Modena might be considered as a good example of the way how to manage human resources working for InternationalCooperation projects, as a lot of initiatives have been going on, inside this Municipality, related to this topic. See forexample the presence in the town of a Councillorship for International Cooperation, an Office for InternationalCooperation, an Office for European project, a Course for Volunteers of International Cooperation, a specific Fund for

International Cooperation, a magazine for International Cooperation, a Centre of Universities dedicated to InternationalCooperation, many Schools and many Associations involved in International Cooperation as well.What's the reason for such a strong sensibility by a single city towards the issues of International Cooperation? Key points of the interview

The role of communication - Communication is a tool and if we don't give it the right content, it is not guaranteed to be effective. It certainly is not easy to change people's minds, to get them out of that shell whicha whole series of dynamics in recent decades probably has penned them in. Fear is primarily the result of aclose-minded attitude of prejudice and racism. We need to return to placing human relationships at the centre,which means seeing the other as an opportunity for a relationship, and differences as an opportunity for enrichment. But if we do not find the right content, I think this will remain just rhetoric .

The importance of meaningful witnesses - In order to convey an efficacious Communication supportingCooperation for Development, I think one of the most powerful tool is through a direct contact with

“meaningful witnesses”, i.e. persons who have experienced in their own life the principles of InternationalCooperation. They should meet common people and discuss with them, at the same level (not through a oneway communication, as in a conference, for example, but in a double way, through a discussion like you mayhave in a Party or at School, for example). They may introduce common people their own experience of lifeand the reason why it’s important to have and to convey other people some ideas and styles of life as those at the basis of International Cooperation. Now adays there’s fear to meet what is stranger and different from us,and it’s through specific occasions - like a discussion with a meaningful witness - that you may overcome that

fear.

Example of good practice - The Party of International Cooperation- The Party of International Cooperation, 7 days long - once a year, has being held in a big park inside the town of Modena. It’s participated by thousandsof people, most of them are young people, together with the contribution of most local Associations workingwith International Cooperation. During the party important guests, meaningful witnesses, are invited to take

part and share their own experience with common people. You can also have lunch, dinner or snacks and attend entertainment shows and other enjoyment.

Define and take measure of the appropriate indicators- I don’t have an objective measurement of the impact that the activities of International Cooperation, having been run in Modena for a long time, may have had onthe town, generally speaking. As regards the local Associations and NGOs, I can say however that – looking at their participation to Round Tables and Party and meetings for the magazine Modena Cooperazione and other activities, all arranged for International Cooperation - their own relationship and interactions have beencontinuously deepening and improving.

As regards the impact of International Cooperation activities on common people, I can refer to the number of people asking to attend the Course for Volunteers of International Cooperation, or to the number of peopleattending the Master for International Cooperation or to number of people visiting the Party for International

Cooperation. I think however it’s very important to define, and then to take measure of, the appropriateindicators to evaluate the impact of International Cooperation activities on the common culture, and for that maybe we can find the right ones just working together, inside Eugad project.

Suggestions for development of a multidisciplinary approach- In spite of the significant results obtained by theOffice of International Cooperation of Modena, I believe we should provide it more resources, and to get that I suggest we should encourage synergies among the different Offices and Services available inside the

Municipality of Modena. By sharing skills and competences of the different Offices, we can improve the added value of each one. Paying attention to sobriety and sustainability of any initiative. Most quality of any project is due to the quality of the people involved in, much more than to the amount of money available.

Modena might be considered as a good example of the way how to manage human resources working forInternational Cooperation projects, as a lot of initiatives have been going on, inside this Municipality,

related to this topic. What's the reason for such a strong sensibility by a single city towards the issues of International Cooperation? And what's the reason why, in spite of this good result of common ground,there are however complaints about the lack of synergy and cooperation and effective interactionsamong those different sectors of activity present in Modena?

