1. GENERAL
1.1 Purpose and Scope
This procedure describes the minimum requirements for Pipeline Route identification
before, during, and after construction, including but not limited to the following:
Survey and marking for pre-construction survey activities.
Installation of temporary benchmarks to support survey activities.
Survey and marking during construction.
Survey after construction to provide as-built data.
Data processing

3. SAFETY, HEALTH AND ENVIRONMENT
All personnel, including Third Parties and Subcontractors, shall receive a safety
induction prior to entry onto site.
Badge/verification card shall be used by all personnel during working time on site
Any operations carried out where there is public access or a thoroughfare such as a
road, shall be closely monitored by the Site Safety Officer.
All personnel shall be provided with and use the appropriate Personal Protective
Equipment (PPE) (e.g. hard hat, safety goggle, safety shoes, hand gloves, etc.).
All tools and equipments shall be checked daily by qualified person prior to use.
JSA shall be clearly explained to all workers by the supervisor during the toolbox
meeting. The Supervisor shall ensure that all personnel understand all the risks and
hazards identified on the JSA.
All required warning signs, barriers and protection shall be installed prior to the start
of construction activity.

4. ENVIRONMENT
Workers shall keep the working area clean and tidy. Waste shall be disposed off in
disposal bins.
While filling equipment with fuel, fuel hand pump shall be used. Plastic sheet and drip
pan shall be placed under the equipment to manage fuel spill.
Smoking at working area is strictly prohibited.
5. REGULATION PERMITS
5.1. Regulatory Permit
Prior to start of any construction activities, the supervisor shall ensure that the site has
been permitted to work by EMPLOYER, local authorities and/or local land owner to
avoid unnecessary delays due to any problems that may arise during the performance
of the work.
Valid permit from authorities must be obtained when working / interfacing with third
party.
5.2. Working Permit
Permit to Work (PTW) shall be prepared by Supervisor and approved by EMPLOYER
representative and shall be in accordance to PTG-BLKM-00-HSE-PR-001 Work Permit
Procedure. A permit-to-work coordinator will be provided to ensure each permit are
filled out correctly with necessary attachment (certificates, JHA, etc.).
6. LIAISON OFFICER
The CONTRACTOR Liaison officer shall inform the village chief 2 weeks before start of
the activities that the construction will commence. All local land owners beside the
PIPELINE ROUTE shall also be informed at the same time or prior to the start of work.
A Liaison officer team will be assembled to move ahead of each spread to notify land
owner of the upcoming construction activities.

7. MANPOWER
CONTRACTOR will mobilize the following manpower to perform construction survey
activity. Each team will consist of the following persons:

8. ROLES AND RESPONSIBILITIES
8.1. Surveyor
The Surveyor is responsible to perform and supervise the survey activities. Surveyor is
also responsible to collect data of actual site conditions. The Surveyor shall submit the
collected As-built Survey data to the field engineer for further data processing.
8.2. Assistant Surveyor
The assistant surveyor is responsible to:
Perform the survey and marking activity.
Provide accurate actual site data.

Perform the survey activity in safe manner as per HSE regulation and approved
working procedure.
8.3. Safety Officer
The Safety Officer will be responsible for the implementation of the HSE Plan and in
compliance with all statutory regulations that govern all the activity commenced at his
assigned spread. The safety officer will be assisted by a safetyman at every
construction spread to help supervising the HSE aspect of the work undergone and also
to conduct safety briefings.
8.4. Helpers
The Helpers are responsible for performing all work instructed by supervisor correctly
and safely. Work is consist of unskilled activities such as: preparing the hand tool,
perform manual handling, etc.
8.5. Liaison Officer
The Liaison officer is responsible to inform and update the working activities to every
village chief and local community along the pipeline PIPELINE ROUTE. He/She is also
responsible to solve any social-economic problems that may occur prior, during, or after
construction. The liaison team shall continuously inform and update about the
construction activities with the local communities.
9. EQUIPMENTS
CONTRACTOR will mobilize the following equipment to perform construction survey
activities. Each team will consist of the following:

