MACAA INVESTMENT REPORT July 1, 2016 to June 30, 2017
For the fiscal year which runs from July 1, 2016 – June 30, 2017 the
investment account with Raymond James had a positive Investment Result of
$4,000.00. Not the greatest, but it did not reflect a loss.
This investment account exists because of a select few members of MACAA back when we held the National Association of County Agricultural Agents Conference in Mississippi in the year 2000. They managed their monies conservatively and many took part of their salary and supplemented the National meeting that year. When all was said and done, they collectively and unanimously decided to take the money left after the National meeting and start an investment account where the interest gained would assist with MACAA expenses. (It has done exactly that!) We need to remember where this money came from and strive to conservatively manage the account so it will continue to support us for years to come. This account is being monitored closely by the investment team and is with a company which has proven through the last 17 years that we are in the best position we can be in at this time. A large part of this is due to the dedication to this account by Elmo Collum. Now managed by the members of the Finance Committee (Investments). EXTENSION PROGRAMS COMMITTEE
Members are requested March 15 each year to submit poster abstracts of their work for the NACAA Annual Meeting. One of the recent changes was poster judging begins at the state level. Our state can have two poster winners, applied research and extension education. Our state winners then compete at the southern region and national level. In 2017, one poster abstract was submitted to and accepted by NACAA. Promoting specialty crop best production methods by orchard demonstration and evaluation. Abstract:
Specialty crop production of fruit in the deep-south is a constant battle against insect and disease problems and extreme temperature fluctuations. Even with advanced pesticide spray regimes, successful production is still a challenge. Growing fruit plants that are adaptive to northern Mississippi is a necessity for successful production. A teaching/demonstration orchard was installed in Verona, Mississippi in March of 2016. The objectives were to identify newer, low input cultivars; to determine best production practices; and to educate extension agricultural agents and others on these local best production practices. Four trainings (workshops) were conducted to provide multi-level education in specialty crop production procedures for Extension agricultural agents, Master Gardener volunteers, local fruit growers, and the general public. The extension agents and Master Gardeners will take this knowledge and educate interested clientele in their counties. The hands-on techniques learned by participants will lead to a more knowledgeable grower and more successful fruit production. Knowledge of better fruit production practices will also lead to lower input and more sustainable orchards. Future plans include a minimum of two educational workshops each year over the next five years.

PROFESSIONAL EXCELLENCE COMMITTEE
The committee worked to approve a poster submission for our state. We
had one applicant for the poster submission. The applicant was approved as
the winner and listed as planning to attend the National meeting. Jeff
Wilson was selected as winner and did travel to present his poster at the
national meeting.

RECOGNITION AND AWARDS COMMITTEE 2017
The Mississippi Association of County Agricultural Agents was eligible for three Distinguished
Service Awards (DSA) and three Achievement Awards (AA based on our 2016 membership under
NACAA guidelines. The number of DSA’s and AA’s selected each year is based on 2% of our
association’s membership as of February 15 of the previous year. This was an NACAA policy change
as of 2012.
The Distinguished Service Award (DSA) is presented to members who have served at least 10 years
as a member of the Extension Service and the MACAA. The winners are selected by their peers and
must be approved by the MSU-ES Director. They are held in high esteem by their fellow members
for their service in planning and delivering quality educational programs.
Achievement Award (AA) winners are selected by their peers for outstanding early career
programming. The winners must be current MACAA members with less than 10 years of
employment with the Extension Service. NACAA policy requires that all DSA and AA winners
attend the NACAA AM-PIC in the year of their approval, to be showcased before a national
audience during formal ceremonies for the prestigious awards. Exemptions are only
extended for extenuating circumstances.
The following DSA and AA winners were selected in October 2017 and will be recognized at the
NACAA Annual Meeting to be held in Chattanooga, TN, July 29-Aug 2, 2018.

NACAA Scholarship policy:
Member vestment will be $40 to qualify for up to $1,000 scholarship and a vestment of $100 (an
additional $60 contribution to the scholarship fund) to qualify for an additional scholarship award
from $1,001 to $2,000 (no more than $1,000 in any one year will be awarded).

