October is one of my favorite months of the year. Florida’s fabulous fall weather is starting, with nighttime temperatures cooling off and the humidity

dropping a bit. We can finally get back to enjoying outdoor activities with our families and friends.

At the end of the month is Halloween – a favorite holiday of children and kids at heart. What better

way to spend some family time than searching for the perfect pumpkin in one of the area’s many pumpkin patches, then rolling up your sleeves to carve a jack-o-lantern? It’s the quintessential Halloween decoration.

Soon our streets will be filled with pint-sized princesses and witches, villains and superheroes. Let’s all have some fun while watching our little ones (and big ones too!) roam the neighborhood dressed up as their favorite characters. Don’t forget to take lots of pictures, as these are the memories that will last a lifetime.

The city of miramar capped off the first week of school with a Family Fun Day at Vizcaya Park on Saturday, August 23rd. Sunny, blue skies greeted

the crowd that came out for food, fun, and a chance to meet some local VIPs. Organizers were expecting up to five hun-dred people to attend this event, after roughly four hundred people came to the inaugural event last year.

Headlining the occasion was Calvin Hughes, news anchor of WPLG Local 10 and a Miramar resident since 2006. People lined up to take pictures with Hughes and get his autograph. “This is a great event, and I wanted to be a part of it,” said Hughes. “I love meeting people that I may only talk to through the camera lens, and getting to shake their hand and look them in the eye.”

Watching his three children, Solomon, Roman, and Sakala, play in the park’s recreation room led Hughes to talk about the influence he can have over today’s youth.

“I’ve been put into a position to inspire kids from rough back-grounds and be a beacon of hope,” Hughes said. “It’s not about where you start, but where you finish. I tell kids today that you are the master of your own destiny.”

Latin urban musicians Ronny and Blanco had the crowd dancing while children played on bounce houses and water slides. Representatives from U Cube brought their mobile gaming theater for kids that wanted to test their video gam-ing skills. Mixed martial artists Ailton Barbosa and Hector Lombard were also in attendance to greet some of their young fans. “I wanted to come out and support our friends in the community, especially all the children,” Lombard said.

Local restaurants like Latin cuisine purveyor Raspaos, Bokamper’s Sports Bar and Grill and national chains like Chick-fil-A and Texas Roadhouse kept the crowd well fed. The Miramar Cultural Center had a booth to let people know about their schedule of performances and held a raffle for two tickets to an upcoming show.

Many residents of the nearby Vizcaya neighborhood came to the celebration. Natalie, who declined to give her last name, brought her son after they both enjoyed attend-ing the event last year. “The kids were tired and stressed out after the first week of school, so this event was perfect,” said Natalie, admiring the temporary tattoo a friend just received. “Go City of Miramar!”

Family Fun Day was also a chance to showcase one of the crown jewels of Miramar’s extensive park system, Vizcaya Park. The center has rooms available for meetings, parties, and baby showers. Families had the chance to sign up for a full slate of youth sports like football, basketball, karate, and soccer. Signs around the park highlighted the many environmentally-friendly features of the campus, from energy-efficient lighting to the recycled material used to construct the Community Center itself. Park administrators are planning to install a splash pad water play area and add three more pavilions in the coming months.

“One thing about living here in Miramar is that it’s like you’re part of one big family,” said Magaly Prezeau. “Today is like a big family reunion. What better way is there to spend a beautiful, sunny Saturday?”

With so many youth sports leagues about to kick off, Vizcaya Park admin-istrators are looking for volunteers to help coach many of the teams. The city of miramar is about to break ground this month on an amphitheater at Miramar Regional Park, with an attendance

capacity for up to 5,000 people. Major amenities for the amphitheater project include covered seating for 3,000 patrons, 2,000 uncovered lawn area seating, a 100’ x 40’ stage which will provide flexibility regard-ing the types of programming that can presented at the new venue, dressing rooms, loading dock, restrooms and showers.

Complementing this project will be a Promenade and Corporate Pavilion which completes the expec-tations for the City’s plan to be considered a major entertainment destination. A diverse community of 126,619 residents and recognized as a geographic hub for numerous corporations of various sizes including major players in key global industries such as airlines, cruise lines, healthcare, finance, media and communications, there will be numerous opportunities for employment, promoters, the busi-ness community and sponsors as this major project gets underway.

