Agencies, New Delhi The Centre has issued a new set of guidelines for issuing Covid death certificates after the Supreme Court had asked to submit an affidavit re- garding the matter nearly 10 days ago. The Health Ministry and the Indi- an Council of Medical Research (ICMR) has jointly prepared the offi- cial document on September 3. Accordingly, deaths occurring within 30 days from the date of test- ing or from the date of being clinical- ly determined as a COVID-19 case, will be treated as deaths due to COVID-19, even if the death takes place outside the hospital/in-patient facility. As per the new guidelines, pa- tients who have “died either in hospi- tal settings or at home, and where a Medical Certificate of Cause of Death (MCCD) in Form 4 and 4 A has been issued to the registering authority as required under Section 10 of the Reg- istration of Birth and Death (RBD) Act, 1969, will be treated as a COVID- 19 death. If someone died due to poisoning, suicide, homicide, and accident, among others, will not be considered as COVID-19 deaths even if the in- fection is an accompanying condi- tion. 95% of deaths take place within 25 days of a person testing Covid-19 positive, said the affidavit citing an ICMR study. The new guidelines say that the Covid-19 cases that have been diag- nosed through RT-PCR test, molecu- lar test, rapid-antigen test, or clini- cally determined through investiga- tions at a hospital or in-patient facil- ity by a treating physician will be considered. If the Medical Certifica- tion of Cause of Death is not avail- able or the family of the deceased is not satisfied with certification, states and union territories shall notify a committee at the district level. After SC’s reprimand,Centre issues guidelines for Covid death certificate Ahmedabad (UNI) In a move that came as a surprise to many, Ghatlodia MLA Bhupendra Patel was on Sunday unanimously elected by MLAs of the BJP in Gujarat as their leader to succeed Vijay Ru- pani, who resigned from the top post on Saturday. Patel will be sworn in as the new Chief Minister on Monday. Patel, a first time MLA from Ghat- lodia, met Governor Acharya Devvrat and staked claim for being the next Gujarat Chief Minister. He was accompanied by former chief minister Vijay Rupani and state BJP chief CR Patil along with other party leaders. Union Minister N.S. Tomar who was one of the observers appointed by the BJP for the process of selec- tion made the announcement. He said Patel's name was proposed by Rupani, who insisted on being the proposer for the new chief minister. Patel fought from the Ghatlodia seat with a margin of over 1,17,000 votes against Shashikant Patel from the Congress party. The seat was ear- lier held by former Gujarat chief minister Anandiben Patel who re- signed and later was appointed as a governor. A local BJP leader, with an old as- sociation with the Rashtriya Swayamsevak Sangh, Patel has earli- er served in the local municipal bod- ies, also serving as a municipal coun- cillor in Ahmedabad. Gujarat Chief Minister Vijay Rupani resigned on Saturday as Chief Minister of the state leaving questions over who could be his successor. Rupani, 65, represents Rajkot West assembly constituency. He had taken over as Chief Minister of Gu- jarat in August 2016 when Anandiben Patel had quit the office in the wake of agitation by Patidar community leader Hardik Patel. Rupani's resignation by default means resignation of the state cab- inet. Meetings were held in Ahmedabad on Saturday and Sun- day by top leaders of the party and a meeting of the core group of the party was held before the meeting of the MLAs. Rupani took charge as the Chief Minister of Gujarat on August 7, 2016. He currently represents Gu- jarat's Rajkot West as MLA. In the 2017 state election, the BJP won 99 of the state's 182 Assembly seats, Con- gress got 77 seats. Bhupendra Patel to take oath as Gujarat CM today Chronicle Reporter, Bhopal A major accident happened in Vidisha on Sunday. Three youths died after drowning in a 100 feet deep pool of a picnic spot known as Mini Pachmarhi near Halali Dam. Five friends from Bhopal had come here in the morning for a picnic. The accident is said to have hap- pened due to slipping of the foot of one of the youths. Four friends plunged into deep water to save a friend. Two were res- cued, while three drowned. 17-year-old Amit Patel, 19- year-old Abhay Sharma and Mohit Sharma, residents of Ashoka Garden, Bhopal, have died due to drowning. Their bodies were taken out from the waterfall near Chhota Pach- marhi. At the same time, 17- year-old Abhishek Sharma and Abhishek Singh, residents of Bhim Nagar, were rescued. The police team with the help of villagers pulled the dead bodies out of the pool. According to the police, Ab- hishek Sharma along with four other friends had reached Mini Pachmarhi from Bhopal for a picnic in the morning. Vijay, a resident of Ashoka Garden Bhopal, reached the bottom of the waterfall falling from a height of about 100 feet. He ap- parently lost balance and his foot slipped while he was taking bath. Seeing him going into the deep water, the other four youths got down in the water. Three of the youths drowned af- ter going into deep water. Some- how Abhishek Singh came out and shouted for help. Some vil- lagers nearby reached for help and also saved Abhishek Shar- ma. The local people also in- formed the police. (Related Story on Page 3) 3 Bhopal youths drown in Vidisha Milind Muzumdar Indore: The state BJP has abol- ished the posts of divisional or- ganization secretaries. Six divi- sional organization secretaries were looking after 9 divisions of the state. All of them have been made members of the State Ex- ecutive Committee. The coordination meeting of the Rashtriya Swayamsevak Sangh was held in Nagpur from