The NACAA scholarship application is an on-line process. This year 13 scholarship applications, 3
groups and 11 individuals, were submitted to the committee. A total of 11 scholarships were awarded.
The applications were reviewed on criteria such as completeness, educational component and quality.

The NACAA Scholarship Fund is managed by an educational foundation whose purpose is to oversee
funds generated for the express purpose of making it available to members for various educational
opportunities. In 1983, the fund was incorporated as a non-profit corporation. The Foundation funds
are invested in mutual funds and are managed daily in an account by Raymond James. The board uses
about 3% of the investment for scholarships. The Education Foundation is separate from NACAA.
Proceeds from the NACAA scholarship auction, donations and other fundraising activities such as
ticket raffle, logo knife or pen sales, etc. go into the Foundation kitty. At the Salt Lake City, UT
Conference this year, the silent and live auction, donations, and raffle ticket sales generated $8,232 for
the fund (subject to final audit).

William Dewitt Craft 1931-2016
William DeWitt Craft, longtime resident of Liberty, Ms. passed away Monday, November 21, 2016 at his residence in Liberty. He was 85, born January 1, 1931 in Summit, Mississippi, the son of Kenna and Flora Simmons Craft.
Mr. Craft obtained his Master's Degree from Mississippi State University and was a county agent with the Miss. State Extension Service and served in the U.S. Army. He was a member of Liberty Baptist Church in Liberty, Ms., where he was an active Deacon.
Mr. Craft served as a short term missionary to the country of Belize. He also served with Campers Home Missions.
He is survived by his wife; Lois Margaret Craft of Liberty, Ms. 2 daughters; Kathy L Gamer and her husband Richard of Huntington, Texas: and Charlotte D. Nelms of Starkville, Ms. One grandchild, Sarah K. Bruce of Winfield, La. and 3 great-grandchildren; Maggie, Natalie, and Mollie. 2 Step sons, Alton Phelps and his wife Kimberly; and Michael Parker and his wife Tammy; 2 step-daughters, Rose Starks and her husband Trent; and Marie Phelps and her husband Lamar Morris. 2 Brothers, Jessie Craft and his wife Pat; and Jerry Craft and his wife Jennie. 2 sisters, Elizabeth Reed and her husband Parley; and Ann Wilkinson. And numerous nieces and nephews.
Mr. Craft is preceded in death by his parents, Kenna and Flora Simmons Craft; first wife, Kathryn B. Craft; one daughter,· Marianne C. Holley; one brother-in-law, Clarence Wilkinson;, and three step-daughters, Jeanette Horne, Gloria Faye Phelps, and Sandra Stansbury.

Ruby Rankin -2017
Ruby Rankin served 33 years with Mississippi State University Extension with her last role as County Coordinator and Extension Agent In Kemper County. She was the epitome of a public servant who always worked to Improve the quality of life of others by giving her knowledge, wisdom and time. Ruby dedicated her professional life to serving her community, mentorlng new agents and growing leaders through 4·H. Ruby served on numerous regional and state committees that supported the work of MSU Extension and the University. Additionally, she was very active In Kemper County. Ruby was affiliated with the following organizations: Mt. Nebo/DeKalb chapter of Mississippi Homemakers Volunteer Association; Coordinator for the Mississippi 1 Cattleman's Association and the Forestry of Association of Kemper - County; Chair of Friends of Children Interagency Council; Coordinator of the Coalition for a Healthy Kemper; Co·founder of the Kemper County Relay for Life; and she was a dedicated member of Brown Ridge Missionary Baptist Church. Ruby left a lasting legacy that won't ever be forgotten. She has touched lives near and far In so many ways and although our lives must go on, Kemper County Extension will not be the same nor will our community be the same without her.
As we reflect on all the lives that have been Impacted by Ruby, In some way Iam
reminded of a quote by Steven · Grellet that reads: "I shall pass this way but once;
any good that I can do or any kindness I can show to any human being; let me do It
now. Let me not defer nor neglect It, for I shall not pass this way again.