As the newly elected Councillor for International Cooperation in the Municipality of Modena, what is your vision forthe work so far carried out by the city of Modena on the theme of cooperation?The city if Modena has been sensitive to International Cooperation in different forms for a while now.There have been times in past legislatures where it was under the Mayor's office and other times in which there was arepresentative delegated with the area of International Cooperation; and in this term, that is, less than a month, I havebeen delegated to International Cooperation as Councillor.Here are the key actions on which the work done in this city in support of international cooperation are developed: the

establishment of a public tender in support of the associations that dedicate themselves to International Cooperation, incollaboration with the province of Modena and the Fondazione Cassa di Risparmio; decentralized cooperation projects;discussion tables with the associations; a training course for volunteers; a Masters in International Cooperation incollaboration with the University; publishing a magazine on the topic (ModenaCooperazione). The Project EuropeOffice, born in 1996 in Modena, a cornerstone in Italy, at the forefront of political approach to the EC logic, has spreadto many municipalities....

Why did Modena have this experience? Who is responsible? Without naming names, I'll say that in Modena theseinitiatives are born quite spontaneously because we have a significant history of experiences in promoting a sense of citizenship, participation, opportunities for socializing, a strong emphasis on solidarity... So I think that this is fertileground that allows Modena to be on the leading edge even in other areas such as social services or early childhoodservices or for a creating a strong social fabric, for international cooperation, for the rich history of sporting groups, andthe importance that they have had in the city. It therefore isn't the merit of one or two people, of leaders who have hadthe merit of building something, but I think it is really the result of the social reality of the Modena area.Meaning? Could you explain it better?It is clear that people with ideas are needed, and that tools for implementation should be made available.... But thefeature of Modena is this: a social fabric characterized by great sensitivity, a social fabric that is made up of volunteers,with a strong interest from the local government - primarily the municipality - to stimulate the growth of theseexperiences. There are tens and hundreds of associations in the Modena area, which the municipality has supported inimportant moments, and this also applies to international cooperation This fertile ground has meant that many small andlarge realities have been born, and that the municipality has been able to give them supporting tools, that they mightgrow.

However, despite a basic intention by the Municipality of Modena to support a policy of Development Cooperation, theInternational Cooperation Office of Modena cites a lack of resources: what is your position on this?

Certainly the resources for International Cooperation are few and could be more. We are far from the goals that we have

set and therefore our commitment is to find additional resources, both directly from the local administration and fromother types of collaboration. But I would like to emphasize two other aspects that do not diminish the first. I think, bothfor other sectors for which I am responsible and for International Cooperation in particular, a sober and truly sustainablepolicy should be the very first objective. That is to say, paying close attention to how we find the resources andavoiding waste... Thus: sobriety and sustainability in all initiatives.Second: I am fully convinced that the quality of the projects is not dependent on money, but on the people, their ideasand their ability to work together.That is, we seek more money, but it is not that in having more money, the projects will be better: their quality willdepend largely on how we involve ourselves, even and especially in relating with others.

The Project Europe Office has great skills in being able to access the European Community tenders (so much so thatthis office has received the approval and implementation of 60 projects funded by the EC); the InternationalCooperation Office does not have the same skills, and cites difficulties in accessing tenders. These two offices were

separated in 2004, one dedicating itself specifically to International Cooperation and the other to European projects onother themes. Couldn't they interact a little more? What do you think of this?The young age of the International Cooperation Office should not be overlooked, which does not need justificationgiven the excellent results obtained. In recent years the Office has given much to develop a work method. Now I think we are all aware that we must make a leap in quality, such as finding synergies with other offices and other services thatcan give added value to the International Cooperation Office, for instance the Project Europe Office. As a precaution, Iwould leave them separate: if the Cooperation Office were to be an appendage of Project Europe it is likely to have aless decisive role. I think we can still create that virtuous connection, which I referred to earlier, to provide moreopportunities for the Cooperation Office, giving us a method of collaboration. But the same attention and the sameobjective should be there with other offices and agencies of the Municipality of Modena. Starting with two for which Iam responsible, communication and youth policies.The collaboration that the International Cooperation Office has been able to establish with the University has beenimportant, take the coordination on the Masters ..... Creating a network and building synergies between the differentagencies.

Objective evaluation of the impacts that all these activit ies related to International Cooperation mayhave on people, Institutions and Associations of the town?

