Navratri is a festival dedicated to theworship of Goddess Maa Durga/ Shakti. Theword Navaratri literally means nine nights.During these nine nights and ten days, nineforms of Shakti are worshiped and the tenthday is commonly referred to asVijayadashami or Dussehra. Nine forms ofShakti are worshipped during the Navaratris.Like in First night of Navratri – Shailputri,Second Navratri , Bhramcharini, ThirdNavratri –Chandraghanta, Fourth Navratri–Kushmanda, Fifth Navratri – Skandmata,Sixth Navratri –Kaatyayani, SeventhNavratri –Kaalratri, Eighth Navratri –Mahagauri Kaalratri, Eighth Navratri –Mahagauri and Ninth Navratri – Siddhiratriare worshipped. Tenth day is commonlycelebrated as Vijayadashami or “Dussehra”.

Navratri is a very important and major Hindu festival in all parts of the country. In the westernStates of Karnataka, Maharashtra and Gujarat it is the principal festival of the year and during whichthe traditional dance of Gujarat Garba is widely performed.

This festival is celebrated with great zeal in North Indian States like Uttar Pradesh, Bihar,Himachal, Uttarkhand, Rajasthan, Punjab, Haryana, Delhi and performances of the Ramlila are themajor attractions. The Dussehra of Kullu in Himachal Pradesh is particularly famous in the NorthIndia.

The large procession of Goddess Chamundeshwari on a golden throne mounted on several welldecorated elephants in Mysore, Karnataka is the main attraction of the Navratri festival in SouthIndia.

In Eastern India particularly in Jharkhand, Assam, West Bengal and Odisha Hindus believe thatit is lucky to start a new venture, project during Navratri or on Dussehra. So people and particularlythe business community celebrate it as the New Year. The Sharad Navaratri culminates in Durga Pujaand Dussehra.

Respect for India has increased in the world. The credibility of Indians standsenhanced. Not only ‘good days’ but the days of glory are returning. Care isbeing taken from poor to rich, from villages to towns and from slums to

palaces. Honesty is in the air. Corruption is mum. Governance and administrationsare visible. India which was hitherto rudderless is now taking its rightful place inthe world. Ministries are at work from sunrise to sunset and from sunset to themoonlight of the nights.

New work culture is taking shape. Staffs are working hard. Government staffsare working effectively. The government of India in New Delhi is giving new messageto the governments in states. The light of mutual trust has started burning. The workto increase the credibility of the federal system is taking place. The sense thatgovernment belongs to everyone and everyone is for the government is getting acceptedautomatically. Whether it is trip to Bhutan, Nepal or Japan or the trip of ChinesePresident to India, Indians are mesmerized. Opposition is silent. Prime MinisterNarendra Modi is exuding exemplary boldness on the international forums. Successhas exceeded the hopes and expectations. There is eagerness among the ministersto perform and keenness to understand the problems of India.

The Vietnam trip of President Pranab Mukherji where he praised the PrimeMinsiter has made Indian democracy stronger. The government is marching aheadto make beautiful India, clean India, one’s own India and everyone’s India. Steps arebeing taken towards enhancing the prestige of the saint of Sabarmati and Gandhiashram. ‘Ek Bharat, Shreshtha Bharat’ is not only a slogan but steps have beeninitiated to realize this dream.

Prime Minister Narendra Modi has taken a bold initiative to call upon the worldto march towards development in place of expansionism and encroaching uponother’s borders. It is a unique initiative to launch ‘Make in India’ campaign on 25th

September and ‘Swachh Bharat’ campaign on 2nd October. The decisions being takento take country towards clean and healthy India is praiseworthy. The role that NDAgovernment played in relief works in Jammu Kashmir calamity and the work whichthe three wings of Indian army have performed are exemplary. The calamity inJammu & Kashmir is a calamity for India. Entire country has stood together. TodayIndia needs this kind of unity.

“I am a BJP leader but Prime Minister of 125 crore people” - Narendra Modi isworking with this mindset. Congressmen are a worried lot. Whatever SP or Congressmay think over winning a few seats in bye-elections but BJP will have to consideras to why this has happened.

The Congress backbone will be broken once Haryana and Maharashtra are won.BJP leadership will have to devote completely towards this goal. People of Haryanaand Maharashtra want to get rid of Congress. If NDA wins both these states then thepath to Jharakhand and Jammu & Kashmir will become easy. There cannot be a betteropportunity to hoist the flag of NDA than this.

