Suggested amendments to Marr, Logie Coldstone settlement statement

Logie Coldstone is a village situated on the edge of the Cairngorms National Park, with Morven, and a large area of native Scots pine woodland, providing an attractive scenic backdrop. Logie Coldstone is an active community with a primary school and community hall. These facilities are central to the community and by promoting growth in this settlement, development will support these assets and contribute to the long term viability of the community. There is a community desire for the hall and the site adjacent to be conserved for community use. An allocation to create new homes, including affordable homes, will sustain population and support the school and community facilities.

Planning Objectives: To sustain local services including the primary school and community hall To meet local housing need To promote and enhance the amenity and attractiveness of Logie Coldstone To promote tourism and economic development

Existing Development Sites OP1 housing and amenity

Development Bid Sites Site OP1: mix of uses including potential extension to hall; improved parking facilities for hall and public use; public amenity area and playing field suitable for community events, school sports and public/tourism use; 5 open market homes and 5 affordable* homes.

Site to rear 1-6 Sunnybrae Cottages: late bid for 5-6 units, primarily, affordable* homes.

Conclusion It is proposed that site OP1 be allocated for mixed community and housing use. It is proposed that Sunnybrae be allocated for 5-6 affordable housing units. The primary school site is proposed to be added as a protected site.

Logie Coldstone Trust

Logie Coldstone Trust http://www.logiecoldstone.org/ is a community trust. We own and manage Logie Coldstone community hall and aim to encourage active citizenship and community development. We are a company limited by guarantee and a registered charity.

Our place

Logie Coldstone is an active community with a volunteer run monthly community café at Logie Coldstone hall (see picture below) and a series of annual events, including: Hogmanay party, Burns Supper, Duck Race, Morven Walk, Fun Games, Christmas Fair and Christmas Carol Singing. The community hall also hosts regular sessions of the Logie Coldstone reading group, Logie Coldstone Womens Institute, Logie Coldstone badminton group, Coldstone Sober musical collective, keep fit classes, fiddle teaching, bagpipe tuition, quiz nights, and Logie Coldstone craft group. Logie Coldstone school use the hall weekly for PE and for additional activities that benefit from a larger space, e.g. concerts, Logie Coldstone parent council fund raising events. The hall has hosted weddings, sell out concerts from Phil Cunningham and Aly Bain, Sound Festival events, a live broadcast from Radio 4 ‘Any Questions’ as well as environmental ‘skill exchange’ events and the usual range of meetings and private functions.

Key drivers for the sustainability of Logie Coldstone

In common with many rural communities, having a school, affordable housing, accessible and sustainable transport, including footpath networks, digital connectivity and jobs are key and interdependent factors which help Logie Coldstone to thrive. However, the most central aspect of community life and wellbeing in Logie Coldstone - and our first priority - is sustaining Logie Coldstone school. A statement of support from Logie Coldstone Parent Council is included below.

Community desires

Logie Coldstone Trust carried out a major refurbishment of Logie Coldstone hall in 2013. Much of the motivation and drive for the refurbishment stemmed from wanting to create and sustain good facilities for the children and young people within our community and to support Logie Coldstone school. The hall has limitations though, particularly in relation to parking facilities and constrained

boundaries of land making extension to the building impossible. During the past few years the Trust has approached the owner of neighbouring site OP1 (proposed for removal for LDP 2021) to enquire about leasing or purchasing land adjacent to the hall. Previous approaches were declined but fresh discussions are now ongoing and the Trust is working in conjunction with the owner to put forward plans for site OP1. The Trust wish to see site OP1 include:

enhanced car parking facilities for the community hall potential extension to hall and enhanced disabled access public amenity area and playpark (suitable for annual community fun games, school sports

and public/tourism use) 5 affordable homes (with a further 5 open market homes on site)

This proposal also has the benefit of providing a focal point or ‘centre’ for the settlement of Logie Coldstone, something it has lacked hitherto. We believe the proposal is also more realistic and achievable than the previous allocation for site OP1 which included provision for 25 homes.

In the longer term the community would like to create footpaths which link Logie Coldstone to Migvie Church, Tarland and Dinnet (and the Deeside Way). There has also been discussion about making Logie Coldstone a more attractive place for people travelling through on the strategic A97 road to stop. An enhanced amenity area and improved parking facilities next to the hall would support this ambition and may enable the future development of the hall to consider the needs of tourists and visitors, e.g. making the hall toilets accessible. We currently receive a number of requests from walking groups who wish to climb Morven and use the car parking and toilet facilities at the hall. We are also in the process of negotiating the transfer of ownership of Migvie Church from the current owner to Logie Coldstone Trust (https://www.undiscoveredscotland.co.uk/tarland/migviekirk/index.html). Whether or not the transfer goes ahead, it would be helpful to link up Logie Coldstone and Migvie via a footpath to enable visitors and residents to enjoy both Migvie kirk and the facilties available at Logie Coldstone hall.

Community action plan

Although there is no action plan in place at present for Logie Coldstone or the wider area of Cromar, the Trust assisted Cromar Community Council in gathering information to inform a potential community action plan. The information was gathered at one of our monthly Logie Coldstone community cafes during 2018. Feedback showed considerable community support for sustainable development including further development of the hall, affordable housing and support for the school, all of which the late bids for sites OP1 and Sunnybrae would enable.

Late bids for site OP1 and site to rear of 1-6 Sunnybrae Cottages

Late bids for the above two sites have been submitted.

The owner of site OP1 is fully supportive and the bid was prepared in conjunction with the owner. An email confirming the owner’s support is included with the bid document.

The site to the rear of 1-6 Sunny Brae Cottages is currently on the market. The Trust has contacted the selling agents to request further information and informally express an interest in the site. The selling agents have confirmed that the site owner is happy for the site to be put forward as a late bid.

To the Logie Coldstone Trust,

I am writing on behalf of Logie Coldstone School Parent Council in support of your submission to the Local Development Plan 2021.

The parent council is very keen to see our local community continue to grow in a sustainable fashion, and the inclusion of the sites proposed in the Local Development Plan 2021 would significantly help this by increasing the availability of housing. The building of more houses, in particular affordable houses, is crucial to sustaining the local population and helping the community flourish in the future. More families living in Logie Coldstone will obviously support our Primary School, and a thriving school will in turn feedback into making the community even more sustainable. The proposed enhanced facilities around the local hall will also provide the children and young people with more opportunities for outdoor activities.

I hope you will be successful with your representation, as its extremely important that the sites are included in the Local Development Plan.

My clients have no objection to your promotion of the land, but as far as I know it already is zoned for development, having recently had planning permission granted- if I recall correctly for a couple of different schemes over the last 10- 15 years. It may therefore not be necessary to promote the land again. In fact I think at one stage there was an application for 6 affordable houses, but that was some time ago. It may be worth you making further enquiry of the Council as if it is appropriately zoned it may expedite the process and save on some costs for the Trust.