In Modena there's the presence of: a Councillorship for International Cooperation, an Office for InternationalCooperation, an Office for European project, a Course for Volunteers of International Cooperation, a specific Fund forInternational Cooperation, a Centre of Universities dedicated to International Cooperation, many Schools and manyAssociations as well involved in International Cooperation. Unfortunately, I don’t have an objective measuremen t of theimpact that all these activities may have had on the town, generally speaking. As regards the local Associations andNGOs, I can say however that – looking at their participation to Round Tables and Party and meetings for the magazineModena Cooperazione and other activities, all arranged for International Cooperation - their own relationship andinteractions have been continuously deepening and improving. Suggestion for Advocacy: how to involve NGOs, Schools and Associations working for InternationalCooperation in the decision making process of the Municipality?

It is easy to sensitize people when they are as motivated you. But turning to a wide audience, like the citizens of

Modena as a whole, it is unlikely that the interlocutors are equally motivated towards cooperation. In that case, how do

you involve them? Does an activity of supporting International Cooperation return to our pockets?The development of the welfare of a faraway community or the preservation of a distant land has an influence on us.Look at environmental issues, migration issues, ... if we can make people feel better at home, I think this is good foreveryone ... not because this is how we close the borders, but because I think it's fair that one remains linked to theirown territory and to their community and its history ... it is part of a sense of equality and justice that should concern allpeople. And the commitment to ensure that any human being can enjoy equality and justice is a commitment for everycitizen, including citizens of Modena.

Modena is a multi-ethnic city, and yet, unfortunately not everyone is naturally keen to open to the Other. How do youinfluence and make favourably disposed those who do not like the meeting with non-EU citizens? How do you targetthose people who want non-EU citizens to return home? You are also in charge of communication .... How do you reachthat most difficult terrain?To begin with, it is important to emphasise that communication is a tool, and if we don't give it the right content, it is

not guaranteed to be effective. It certainly is not easy to change people's minds, to get them out of that shell which awhole series of dynamics in recent decades probably has penned them in. It is not easy, and you see that when talking topeople. I refer to my five years as President of the constituency. Fear is primarily the result of a close-minded attitude of prejudice and racism. By now we are used to remaining closed in ourselves, we do not greet each other any more, evenamong residents of the same building.... We need to return to placing human relationships at the centre, which meansseeing the other as an opportunity for a relationship, and differences as an opportunity for enrichment.But if we do not find the right content, I think this will remain just rhetoric.We can think of several initiatives, regarding communication, through the press, but I think one of the most significant,particularly among young people, is to bring them together with "significant witnesses" who can really communicatethe importance of certain ideas .

Could you give us some idea about these meetings with significant witnesses?Take for example the Party of International Cooperation , to which I referred earlier, organized for 3 years in Modena, ina city park. Thousands of young people go there. Bringing in significant witnesses, be they celebrities or just plainvolunteers, I think, is very important. Being able to do so with a non mono-directional mode (in which the expert speaksand that's it) but two-way, on equal footing, the significant witness among the people. This seems even more beneficial.It can happen in a park; it can happen in schools and in other situations.

MODENA: UNA CITTA’ IN CUI l’ATTEN ZIONE ALLE PROBLEMATICHE DELLO SVILUPPO DIVENTAUNA QUESTIONE di COMMON GROUND

A Modena ci sono diverse iniziative finalizzate alla Cooperazione Internazionale. Vedi la presenza di un Assessoratoalla Cooperazione Internazionale, un Ufficio della Cooperazione Internazionale, un Ufficio per la gestione di progetti

Europei, un Corso per Volontari della Cooperazione Internazionale, un Fondo specifico per la Cooperazione Internazionale, un centro universitario dedicato alla Cooperazione Internazionale, una rivista per la Cooperazione Internazionale, molte scuole e Associazioni coinvolte nella Cooperazione Internazionale.Qual è la ragione di una così forte attenzione da parte di una singola città alle problematiche dello Sviluppo?

E perché, nonostante un terreno comune così fertile, ci si lamenta a volte della mancanza di sinergia e di effettivainterazione tra i vari settori coinvolti?