People are rising. It is important that people should rise. It is time to write history.We will have to get all nationalist people to join this national yajna. If nationalismis awakened, India will become stronger. If Indianness is strengthened than Indiawill come out of the disease of casteism and regionalism.

On the second day of his visit after the bilateral talks ShriXi said China and India to act as twin engines to promotegrowth and prosperity in the region. Due to non-demarcationof the border, certain incidents take place but both countrieshave mechanisms to handle such incidents, says Shri Xi. Wehave decided to respect each other’s concerns and China isdetermined to settle the boundary issue at earliest, theChinese President said. Further Shri Xi said 2015 to beobserved as ‘Visit India’ year in China, and 2016 will the yearto visit China in India.

Pitching for a quickclarification of the Line ofActual Control (LAC), ShriNarendra Modi told Xi thatChina had to restore thestatus quo that existedbefore September 10 inLadakh this year. Foreignminister Smt SushmaSwaraj also raised the issuewith her counterpart WangYi.

is believed to have reshuffled thetop positions in the People’sLiberation Army promoting threegenerals known to be close to him,according to reports emerging on22 September.

The move came in the midst ofa stand-off in the Indian border,which has raised questions abouta possible disconnect between thePLA and the country’s central authorities.

The president also gave a dressing down to the military brass at a meeting, which took place inthe presence of Fang Fenghui, chief of the PLA general staff, convened on 21 September. “All PLAforces should follow the instructions of President Xi Jinping, also chairman of the Central MilitaryCommission (CMC), and update their operations to meet new goals and missions set by the CMC,”an official statement relayed by the Xinhua news agency, said.

For India, the most important issue is whether repeated border intrusions including the one thattook place during Xi’s recent India tour, are directly ordered by the presidential team or a section ofPLA brass is doing its own bidding. The development in the last two days indicate that the president,though the supreme commander of armed forces, is trying to further reinforce his authority, observerssaid.

South China Morning Post on Monday reported that senior military officers have been target bythe anti-corruption drive ordered by the Chinese president. Xi has also ordered a reshuffle of the toppositions in the PLA and the Central Military Commission, of which he is the chairman, it said. Theofficial statement about Xi’s meeting with military commanders on 21 September showed that thepresident is extremely unhappy with the chain of command in the forces. It talked about the need “toimprove the efficiency of military command under new circumstances”. Xi also emphasized the needfor “streamlining the operational headquarters of all PLA forces” with revised protocols. “Themeeting focused on streamlining the operational headquarters of all PLA forces with informationtechnology and revised several important protocols,” the statement said.

India wants the Ladakhstandoff to end immediately,with Shri Modi telling Xi that aclarification of LAC andsettlement of the dispute “would

greatly contribute to our effortsto maintain peace andtranquility”. He requested Xi tolook at resuming the stalledprocess of LAC clarification. TheIndian PM had an extendedinteraction with Xi whichincluded 75 minutes of restrictedmeeting, 50 minutes ofdelegation talks and a 15-minuteone-on-one.

Apart from the assurancefrom Xi that the border disputecould be resolved soon, animportant takeaway for Indiawas the declaration, for the firsttime, of support from the Chinesepresident for India’s fullmembership of ShanghaiCooperation Organization(SCO), a central Asia securitygrouping of six countriesdominated by Russia and China.China to assist India inhigh-speed rail corridors

Chinese president Shri Xiinformed that China Will Workwith India to Build One of theProposed High-Speed TrainCorridors in India. IndianRailways will identify the projectto be developed with Chinesecooperation. The China RailwaySiyuan Survey and Design Groupand other Chinese enterpriseswill conduct the feasibility studyfor one high-speed corridor andprepare a project report with itsfinancing. China will also assistIndian Railways with its semi-high speed plans. It will helpstrengthen tracks so that themaximum speed of passengertrains can be increased to 160kmph from 130 kmph.

To begin with, Chineseengineers will help commissionthe Chennai-Bangalore-Mysorecorridor and help augment trainfor 160 kmph. After the recent

successful trial on running asemi-high speed train from Delhito Agra, Indian Railways hasidentified eight other corridorsto run similar semi-high speedtrains.

