B. Saunders Way, Clarksburg
WV. Members of the board present were:
Paul J. Howe, III, President
Charles P. Reider, Vice President
Allen Gorrell, Member
Michael L. Queen, Member

Staff members present were: Anthony Fratto, Assistant Superintendent for Operations and
Facilities; Wendy Imperial, Assistant Superintendent for Curriculum and Instruction and
Technology; Dr. Greg Moore, Assistant Superintendent, Human Resources and Policy; Sharon
Haddix, Director of Finance; James Eschenmann, Technology Curriculum Coordinator; Steve
Casto, Purchasing Director; Neil Quinn, Clerk of the Works; Todd Poole, Instructional
Technology Media Trainer; and Patty Britton, Secretary.
Mr. Howe called the meeting to order at 6:10 p.m. then led the Pledge of Allegiance. Mr.
Gorrell asked for a moment of silence in honor of Sam DeMarco, a supporter and long time
friend of education who passed away earlier in the day. He then led an invocation.

At 7:12 p.m., Mr. Reider made a motion to take a five minute recess. Mr. Sturm seconded
the motion. All members voted ‘aye’.

Mr. Reider made a motion to approve the consent items. Mr. Gorrell seconded the motion.
Mr. Sturm made a motion to change the wording on section 5102.7 of Policy 5012 to read
“Teachers in Harrison County Schools shall regularly document classroom activities promoting
cultural diversity and the special characteristics of the American culture.” Mr. Gorrell seconded
the motion. All members voted ‘aye’.
All members then voted ‘aye’ to the consent items as amended.

E. Grading Policy Waiver – West Milford Elementary – Board Memo #360-11-12
West Milford Elementary School requested a waiver from the Harrison County
Grading Policy regarding grades for third grade science, social studies, and health. This
was a continuation of the waiver for the current school year.
F. Step 7 Plan for Improvement of Instructional Programs – Board Memo #362-11-12
The Step 7 Plan for Improvement of Instructional Programs was presented.
G. Approval to Purchase Cisco Servers – Board Memo #366-11-12
As part of our network infrastructure upgrade 6 additional Cisco Blade Servers were
needed. These items are included in the West Virginia Department of Education Tools
for Schools contract therefore a request for bids was not required. However, since the
extended cost for these servers was $141,000 approval from the governing board was
required. Monies for this purchase were approved in the FY13 technology budget. The
effective date of the purchase would be July 2, 2012. Approval for the purchase of 6
Cisco B230 Blade Servers from Pomeroy Computer Resources of Dunbar, WV in the
amount $141,000 was requested.
H. Policy 1102 – Emergency Closing of Schools – Board Memo #239-11-12
This policy was reviewed by a team of individuals, including teachers,
administrators, students and parents. After a 30 day public comment period, only two
comments were received. It was requested the Policy 1102 be approved on second
reading.
I. Policy 4405 – Communicable Conditions – Board Memo #284-11-12
This policy was reviewed by the Health Services Department as well as a team of
individuals, including teachers, administrators, students and parents. The team
recommended a public comment period for this policy. This policy was placed on a
thirty (30) day public comment period; only one comment was received. It was
recommended that Policy 4405 be approved on second reading.
J. Policy 4101 – Student Code of Conduct – Board Memo #332-11-12
This policy was reviewed by a team of individuals, including teachers, administrators,
students, and parents. It was recommended that the policy be approved on first reading
and open the policy for a 30 day public comment period.
K. Policy 5501 – Promotion and Retention – Board Memo #367-11-12
This policy was reviewed by a team of individuals, including teachers,
administrators, students and parents. The policy was also reviewed by the Harrison
County Schools Mental Health Committee. It was recommended that the policy be
approved on first reading and open the policy for a 30 day public comment period.
L. Policy 3112 – Civility – Board Memo #368-11-12
This policy was reviewed by a team of individuals, including teachers,
administrators, students and parents. It was recommended that the policy be approved
on first reading and open the policy for a 30 day public comment period.
M. Policy 5601 – Technology and Acceptable Use – Board Memo #369-11-12
This policy was amended by a committee representing a cross-section of technology
staff through the school district. This policy was then reviewed by a team of
individuals, including teachers, administrators, students and parents. The team did not
recommend a public comment period for this policy, therefore it was requested the board
approve this policy on first reading and waive the second reading.
N. Policy 5301 – Travel Study – Board Memo #370-11-12
This policy was reviewed by a team of individuals, including teachers,
administrators, students and parents. The team did not recommend a public comment
period for this policy. It was recommended that this policy be approved on first reading
and waive the second reading.
O. Policy 5102 – Multicultural Education Program – Board Memo #371-11-12
This policy was reviewed by a team of individuals, including teachers,
administrators, students and parents. The team did not recommend a public comment
period for this policy. It was recommended that the policy be approved on first reading
and waive the second reading. (Wording changed in section 5102.7 as motioned above.)
P. Policy 5101 – Alternative Education Program – Board Memo #372-11-12
This policy was reviewed by a team of individuals, including teachers,
administrators, students and parents. The policy was also reviewed by some staff of the
Harrison County Alternative Learning Center. The team did not recommend a public
comment period for this policy. It was recommended that the policy be approved on
first reading and waive the second reading.
Q. Policy 4305 – Child Abuse – Board Memo #373-11-12
This policy was reviewed by a team of individuals, including teachers,
administrators, students and parents. The team did not recommend a public comment
period for this policy. It was recommended that the policy be approved on first reading
and waive the second reading.
R. Credit Recovery Summer Positions – Board Memo #374-11-12
Permission to post, through RESA 7, positions for the Harrison County summer
credit recovery program was requested. These positions would be funded with Step 7
monies. The dates needed, the number of teachers, and the length of time required for
each position are listed below. The total cost would be $5,600.00.

