The Bois Forte Head Start Program is to provide a safe, healthy and enjoyable learning
environment in order to give the children the greatest chance for future success through
learning opportunities and by partnering with their families and community.
Vision Statement
The vision for the Bois Forte Head Start is to be the program with the highest quality of
service to children, staff, families, and community in the stat, and be among the top
programs in the country. The program holds the language and traditions of the Anishinabe
to the highest degree, as well as respecting and valuing other cultures.
Program Philosophy
Bois Forte Head Start believes that every child is unique, has their own style of learning and
deserves to be treated with dignity, respect and caring. Every parent is their child’s first
and most important teacher, knows their child in ways that teachers don’t, and has the
right and responsibility to have input in the program. The staff must ensure that the
learning environment is safe and healthy, that activities are provided which will promote
optimal development for growth and learning, and must work with families and the
community to achieve program goals and objectives.

The Tribal Employment Rights Organization (TERO) was established by tribal law, enacted
by the Bios Forte Tribal Council, to promote and require Indian Preference in employment,
training and contracting. The TERO Ordinance, revised and adopted on July 20, 2005,
covers all non-governmental employers and projects located on or near the Nett Lake
Indian Reservation.
The Nett Lake Band of Chippewa Indians have a sovereign right to employment
opportunities on and near their own land. These Rights are protected through your local
TERO Ordinance enacted by the Bois Forte Tribal Council.
Tribal members should register with the TERO office to ensure they are listed by job skills
and qualifications, in the event a job opening occurs for which they are qualified

The Bureau of Indian Affairs/Office of Law Enforcement Services, Nett Lake Police
Department’s main goal is to provide service and protection to all the areas and individuals
within the boundaries of the Bois Forte/Vermilion Indian Reservations. Our department
also provides the Drug Abuse Resistance and Education (DARE) and the Gang Resistance
Education and Training (GREAT) Programs to both the Elementary and High school children

Fond du Lac cares about its community members and offers many helpful and varied
services to them. Fond du Lac Community Services provides Energy Assistance and Food
Distribution services to those Fond du Lac community members in need. Community
Services also provides the Elder Nutrition Program that serves and delivers meals to Fond
du Lac elders. Meals are served at each district Community Center and are available to
community members and staff at a low cost

Fond du Lac Community Services has a food distribution program to help community
members in need. Delivery to Elders is available on request.
Who is eligible? Households which live on the reservation or live in an approved area and
have at least one member who is a member of any recognized tribe, and meet the income
and resource guidelines. Eligibility is determined by your household size and income. Each
year guidelines change, so check with our office to see if you qualify.

You must have proof of address and income. Proof of address could be a power or phone

Early Head Start (EHS) is a federally funded, community-based program for low-income
families with infants, toddlers, and pregnant women. Its mission is simple: to promote
healthy prenatal outcomes for pregnant women, enhance the development of very young
children, and promote healthy family functioning. Fond du Lac Early Head Start serves
pregnant women and children up to age 3. Preference given to families of Native American
descent.
Head Start is a Federal program for preschool children from low-income families. The Fond
du Lac Head Start program is part of the American Indian Alaska Native Programs Branch
of Head Start and gives preference to children of American Indian descent. Head Start
offers children and families a variety of components to help meet both the family and
child's needs. Families are encouraged to be involved in a variety of ways throughout the
Head Start program.

In order to survive both as a people and a culture, we must return full circle to our
traditional manner of education. Traditional Anishinaabe society was outcome based and
results oriented. Our society was community focused; it was so in order to survive.

The Fond du Lac Reservation Ojibwe Schools are dedicated to providing a quality
education, which focuses on integrating the American Indian culture into all students'

The Fond du Lac Ojibwe Schools' Special Education Department provides special education
and related services to students with disabilities in Early Fives through 12th grade.

Individuals with Disabilities Education Act.