As per the action plan signedby both sides, Chinese expertswill survey and design specifiedsections and train Indianpersonnel. The China RailwayEryuan Engineering Group willcoordinate with the High-SpeedRail Corporation, a subsidiaryRail Vikas Nigam Limited. “Ahigh-level team of officials willsoon visit China,” said a seniorrail official.

The agreement signed bychairman Railway BoardArunendra Kumar and the

administrator of China’s NationalRailway Administration, LuDongfu, talks of redevelopment ofrailway stations, training inheavy-haul transportation ofIndian Railway personnel andsetting up of a Railway Universityin India. China will helpredevelop two stations.

Both sides agreed on atraining programme for 100personnel (five batches of 20trainees for two-three weeks).Emphasis will be on onsitetraining covering operationaland maintenance facilities,monitoring systems and trafficcontrol. The Beijing JiaotongUniversity will start the firsttraining programme nextmonth.

BJP opens its account in WestBengal and gains in Assam

The recently held by-polls in 32 Assembly and 3 Lok Sabha seatsacross 9 States have given their verdict. The good news for BJP is thatit has opened its account in West Bengal and gained in Assam.Theparty has made its debut in West Bengal with its one Member gettingelected to the Assembly and bye coming second in the other seat whichment to by-polls. The BJP’s vote share is rising steadily. However, ofthe 11 seats in Uttar Pradesh, only three have gone to the BJP whileSamajwadi Party has won the remaining eight seats. The SP has alsowon the lone Lok Sabha seat which Party chief Mulayam Singh Yadavhad vacated. In Gujarat, all nine Assembly seats belonged to BJP ofwhich it has bagged six and also won the Vadodara Lok Sabha seatwhich was vacated by Prime Minister Narendra Modi since he retainedthe Varanasi seat. Congress has snatched three seats and it claims tobe on the path to revival in the State. The truth may just be different. InRajasthan BJP lost three assembly seats of the four to Congress. Contraryto trends in other states of the country, the BJP has not only registeredsignificant vote-share gain in the assembly by-elections in Assam, butalso added one seat to its kitty, taking the party’s strength in the stateassembly up to six at the expense of the Congress. Election was held forthree assembly segments – Silchar, Lakhipur and Jamunamukh – with thefinal results showing that the Congress, BJP and AIUDF winning one seateach. Of these, while BJP wrested Silchar from the Congress, the AIUDFand Congress retained Jamunamukh and Lakhipur respectively. InChhattisgarh BJP won the lone seat which went to poll.

As a child he was broughtup in a lower middleclass Sanatan Hindu

family in north India. His greatgrandfather, renownedastrologer Pandit Hari RamUpadhyay, lived in NanglaChanderbhan village of Mathuradistrict in Uttar Pradesh. ShriJhandu Ram was his youngerbrother.

Ram Pyariwas blessed with another sonwho was named Shiv Dayal andnicknamed ‘Bhinnoo’.Joint family tradition

The joint family system wasalive in Pandit Hari Ramji’sfamily. Therefore, it was a bigfamily. Deendayalji was as yetonly two-and-a-half years oldwhen he shifted to the house ofhis maternal uncle. He neverreturned to his native place. Hewas brought up in unusualenvironment, yet that did notprevent the young child fromblooming into a person rich with

traditional values.After some time of his

shifting tothe place of hismaternal uncle, Shri Deendayaljilost his father. His mothercontracted tuberculosis, a diseasewhich those days, was incurable.He was as yet seven years oldand Shri Shivdayal just fivewhen their mother too left themfor good to the care of theirmaternal father (nana). He thusgot deprived of the care andaffection of both his parents.After just two years, his nana ShriChuni Lalji too left for hisheavenly abode in September1926.

In 1931 Shri Deendayaljiwas in seventh class in Kotawhen he had to go to Rajgarh(district Alwar) in Rajasthanbecause his maami had passedaway. He had thus to look afterthe bringing up of his youngerbrother Shivdayal too. But, in themeantime, Shivdayal too fell illand despite best efforts, his lifecould not be saved. OnNovember 19, 1934 he too leftShri Deendayalji all alone. Butthe trail of tragedies was notleaving Shri Deendayalji alone.In 1935 when he had just passedhis matriculation, the lonecaretaker of his life, his naaniwho used to shower all heraffections on him too fell ill andbreathed her last.