10. WORKING TIME
Working times will start at 7.00 am, after a Pre-Job meeting and a check that all
equipment and tools are in good condition prior to use. 11.45 am to 12.00 am is the
time designated to clean-up the working area and tidy the equipment or tools prior to
lunch time. Lunch time is 12.00 to 1.00 pm. Working continues at 1.00 pm until 6.00 pm.
Prior to leaving the working area, all equipment and tools shall be tidied up and the
working area shall be cleaned. Supervisor shall inform the safety man and EMPLOYER
site representative when overtime is required, in a timely manner. No work during rainy
and risky weather.
11. communication system
The primary communication system on site will be by mobile phone. The Handy Talky
will also be provided as secondary communication system on site.
12. PRE SURVEY
12.1. General
All coordinate data obtained from survey work shall be saved in a “Total Station” unit.
The data shall be processed using computerized system.
The survey team will utilize radio communication during survey and marking work
activities.
The survey team shall conduct the survey and marking activities work in accordance
with the project HSE regulations and approved procedures.
A valid calibration certificate for the survey equipment shall be on site at all times and
the equipment shall be re-calibrated prior to end of validation date.
The survey work shall use an existing benchmark (BM) provided by EMPLOYER as a
major valid BM. A temporary BM (made from wooden with blue color painted) shall be
installed in maximum 300 m intervals or in every location where a BM is needed.

Verify all establish Survey marks and re-establish survey marks which are damaged
or missing.
12.2. Survey Location
The areas that will be surveyed are as follows:
Along the pipeline route including construction.
All crossings identified on the alignment sheet drawings.
Future Connection & Launcher Station Belawan
LBCV
Japanan Metering
Construction access roads to be used.
All underground utilities / pipelines and or properties along the pipeline route.
13. CONSTRUCTION SURVEY
13.1. Setting out Centreline Alignment
The surveyor will use an existing BM to define the IP coordinates as mentioned in the
alignment sheet drawing. Subsequently from this IP point, surveyor will offset the point
3 m to the left and right and mark this position as the pipeline deviation limit. The
markers shall be installed at a maximum 25 m interval. The limit of the permanent
PIPELINE ROUTE shall be marked with a wooden peg with white (see Section 13.9
Colour Code). Tall grass and brush shall be cleared manually (use machete or hoe)
and/or grass cutter machine if necessary prior to installing the marker.
As a minimum, the centreline alignment shall be surveyed and staked at the following
locations:
a. Centreline of trench at 25m intervals at straight and closer at curve.
b. Start and end of curve, tangent to curve (TC), and curve to tangent (CT)

c. Start and end point of pipeline crossing
d. Start, middle and end of pipe bend at location where there is gradient change.
e. Start and end point for wall thickness change.
f. Start and end point for buoyancy control measures.
g. Location of buried utilities
h. Location of valve, scraper traps, and or other assemblies, cathodic protection test
station and other pipeline appurtenance.
i. Location where pipe is to be installed to specified location and elevations.

13.2. Trench Excavation Survey
As part of the PIPELINE ROUTE survey, the limit of open trench excavation (1.5 m +
OD pipe at normal pipeline trench excavation or wider based on soil condition and
trench purpose) shall be marked by the surveyor in order to eliminate excessive
excavation. The centerline of trench shall be also marked. At natural bend location, the
centerline of the trench excavation should be marked at 3 m interval.
During excavation, the trench depth shall be continuously checked by the surveyor. The
survey may be done by measurement stick to avoid entry of the surveyor into the open

trench. The depth of the trench shall be in accordance with the required depth as shown
on the approved drawings, alignment sheets or EMPLOYER specification. Detail of the
excavation activity can be seen on document MJPN-PGAS-3514-MP-PR-014“Trenching
Procedure”.

13.3. Pipeline Lowering-in Survey
Soon after the pipe has been lowered into the trench, the top of the pipe and the
adjacent undisturbed ground level shall be surveyed (position and elevation) by Total
Station. The data taken from this survey work will be used to prepare the as-built weld
and survey data book and drawings. Detail of this activity can be seen on document no
MJPN-PGAS-3514-MP-PR-015 Lowering-in & Backfilling Procedure.

