1. MINUTES OF OCTOBER 31, 1996 MEETING

Jack Scott Property- the deal finalized Friday, November 8, 1996, Jack Scott will reside on the property

Membership - this item is on the agenda for this meeting

Bev's House - Toby is living in Bev's house, Gwen's belongings are stored at the Crisis Centre garage for 30 day limit

Trustees - Cheryl handed in her resignation as Independent Trustee -Mike Ciavarella and Midland Walwyn made presentations regarding investments

** COUNCILLOR WANDA CHIBLOW STATED THAT SHE WAS NOT PLEASED WHEN SHE ATTENDED THIS MEETING ON FRIDAY. A TRUSTEE WAS HOSTILE AND BITTER TOWARDS COUNCIL. SHE STATED THAT IT WAS NOT FAIR THAT HE BEHAVED THIS WAY. COUNCIL WERE INVITED TO THIS MEETING AND THIS TRUSTEE SHOULD HA VE ACTED PROFESSIONAL. THIS MADE HER FEEL LIKE SHE SHOULD NOT HA VE BEEN THERE, AND THEN HAD TO GO BACK TO WORK AT THE DAYCARE TO WORK WITH CHILDREN**

2. UPDATE FROM BAND ADMINISTRATOR - JIM CADA JR.

Nogdawindamin - Proposed office rental - Jim calculated the rental space Nog would be renting - he would like to get a commitment for a one year lease - estimated area 836 sq.ft@$13. = $10,909.80 - estimated expenses total $6600. to run office - Atco will be asked to remove the trailers within a month

Transfers - recommended acceptance of Community Opportunity Planners budget transfers by the Finance Committee

Approval of Letter to John Jewitt - letter was prepared to John Jewitt regarding encroachments- Mississauga First Nation would be willing to grant a L. U.P. to Frank Nagy when the lands are transferred to the First Nation - encroachment is described as Lot 9, Concession 5, Township of Patton covering an area of .05 acres - a fee of $150. For a 10 year L.U.P. would be charged ($15.00/yr.) - Council agreed to have this letter sent

Removal of sand at Sauer Pit - request to MNR forremoval of sand at Sauer Pit - if some other pit can be found, this will be done

Water Engineering Study - letter to R.J. Burnside & Associates to proceed with the iron and manganese removal process for our water system

Henderson & Paddon - requesting Council's permission to proceed with costing formaintenance plan fordump site - pictures of storage bunkers were passed around - there would be a scavenger area - this is feasible to do, Jim will approach INAC forfunding

SFL - Senior Negotiator - suggestion that Keith Sayers be asked to be the Senior Negotiator for Mississauga - Keith is knowledgeable in Forestry - he would be looking after total band interest - Council agreed with this suggestion

Renovations -$16,000 available for approval - a list of renovations have been provided - there are priorities listed and it was also stated that Alice Niganobe needs to have her soffitand fascia completed and also to raise up the centre beam under her house

SOSSA - Survivors of School Sexual Assault - requesting office space to conduct this venture - they have no funding sources - operating out of Thessalon, Serpent River and Birch Island - Serpent River have always been supporting this survivors group so it was stated that maybe Serpent River should continue

3. BCR #074-96-97

- support to the Anishnawbek ''AA" Stars hockey team - players that are playing in the Blind River Minor Hockey Association are not getting released to play in the native hockey team - Council agreed that the players should have the option to play in the Anishnawbek Team if they wish

4. REQUEST FOR DONATION FROM ANISHNAWBEK ''AA" STARS

- Council have agreed to donate the sum of $200. to this organization

5. MEMBERSHIP- MATT ARMSTRONG

- an explanation was given that 11 transfers have to be voted on - a date had to be set and it was decided that November 30/96 from9:00 a.m. to 6:00 p.m. - it was stated that it should be the community members that decide whether to accept the transfers and not just the Chief and Council - it was also stated that instead of an appeal process, it should be a re-application - everything will be set for the vote and the counting will be carried out afterwards

6.HOUSING

a) Nanette Boyer - Nanetteis requesting 2 new doors - Council agreed to supply these doors

b) Eugene Momingstar's Home - Chief Boyer has visited this home and stated that there is a lot of problems - in his opinion, this house is not repairable - he has spoken to Ernest Morningstar many times about the living conditions - Chief Boyer suggests that Eugene Morningstar be alloted Toby Morningstar's older home - Council agreed with this but stated that the other house be destructed or salvaged forDavid's purposes

c) Emmett's House - Mitchel Cada suggested that he be re-located to Emmett's side because this way he would be able to ensure that he has hot water when he returns from school on the weekends - Chief Boyer stated that he would contact Glen Armstrong to see what his intentions are about moving into this side (Emmett) of the house as this was allocated to Glen in the first place

