Background
• NAVAIR Source Selection Office Focus Areas
✓ Interactive guide vision – get the information
you want, when you need it, in the way you
want it
➢ Actions to develop, centralize and
integrate source selections tool
(training, templates, procedures,
examples, lessons learned, metrics)
became cumbersome to organize and
effectively use
➢ Action to map the process started to
organize the information
✓ Electronic Evaluation System vision for each factor
✓ Industry Outreach vision – Industry owns half the process; therefore
Industry’s processes need to be part of the solution for real process
improvement

Current Status
• The NAVAIR Interactive Source Selection Environment (NISSE) – a
Model-Based Management System – is currently in development
✓Source Selection Process Mapping complete
✓ Identification of all process tools/resources needed to guide/perform
each task is complete
➢Process step descriptions and tool/resource linkages are in the
final steps
✓Evaluation System Capability for Technical, Past Performance and
Corporate Experience factors currently in development
✓System Testing expected summer of 2018
✓Hosting actions to enable web-based capability expected to be
complete in fall to winter 2018

Current Status continued
• NISSE Capabilities expected to
include:
✓ Interactive Guide
✓Evaluation System
✓Management Dash-Boards and
action flags
✓Process Analysis - an ability to
explore process optimization
✓Collaborative functions
• NAVAIR-Industry project to explore NISSE expansion
possibilities should start in the winter/spring 2019 –
planting the seeds with this presentation

Imagine
• A capability that will unify all source selection process activities
• Expand NISSE to include collaborative activities between Government procuring agencies
and each offeror in the most efficient manner
✓ Modeled RFP that would facilitate the development of a proposal in a way that links
proposal information to the pertinent Section L and M content
➢ Simplify proposal development and reduce its time - e.g. provide a proposal-model
shell where offerors provide their solutions/responses
✓ Secure virtual collaborative space where offerors can work with the Government
Procuring Agency regarding various touch points
➢ Proposal submittal
➢ Evaluation Notices and response; with a management system that keeps track of
status of all associated actions
✓ Select metrics/schedules available on continuous basis for all offerors
✓ Process time reduction of 20% to 50%, OR MORE

Imagine continued
• The capability is limited
only by our imagination
✓What are you ideas,
thoughts?
✓What benefits do you
see?
• Winter/spring 2019 would be the time for a NAVAIR-
Industry project that explores the possibility of a NISSE
expansion to include Government-Industry touch points
✓Plan, develop and test Government-Industry
interfaces

The NAVAIR Model Based Source Selection Management project is an implementation of Model-based
Enterprise Management (MBEM).
MBEM uses existing modeling concepts, tools and technics to create an integrated and collaborative
work environment. When applied across an enterprise it becomes a formalized federation of models that
integrates all enterprise domain areas to work holistically, collaborative, effectively and efficiently.
An MBEM domain model represents a comprehensive authoritative source for all things related
to a enterprise business unit.
It is NOT a traditional:
• Model-based Enterprise (MBE): 3D product definition, development and manufacturing.
• Model-based Systems Engineering (MBSE): Model-centric approaches expected to replace
document-centric system design, test and production.
• Software application/database. Code-based application software programs designed to provide
services to end users.

Fundamental Concepts driving the NAVAIR Model Based Source Selection Management
System and Model-based Enterprise Management (MBEM):
• Concept #1: Enterprise Model to capture everything of importance to the enterprise, such
that the Model becomes the single comprehensive authoritative source for all things related to
the enterprise. All data/information is stored in the context of the model activities/tasks.
• Concept #2: Simple web access to enterprise and project model data/information that is
intuitive to use – no training required. Make model-based data available to all stakeholders.
Provide stakeholder collaboration within the context of model-based activities and data.
• Concept #3: Project specific instances to manage projects and work. Each project instance
can be unique, tailored, agile and adaptive but retain the authoritative source data of the
enterprise model. Make project data available to all stakeholders in context and as soon as its
produced and when its needed.

• Rational Method Composer– Auto Produce Interactive User Guide
– Captures all Activity & Task Data
– Rational Team Concert Template
• Interactive User Guide– Ability for anyone to access the Web Based Process
– Houses all information needed for each task
– No project specific information
• Rational Team Concert– Produce Project Specific Instances
• Ability to tailor each project
• Assign personnel to work source selection
– Manages Progress of Source Selection
– Collaboration Tool to work together
– Use of widgets to organize data
– Keeps source selection metrics (e.g. process times) to manage the source selection and for
historical purpose