The Meeting of the MACAA was held on MSU Campus on November 2, 2016. The Meeting was called to order by Anita Webb, Associate President followed by a prayer. New Business The topic of the PIC was the first item up for discussion. Dr. Martin made some recommendations and suggestions. Discussion was had. Anita brought up and discussed the topic of where the meeting should be located. The location a few years ago was in the Northeast District, so the decision was made not to have it back to back there. Thomas Brewer made a motion to go back to rotation district area where the Presidents are located. Heath Steede seconded. MOTION PASSED. The MACAA Conference location was discussed as it will be in Salt Lake City this year. Charlie Stokes will attend JCEP on February 8th and 9th, 2017. Thomas Brewer will attend CILD on April 2nd – 5th, 2017. Jimbo Burkhalter brought up a topic for the investment group. They asked for a financial statement so they can get a sense of what to give the Association, and for us to get them a projected budget as well. Discussion followed. Dr. Steve Martin discussed the pros and cons of having a PIC or attending the National Conference as a group. Discussion followed about the PIC, location, date, length, etc. The topic of Corporate Sponsorship was bought up and the benefits of being a line item on these companies budgets for our organization. Meeting came to a close and was dismissed by Anita Webb.

Anita Webb Opened the Meeting up by asking Michael Pruitt to read the
November Minutes and those minutes were read and approved and seconded.
Reid Nevins was then asked to give the treasures report he started out by giving
the account balance which is $9,379.00, $4,000 of which was just transferred from
the investment account.
Farm Families of Mississippi program was also discussed by Reid and the amount
of a $1,000 dollars has been given for three consecutive years of a five year
commitment. Some discussion was made about this and it was decided to discuss
this more at a later date. Jason Barrett made a motion to accept the Treasure’s
report and it was seconded.
Anita brought up the 2018 NACAA would be held in Chattanooga and that in years
past neighboring states have given funds to help support the National Conference.
Reid said he would look back and see what we gave when Alabama hosted and
the amount we gave then.
The PIC conference was discussed some and why because of budget issues
being the reason we did not have one this year.
Dr. Martin then joined us and discussed Annual Conference and that we should be
getting a survey soon and that they needed our feedback on how Annual
Conference should run this year. He also encouraged us to look at taking some
tours of campus while we are here.
Charlie Stokes discussed the JCEP meeting he attended in February 2017.
Anita made the statement that Donna Beliech would be on the program for the
November meeting to discuss the national scholarship program.
Anita also discussed the impact on 1st time attendees to the national meeting at
one time their registration fees would be taken care of but due to registration fees
rising they 0nly get a $250 dollar sponsorship now.
Dr. Martin discussed the Outstanding Young Farmer program and how great a
program it is and encouraged agents to nominate deserving farmers. Charlie
Stokes also made some comments and how good the program is how beneficial it
is for farmers, the age requirements are ages 21-40.
Anita asked if there was any more business to discuss, and Andy said that
preparations for annual conference was going good and that he would be
contacting the ones he needed to talk too, the meeting was adjourned by Anita
Webb.

JCEP/PILD CONFERENCE
APRIL 2-5, 2017 – Alexandria, VA
The Joint Council of Extension Professional (JCEP) held its annual Public Leadership Development
Conference: “Relationships, Relevance, Results”. This conference was in Alexandria, Virginia,
April 2-5, 2017.
Mississippi State University Extension Service personnel attending included: Thomas E. Brewer
(MACAA), Kimberly Gowdy (MAEFCS), Ginger Rodgers (MAE4-HA), and Dr. Eddie Smith
(Epsilon Sigma Phi).
The conference was called to order at 8:30 a. m. by Cythia Gregg, 2017 JCEP President. The keynote
speaker for the opening session was Marshall Stewart, Vice Chancellor of Extension and Engagement
for the University of Missouri. His topic was, “A New Way”. He also noted that as we move
forward in our roles as Extension Agents we should make sure that we are: surgical, specific, quit,
precise, and knowledge based.
Updates from ECOP was given by Fred Schlutt, Vice Provost Extension and Outreach, Director
Cooperative Extension, University of Alaska, ECOP Chair. The NIFA update was given by Dr.
Sonny Ramaswamy, Director, National Institute of Food and Agriculture (NIFA is the Federal
Funding Partner to Cooperative Extension).
The Breakout Session topics was outstanding. I attended a number of breakout sessions. The Return
on Investment for County Extension Agents is one the sessions that I attended. In this session talked
about how County Extension Agents should make sure that they know and understand how to make
sure that your community know how much return they are getting for their investment.
Wednesday April 5, 2017, the Mississippi delegation participated in the Congressional and Agency
Visits. The visits with our Congressman and Legislative staff members was very successful visits. I
am proud to report that they knew about Mississippi State University Extension Service. They also
said that they would continue to support our efforts.