The Workforce Investment Act (WIA) program is a federally funded employment assistance
program. The program assists Native Americans to become economically self sufficient
through one of the components of work experience, classroom training, and or supportive
services.
The work experience component can place an individual into a training position so they
can gain work experience. The classroom training component may assist a person, with
returning to a post secondary educational institution, or assist a person with receiving
their General Education Diploma. The supportive services component may assist with a
person who has already received a job, but will need items pertinent to them successfully
keep their employment
This program is limited to Native Americans residing within and around the Fond du Lac
Reservation and meet all the eligibility criteria

The Community Services Program is an emergency home repair program that provides
emergency home repairs to Leech Lake Band of Ojibwe enrollees who own their home.
Elders and Disabled Leech Lake Band Members 62 years of age and older shall be the top
priority for the program. They shall receive emergency services at no charge.
An emergency is defined as: No heat, gas leaks, no water, no septic, broken water
lines/mains, electrical hazards, no power, health & safety issues.
Our program will accept calls on a first come, first serve basis. If there is a risk to the health
& safety of a constituent, the request will be deemed an emergency and addressed as
quickly as possible.
This program also provides services to other divisions within the Leech Lake Reservation.

The Housing Improvement Program is a home repair, renovation, and replacement grant
that serves the neediest of the needy. This housing program seeks to eliminate substandard
housing in Indian communities by helping those who need to obtain decent, safe and
sanitary housing.
Eligibility
• You must be an enrolled member of a federally recognized American Indian tribe or
be an Alaskan Native.
• You must live in an approved tribal service area.
• You must have income that meets the income guideline schedule as set forth by the
US Department of Health and Human Services Poverty Guidelines.
• You must have present housing that is substandard (as defined by the HIP
regulation handbook).
• You must have no other resource for housing assistance, have or received
assistance after October 1, 1986 for repairs, renovation and replacement housing,
and not acquired your present housing through a federally sponsored housing
program.
Applications are ranked according to the number of points an applicant receives on the
priority calculations form. Factors that are determined are: total annual household income,
aged persons, disabled persons, and dependent children.
Applications are taken once per year when the BIA informs the tribe to start accepting
applications for this grant assistance program

Mission Statement:

Program Overview:
Minnesota Tribal Resources for Early Childhood Care (MnTRECC) is managed through the

Development Division.
MnTRECC provides services throughout the state of Minnesota in cooperation with the

We register and title: cars, pickups, RV(s), motorcycles and trailers. We also issue Handicap
permits to qualified persons.
These services are offered to all Minnesota Chippewa Tribe enrollees as long as the
enrollees are residents or live near the Leech Lake Reservation. Person(s) must possess a
valid Minnesota driver's license and provide proof of insurance for their vehicle(s).
We provide (2) free registrations for Leech Lake enrollees who are 62 years or older and
live on or near the Leech Lake Reservation. The Senior Citizen must be the primary and
sole owner of the vehicle being registered for the duration of his/her life. (Resolution #00-

Adult
The Workforce Investment Act (WIA), Adult Program, provides eight (8) week Work
Experience to eligible adults. Must be unemployed for at least a week, live within our

acquired to attend Job Skills & Club Classes.
Provides Ironworker Training assistance travel costs, Job Corps Attendance Clothing
Assistance. GED bonus must have an official copy of GED Certificate, bonus given if
certificate is acquired within a year of passing.
Youth
The Workforce Investment Act (WIA), Youth Program, provides five (5) weeks Work
Experience to low income eligible youth. Youth ages 14-21 years of age living in our service
area. Youth are placed within tribal programs and Non-Profit Organizations during the
summer months

We provide quality outreach health care services and health promotion/disease
prevention services to American Indians and Alaskan Natives within their
communities through the use of well-trained community health representatives.
We provide home health aide services such as housecleaning, personal grooming,
grocery shopping for elders, food distribution delivery, prescription delivery,
monitoring vital signs, and respite care services. We provide medical transportation