Because of family reasons hehad to shift to Dhankia inRajasthan where his nanaChunilalji lived. He too was verymuch upset at the untimely deathof his two sons. He left his joband returned to his village Gur-ki-Mandai. Till the age of 9, thefamily could not manage for theeducation of Deendayalji.Ultimately, he shifted to thehouse of his maternal uncle(maama) who was AssistantStation Master in Gangapur. Heremained there for four yearsand started his studies. But therewas no arrangement for studybeyond class four at Gangapur.He, therefore, got himselfenrolled in a school in Kota onJune 12, 1929 where he lived ina self-supporting house for threeyears. Later, he had to shift toRajgarh (district Alwar) wherehis maternal brother (son of hismaama) had been transferred. Hepassed his matriculationexamination from there. He wentto Pilani for higher educationand did his Intermediate in 1936from there. For his graduationhe went to Kanpur. He did his

MA from Rajamandi, Agra. Hewent for Bachelor of Training(BT) from Prayag. From therecommenced his public life andlaunched upon his life as aperpetual traveler.Untiring traveller

Till attaining the age of 26,Deendayalji was always on themove from one place to another.During this period he stayed atabout eleven places in Rajasthanand Uttar Pradesh. Home, a lifeof convenience and stability doesdevelop a sense of belonging toa particular place. In hischildhood he lacked all thesethings. Therefore, he did not gethimself chained to any suchfeelings. This experience led tohis evolution into the later life.Visiting new places, meetingnew people every other day anddeveloping family relations withthem was the gift of hisexperiences in childhood.

A shining studentBecause of family

circumstances, Deendayaljicould not go to school till the ageof nine. He started his schoolingin Gangapur in his maama’splace. In the meantime hismaama fell ill yet he passed hisclass II and stood first even underthose circumstances. Afterpassing 7th class in Kota he gotadmission in Rajgarh school for8th. He was very sharp inmathematics and even when in9th, students of class 10 used toget help from him inmathematics. He stood first inthe Board Examination for ClassX in first division from KalyanHigh School, Sikar. The thenMaharaja Kalyan Singhhonoured him with a gold medal,a prize for Rs. 250 and alsoawarded him a monthlyscholarship of Rs. 10.

He passed his Intermediatefrom Pilani topping theexamination in 1937. ShriGhanshyam Dass Birla too, likeSikar ruler, presented him a goldmedal, Rs. 250 as prize and amonthly stipend of Rs. 10.

After graduating in firstclass from Sanatan DharamCollege, Kanpur in 1939 ShriDeendayalji passed his MA(Previous) in first division. Butbecause of his maama’s ill healthhe could not appear for MA(final) examination. On maama’spersuasion he appeared in anexamination for administrativejob. childhood. When he was just 7-8 years old, dacoits raided hismaama’s house. One of thedacoits pushed his maama asideand threw down Deendayalji onthe ground and put his foot onDeendayalji’s chest. From underthe dacoit’s feet, Deendayaljisaid, “I had heard that dacoitslooted the rich to help the poor,but you are trying to kill a poorlike me.”

His boldness moved thedacoit. He took his gangout without lootinganything. When hismaternal sister fell ill, hequit his studies to lookafter her. When doctorsand vaidyas failed to cureher, he studied medicineon his own and treatedher. In spite of his bestefforts, her life could notbe saved.

BJP President Shri AmitShah said on September17 that all of Kashmir

would have been under India’scontrol — with no need forArticle 370 — if onlyVallabhbhai Patel, and notJawaharlal Nehru, had been incharge of the situation afterindependence. “Have you ever heardof the whereabouts ofSardar Patel’s family?Despite being a visionaryand the unifier of India,the former advocate diedwith barely a few hundredrupees in his possession,”he said.

India’s wholesale inflation fallsto near a five-year low

India’s wholesale inflation fell to 3.74% in August 2014from 5.19% in July 2014. The wholesale inflation is the lowestsince 2009, according to government data issued on September15, 2014. The reading was much lower than July’s 5.19%. Acorrection in food prices after a spike in July, lower globalcommodity prices and a stable rupee led to a broad-baseddecline in wholesale inflation.