In qualità di Assessore neoeletto per la Cooperazione Internazionale, presso il Comune di Modena, qual è la sua visionein merito all’attività finora svolta dal Comune di Modena sul tema della Cooperazione? La cooperazione Internazionale è all’attenzione del Comune di Modena da un po’ di tempo, in forme diverse.Ci sono stati momenti, nelle passate legislature, in cui è rimasta in capo diretto al Sindaco, altre in cui c’era un

Consigliere delegato alla Cooperazione Internazionale; in questa legislatura, cioè da poco meno di un mese, sono statodelegato io alla Cooperazione Internazionale come Assessore.Azioni fondamentali sulle quali si sviluppa l’attività svolta in questo Comune a sostegno della CooperazioneInternazionale:- Costituzione di un bando a sostegno delle Associazioni che se dedicano alla Cooperazione Internazionale , incollaborazione con la provincia di Modena e con la Fondazione Cassa di Risparmio- Progetti di Cooperazione decentrata- Tavolo con le Associazioni- Corso di formazione per Volontari- Master per la Cooperazione Internazionale , in collaborazione con l’Università - Redazione di una rivista specifica sul tema (ModenaCooperazione)

Quale pensa possa essere l’impatto, sui cittadini modenesi, di un'attività così intensa svolta da diversi anni dal Comunedi Modena a supporto della Cooperazione Internazionale?Per essere oggettivi, più che sensazioni, bisognerebbe citare qualche dato numerico, di cui non dispongo. Alcuniindicatori importanti credo comunque che ci siano, sia in riferimento agli attori specifici della Coop. Internazionale chein riferimento ai cittadini.Vedi il Tavolo con le Associazioni, che si è andato consolidando negli anni e a cui partecipano molte delle Associazioniimpegnate nella Cooperazione Internazionale presenti sul territorio mode nese; l’impegno delle Associazioni nellaredazione e nella gestione della rivista ModenaCooperazione; la disponibilità di tante Associazioni a collaborareinsieme per la Festa della Cooperazione, ….Circa l’impatto sui cittadini modenesi, è difficile aver e degli indicatori oggettivi. Alcuni potrebbero essere: la costanterichiesta dei giovani di partecipare al Corso di formazione dei Volontari per lo Sviluppo, la partecipazione – orevedremo – al Master sulla Cooperazione; la partecipazione della gente alla Festa della Cooperazione Internazionale.Certamente potrebbe essere interessante (magari anche attraverso lo stesso Progetto Eugad) definire e tenere monitorati

degli indicatori specifici, rispetto a questo impegno che credo debba essere di tutti, e in particolare di una Pubblica

Amministrazione - che, nel massimo dell’impegno e della trasparenza, vuole sostenere la Cooperazione Internazionale -e delle Associazioni che già stanno imparando a collaborare tra di loro , aprendosi rispetto al loro piccolo grandemondo. Lavoriamo insieme per definire questi indicatori.

L'Ufficio Progetto Europa, a Modena nasce nel 1996, caposaldo in Italia, all’avanguardia nelle politiche di approccioalle logiche della CE, ha fatto scuola a tanti Comuni, anche in merito alla Cooperazione Internazionale: perché Modenavanta questa esperienza? A cosa la possiamo imputare?Senza voler fare graduatorie, dico che a Modena queste iniziative nascono abbastanza spontaneamente perché a Modenac’è un passato significativo di esperienz e di promozione del senso civico, di partecipazione, di occasioni disocializzazione, di fortissima attenzione alla solidarietà. Quindi credo che questo sia quel terreno fertile che permette aModena di essere all’avanguardia anche su altri temi come in ge nerale i servizi sociali o i servizi per la primissimainfanzia oppure per un tessuto sociale fortissimo come in generale quello dell’Associazionismo, per la ricchissima storiadelle Polisportive, e dell’importanza che queste hanno avuto in città. Non è qu indi per merito semplicemente di una o

due persone, dei leader di turno che hanno avuto il merito di costruire qualche cosa, ma penso che sia davvero fruttodella realtà sociale del territorio modenese.

