THE Department of Justice (DoJ) has picked three Quezon City prosecutors to be a part of the revitalized and re-ener-gized Inter-Agency Council Against Traf-ficking of Persons (IACAT).

DOJ Undersecretary Jose Vicente Salazar, acting chairperson of the Inter-Agency Council Against Trafficking, designated QC Assistant City Prosecu-tors Jonathan Lledo, Ferdinand Baylon and Ramoncito Ocampo to comprise the nucleus of the Council.

Salazar said the designation of the three QC prosecutors is aimed at further

strengthening the fight of the govern-ment against human trafficking.

Lledo will be heading the National Task Force Against Trafficking of Persons while Baylon will be the chief of opera-tions and Ocampo will act as the Ninoy Aquino International Airport (NAIA) Task Force chief of operations.

Salazar said the three prosecutors, whose task is to assist the government’s

crusade against hu-man traffickers, were chosen based on their qualifications and ex-perience.

Lledo, who is pres-ently the president of the Prosecutor’s League of the Philip-pines (PLP), on the other hand, assured the integrity of his fel-low QC prosecutors and their respective abilities to carry out their responsibilities on their new assign-ments.

Lledo said he is grateful for the op-portunity accorded to him to serve the DOJ

in a new capacity and for the trust given to them by Salazar. Lledo also expressed gratitude to Chief City Prosecutor Dindo Venturanza for committing his support to them in their fight against traffickers and to insure the success of their new un-dertaking.

Baylon, meanwhile, is a senior lectur-er at the Department of Public Relations Science of the University of the Philip-pines while Ocampo is a retired Makati police homicide investigator and also a former public attorney.

Following their appointments, the three QC prosecutors immediately dis-cussed with National Bureau of Investi-gation Director Magtanggol Gatdula and NAIA General Manager Jose Honrado the concrete steps that should be taken to enforce the law against trafficking and to ensure that the mission of IACAT will be effectively carried out.

The IACAT was created under Repub-lic Act 9208 to curb the proliferation of cases involving trafficked persons and organs.

The council is tasked to strictly imple-ment the provisions of the law through apprehension, prosecution and convic-tions of offenders and provide adequate support for the protection of the victims.

At present, the country is on the watchlist of the international community and is presently placed at level or tier 2. It shares the spot with other nations known for cases of trafficking.

Nakakabahala ang pagdating pa ng maraming bagyo sa Pilipinas dahil nasaid na rin daw ang pondo ng disaster management agencies. Paano at saan makakahanap ng pera ang Pinoy gayong ang sabi ng Pangulo ay hindi na siya magpapataw pa ng bago at mga karagdagang buwis. Isa sa pinakasigura-dong mapagkukunan ng pera para mapunan ang ating kabang bayan ay ang mahusay at epektiong paniningil ng karapat-dapat na buwis. Kasama na rito ang pagtugis sa mga tax criminals–mga tax evaders at mga tax cheats. Halimbawa na lang sa Quezon City.

Nagpahayag noong isang taon ang Quezon City treasurer’s office na hahabulin ang may 22 e-games operators na may utang na humigit-kumulang P100 million na hindi nabayarang buwis sa pamahalaan ng QC. Pumutok ang isyung ito ng hindi pagbabayad ng buwis ng mga naglalakihang e-games operators tulad ng PhilWeb at Pagcor noong isang taon nang magbigay ako ng privilege speech tungkol sa anomalyang ito ng tax evasion at tax avoidance. Mismong QC Treasurer ngayon, na dating Assistant Treasurer, Ed Villanueva ang nag-utos noon na imbestigahan ang isyung ito. Sa aking privilege speech noon, inihayag ko na ang mga e-games operators tulad ng Philweb at Pagcor ay may utang na mula P88 million hanggang P100 million sa pamahalaan ngQC. Isipin na lang ang laking tulong na maidudulot ng pondong ito sa mga taga-QC ka-pag nabayaran na ng PhilWeb at Pagcor ang kanilang utang na ito sa lungsod. Alam kong pareho kami ng paninindigan ni QC Treasurer Villanueva rito at alam ko na malaki ang maitutulong niya para mapunta sa taumbayan ang buwis na tila ayaw panagutan ng mga e-games operators.