Data released on September 15 shows wholesale fuelprices rose a much slower4.5% from a year earlier inAugust, compared with arise of more than 7% in July.Wholesale food prices rose5.15% after an increase ofmore than 8% over each ofthe past several months.Inflation based on thewholesale price index(WPI) came in at 3.74 percent in August, a sharp dropfrom 5.19 per cent in July,and lowest since October2009, according to datareleased by the commerce& industry ministry onSeptember 15. This is thethird successive month inwhich the wholesale inflation rate has dropped. Retail inflation,the key policy determinant, has been declining less quickly,registering at 7.8 per cent in August versus nearly 8 per cent inJuly. The two are not strictly comparable with differing weightsascribed to commodities in WPI and inclusion of services in theconsumer price index (CPI). While part of the decline is alsostatistical — the high base effect of last year—slowing WPIshould have a moderating influence on retail inflation with alag. Crude prices fell to a two-year low on Monday(September15,2014) but RBI governor Rajan this could be a “temporaryphenomenon”, urging the government to end fuel subsidies. Theimproved monsoon has also reduced pressure on food prices.

“Inflation will be on a downward trajectory in the next fewmonths due to the base effect, and will climb up after that. Weexpect an 8per cent average inflation for the current fiscal,” saidDK Joshi, chief economist, Crisil. Food inflation stood close to20 per cent and overall inflation well over 7 per cent betweenSeptember-December last year. The central bank is unlikely toease its current stance at the September 30 policyannouncement.

Union Home minister Rajnath Singh on September 19 raisedthe issue of growing radicalisation among Muslims in Nepal settledat the peripheral region of Indo-Nepal border with Nepal PM SushilKoirala and Home Minister Bam Dev Gautam. Certain pockets inthese areas are learnt to have become breeding ground for Pakistan’sISI and is probably being used for anti-India activities.

Every government says thatit wants to bringprosperity to every citizen,

provide jobs to all workers, andprotect the health and well-beingof each and every person. Thesepious intentions are stated by allpoliticians and published inevery party’s manifesto. But asAtal ji famously asked aneconomist who was going onand on about his plans for fixingIndia’s economy – how will thisbe delivered (yeh hoga kaise)?

How will we deliverprosperity for all? What are wegoing to do to control price rise,corruption, and generate jobs?How credible are our plans?Can they be implemented in afew years? Does the state havethe capacity and the resources todeliver on these plans? Whatwill be the role of the public sectorand the private sector? Whatwill be the role of the Centralgovernment and what will be therole of State governments? Whywill we succeed when everygovernment since Independencehas struggled to deliver? Theseare the questions that everycitizen will and should ask us.

It is not possible to answereach of these questions directlyand fully in this article. In fact,it would require years ofdiscussion and analysis tocomprehensively reply to theseimportant issues. Instead, weshould have a conceptualframework, a way about thinkingthese issues, that should guideour approach, our policies, and

ultimately the decisions that wetake at all levels of government.In sum, there is a need toarticulate a coherent economicphilosophy that establishes a setof logically consistent decision-making principles and helps usin setting priorities and makingdifficult choices.

Obviously, the economicphilosophy should be based onnationalism – namely, stepsshould be taken to secure andstrengthen Bharat Mata andenable Bharat to become theVishwa Guru. Our hard and softpower should be peerless. To

that end, our economicphilosophy must enshrine thefollowing principles: (1) fiscalprudence, not mindlesspopulism; (2) minimumgovernment and maximumgovernance; (3) healthy, skilledand entrepreneurial workforce;(4) make in India; and, thus, (5)be a government for the poor.

We should follow fiscalprudence, not mindlesspopulism. Atal ji’s governmentenacted the Fiscal Responsibility& Budget Management (FRBM)Act in 2004 to ensure thatgovernment deficits do notexceed 3% of GDP, except underspecial circumstances. The UPAgovernment promptlyabandoned the FRBM guidelinesand fiscal deficits reached ashigh as 6.4% of GDP due to avariety of subsidies andentitlement programs. In ourvery first Budget, we have laidout a roadmap to get back to 3%of GDP on the fiscal deficit. Wealso believe that it is importantto ensure that the currentaccount deficit comes downbelow 2% of GDP and that weoperate as close to surplus aspossible. By managing these twoparameters, it is possible toreduce inflation to manageablelevels and keep the Rupee stable.These prudent policies ensuremacro-economic stability andrestore confidence in thegovernment’s economicmanagement. Ministry of Tourism releases list ofinitiatives taken in first 100 days of Govt

Ministry of Tourism has come up with a detailed list of achievementsand initiatives it has undertaken to boost tourism in the country in thefirst hundred days of the new government on 22 September.