September 3 to 8. The BJP took this decision as per the decision taken in this meeting. These or- ganization secretaries had start- ed interfering more in the power than the organization - such feedback was being received continuously by the Sangh. By the way, the discussion in this regard was also held in the Chitrakoot meeting of the Sangh in July. According to sources, the central sector unit of the Sangh was getting feedback about the controversial working style of the divisional organization sec- retaries for a long time. Divisional organization sec- retaries are full-time workers and look after the work of the or- ganization in a neutral manner. But the divisional organization secretaries of the state started interfering more in the power than the organization. Divisional Organization sec- retaries were interested in trans- fer and posting. Due to this, a decision was taken to abolish the post of Divisional Organiza- tion secretaries. Three years ago, the BJP had similarly abolished the posts of district organization secretaries. According to sources, the new system will come into exis- tence soon. Decision is being taken in this regard. At present, under the super- vision of State Organization General Secretary Suhas Bhagat and Co-Organization secretary Hitanand Sharma, the General Secretaries of the State BJP have been made in-charge of the divi- sions. It is being told that the party is going to reshuffle the organi- zational structure and three provinces will be created on the lines of the union. These would be three provinces, Madhya Bharat, Malwa and Ma- hakaushal. Three provincial organiza- tion secretaries will be appoint- ed in these three provinces. In this regard, demands have been made for Sangh pracharaks. As soon as the Sangh frees its department level pracharaks and sends them to the BJP, they will be given the responsibility. According to sources, the orga- nization of Madhya Pradesh BJP will now work completely under the control of the Sangh. CBI had registered these cases on the order of Calcutta High Court and took over the investiga- tion of the cases earlier registered by various Po- lice Stations, the CBI statement said. The probe report is awaited,” Mr Chouhan said. Regarding the recent murder – in Neemuch District – of a tribesman who succumbed after being tied to a vehicle and dragged besides being beaten up by influential individuals, the Chief Minister assured that the government would bear the respon- sibility related to the upbringing of the victim’s son. Financial assistance will be extended to two brothers of the deceased. Some days back, a trib- al youngster was taken into custody in Khargone’s Bistan on suspicion of theft and later died allegedly due to assault. The main opposition Con- gress levelled several accusations against the police. 9 lakh out of 16 lakh cases disposed of Chandigarh: In order to give justice to the people who were hoping for justice even in the difficult times of Corona, the judges have mostly settled. The number of pending cases in the court could be pre- vented from increasing too much and at present the total number of pending cases in the High Court is 4.5 lakhs. In the information given by the High Court, it was told that from March 24, 2020 to August 31, 2021, 137101 cases were filed in the High Court af- ter the start of the Corona period, out of which the court disposed of 90,543 cases which is about 66 per- cent. During this period 723041 cases were filed in the courts of Punjab, out of which 442693 were set- tled which is 61 percent. In Haryana courts, 737718 cases were filed, out of which 393831 cases were dis- posed of, which is 53 percent of the total cases. 39595 cases were filed in the UT and the judges of Chandigarh disposed of 70 per cent i.e. 27767 cases. Judges stand between restrictions and challenges In the era of restrictions, the judges worked dili- gently even in the midst of limited resources and did not let the people lose their faith in the judiciary. While rendering their services in the era of Corona, many judges, lawyers and court employees were caught by Corona. Despite this, the process of provid- ing justice did not stop and most of the cases were set- tled. The High Court said that now the process of phys- ical hearing has been started and physical hearing has started in the High Court in 12 courts. Covid-19: India reports 28,591 new infections, 338 deaths New Delhi: India logged 28,591 new cases and 338 deaths due to the Covid-19 in the last 24 hours, the union health ministry said on Sunday. The latest addition has pushed the cumulative case tally to 3,32,36,921 whereas the death toll has climbed to 4,42,655 according to the data. The daily positivity rate of the infection was recorded at 1.87 per cent in the country while the active cases have remained under 3.9 lakh after de- clining by 6,595 cases, as per the health ministry’s bulletin. Covid-19: India reports 28,591new infections, 338 deathsNew Delhi: India logged 28,591 new cases and 338deaths due to the Covid-19 in the last 24 hours, theunion health ministry said on Sunday.

The latest addition has pushed the cumulativecase tally to 3,32,36,921 whereas the death toll hasclimbed to 4,42,655 according to the data.

The daily positivity rate of the infection wasrecorded at 1.87 per cent in the country while theactive cases have remained under 3.9 lakh after de-clining by 6,595 cases, as per the health ministry’sbulletin.

The cumulative active caseload now stands at3,84,921. The share of active cases now stands at1.16 per cent of the total Covid-19 cases, the figuresshowed.

Meanwhile, 34,848 more people recovered fromthe Covid-19 in the last 24 hours making the recov-ery registry climb to 3,24,09,345. As per the data, therecovery rate stands at 97.51 per cent
