This modernising and transformation agenda means that all aspects of police and justice face the following challenges:

• Facilitating collaboration and sharing of sensitive information across agencies and their partners

• Ensuring information security, privacy and data sovereignty through the supply chain and lifecycle of work

• Responding to higher demand and yet delivering cost savings whilst maintaining cost control

• Ensuring programmes are delivered on time within budget so the outcomes can be achieved

• Political and practical results; making sure services are delivered on time and meeting legislative and ministerial commitments.

New legislation coming in from the Policing and crime Act 2017 and the Prisons and Courts Bill are driving this transformation as well as the increased demand and the changing nature of crime and justice – cyber enabled threats is impacting multiple agencies, crossing county lines and national boundaries. Citizens, victims, offenders, staff and supply chains have higher expectations about the use of cloud and technology and expect a faster pace of change. The increasingly challenging landscape of serious and organised crime, and terrorism where information sharing and privacy issues mean the difference between life and death.

Following agile methodologies there are many examples of critical services such as the HM PPS nDelius case management system moving from on premise to cloud services in a short period where legacy technologies and practices would have doubled time and cost to deliver. Modernising Policing through the Cloud.

In the UK, Police and Crime Commissioners are developing IT Strategies which set out their intended transition to cloud, including collaboration opportunities. Some exciting work is now taking place to bring the National Police Chiefs Council (NPCC) Digital Strategy to life, and that strategy needs cloud technology to be embedded across all police forces to deliver the transformation to ‘digital’. That work will allow the movement of data between criminal justice agencies, promote digital contact with the public through social media, and accelerate new types of investigation and intelligence to meet the changing crime threats.

Cloud technology offers substantial benefits to police forces and has the potential to transform policing into the digital age. Cost savings, rapid deployment of critical resources and dynamic provisioning of resources when needed are among the tangible benefits that cloud computing offers to police forces of all size. The Police Reform and Transformation Board advocates the efficiency model where a tool is built once and deployed multiple times. Cloud computing is ideal for this and UKCloud is already successfully supporting solutions that

Modernising Justicethrough the Cloud.

The ‘Prisons and Courts Bill’ is driving the development of a world-class court system and the biggest overhaul of prisons in a generation. From ensuring prisons can effectively punish those that are guilty, whilst also giving offenders the opportunity to turn their lives around through the ‘Transforming Rehabilitation’ agenda.

Courts are modernising to deliver effective justice, protect citizens and allow efficient delivery of justice for lower levels of crime as well as civil matters.

This is being underpinned by many digital initiatives that affect the whole of the Justice sector to transform it into the world class system it strives to be. From building a common platform to digitise the courts process and enabling the move away from the paper based service to one that is efficient and effective for citizens for both criminal and civil matters, to a rehabilitation process which provides better services for offenders to help them re-build their lives, and for the offender management organisations to support case workers with real time information.

Justice is blighted with inflexible legacy IT systems, processes and contracts that create waste and inefficiency and impede the delivery of services, with a lack of ability to share and collaborate with common data sets which severely impacts the whole justice process. It is not easy to move from disjointed IT towards more efficient, agile and dynamic public services. The journey cannot be completed in a single step. At UKCloud we find it useful to track progress with what we call the 4 step digital progression index.

Specific examples would be the transition of an OFFICIAL SENSITIVE case management system for HM PPS from legacy infrastructure to a cloud based service that has enabled regular code releases, which were previously impractical to deliver, but also saving millions of pounds in the process. The development of an official sensitive PSN monitoring service which was deployed within a matter of days as opposed to months of deliberation of design and accreditation with the use of an accreditable Official Sensitive PaaS. Finally, in the CRC (Community Rehabilitation Company) community UKCloud and its partners have built case management systems and end user compute capabilities that ensure case workers can work from anywhere handling sensitive information without restriction supporting the Transforming Rehabilitation agenda with efficient, secure agile delivered services.

All of this has been done in conjunction with our partner community who can deliver outcome based services for both OFFICIAL and OFFICIAL SENSITIVE workloads on time and on budget whilst maintaining security controls.