The list outlines all the announcements made by the ministry,including publicity, promotion, marketing, skill development,simplification of procedures for the classification/reclassification ofhotels and restaurants etc.

One of the majorannouncements madeby the ministry duringthis period was theguidelines for therevision of classification/ re- classification of hotels under 5 Star, 4 Star,Heritage Classic - with alcohol service or without alcohol service. Theapplication system for hotel Classification/re-classification has alsobeen simplified. Identifying the food culture of the country as one of themajor areas which needs to be taken care of in order to promote tourism,the government has embarked on the ambitious plan of conducting aCulinary Survey of India. The survey is meant for the identification anddocumentation of traditional recipes. Government is hopeful that thesurvey will not extend beyond five years.

Many Indian cuisines have died and many recipes have disappeared.To prevent this, we thought of archiving recipes from different parts ofIndia, using this survey,” tourism ministry release said.

The government has also announced the setting up of exclusiveIndian Culinary Institute in various regions of the country.

Ministry of Tourism has also tied-up with Ecole Hotelier deLausanne, Switzerland for improving quality of Hospitality Education.First phase has already started, informed the release.

Besides, a decision has been taken to set up Sector Skill Council(SSC) to regulate and promote hospitality and tourism related educationand skill development in the country. Also, six months certificate coursesin 4 Hospitality Trades have been launched.

The press release of the depart said the growth rate of ForeignTourist Arrivals (FTAs) in June, July and August, 2014 has been 9%,12.9% and 16.9% respectively as compared to corresponding months of2013. Thus, Inbound Tourism has been showing remarkable improvementin recent months. This growth trend is visible in Foreign ExchangeEarnings (FEE) also. The growth of FEE in June, July and August 2014has been 17.4%, 19.3% and 26.8% in US $ term as compared tocorresponding months of 2013.

The key initiatives undertaken by the Ministry of Tourism coveredareas such as promotion of safe and honorable tourism, infrastructuredevelopment, publicity, promotion and marketing, skill development,simplification of procedures for the classification/reclassification ofhotels and restaurants, development of niche tourism products, use oftechnology for service delivery and market research.

No country in the world ,whether rich or poor is freefrom stress and strains. Allnations of the world are

troubled nations in a sense.They are unable to understandand diagnose the problemswhich plague them. Problemslike degradation of natural andsocial environment , unevendistribution of income andwealth leading to the curiousparadox of poverty amidstplenty and slums underneaththe skyscrapers ; monetarydisorders like yawing inflationand mounting unemploymentand numerous signs of socialdisruption , like rise in crime ,violence , alcoholism drug abusehave become universalphenomena. The human mindtoday is perplexed by theenigma that with all the skills

and sophisticated tools at theircommand the experts are notin a position to offer solutionsto these problems. Failure toprovide effective solutions , inall probability arises because amajority of the modern thinkerscontinue to analyse andexamine individual problemswithout realizing that whole isnot merely an aggregate of itscomponents and that a changein one constituent of thecomplex of problems is boundto produce a change in the

other.In the present century

scientists began to realise thatthe mechanistic view of thenature suffers from severallimitations.

Modern science is nowseriously engaged inscrutinizing many of its tenets.The new approach emergingfrom these efforts points outtowards an “unbrokenwholeness“ pervading rightfrom sub-atomic to galaxicalphenomena.

This “holistic“ view meanseach part in some sensecontains the whole, accordingto this perception that “wholeis enfolded in each of its

parts.“ According to thisperception “Whole” and “Part”are not in mutual conflict andthe social system is in a stateof dynamic balance. Each partenjoying the autonomy - whilefunctioning as a whole - andalso submitting to the demandsof the larger whole - and inthis sense functioning as apart. The magnitude of the worldcrisis and the failure of thereductionist approach toprovide any tangible solutiondemand a new paradigm isneeded to clear this impasse.Integral approach then remainsthe only alternative on whicha new socio-economic ordercan be successfully constructed.Contrary to the mechanisticview , individuals in thisapproach are not parts of asocial machine, but arerepresentatives of the humansociety, in mutual andperpetual interaction with eachother and nature. Humanpersonality will thus occupy acentral position in thisapproach. “IntegralHumanism“ – a concept whichwas enunciated by Pt. DeenDayal can appropriatelydescribe this “unbrokenwholeness” underlyingbetween man and theecosystem.

