• The NAVAIR Interactive Source Selection Environment (NISSE) – a

Model-Based Management System – is currently in development

✓Source Selection Process Mapping complete

each task is complete

final steps

✓Evaluation System Capability for Technical, Past Performance and

and each offeror in the most efficient manner

The NAVAIR Model Based Source Selection Management project is an implementation of Model-based

Enterprise Management (MBEM).

MBEM uses existing modeling concepts, tools and technics to create an integrated and collaborative

work environment. When applied across an enterprise it becomes a formalized federation of models that

integrates all enterprise domain areas to work holistically, collaborative, effectively and efficiently.

An MBEM domain model represents a comprehensive authoritative source for all things related

to a enterprise business unit.

It is NOT a traditional:

• Model-based Enterprise (MBE): 3D product definition, development and manufacturing.

• Model-based Systems Engineering (MBSE): Model-centric approaches expected to replace

document-centric system design, test and production.

• Software application/database. Code-based application software programs designed to provide

services to end users.

Fundamental Concepts driving the NAVAIR Model Based Source Selection Management

System and Model-based Enterprise Management (MBEM):

• Concept #1: Enterprise Model to capture everything of importance to the enterprise, such

that the Model becomes the single comprehensive authoritative source for all things related to

the enterprise. All data/information is stored in the context of the model activities/tasks.

• Concept #2: Simple web access to enterprise and project model data/information that is

intuitive to use – no training required. Make model-based data available to all stakeholders.

Provide stakeholder collaboration within the context of model-based activities and data.

• Concept #3: Project specific instances to manage projects and work. Each project instance

can be unique, tailored, agile and adaptive but retain the authoritative source data of the

enterprise model. Make project data available to all stakeholders in context and as soon as its

produced and when its needed.