JCEP-Leadership/PILD Conference
The Joint Council of Extension Professionals (JCEP) held its annual Leadership Conference in
Orlando, FL on February 8-9, 2017. This is a summary of topics and events that took place during
the conference.
The focus on the conference this year was “Emerging Issues”, and how extension professionals
identify and address leadership strategies around emerging issues. The conference began with a
general session and welcome. After the welcome, we heard from keynote speaker Dan Gallagher.
Dan’s topic was “The Self Aware Leader”, he basically talked about how to be more effective as a
leader in our communities, etc.
We also had multiple concurrent sessions we could attend. The sessions I attended were:
*Mentoring & Millennials: Is it working?
*Adapting to Emerging Issues through Extension: The Zika Challenge
*LOOK: Preparing Tomorrow’s Leaders Today
*Disaster Programming to Meet the Needs of Rural Communities
*Report from NIFA
I also attended the NACAA Association Meeting that discussed the following topics:
*Membership of each state association & how to encourage new membership
*Each states Professional Improvement Conferences (where they will be held, topics, etc.)
This conference was a great opportunity to focus on improving leadership skills along with the
professional development opportunities. It was also a good opportunity to get to meet and network
with agents from other states to possibly get better ideas on how to improve extension
programming.

MACAA PRESIDENT’S REPORT 2017
Wow – WHAT an exciting year I have had serving as MACAA President. There is an old saying, “Time flies
when you’re having fun,” and I feel that has certainly been the case with my tenure as president. In addition
to being an exciting year, a few more thoughts come to mind as I reflect on my time spent as MACAA
President and the WHATs that made it so special:
WHAT an honor it is to be a part of MACAA!
WHAT a positive learning experience it is to be a MACAA member.
WHAT better a way to develop stronger leadership skills?
WHAT a chance to make new friends and enjoy your old friends – some really old!
WHAT an opportunity to learn from your co-workers and to grow along with them.
WHAT a way to gain cutting edge information that can be shared with producers.
WHAT a great way to further develop yourself as a professional.
WHAT a chance to be recognized for your accomplishments.
And finally, WHAT an opportunity to have FUN along the way!
It has been a wonderful feeling to work alongside my fellow MACAA members as we help farmers and rural
citizens across our state make better-informed decisions on topics that can sometimes be life-changing. As
individuals and members of MACAA, we truly make a positive difference to the lives of so many.
This year may have handed us a challenge with the budget and PIC conference plans, but I can say without a
doubt that our administration has been very supportive of MACAA and the professional involvement of our
agents at the NACAA conference. I would like to give special thanks to Drs. Gary Jackson and Steve Martin for
their leadership and commitment to our association.
MACAA Membership continues to grow. I would be remiss if I did not recognize what a great job our MACAA
Treasurer Reid Nevins does for our association. I would also like to thank every fellow MACAA officer, director,
committee chairperson, and committee member. Each of you are vitally important to this association and you
play a key role in our continued growth and success.
As president, I had the opportunity to attend and actively participate in the NACAA AM/PIC in Salt Lake City,
Utah this year. There are so many opportunities for personal growth and professional development through
MACAA and the NACAA. I encourage each of you to take advantage of these professional improvement
workshops and tours if you are presented the chance.
I would also like to say congratulations to all of our award winners this year. We are so very proud of the DSA
and AA winners and our Communication award winners.
In closing, I know I have already given you several WHATs to describe WHAT an amazing experience this past
year has been, but I do have one more. WHAT an honor to have served as your MACAA President. Serving as
MACAA President has added to both my personal and professional growth, and it is an experience that will
impact me positively for the rest of my career.
Bob Hope has always been a favorite of mine, so I will borrow lyrics from his well-known song and say simply,
“Thanks for the memories.”