The outcome of thisapproach is that no humanproblem can be solved withouttaking into account itsinteraction with social andnatural environment.

ASSAM

All northeast State capitals to belinked to rail network in

5 years : Sadananda Gowda

All the north-eastern State capitals will beconnected to the rail network within the next fiveyears, Railway Minister D.V. Sadananda Gowdaannounced on 16 September.

He was speaking at a press conference afterreviewing the progress of 34 ongoing railwayprojects, including 11 national projects of theNortheast Frontier Railway. At present only thecapitals of Assam, Arunachal Pradesh and Tripurain the north-east are connected to the rail network.

The Railway Minister, who was on a day’svisit to the city, told journalists that he would visitthe region after every six months to monitor theongoing projects. The total anticipated cost of theseprojects was Rs. 53,522 crore, of which Rs. 19,905crore had already been spent as on March 31,2014. The projects include laying new lines, gaugeconversion and track doubling.

Shri Gowda said he had already announceda budgetary grant of Rs. 5,742 crore for the currentfinancial year, which was 54 per cent more thanthe previous year’s allocation. He expressedsatisfaction with the current pace of work. All theChief Ministers of the region had been extendingfull cooperation in the execution of the projectsand were providing the required security for trainservices as well. His priority was to ensure that theongoing projects were completed within the target

dates.He said the Bogibeel rail-cum-road bridge

across river Brahmaputra, about 17 km off the upperAssam town of Dibrugarh, would be completed byJune 2017. The project was sanctioned in 1996-97and declared a national project in 2005-06.

Earlier in the day, the Minister visited theGuwahati railway station to inspect passengeramenities. He said the passengers he spoke to saidthe amenities met their expectations.

He further said that so much have been donein just hundred days that even hundred hourswould not be enough to describe thoseachievements. “In the coming days India wouldemerge as the super-power of the world and thecontribution of Madhya Pradesh would be the mostin that great achievement,” Shri Chouhan added.

“We have to continue our initiatives in thisdirection. Madhya Pradesh has made a worldrecord by achieving 24.99 per cent agriculturalgrowth rate. Our target is to make agriculture aprofit making business, pave way for makingfarmers prosperous and to take out the state fromthe shade of BIMARU and to make it a prosperousstate,” he added.

Chhattisgarh has already been granted anIndian Institute of Management (IIM) and the AllIndia Institute of Medical Sciences (AIIMS) havinga sprawling campus near Tatibandh in Raipurwas inaugurated this year.

Dr. Singh said that Centre’s announcement tohike royalty on minerals and to increase investmentin mining sector will hugely benefit the mineral-rich States like Chhattisgarh which has roughly20 percent of country’s coal and iron ore reserves.

Union govt. dispatchedlarge quantities of

medicines, vaccinesThe Centre has dispatched large quantities of

medicines and vaccines to flood-affected Jammuand Kashmir to prevent outbreak of water bornediseases. “Over 5.5 lakh doses of measles vaccineand 30,000 bottles of vitamin A for Srinagar and50, 000 doses of measles vaccine for Jammu havebeen sent,” Union Ministry of Home Affairs toldthe Jammu and Kashmir High Court.

“25 lakh metric ton bleaching power hasreached Jammu. 3000 vials of anti rabies vaccinehave been organised by Ministry of Health andFamily Welfare. “One lakh sanitary napkins and50,000 packets of ORS are being airlifted fromMumbai and Delhi respectively,” the report said.

The MHA report said a group of 20 specialistdoctors from Medical Association have beendeployed in Srinagar.

“Two Psycho-social teams for psycho-socialneed assessment have been deployed on September12 from National Institute of Mental Health andNeuro Sciences Bangalore,” the report reveals.

The MHA report says that on the request ofstate government, a deployment plan of 191specialist doctors and technicians including 28physicians, 27 gynaecologists, 28 anaesthetists,six radiologist, six surgeons, 28 paediatricians, 34Operation Theatre Technicians and 34 OTassistants is being organised by MHFW.

A team of Special Director General HealthServices,Additional Secretary, Joint Secretary andAdditional Deputy Director General of MHFWcame to Srinagar for assessing the health situationin flood-hit State, it said.

