    Model Resolution

    C0mbined North East Authorities and Elected Mayor Proposal

    (Insert and delete as applicable) . Branch/Constituency Labour Party is

    opposed to the Conservatives Mayoral-Combined Authority proposal or the !ortheast onthe basis that there has been insuicient public education and consultation" that it #ill

    concentrate po#er in too e# hands" that the Mayoral oice #ould be not be ully

    accountable" that it #ill undermine established systems o local democracy" that $ to%ether

    #ith the Manchester devolution pac&a%e' it ris&s the urther ra%mentation o the national

    public services includin% the !(" and that it could accelerate the urther outsourcin% and

    privati*ation o public services.

    +he branch also notes that the proposed allocation o , million or capital spendin% by the

    Mayor-Combined Authority across the seven local authority areas is #oeully inadeuate

    %iven the scale o the local authority cuts imposed by the Conservative 0overnment and theother proposed chan%es to local authority inances 1e.%. the locali*ation o business rates).

    12) Labour 3ard Councillors to oppose this proposal in all Labour 0roup meetin%s