Miramar Mayor Lori C. Mosely said she is excited to see Miramar expand its entertainment reach with this project. “ As a Commission we will also ensure the concerns of our residents such as noise, crowd and traffic control are addressed throughout growth stages including the construction of the Amphitheater,” she said.

It was a battle between the miramar police Department and the Miramar Fire Department on September 9th at Texas Roadhouse as the two super

hero departments participated in a Guns and Hoses Rib Eating Challenge for charity. All in good fun, five chal-lengers from both departments had to eat a rack of ribs in a relay competition which ultimately the police depart-ment won.

Tania Rues, Public Information Office for the Police Department, said the competition was close and very exciting. “Although there were only five participants from each department, both departments had big cheering squads. As we often go out on calls together, it was nice to all be together doing something fun for a great cause,” Rues said.

Participating from the Police Department were Detective Joe Tomlin, Officer Damaso Espiritusanto, Officer Natasha Richardson, David Potter and Adrian Spence. The Fire Department was represented by Jake Destajo, Manuel Esparza, Mike Pagano, Francisco Pineda and Orlando Segarra.

Texas Roadhouse donated 10 percent of the night’s food purchases. The police department received five per-cent and the fire department received five percent to sup-port the charities they represent. The fire department has their five percent earmarked for Joe DiMaggio Children’s Hospital and the police department’s will go towards the Miramar Police Foundation scholarship fund.

The event was such a success that there are already discussions underway to do it again next year.

The friends of miramar library are looking forward to their fall book fair and bake sale on Saturday, October 11, 2014 at the

Miramar Library from 12 noon until 5:00pm. The bake sale portion is always well stocked with lots of good-ies. Along with scrumptious baked goods they’ll have yummy popcorn.

Patrons can fill a bag of books for one $5.00. There will be a wide variety of books including fic-tion, non-fiction, reference, children’s materials, CD’s,

DVD’s and other merchandise. Several local authors, including Miramar resident

Vincent Sachar, will also be on hand promoting and selling copies of their books. Sachar, is currently promoting his second book called “Nowhere Out”, a sequel to his first book “The Nowhere Man”

“Nowhere Out” is about a man with a mysterious past. Once dubbed as the “Ghost Assassin” the main character, Navy SEAL Lt. Commander Kent Taylor, is being challenged to risk revealing himself to a world

he has left behind. This book is perfect for anyone who enjoys action, intrigue and startling twists.

The Friends of the Miramar Library is a non-profit organization dedicated to raising funds, community awareness and advocacy campaigns in support of the Miramar Library. Friends support various events, training programs and has provided funding for library equipment.

In october, we wear purple ribbons for Domestic Violence Awareness Month. According to the Florida Coalition Against Domestic Violence (FCADV), the

most current national studies on domestic violence suggest that from 22 to 25 percent of all women will experience domestic violence at some point during their lives. Victims often refuse to report domestic violence incidents or are reluctant to follow through with the justice system due to the fear of retribution from the abuser. Unfortunately, domestic violence cases that do

not get resolved have a higher likelihood of ending in homicide. At the Broward Sheriff’s Office, we are committed to changing these statistics.

BSO is the only law enforcement agency in Broward County with an Intimate Violence Enhanced Service Team (InVEST). InVEST is sponsored through a grant funded by the FCADV and specifically addresses intimate partner violence (IPV) to decrease homicides. The greater the support a victim receives from InVEST, the greater the chance that the victim will not feel discouraged by the criminal justice system, and then drop charges or go back to the abuser.

A BSO InVEST detective is assigned to the Special Victims Unit (SVU) in Criminal Investigations Division (CID), handling 30 to 40 IPV cases per month. Within 24 hours of an incident being filed and submitted to InVEST, the victim is contacted and immediately referred to social services within the community. Often, the victim does not know there are free services available through local nonprofits, such as Women in Distress, to pay for rent, food and legal aid. There are also safe houses and shelters, counseling and job placement options to allow the victim to reclaim his or her life. BSO partners with nonprofits and the State Attorney’s Office to ensure the victim receives the help he or she needs.