Cioè? Ce lo può spiegare meglio?E’ chiaro che ci v ogliono anche le persone con le idee, e che mettano a disposizione degli strumenti per concretizzarle…. Ma la caratteristica di Modena è proprio questa: un tessuto sociale caratterizzato da una fortissima sensibilità, untessuto sociale che è volontariato , con una fortissima attenzione da parte delle Amministrazioni locali – in primis ilComune – a favorire la crescita di queste esperienze. Ci sono decine e centinaia di Associazioni, nel territoriomodenese, che nei momenti importanti il Comune ha sostenuto, e questo vale anche per la Cooperazione Internazionale.Questo humus fertile ha fatto sì che nascessero tante piccole e grandi realtà, e il Comune è stato capace di dare lorodegli strumenti di supporto, perché potessero crescere.

Lei che esperienza ha di Cooperaz. Internaz., nel suo passato?Da giovane ventenne sono stato amministratore di una ONG modenese, Overseas. A seguire ho fatto 20 mesi di serviziocivile, sempre presso Overseas, non andando nei Paesi in via di Sviluppo, poiché le mie competenze – da informatico – erano poco idonee a quei Paesi …. mi sono occupato di educazione alla Mondialità nelle scuole, costruendo progettispecifici per quella ONG. Ho anche seguito indirettamente altri progetti, da parte di altre ONG. Negli ultimi cinque annisono stato Presidente di una delle Circoscrizioni di Modena, all’interno dei cui parchi abbiamo ospitato la Festa dellaCooperazione Internazionale.

E’ facile sensibilizzare le persone, quando si tratta di soggetti motivati come può essere lei. Rivolg endosi però ad unpubblico vasto, come possono essere i cittadini modenesi nel loro complesso, non è detto che gli interlocutori sianoaltrettanto motivati verso la Cooperazione. In tal caso, come coinvolgerli? Torna anche nelle nostre tasche un’attività d isupporto alla Coop. Internazionale?Lo sviluppo del benessere di una comunità lontana oppure la salvaguardia di un territorio a noi lontano ha comunqueinfluenze su di noi. Vedi i temi ambientali, i temi della migrazione, … se riusciamo a far star bene l e persone a casaloro, credo che questo sia un bene per tutti … non perché in questo modo chiudiamo le frontiere, ma perché penso chesia giusto che uno resti legato al proprio territorio e alla propria comunità e alla propria storia … fa capo ad un senso diuguaglianza e di giustizia che dovrebbe riguardare tutti gli uomini. E l’impegno per far sì che qualunque essere umanopossa godere di uguaglianza e di giustizia è un impegno per qualsiasi cittadino, ivi inclusi i cittadini modenesi.

Modena è città mu ltietnica e, ciononostante, purtroppo non tutti sono così naturalmente propensi ad aprirsi all’altro.Come influenzare e ben disporre chi non gradisce l’incontro con l’extracomunitario? Come colpire quel target dipersone, che vorrebbe gli extracomunitari a casa loro? Lei è anche responsabile della Comunicazione …. Comeraggiungere quel terreno più ostico?Intanto è importante sottolineare che la comunicazione è uno strumento, e se non gli diamo i contenuti giusti non èscontato che sia efficace. Non è di certo facile far cambiare idea alle persone, farli uscire da quel guscio nel quale

probabilmente tutta una serie di dinamiche degli ultimi decenni hanno rinchiuso tante persone. Non è semplice, e lo si

capisce anche parlando con la gente. Faccio riferimento ai miei cinque anni di Presidente di Circoscrizione. La paura èprima di tutto frutto di un proprio atteggiamento di chiusura mentale, e di pregiudizio, di razzismo. Ormai siamoabituati a restare chiusi in noi stessi, non ci si saluta più, nemmeno tra re sidenti dello stesso condominio …. Bisognatornare a mettere al centro le relazioni umane, il che vuol dire vedere l’altro come un’opportunità di relazione, e ledifferenze come occasione di arricchimento.Però, se non troviamo i contenuti giusti, credo che queste restino solo belle parole.Si possono pensare diverse iniziative, a proposito di comunicazione, a mezzo stampa, ma penso che una delle iniziative

più significative, soprattutto tra i giovani, sia quello di farli incontrare con “testimoni significativi”, che davvero possano trasmettere l’importanza di certe idee.