The Leech Lake Diabetes Care Enhancement Program (LLDCEP) specializes in the
treatment and medical management of people living with diabetes and its co-
morbidities. Schedule and prescreen patients and provide clinical care, which includes
conducting examinations and collect specimens for labs, conduct foot screens,
utilizing the medical record process and assisting patients with standard of care
appointments, release of information, etc. Provide clinical education, Diabetes Self-
Management Education/Training and Medical Nutrition Therapy for patients,
families, and friends in individual and group settings. This includes healthy food
choices, carbohydrate counting, self-monitoring, exercise, weight loss, medications,
insulin use, smoking cessation, coping and depression and insulin pump use.
Provide programs on prevention and awareness for the general community, which
include blood sugar screenings, cooking classes, support groups, talking circles, health
fairs, fitness programs and foot care clinics. Work with youth to emphasize awareness
and prevention of diabetes and the benefits of healthy eating and exercise by using
the W.O.L.F. (Work Out – Low Fat) curriculum and having a summer diabetes camp.
Plan and develop curriculum for ADA recognition, which demonstrates that education
is done according to the National Standards. Provide seminars/workshops on
Diabetes for the staff of Leech Lake Reservation and surrounding areas. Participate in
workgroups and practice program management, reporting, budget preparation,
purchasing protocol, policy and procedure development.

Type 2 diabetes is a growing problem amongst Native Americans. 16% of Native
Americans have type2 diabetes. 30% more have pre-diabetes. Many people have
diabetes for 5-10 years before they are diagnosed. Children are being diagnosed with
diabetes as young as 10 years old. 85% of these kids are obese.

The Health Heart Project is an incentive program for American Indian people with
Diabetes. We provide case management services and education on how to reduce
risk factors for heart attack and stroke.
Diabetes is a disease in which there is too much glucose (sugar) in the blood. This
disease can cause damage to the blood vessels, heart, kidneys, eyes and nerves.
Diabetes is a serious problem for the American Indian population with incidence rates
two to three times greater than the United States population in general. American
Indian people also experience higher rates of diabetes complications with
cardiovascular disease being the number one cause of death. Through the Healthy
Heart Project we hope to have a significant impact on these statistics.
Case management appointments can be arranged after hours to accommodate those
who are working during office hours.

We provide quality outreach health care services and health promotion/disease
prevention services to American Indians and Alaskan Natives within their
communities through the use of well-trained community health representatives.
We provide home health aide services such as housecleaning, personal grooming, and
grocery shopping for elders, food distribution delivery, prescription delivery,
monitoring vital signs, and respite care services. We provide medical transportation
service to and from medical appointments. Out of town trips with IHS referrals.

for providing assessment and treatment for substance use disorders, and domestic
violence prevention services for Leech Lake Band Members and other Native American
people residing on the Leech Lake Reservation.
To provide culturally sensitive chemical abuse and dependency assessment and treatment,
and domestic violence prevention services to those in need

Adolescent Phase II
Services Provided:
To provide education as well as community service to the youth and their families on
alcohol, drug abuse, and relapse prevention in a cultural supportive manner. This program
provides service coordination, communications with other agencies, as well as training and
education to adolescents.

Assessment Unit
We provide Rule 25 Chemical Health Assessments for Native American people living within
the boundaries of Leech Lake Reservation. Provide assessments for ages 12 through adult.
Treatment is funded through the Consolidated Chemical Dependency Treatment Fund, and
clients must qualify for this fund under income guidelines. Referrals are received through
self-referrals; courts; probation; Child Welfare; and sometimes through Detox centers and
Hospitals.
We work with approximately 45-50 providers statewide, as well as referrals to the various
Leech Lake CD programs. Clients are referred to Inpatient Treatment, Outpatient
Treatment, Aftercare and Relapse Prevention programs, and Halfway Houses. We
collaborate with treatment centers, social workers, probation officers, and hospitals to
make the best possible plans for clients to obtain and maintain sobriety.
Priority assessments are for pregnant women and adolescents; civil commitments for

clients who are very ill due to chemical/alcohol use.
Data privacy and confidentiality are strictly adhered to according to policy.

Methadone Support Group
Providing continuous education to Leech Lake methadone clients both female and males.
Provides care for clients through a variety of education such as harm reduction, cross
addiction, diversion, along with monitoring mental illness. Our goal is to improve the
compliance in client attendance in the program as well as improving communication with
referral sources to help increase the awareness of need for clients to participate in
treatment while receiving medication assistance.
Outpatient Treatment Program
The Leech Lake Men’s Outpatient Treatment Program is committed to meeting the
therapeutic needs of individual clients through the efficient and convenient provision of
clinically effective services. It is committed to basing its services on a high level of respect,
for the clients and his needs. Men’s outpatient is committed to remaining a strong stable
human service provider. Organizational decisions will be made to ensure the program’s
performance as a quality community resource.