A 29-member clinical team comprisingphysicians, paediatricians and gynaecologists hasbeen positioned in the Valley for providingspecialised care to affected people in districthospital of Anantnag, Pulwama, Kulgam, Shopian,Budgam and Bandipora, the report added.

The report revealed that 1.5 lakh antibiotictablets, 65800 bottles antipyretic, 72000 anti acidityinjections and one lakh anti-vomiting tablets havebeen supplied to the flood-hit State.

a Sanskrit root ‘Yuj’ whichmeans ‘to join’. In its spiritualsense, it is the process by whichthe identity of the individual souland the Supreme Soul is realizedby the Yogi. The human soul isbrought into consciouscommunion with the DivineReality. Just as camphor meltsand becomes one with fire; justas a drop of water when it isthrown into the ocean, becomesone with the ocean; theindividual soul, when it ispurified, when it is freed fromlust, greed, hatred and egoism,when it becomes pure (Sattvic),becomes one with the SupremeSoul. The science that teaches theway of acquiring this occultknowledge is called ‘YogaSastra’.

Yoga, in a generic sense,refers to Karma Yoga, BhaktiYoga, Raja Yoga, Jnana Yoga,Hatha Yoga, Mantra Yoga, LayaYoga or Kundalini Yoga. In arestricted sense, it means theAshtanga Yoga or Raja Yoga ofPatanjali Maharishi only.

The word Yoga is alsoapplicable in a secondary senseto all those factors and practicesthat are conducive to the finalachievement or fulfillment ofYoga, and as such indirectly leadto final freedom or perfection.Similarly, though the one whohas reached the finalAsamprajnata Samadhi orunion with Reality is called aYogi, one who is attempting toget perfection in Yoga is also

called a Yogi.Yoga philosophy is one of

the six systems of Hinduphilosophy. Unlike so manyother philosophies of the world,it is a philosophy that is whollypractical. Yoga is an exactscience based on certainimmutable Laws of Nature. It iswell known to people of allcountries of the world interestedin the study of East civilizationand culture, and is held in aweand reverence as it contains in itthe master-key to unlock therealms of Peace, Bliss, Mysteryand Miracle. Even thephilosophers of the West foundsolace and peace in this DivineScience. Jesus Christ himself wasa Yogi of a superior order, a Raja-Yogi indeed. The founder of theYoga Philosophy, PatanjaliMaharishi, was not only aPhilosopher and a Yogi, but aPhysician as well. He is said tohave lived about three hundredyears before Jesus Christ.

Yoga is that state of AbsolutePeace wherein there is neitherimagination nor thought. Yogais control of mind and itsmodifications. Yoga teaches ushow to control the modificationsof the mind and attain liberation.It teaches us how to transmutethe unregenerate nature andattain the state of Divinity. It isthe complete suppression of thetendency of the mind totransform itself into objects,thoughts, etc. Yoga kills all sortsof pain, misery and tribulation.It gives you freedom from theround of births and deaths, with

its concomitant evils of disease,old age, etc., and bestows uponyou all the Divine Powers andfinal liberation through super-intuitional knowledge.

Equanimity is Yoga. Serenityis Yoga. Skill in actions is Yoga.Anything by which the best andthe highest in life can be attainedis also Yoga. Yoga is thus all-embracing, all-inclusive anduniversal in its applicationleading to all-rounddevelopment of body, mind andsoul.

Yoga is primarily a way oflife, not something which isdivorced from life. Yoga is notforsaking of action, but is efficientperformance in the right spirit.Yoga is not running away fromhome and human habitation, buta process of moulding one’sattitude to home and society witha new understanding. Yoga isnot a turning away from life; it isspiritualization of life.Yoga is Universal:

Yoga is for all. Yoga isuniversal. It is not a sectarianaffair. It is a way to God and nota creed. The practice of Yoga isnot opposed to any religion orany sacred Church. It is purelyspiritual and universal. It doesnot contradict anyone’s sincerefaith.

Yoga is not a religion, but anaid to the practice of the basicspiritual truths in all religions.Yoga can be practised by aChristian or a Buddhist, a Parsee,a Muslim, a Sufi or an atheist.

To be a Yogi means to abidecontinuously in God and to liveat peace with men. Yoga is unionwith God. Yoga is union withall. God dwells in all.