7. CORRESPONDENCE FROM JOAN DAYBUTCH

- Joan has a concern regarding the Trust - not enough information is getting out to the community members and she believes that there is trouble among the Trustees - she states that Chief and Council have a responsibility to the community as leaders to call a meeting with the Mississagi Trust - Council have directed the Trust to have a community meeting regarding Trust business and a letter will be written to this effect

8. ECONOMIC DEVELOPMENT CORPORATION - COUNCIL APPOINTEE

- Jim Cada Sr. has resigned his seat in the Development Corporation Board of Directors - the Corporation requires a Council appointee to take over this seat - Melanie Daybutch has been asked if she was interested in sitting on this Board - she stated she would but wanted to speak with Council first - she wanted to know what is expected of the representative and will remain on this Board until the next Chief and Council election - possibly an orientation package could be set up for the new Council to know what is expected of them when they carry out their portfolios - Council was in full consensus that she take this position

9. REQUEST FROM BLIND RIVER EMERGENCY FOOD BANK

- Blind River Emergency Food Bank are requesting a donation for the food bank - Council know that this is a very worthwhile cause and have agreed to donate $400. and are asking the Recreation Committee and the Variety Club to match this donation - this will be a total of $1200.00 from the Mississauga First Nation

10. RECOMMENDATION FROM HEALTH & SOCIAL SERVICES DIRECTOR

a) Salary Adjustment for CHN & CSSPINNADAP Secretary

- Fernis requesting approval to adjust salaries for the above - in both instances the staff were initially hired as part-time employees at an hourly rate - each later became full-time employees and their salary was calculated on their hourly rate for the actual 32 hours they work each week

- in reviewing other programs, it is noted that the salaries of other staff are based on either a 37.5 or 40 hour work week even though they work the same 32 hours each week - as a result, they lag behind other Band employees despite their valuable contribution to the Team - Council agree with the recommendation and salaries will be adjusted as such with the CHN receiving 15 weeks adjustment and the CSSPINNADAP Secretary receiving 25 weeks adjustment

- BCR #076-96-97 has been signed to this effect

b) Extension of Health Care Aide Worker

- the Adult Care Co-ordinator, Kathy Chiblow is requesting an extension of the contract forLorraine Perron - because of an indefinite leave of absence and a resignation of a staff member, there is a shortage of workers - Lorraine possesses special skills and her services is required fora client in the community - her service will be billed to the Ministry - Council agreed to the extension which will be to January 9, 1997

- BCR #075-96-97 was signed to this effect

11. OTHER BUSINESS

a) Correspondence from Darrell Jacques

-Darrell has submitted his resume to apply for a part-time position with Mississauga First Nation as a maintenance mechanic - he has 20 years experience in mechanics - he is presently working for another company but is willing to do maintenance of the heavy equipment when he is in town every two weeks - Mark Cada was supposedly doing the maintenance for the machinery, now Chief and Council are requesting a report from Jim Cada Jr. on Mark's work - Council would like to know what he has done so far, what expenses have been incurred and is the manual ready that he was suppose to prepare - this information to be brought back to the next Chief and Council meeting

b) Representative for the Treatment Centre

- Joyce Morningstar is one of the representatives - Linda Chiblow has agreed to be the other representative - a letter will be written to the Treatment Centre to advise

c) Memo from Gerry Jackpine

- Gerry is requesting permission to cut some pine logs to build a garage - he requires about 100 logs - 20 feet long - Gerry states that he will scatter the cutting and is looking at the area beside our present landfill site - Council agreed with this because he is not doing a business but cutting a few logs for his own personal use - a letter will be written stating that our answer is favourable but he must clean up the tops in the bush

d) Request from Denise & Derrick Lofstrom

- requesting Chief and Council to designate a section of land located at the top of the old dump hill (west side, approx. 150' x 200 ')for the purpose of building a structure to be used as a Auto Repair and Towing business - the clearing and construction of the proposed site would be their sole responsibility - Linda Chiblow stated that she told Derrick that Council would probably want him to set up his business in the Industrial Park - Council wants Denise and Derrick to be referred to Andy Arnott,Community Development Planner and then possibly another meeting with Council

e) Contribution Agreement - Health Careers Program

- received approval forthis program in the amount of $3000. - Council signed this agreement

f) Bussing

- a letter has been forwarded to Chief and Council from Diane Morningstarregarding Sandra Nolan's bussing proposal - the concern was her continued drug use and irresponsible behaviour - Annie stated that the Education Committee has followed through with this proposal - Donald Gionette is on a training program - Wayne Maciver will always be on the bus with Don - this could become a Human Rights issue - Chief Boyer has spoken with Staff Sergeant Beattie and he states that he has never heard of this - a letter will be written to Diane stating that there are a number of concerns that must be addressed before a final decision is made regarding the bussing venture

g) Blind River Sign

- the population sign for Blind River is situated right next to the Eldorado Road - Chief Boyer states that he will be taking to Vyrn Peterson or Ken Kennedy regarding the location of this sign