Alam na alam ni Villanueva ang isyung ito kaya maaaring siya ang maging susi para sa kapakinaban-gan ng mga taga-QC. Hindi na tama na patuloy tayong iniisahan at nilalamangan ng mga higanteng tax evad-ers sa pamamagitan ng pag-remit nila ng mali at ku-lang-kulang na buwis at mga maling deklarasyon nila ng kung ano talaga ang dapat at tamang ibayad nilang tax. Tututukan natin ang isyung ito. Hindi matatapos sa isang kolum ang usapan dito. Natutuwa ako at may dalawang Kongresista sa Mababang Kapulungan ng Kongreso ngayon na alam kong kakampi ng bayan pag dating sa ganitong mga isyu–si Congressman Bolet Ba-nal at Congressman Winnie Castelo. At hindi lang sa QC may halaga ang isyung ito kundi sa lahat ng lung-sod na may legal na casino at e-gaming establishments. Hinihikayat ko kayo na busisiin ang tax programs ng mga establishments na ito para masiguro na tama ang buwis na napupunta sa mga mamamayan ng inyong mga lungsod. Sa mga susunod nating kolum, ipaliliwa-nag ko kung paano nakakalusot ang mga tax evaders na ito at kung paano nila naiisahan ang mga bayang kumukupkop sa kanilang negosyo. Abangan ninyo.

Noong July 25, bandang 8:30 ng gabi, nakikipag-inuman si Trinidad sa dalawa niyang kasamahang pulis sa kanyang bakuran. Nang malasing na, tumayo ito at ipinaputok ang kanyang baril. Nabula-bog ang kanyang kapitbahay na si Angelo Villalobos at ang pamilya nito. Labis na ikinababahala ni Angelo ang kaligtasan ng kanyang dalawang paslit na anak.

Makalipas ang ilang minuto nang muling magpaputok ng baril si Trinidad, umalis si Angelo sakay ng kanyang kotse patungo sa bahay ng presidente ng kanil-ang homeowners association upang mag-

sumbong. Pagbalik ni Angelo, tila natunugan ni

Trinidad na nagsumbong ang kanyang kapitbahay kaya pinagsusuntok nito at ng dalawang kainuman ang kawawang kapitbahay.

Nakapanayam ng WSR si Andres V. Cruz, ang presidente ng homeowners as-sociation at sinabi niyang ilang beses na siyang nakatanggap ng reklamo mula sa mga kapitbahay ni Trinidad tungkol sa pagpapaputok nito ng baril sa tuwing nalalasing.

Nakapanayam din ng WSR si Trinidad. Iba naman ang bersyon ng pulpol na ito sa insidente. Ayon sa kanya, noong gabi ng July 25, pinasok daw ni Angelo ang kan-yang bakuran at pinuntahan ang kanyang grupong nananahimik na nag-iinuman at basta na lamang siyang pinagsusuntok. Dahil dito, gumanti lang daw siya ng sun-tok at kinuyog na raw si Angelo ng kan-yang mga kainuman.

Ayon pa kay Trinidad, hindi raw siya ang nagpaputok ng gabing iyon kundi ang kanyang kainumang sibilyan. Isang beses lang daw siya nagpaputok ng baril sa likod ng kanyang bahay at iyon ay nang mag-away daw sila ni misis. At matagal na raw iyon, dagdag pa ng hinayupak na ito.

LINGAYEN-Dagupan Arch-bishop Socrates Villegas reminded controversial ac-

tress and presidential sister Kris Aquino that fame and beauty is temporary during yesterday’s memorial Mass for the 1st death anniversary of former President Cory Aquino in La Salle Green-hills in Mandaluyong City.

Villegas, during his homily, said everything will pass and ev-erything is temporary.