Under “Building Programs” Mr. Reider made a motion to approve the items as presented.
Mr. Queen seconded the motion. All members voted ‘aye’.
With a portion of the funds from the sale of the excess real property (Item B under Building
Programs), Mr. Sturm made a motion to secure bids for a scoreboard, not to exceed $7500, for
the Lincoln/Lumberport Middle School soccer field which is located at Big Elm Elementary.
Mr. Gorrell seconded the motion. All members voted ‘aye’.
The “Building Programs” items were as follows.
A. Application for Payment #22 – City Construction Company – Lumberport Elementary
School – SBA – Board Memo #363-11-12
Application for Payment #22 in the amount of $7,176.49 was from City Construction
Co., Inc., for the new Lumberport Elementary School. This project is being funded with
SBA and local funds. This request has been approved by our staff and Omni Associates,
Inc.
B. Sale of Excess Real Property – Board Memo #365-11-12
On May 8, 2012, a public auction was held at the Harrison County Court House for
the purpose of selling two properties (Haywood ball field and UTC ball field). A
minimum bid was established for each property -- $5,000 for the Haywood property and
$40,000 for the UTC ball field. Dr. Brad Franz offered the only bid ($40,000) for the
UTC ball field. Mr. George Hagen offered the winning bid for the Haywood property
with a bid of $15,500. Approval to sell the Haywood and UTC ball fields at the above
listed amounts to Dr. Brad Franz and Mr. George Hagen was requested.
Under “Information”, the board received the following reports:

B. April Financial Report – Board Memo #361-11-12
The Board Financial Report was for the month of April. This report included all
financial activity for the month, including income statement and balance sheet accounts
for Harrison County Schools. It also contained balance sheet accounts for the agency
funds of the United Technical Center and RESA VII.
Mr. Reider made a motion to approve the personnel agenda as amended. Mr. Sturm
seconded the motion. All members voted ‘aye’.
At 8:05 p.m., Mr. Queen moved that pursuant to 6-9-1-4(2) of the West Virginia Code, the
board go into executive session to discuss personnel and personnel matters which, if discussed
in public, might affect adversely the reputation of any person. Mr. Reider seconded the motion.
All members voted ‘aye’.
At 9:05 p.m. Mr. Sturm made a motion to return to regular session. Mr. Reider seconded the
motion. All members voted ‘aye.’
At 9:10 p.m., Mr. Queen made a motion to adjourn the meeting. Mr. Gorrell seconded the