Relapse Prevention & Recovery Maintenance
These clients include men and female clients who are in the program after completing
outpatient treatment or inpatient treatment. Group education or one-on-one counseling is

Ahnji Be Mah Diz (ojibwe language meaning "Change your way of life") is a halfway house
located on the Leech lake Reservation, owned and operated by the LLBO. The facility
provides a sheltered live in situation for chemically dependent men who want to live a life
free of alcohol or any other mood altering chemical.
Our program objectives are to guide, support, and encourage alcoholic/chemically
dependent men, coming from a primary treatment or hospital setting. The main focus is to
help them find a comfortable balance physically, mentally, spiritually, and emotionally, so
that they can return to the community as a productive person. Objectives are usually
accomplished by a client in a period of up to 90 days. The 6 bed facility admits men 18
years and over. Staff is on duty 24 hours a day.
In addition we also provide a sweat lodge that is open to the community, every Tuesday,
which starts tentatively at 4:30. Also we have AA meetings on Tuesdays @ 7:00,
Wednesdays @ 11:00, and Thursdays @ 7:00.

need to remove the child from the home due to unsafe conditions or if the household
needs resources to prevent family disruption.
Case Managers provide comprehensive services for the best interest of the child. Services
may be offered to families who have had children placed out of the home with the
ultimate goal of reunifying the family or to connect families with resources that will assist
them in providing a safer environment for their children.
The Treatment Services Coordinator organizes a team of professionals necessary to
determine treatment goals and diagnosis for children in foster care. Services and support
are provided to foster care families to ensure implementation and successful progress
toward meeting the needs of the children in their care.
The Adoption Worker provides interested individuals with information and support
throughout the adoption process. The Adoption Worker is an advocate for and assists the
adoptive family for a period of time after the final adoption ceremony takes place.
The Family Support staff assists families with transportation to necessary appointments
relating to their case plan, completing applications for essential resources, provide
supervised visitations and other services that support families in strengthening their family
structure.

Preservation Program offers short term services to families needing assistance due to lack

The Foster Care Program provides foster care licensing for Indian families on and near the
Leech Lake Reservation. The Foster Care Program seeks extended family members or other
Indian families to care for children who need to be placed out of the home until the child
can be reunified with their family. These homes are intended to provide a short-term, safe
and stable environment for children while their family works to improve the conditions
that resulted in the out of home placement.
A license to operate a foster care home must be obtained through the Leech Lake Child
Welfare Commission. Following is the criteria to be licensed for foster care:
• The foster care residence must be located on or near the Leech Lake Reservation.
• The applicant, or applicant’s spouse, must be an enrolled member of a federally
recognized tribe.
• The applicant shall be the primary provider of care in the residence and who shall
be legally responsible for the operation of the residence.
• All foster care parents shall be at least twenty-one years old at the time of
licensure.

background check, a Federal Bureau of Investigation (FBI-Adam Walsh) criminal
background check, a Social Service Child Maltreatment background check and a substance

Foster Care
This program provides Indian foster care license on and off the reservation. The Leech Lake
foster homes are intended to provide a safe, stable environment for children until they can
be reunited with their families.
Adoption
This program provides interested persons with information concerning adoption. The
worker will complete a home study and this person will then become a prospective
adoptive parent. If a child becomes available the worker will attempt to match this child
with the prospective parents on file. The worker will become an advocate for the family
until the final adoption decree.

Attendance Intervention
This program is set up to intervene when a child is missing a substantial number of school
days. It is the policy of the Leech Lake Tribal Council to encourage education and learning
among its members. In order to facilitate this policy the Tribal Council enacted a resolution
on compulsory school attendance. The Human Services program is step three of a three
step process to comply with the resolution. The intervention staff will work with family to
resolve issues that are contributing to the attendance problem.