“Kris, as you continue to stay in the limelight of show business and go up higher on your career on television, remember all of these will pass. Your beauty and talent are not yours, they are God's,” Villegas said.

The archbishop, a very close friend of the Aquino family, said Kris will find her real happiness as her mother Cory did, not on

being in the limelight but by be-ing in the spotlight lighting the face of Jesus.

At that time, Kris was keen on listening and nodding as she has been absorbing the message for her by Villegas.

Kris has been considered as among the most controversial figures in showbiz.

On Sunday, the country com-memorated the 1st death anni-versary of the “Mother of Philip-pine Democracy.”

Meanwhile, Kris said “Mom, I know you are at peace and happy now.”

Kris said her mother was happy and at peace because her children keep their promise to love and support each other. She said she and her siblings are try-ing their best to become useful for the country.

Kris also appealed to the public to express their minds and hearts to President Benigno Aquino III whenever the presi-dent do good for the country and the Filipinos.

“Kapag nakita ninyo na maganda ang trabaho, pakiusap ipagsigawan ninyo, iparamdam ninyo sa kanya na hindi siya nag-iisa, dahil kayo ang may-ari ng puso niya,” she said.

According to the actress, her brother decided not to marry yet so he can fully serve the Filipinos and his country. She said they appealed to the public of their outpouring support for the presi-dent.

POLICE arrested one of the sus-pects in the grisly killing of 57 persons, including 32 journal-ists, in Maguindanao province while recuperating in a hospital in Shariff Aguak town over the weekend.

Philippine National Police (PNP) spokesperson Sr. Supt. Agrimero Cruz, Jr. said Edris Kasan, former militiaman with P250,000 bounty for his arrest, was arrested Sunday.

Kasan was rushed to a hos-

pital after being wounded in an ambush in Barangay Labo-Labo in Datu Hoffer town last Friday. The suspect and a companion identified as Yamani Baga Utto were shot by five armed men.

Local police and members of the PNP-Criminal Investigation and Detection Group (CIDG) had earlier swooped down on Kasan’s house but failed to arrest him. Follow-up investigations and tips from informants led them to the hospital where the suspect

was confined.Cruz said Kasan’s compan-

ion, who was also admitted in the same hospital, was not involved in the massacre case.

It could be recalled that 57 persons, 32 of them journalist, were killed on November 23, 2009 in Maguindanao.

JUstiCE Secretary Leila de Lima has called on elusive lawmaker sen. Panfilo Lacson to yield and face charges of allegedly master-minding the deaths of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito.

De Lima, on the other hand, assured Lacson of fair share if he decides to turn himself to the government.

“Sen. Lacson cannot hide forever. Government agencies, especially the National Bureau of Investigation (NBI), are under instruction to conduct intensified hunt against him even before the court denied his motion to cancel his warrant of arrest,” de Lima said.

Lacson is facing two counts of murder after being tagged as the mastermind which he described

the charges as political persecu-tion by the past administration of Gloria Macapagal-Arroyo where he exposed numerous alleged ir-regularities.

According to De Lima, the cases Lacson have been facing were criminal and not political

offenses, so he better confront the charges; he should present his evidence.

“He should be able to substan-tiate whatever defenses he has in connection with that double-mur-der case,” De Lima explained.

Earlier, De Lima divulged she had discussed with the Depart-ment of Foreign Affairs (DFA) regarding the cancellation of Lacson's passport.

This came after Judge Thel-ma Bunyi-Medina, of the Manila Regional Trial Court threw the ball to the secretary of Depart-ment of Foreign Affairs (DFA) whether to cancel or not Lacson's passport.

METROPOLITAN Ma-nila Development Au-thority (MMDA) Chair-man Francis Tolentino yesterday said that all ex-emptions to the Unified Vehicular Volume Reduc-tion Program (UVVRP) or number coding scheme have been ordered re-voked effective today.

Tolentino signed the Memorandum Circular No. 04 or the cancella-tion of the exemption which is the agency’s response to address the perennial traffic prob-lem in the metropolis.

