MITIGATING ACTIVITIES IN RESPONSE TO THE COMPLAINT OF MR. JAY D. FERNAN

1- FLOODING ISSUE:

- The drainage lines have several outfalls located in the different strategic areas within the whole stretch of the project limits. With regards to the outfall at the creek located at A.S. Fortuna Extension near Barangay Guizo Hall, the outfall at Barangay Guizo will cover only the water run-off coming at the section near J Mall center considering one side of the road width only. Within this length, there are two junction boxes which also divide and distribute the water run-off to other existing outfalls.

- The drainage line which basically represent as the main scope of work of the said project, covers the actual length, as follows :

- Section 1, K0006+600.8 to K0007+994 - length of 1.393 km, K0008+314- K0009+061 - length of 0.747 km Section 2, K000 + 000-K000 + 568.00 - length of 0.568.80

Total Length = 2.708 Km- The apprehensions and interpretations of the residents living

nearby is not correct that all the water coming from the said road section will be thrown out to the outfall at Barangay Guizo.

- Not all drainage works along A.S Fortuna Street at Barangay Bakilid are under the supervision of the Regional Office. Some of the road improvement and drainage projects along section cited is under the responsibility of DPWH-Cebu 6th District Engineering Office (DEO). The Regional Office is concentrating on the improvement of the drainage on the right side reckoned from the Cebu North Hagnaya Wharf going to Banilad, Cebu City.

- The length of project as carried-out by Cebu 6th DEO whose implementation by phase by phase basis under the different infrastructure programs and should not be accounted to be in cumulative to the length of the drainage line of the present project undertaken by the Regional Office.

2- DESIGN ISSUE :

- Regarding the details of the Design , this project are complete with Hydraulic and Design Analysis and in the design process this office follows the criteria and standards; AASHTO Design Criteria and Standards, DPWH Standard Specifications for Highways and Bridges and Airports, 2013 edition; Highway Safety Design Standards and the DPWH Criteria, Guidelines and Standards.

- The task and mandate of DPWH is to assist and help people by providing quality infrastructure projects such as drainage and flood control projects at A.S. Fortuna Street that could reduce and solve

the present flooding problems in Mandaue City as well as in the Barangays.