ICWA- What does it mean? The answer is "Indian Child Welfare Act".
This act/law was put into place in 1978, and it governs the practices and procedures of the
state juvenile courts, state social services, and private adoption agencies in this country.
Prior to 1978, a large number if Indian children were being removed from their homes, and
their tribes without the appreciation of their cultural, or traditional child rearing practices.
Congress declared policy for this Nation to protect the best interest of Indian children and
to promote the stability and security of the Indian tribes and families.
This law set a minimum standard for the removal of Indian children from their families and
put into, preferably a "Relative placement", which will reflect the values of our indigenous
culture.
ICWA is applied to the four separate proceedings:
• Foster Care Placement - which is the removing of an Indian Child from their
parents or Indian Custodian for temporary placement in a foster home,
institutions, or the home of a guardian/conservator, where the parent or custodian
can't have the child returned upon demand, where the parental rights have not
been terminated.
• Termination of Parental Rights (TPR) which means any action resulting in the
terminations of the child/parent relationship continued

• Pre-adoptive Placement which means temporary placement of the child in a foster
home or institution after a TPR but prior to an adoption.
• Adoptive Placement - means the permanent place of the child for adoption
including any action resulting in a final decree of adoption.

The Bands energy programs provide state grants for energy assistance, crisis, energy
related repairs, and weatherization of homes for Band members who live on Mille Lacs
Reservation. Reach Out for Warmth, a year-round fuel fund, is also available. Band
members who live off tribal lands can contact their local community action program listed
in the yellow pages. However, Elders who live anywhere in the continental United States
are eligible for electric and heating bill assistance if they have exhausted their local energy
assistance grants (documentation is required).

The White Earth Land Settlement Act (WELSA) was passed in 1986 extinguishing the White
Earth land claims by retroactively approving the illegal land transfers. In exchange, WELSA
provided that the allottees or their heirs would be compensated financially. The monetary
compensation is to be based on the fair market value of the land at the time of taking,
minus any money received by the allottee at the time, plus interest to date. The White
Earth tribal government also received 6.6 million dollars for economic development
purposes.

goal of the licensing program is to improve the quality and availability of child care
throughout our service areas (Becker, Mahnomen, and a portion of Clearwater County).
This program is for anyone who is an enrolled member in a federally recognized tribe OR a
direct descendant of an enrolled member. There are many advantages to becoming a
licensed child care provider that are listed in our Provider Information Packets. Assistance

Our Readmobile Outreach Unit provides and promotes early literacy experiences to the
children, parents and child care providers of the White Earth Reservation. The Readmobile
visits child care providers (licensed, group, center or FFN) to help them with creating print

Readmobile also provides access to the Ojibwe language by offering books, labels and

The Early Childhood Training/Education initiative offers quality improvement and early
childhood development classes to licensed and unlicensed providers, parents, families,
and community members. A variety of topics and curriculums are used to offer early
childhoods information through these classes, such as: Positive Indian Parenting, Six Key
Strategies for Promoting Children’s Mental Health in Early Childhood Programs, SIDS/SBS,
Stop it Now (Preventing child Sexual Abuse), Project Exceptional (Children and Challenging
Behavior: Making inclusion work), Program for Infant and Toddler Curriculum (PITC),
Touch Points (Dr. Brazelton), Sensory Processing Disorders, Hand in Hand (Play
Intervention), SEEDS (Literacy and School Readiness), and Creative Curriculum for Infants,
Toddlers, and Twos and Preschoolers. These classes are co-sponsored with CCRR.
At our site visits and classes the Early Childhood Training/Education Initiative supports
children and their families by partnering with the providers to develop and provide
culturally appropriate ideas for activities, experiences, and routines. We support and
promote providers and parents to use “Ages and Stages” as a screening tool to see where
the children are in their development so they can foster children to their next
developmental milestone in all areas in their environment.

The White Earth Substance Abuse Program believes addiction can be successfully treated.
Substance abuse is one of most serious health problems on the reservation. If you or
someone you know has a problem with alcohol or drugs don’t wait for it to go away, it

Funding eligibility must be determined at time of the assessment, prior to placement. Our
main source of funding is the Minnesota Health Care Plans and State of Minnesota