Qualche idea su questi incontri con testimoni significativi?Vedi ad esempio la Festa della Cooperazione Internazionale, a cui facevo riferimento prima, organizzata da 3 anni aModena, in un parco cittadino. Migliaia di giovani la frequentano. Portare lì testimoni significativi, siano essi

personaggi famosi oppure semplici volontari, lo ritengo molto importante. Riuscire a farlo con una modalità non mono-direzionale (del tipo l’esperto c he parla e basta) ma bidirezionale, alla pari, il testimone significativo in mezzo alla gente…. Questo mi sembra ancora più vantaggioso. Il che può avvenire in un parco; può avvenire nelle scuole, e anche inaltre situazioni.

Nonostante un’intenzione di fondo da parte del Comune di Modena a supportare una politica di Cooperazione alloSviluppo, l’Ufficio Cooperazione Internazionale di Modena lamenta una carenza di risorse: qual è la sua posizione ariguardo?Di sicuro le risorse per la Cooperazione Internazionale sono poche e potrebbero essere di più. Siamo ben lontani dagliobiettivi che ci si potrebbe dare e quindi l’impegno è quello di trovare ulteriori risorse, sia direttamentedall’Amministrazione comunale che da altri tipi di collaborazione. Vorrei però sottolineare altri due aspetti, che nondiminuiscono il primo. Credo che, sia per altri settori a cui corrispondono le mie deleghe che per la CooperazioneInternazionale in particolare, una politica sobria e davvero sostenibile debba essere il primissimo obiettivo. Il che vuoldire: massima attenzione a come vengono reperite le risorse, ad evitare gli sprechi, … sobrietà e sostenibilità di tutte leiniziative.Seconda cosa: sono pienamente convinto che la qualità dei progetti non la fanno i soldi, ma le persone, le loro idee e lacapacità di collaborare insieme.Cioè, cerchiamo più soldi, ma non è che se avremo più soldi i progetti saranno migliori: la qualità dipenderàessenzialmente da quanto riusciremo a mettere in gioco noi stessi, anche e soprattutto nel relazionarci con gli altri.

Ufficio Progetto Europa, grandi competenze nel saper accedere ai Bandi della Comunità Europea (tant’è vero chequesto ufficio vanta l’approvazione e la messa in atto di ben 60 progetti finanziati dalla CE); Ufficio Co op.Internazionale non ha le stesse competenze e lamenta difficoltà di accesso ai bandi. Questi due Uffici nel 2004 si sonoseparati, dedicandosi uno specificatamente solo alla Coop. Internazionale e l’altro ai progetti europei di altre tematiche.Non potr ebbero interagire un po’ di più? Lei cosa pensa a riguardo?

Non va dimenticata la giovane età dell’Ufficio Cooperazione Internazionale , che non ha bisogno di giustificazioni vistigli ottimi risultati ottenuti. In questi anni l’Ufficio ha dato tanto per m ettere a punto un metodo di lavoro. Adesso credoche si sia tutti consapevoli del fatto che si debba fare un salto di qualità, quale ad esempio quello di trovare sinergie conaltri Uffici e altri Servizi, che possano dare valore aggiunto all’Ufficio Cooperazione Internazionale, quale appuntol’Ufficio Progetto Europa. A scanso di dubbi li lascerei separati: se l’Ufficio Coop. fosse un’appendice del ProgettoEuropa probabilmente riuscirebbe ad avere un ruolo meno incisivo. Credo che si possa comunque creare quelcollegamento virtuoso, a cui ho fatto riferimento prima, per offrire maggiori opportunità all’Ufficio Coop. , dandoci unmetodo di collaborazione. Ma la stessa attenzione e lo stesso obiettivo deve esserci anche con altri Uffici e Servizi delComune di Modena. A partire da due rispetto ai quali ho la delega io, la Comunicazione e le Politiche giovanili. Vediscuole, servizio civile,Importante la collaborazione che l’Ufficio Coop erazione Internazionale ha saputo instaurare con l’Università -

CUSCOS, vedi coordinamento sui Master ..... Mettere in rete e creare sinergie tra i diversi apparati.