Our InVEST detective also works to hold abusers accountable for their actions. After charges are filed, the perpetrators often urge victims to drop the charges. Any form of contact, even if the abuser asks a friend or family member to inter-vene, violates the No Contact order that a judge serves during the perpetrator’s first appearance hearing. If an abuser is in jail, more charges are added. If the abuser is stalking or harassing the victim while out on bond, another warrant is filed for arrest. Since the majority of deputy injuries and deaths occur from responding to domestic violence calls, we take every precaution. In some cases, BSO’s Fugitive, Violence Intervention Proactive Enforcement Response (V.I.P.E.R.) and SWAT units assist InVEST and SVU to track down and arrest the perpetrator.

InVEST is also involved in agency-wide proactive awareness. Over the course of InVEST’s two-year grant program, our detective will train at least 600 deputies about risk assessment to know how to ask the right questions when responding to domestic violence calls. InVEST supplies our deputies with domestic violence reference cards with applicable state statutes and 24-hour hotline numbers, as well as investigative kits containing cameras and digital recorders to document evidence while on scene. This evidence is then used in court to increase the likeli-hood of successful prosecution. Deputy risk assessment training for domestic violence will be written into BSO policy and procedures before the InVEST grant program ends in July 2015. I want every deputy to be a better responder when it comes to matters of domestic violence. My goal is also to educate other agencies in Broward County on the benefits of InVEST.

Domestic violence not only affects those who are abused, but also has a substantial effect on the community at large. Children who grow up witnessing domestic violence are among those seriously affected by this crime. Frequent exposure to violence in the home not only predisposes children to numerous emotional, social and physical problems, but it also teaches them that violence is a normal way of life, which increases their risk of becoming society’s next genera-tion of victims and abusers.

As sheriff of Broward County, I want every resident to know that domestic vio-lence will not be tolerated. Help is here and you are not alone. Our deputies are on your side, and we’ll do all we can to keep you safe.

getting your child’s Eyes ready for the classroom

Many doctors believe that around 80% of learning occurs through a child’s eyes. Since a child’s eyesight may change frequently, consistent

eye and vision care is crucial to a student’s classroom success. Surprisingly, most parents are not including eye exams as part of their child’s back-to-school doctor’s visit line-up. Furthermore, survey results show that over 50% of parents don’t take their child for an eye exam until at least age three. The AOA actually suggests that children receive their first eye screening at six

months, then comprehensive vision examinations starting at age three, before beginning school. Exams should continue to be booked routinely every other year from that point on.

Often the issues a child deals with in the class-room can come from sight difficulties. The number of students who are suffering from undiagnosed vision problems is quite high. Over 60% of students classified as students with learning-disabilities actu-ally have undiagnosed vision problems. Your child will be much better off if you take a proactive role in ensuring your child is seeing properly.

Don’t push off your child’s first vision screen-ing until kindergarten. Pediatricians should perform a dilated eye exam to discover any seri-ous eye problems within the age of two months. Every child should have a complete eye check-up by age five, since early intervention can make a difference. Additionally as a parent, it’s important to see whether your child is reading sufficiently. Generally, kindergarteners are excited to look at books and try and figure out words. Children that don’t read books may be experiencing a vision problem. Before you assume the worst, it’s a good idea to get a vision examination. At the beGinninG of independent walkinG, tod-dlers may walk on their toes. Within three to six months the heel should be touching the ground during gait.

Intermittent toe walking may be present in normal children until age six or seven.

Tightness of the calf muscle is the primary cause to the child that toe walks. Underlying neurological disorders have to always be ruled out. Most children who present as persistent toe walkers are able to lower their heels to the ground when

standing but not walking. Walking heel-toe is possible for a few steps but usually awkwardly due to tight calf muscles. Toe walkers are more common among boys and in many cases are a cause of concern.

Treatment of habitual toe walkers may be necessary to avoid problems that can occur secondary to compensating for the abnormal posture. Compensation may occur by hyperextending the knee, rotating the entire leg towards the outside or having the foot turn down or out, causing a flat foot. It is important to assess the degree of muscle tightness in the hips, knees and legs. Spontaneous resolution may take place in some cases. If the gas-troc soleus (calf muscles) are not severely tight, physical therapy or stretching at home may be of benefit. If unresponsive, serial casting may be necessary.

