The Future Continue to sell advertising

Will need to review the job fair from the website. Contract is up soon and if we want out, we may need to give 3 or 6 months notice

May try to place more education on the website. We may be able to place pre-recorded lectures on the website. This could serve a few goals. Increase new and innovative lectures for the membership

Increase faculty development and recruitment from academic centers as we'd probably be using their lectures. Could definitely include lectures by community physicians.

EMS Goals/Outcomes

Continue work with EMS stakeholders and federal partners to address DEA regulations, applications, interpretation and enforcement of DEA regulations. Outcome: Ongoing. The regulations are needing legislators in the house to co-

sign the legislation and then the need for senate co-signors as the legislation progresses.

Continue to work with EMS stakeholders on drug shortages on state and national level. Outcome: Continue to address drug shortages on local and national level.

Address need for medical directors from emergency medicine physicians. Outcome: Increased numbers of emergency trained physicians to lead EMS

services and provide needed education resources. Physicians to act as EMS Regional Medical Directors.

Grants & Awards

Awards Program Several changes to the awards this year

RR Hannas Award revamped to honor a practicing emergency physician in Missouri and an emergency medicine resident from one of the Missouri emergency medicine programs.

Physicians and residents are nominated by other physicians, nominations are reviewed by the Awards and Grants Committee and approved by the MOCEP Board of Directors.

Recipients receive a certificate and prize.

Grant Program Less active than in the past. Feel this is due to a lack of communication to the residents,

program directors and staff.

Legislative Affairs

The Legislative Affairs Committee would like to congratulate MoCEP chapter for bringing forth 4 resolutions and co-sponsoring an additional resolution at the ACEP 2015 Councillor meeting, all of which were adopted! Special thanks to Dr. Thomas Pinson and the board for their efforts in drafting the resolutions.

Summary of Resolutions:

ACEP refine the current policy statement defining urgent care centers to protect patients by ensuring accurate consumer information, provider qualifications, resources available, and costs are available to guide patients when seeking care. Additionally, the resolution requested that ACEP work with CMMS and related hospital and regulatory organizations to determine appropriate credentialing standards for these facilities to ensure public awareness regarding services available when presenting to such care facilities.

CME burden in that board certification attests to appropriate knowledge in emergency medicine and that the State of Missouri through its Time Critical Diagnosis (TCD) initiative mandating 8 hours of CME for 3 diagnoses only will diminish education in other clinical areas important to our practice. The resolution requested that ACEP work with organizations (such as American Hospital Association and American Heart Association) to understand the comprehensive knowledge base of board certified/eligible EM physicians.

Summary of Resolutions (cont’d):

That ACEP develop a policy statement to address current regulations regarding minimal arbitrary procedural numbers for credentialing and work with organizations such as TJC, CMMS, and the American Hospital Association to recommend appropriate credentialing standards for EM physicians. As an example, many EM physicians (particularly in small and/or rural hospitals) may be required to perform 5 central lines a year but may remain competent in this skill without having the opportunity to place that arbitrary number of lines.

That ACEP issue a statement declaring that EM physicians should be reimbursed for ultrasound performance and interpretation as part of EM care in the ED and support efforts to reduce payment denials.

A co-sponsored resolution to increase the number of EMRA Council representatives from 4 to 8 members. In 1992 EMRA was given 4 seats on the Council when it had 2,500 members and currently has over 6,500 members in addition to several thousand medical student and alumni members. As this organization represents the “future” of EM we should encourage early active participation of EMRA members.

New ITLS Instructor course: Missouri Piloted this

How MOCEP can help:Missouri trauma regs only require flight crew have trauma training, most audit ATLS. There are no regs that specify training for trauma for ground EMS providers. ITLS is custom made for out of hospital providers. We need local medical directors to promote, require, all their providers to have this valuable training. ITLS is a program developed originally by ACEP. As ambulance providers try cut costs, they may prioritize what they offer. WE need MOCEP's help in working this program into all of the ambulance services. Probably a large number of medical directors in MO are ACEP? They can have a direct impact on what course their services should have. The competitor has a course called PHTLS which is endorsed by American College of Surgeons. Our Course, ITLS is endorsed by ACEP. As we do more courses, we will improve trauma care and the knowledge of MO EMS Providers.

What is our EMPAC ?ARTICLE I

Name and Definition

The name of this organization is the “Missouri Emergency Medicine Political Action Committee,” hereinafter sometimes referred to as “Missouri EMPAC.” It is a voluntary, non-profit, unincorporated Committee of individual emergency physicians and others, and is not affiliated with any political party.

Purpose of EMPAC To promise and strive for the improvement of government by encouraging and

stimulating emergency physicians and others to take a more active and effective part in governmental affairs.

To encourage emergency physicians and others to understand the nature and actions of their government, the important political issues, and the records of officeholders and candidates for office.

To assist emergency physicians and others in organizing themselves for more effective political action and in carrying out their civic responsibilities.

◦ To maintain Missouri EMPAC finances as a separate and segregated fund maintained and administered by the Missouri Chapter of the American College of Emergency Physicians (Missouri Chapter ACEP), and to contribute to political candidates and engage in other activities as deemed appropriate by the Committee.

To perform other functions as necessary or desirable for the attainment of the purposes stated above.