NA The purpose of the program is to improve the general health status of the Ojibwa people
through direct home care services and patient/community health education. The CHR
program is staffed to provide a variety of preventative and supplemental healthcare
services. We do outreach work and assist with transportation to medical facilities for
persons who have no other mode of travel in accordance with the transportation policy.
We also assist in specialty areas such as blood pressure clinics, diabetes monitoring,
physical therapy, EMS and first responder training, injury control, vector control, mental
health, WIC, and ENP.
• Health Education:
All CHR's are required to obtain a Certified Nursing Assistant and Health Care Providers
Certificate and CPR training.
• Case Findings:
Coordinate with other programs and resources to carry out efforts in early detection of
diseases by participating at community health fairs and by assisting with health screenings.
• Advocate Services:
Provide information to the clients and make referrals as necessary to assist them in
maintaining safe and sanitary living conditions.
• Transportation and delivery:
Assist and transport clients to medical appointments according to policy and deliver

The white Earth Mental Health program utilizes traditional and cultural concepts while
working with individuals and families. The medicine wheel is used to keep a balance in our
lives and our communities.
Services Offered:
• Mental Health counseling - Focus is to provide counseling services to adults,
children, and families. Services are based on individual, child, and family needs and
are offered at varying levels of involvement, such as crisis intervention, individual
and family counseling sessions, home-based services and family and community
support services.
• Children's case management services - A holistic, wrap-around approach to
providing services to children and their families. Assistance is provided to help
families bridge 'two worlds' through a combination of education, support, and
advocacy.
• Children's Therapeutic Services and Supports (CTSS) - CTSS includes psychotherapy
and skills training, which consists of activities designed to promote skill
development of both child and family. The goal of CTSS is to promote family
preservation, unification, and family integration into the community.
• Adult Rehabilitate Mental Health Services (ARMHS) - ARMHS instructs, assists, and
supports a client in areas such as medication education and monitoring basic
social and living skills. The goal is to restore each person's ability for independent
living, socialization, and effective life management.
Referral Process:
The White Earth Tribal Mental Health program receives referrals from individuals, Indian
Health Service professionals, Tribal and local social service agencies, physicians, teachers,
school coordinators, and others who are concerned. All referrals are taken either in person
with a mental health worker or over the phone, and remain strictly confidential.

• Licensing / Governing Body: The Oshki Manidoo Center (OMC) is licensed by the
MN Department of Human Services under MN Rule 2960 as a children's residential
facility with chemical dependency and restrictive techniques certifications. Mental
health certification is in progress. OMC is also licensed by the MN Department of
Health. The Oshki Manidoo Center is tribally owned and operated by the White
Earth Nation and governed by the White Earth Reservation Tribal Council.
• Funding: The Oshki Manidoo Center is an IHS 638 facility. Funding for the cost of
daily care for youth is determined by a Host County Contract with Beltrami
County. Funding sources include Consolidated Chemical Dependency Treatment
Fund, medical assistance/MCO, private insurance, or other arrangements on an
individual basis.
• Qualified Staff: The Oshki Manidoo Center employes and contracts with trained
professional staff qualified to provide culturally appropriate treatment services.
Staff is committed to the OMC mission and represents a multi-disciplinary
approach to holistic healing.
• Professional Affiliations: The OMC is a member of the Minnesota Council of Child
Caring Agencies (MCCA) and participates in MARRCH, MSSA, MACMH, and MCA

To improve the health of its residents by providing community
support for adopting a wellness lifestyle, that includes both
prevention and interventions. Interventions include understanding
and reducing risks of disease by challenging non-healthy behaviors,
providing positive alternatives, reducing stress and violence, providing
educations promoting good nutrition, physical activities and healthy
and supportive families
Programs:
• The CPS (Child and Passenger Safety) Program has educated families on the proper
use of and distributed over 2,500 car seats to people living on the Reservation.
• The Tobacco Prevention Program addresses policy issues around smoking,
educates our communities and youth about the harmful effects of smoking and
secondhand smoke, provides cessation support and counseling.
• The Health Ed program coordinates the S.O.S program, a collaborative effort
between many programs to provide education and support for families and
individuals to live healthy and addiction-free lifestyles. Throughout the year many
activities, workshops and events take place.
• Wisdom Steps is a Health Prevention Program for our senior population and is
coordinated on the local level through our program.
• We hold Health Fairs, Cancer Awareness Programs, Arthritis Education and Pain
Management Programs, Caregivers Conferences, Motivational Workshops on
healthy choices and speak at many events on many different health topics.
• We provide support for the Brain Development Conference, the Festival of
Fathers, the Celebrating Children’s Event, the Families First Week activities, the