Serial casting is a process in which the foot and leg are placed in a cast with the foot held in a neutral position. The muscle is placed under stretch while the cast is on and walking is strongly encouraged to help the muscles stretch. Children who are sedentary who are placed in a cast do not get the same ben-efits as those that are active. Casts are applied every ten to fourteen days until the muscle is slightly overstretched. It may take as little as two to as many as eight weeks to improve the muscle flexibility. Following the casts, a night splint may be used for up to six months to maintain calf flexibility.

In some cases the muscle is too tight to respond to serial casting. Surgical lengthening of the Achilles tendon through three little holes in the skin may be needed. It is an outpatient procedure. Casts are applied postoperatively for six to eight weeks. Once healing takes place, physical therapy is provided to maintain lower extremity strength and flexibility. An excellent long-term prognosis is the norm.

Perhaps the hottest topic in foreclosure cases at the moment is the proper application of a statute of limitations defense. The laws that set deadlines by when lawsuits must be filed are called statutes of limita-

tions. Different deadlines exist for different types of lawsuits, and they vary by state. If properly asserted, a statute of limitations defense can prevent a creditor from obtaining a judgment against you even if you owe the money! In Florida, there is a five year statute of limitations to file a foreclosure case, and a one year statute of limitations for a deficiency judgment after foreclosure against a homeowner. The tricky question for Florida homeowners is when does the statute of limitations begin to run?

According to Florida law, the five year statute of limitations on a foreclosure action begins to run from the date of default (i.e., date of last payment). Generally, it runs continuously, unless the homeowner makes additional payments or files for bankruptcy. These scenarios temporarily suspend the running of the statute of limitations. However, if the mortgage holder sues for foreclosure more than five years after the alleged “default date,” a homeowner may be able to successfully dismiss that action. This issue is currently under consideration by the Florida Supreme Court, because lenders claim that each month a payment is not made is a new default date which “resets” the statute of limitations. If they have their way, mortgage holders and lenders could technically be immune from complying with Florida’s five year statute of limitations.

A deficiency judgment is a claim against a borrower for the difference between the amount owed under the loan and the amount for which the property was sold at a foreclosure auction. In Florida, the statute of limitations for deficiency judg-ments resulting from foreclosures on or after July 1, 2013 is just one year. The time period begins to run the day after a certificate of title is issued by the court clerk. If the property was sold before July 1, 2013, then the statute of limitations is the earlier of five years or July 1, 2014. Any deficiency judgment action commenced after these time frames will be dismissed.

I hope all of you enjoyed this past labor day weekend dedicated to the social and economic achieve-ments of American workers. Did you know, Labor Day did not

become a national holiday and a Congressional Act without organizers that believed in this cause? Today, organizers use elections to aide in their fight for equality and progressive changes. Unfortunately, the August primaries did not reflect the enthusiasm that once penetrated polling sites. In fact, Broward County reported the second lowest voter turnout in the state

with only 10% of the 1.1 million registered voters respectively casting ballots. Some readers may not realize these elections are just as important if not more, than the November general elections. Yet only a few of us choose to exercise our constitutional right to vote during August primaries.

I urge everyone reading this column to get educated about the importance of casting your ballots in every election cycle. We can never stop fighting and elect-ing officials that will help us continue the fight for every cause that’s important to us as individuals and American citizens. On Tuesday, November 4, 2014, polls will open again and provide yet another opportunity for you to have a voice and cast your ballot. On this ballot you should expect to see elections for Federal, State, Multicounty and District Offices, County offices, Circuit and County Court Judges. Registered voters should also expect to see Qualifiers for Municipal election as well. In the City of Miramar, residents will cast ballots for the remaining term of Commission seat #1, a full four (4) year term for Commission seat #4 and City of Miramar Mayor Seat #5.

Take part in the process and be heard. If you’re not a registered voter, find out how by logging on to www.browardsoe.org. If you are, encourage others to vote on Election Day, Tuesday, November 4, 2014. You won’t know if it works unless you do it. Rock the Vote!!