13.4. Pipeline Backfilling Survey
After backfilling the trench, the cPipeline Routen of the backfill shall be surveyed in
maximum intervals of 12 m to ensure that a cPipeline Routen of 300 mm has been
obtained. Detail of this activity can be seen on document no MJPN-PGAS-3514-MP-

All survey marks and existing ground levels at facilities locations will be verified and
submitted complete status report to EMPLOYER before site clearing and grading
activity.
If necessary, details on desired locations for additional reference points or relocation of
existing marks for control and installation of all pipeline and appurtenances will be
submitted for EMPLOYER approval.
Surveyor shall set grid lines at every 2m or at closer intervals after site clearing and
grading within the facility boundary. The surveyor shall mark the limits of the earthwork
area at every corner with wooden pegs staked onto the ground. The stakes (pegs) will
be tied together with nylon rope to mark the land fill limits. Inside the earthwork area
limits, the surveyor shall install wooden markers with elevation marks in grids of
maximum 4 m2
Continue to survey on existing grounds along the grid line before proceeding with the
excavation and fill activities at worksite. The final excavated design level after total
excavation and subsequently record layer-by-layer levels of backfilling materials up to
the final design level shall be observed.
During earthwork (clearing, grading, and land filling), the inside limits elevation marker
shall be maintained, broken markers shall be re-installed or replaced. The surveyor
shall survey the elevation of the land filling both after clearing and after filling with the
auto level unit, since it is possible that inside limit elevation markers are disturbed
during land filling, due to equipment movement and /or personnel activity.

13.5. Existing Properties Marking
During the existing survey activities, the following documents that will be used as
reference:
a. As-built data for existing EMPLOYER Pipeline.
b. Utility map from the utilities owner/operator.
All existing pipelines/utilities and or properties shall be surveyed and marked. The
markers shall be positioned at the exact location of those existing utilities and or
properties. Underground pipelines, cables or other metallic utilities shall be located by
pipe / metal detector. The surveyor will establish the location of an existing pipeline from
information obtained from the reference data mentioned above. Then the pipe detector
operator will sweep across centre line pipeline from left edge to right edge of permanent
PIPELINE ROUTE by using pipe detector. The depth of the existing pipeline can be
monitored on the LCD display of the pipe detector. Upon detection of underground
pipe/utility by pipe detector, manual digging will be performed to positively identify the
exact position and depth of the underground existing utilities. Manual
digging is by using shovels and other hand tools to excavate. When the identified
pipeline or cable which is running in parallel alignment with the new pipeline, the

existing utility will be marked along its length at a maximum 12 m intervals. If the
identified underground existing pipeline or cable is located across the new pipeline
route, markers shall be installed at a minimum of 2 m apart on both sides of the existing
utilities.

13.6. Setting out Waterway and Road Crossing Survey
All waterways and road crossings shall be accurately surveyed and marked. The
markers shall be installed with specific blue colour wooden stick at 5 m before and after
the crossing position. The road reserve unit also shall be marked.
The crossing survey report shall include:
Type of crossing.
Crossing dimensions (length, elevation and depth for waterway/underground pipe
crossing).
Crossing profile sketches.
Photographs of the existing road and waterway prior to construction.
Type of crossing (Open cut, Auger Boring, or HDD).

13.7. Civil Construction Survey
The surveyor shall survey and mark the actual positions and elevations of the buildings,
foundations, poles, etc. as per actual site conditions.
The markers shall be made from wooden pegs with yellow and blue color; no steel
markers shall be used. The markers shall be maintained and kept in the correct
location, and undisturbed by the workers.

13.8. Colour Code
Below are the colour codes of the wooden peg that will be used during survey activities
1. Centre line of new pipeline : Red and white
2. Permanent PIPELINE ROUTE limits : Yellow
3. Centre line of existing FOC : Green
4. Other Existing underground pipeline / utilities : Orange
5. Existing waterway : Blue
6. Land fill mark : Red & white
7. Civil work : Yellow & blue
8. Trench excavation limits : Yellow and Black
14. AS-BUILT SURVEY
The Surveyor shall carry out and document as built survey of the pipeline alignment,
valve station, scraper stations, metering station, cathodic protection and all
appurtenances. As-built data shall be in the form of as-built weld and survey data book
(combination of pipe, weld, and survey data), survey notes, redlined marked-up on AFC
drawings and other relevant data. All as-built setting out on coordinates and heights
shall be relative to the approved survey control points.
15. INTERFACE
CONTRACTOR will send the approved procedure prior to commencement of work to
all parties involved.
CONTRACTOR shall invite the representatives of all parties who interface with the
construction work.
Flagman shall be assigned while equipment are be moved across the public access
road.
The pre-existing conditions of the road and waterway crossings condition shall be
recorded and the photograph shall be taken as reference for reinstatement.