The agency has so far issued around 8,900 exemptions for the third quarter of the year, from

July 1 to September 30. seventy-five percent of the total figure or 6,393 were found to have been issued to government of-ficials and employees for their private vehicles.

According to Tolen-tino, the cancellation of the number coding ex-emption is in accordance with President Aquino’s policy of equality for ev-eryone.

As per the memoran-dum, the following are considered automati-cally exempted from the UVVRP: cargo trucks, ambulances, fire trucks, police patrol cars, mili-tary vehicles, diplomatic vehicles with diplomatic

plates, government ve-hicles with government plates or appropriate markings or stickers from the Land Trans-portation Office, duly en-franchised school buses, company shuttle service vehicles, official media vehicles with markings, duly accredited tow trucks, vehicles deliver-ing perishable goods, and vehicles used by medical practitioners.

However, the MMDA chairman may grant ad-ditional temporary ex-emptions which are in accordance with existing regulations and based on highly exceptional circumstances.

AS part of their corporate social responsibility (CSR), Ayala Group of Companies is now in its first leg of selecting students from different colleges and universities for its 13th Ayala Youth Leaders Congress. The ATLC Caravan had its lecture at Our Lady of Fatima University (OLFU) San Lorenzo Multi-Purpose Hall in Valenzuela last July 19, 2010.

OLFU students from different organizations attended the AYLC seminar to know the qualifications and guidelines to join the AYLC summit on 2011. Guest speakers were Ayala Young Leader 2010 participants Archer Urbano and Kinna Kwan from Polytechnic University of the Philippines (PUP) and University of Asia and the Pacific respectively.

OLFU students were all ears as they talked about the privileges of joining the four-day summit. It will be participated by 80 student leaders from different colleges and universities all over the country. Moreover, student participants will have the chance to encounter lectures from respected government officials and those in the field of journalism, arts and literature, and civil society. Aside from lectures, chosen participants will have outdoor activities and small workshops.

AYLC will be a good opportunity for OLFU students to hone their leadership skills as they prepare for a bigger world after graduation.

“OLFU students are more than qualified to join the Congress. Their credentials prove that they have the qualities of being a good leader,” Kwan said during her lecture. AYLC was launched in 1998 as part of the Ayala Group of Companies’ advocacy in shaping the youth to be competent and dignified leaders in the future.

The 13th Ayala Young Leaders Congress will be held on February 8-11, 2011. OLFU gained its Autonomous Status by the Commission on Higher Education (CHEd) and has been producing topnotchers in the area of Medicine, Nursing, Physical Therapy, and Medical Laboratory Science.

A friend who is a commercial pilot told me about a flight in which he encountered a serious mechanical issue—a problem with dangerous

implications. When the situation occurred, the warning lights in the cockpit informed him of the problem and he monitored it all the way to the destination, ultimately landing safely.

Once on the ground, the pilot immediately went to the maintenance staff and reported it. To his surprise, the me-chanics responded, “We already know about the problem and are ready to fix it. When you got the cockpit warning, we automatically got an electronic warning as well.”

As he shared that incident, I couldn’t help but com-pare it to Jesus’ words about our heavenly Father: “Your Father knows the things you have need of before you ask Him” (Matt. 6:18). He said this in contrast to people who believe that they must “use vain repetitions....For they think that they will be heard for their many words” (v.7). Jesus presupposes God’s knowledge of and con-cern for His children.

Even though God knows our needs, He still wants us to share our hearts with Him. He stands ready to hear our prayer and to repair our brokenness by His grace.

A cApTurEd new People Army rebel led government troops to a cache of high-powered firearms in Lupi town in camarines Sur on Saturday in what the mili-tary said was due to humane treatment extended by the military to him and his two companions.

Maj. Harold cabunoc, spokesman of the Army’s 9th Infantry division, said the rebel-tipster was among the three insur-gents captured by forces of the 31st Infantry Battalion at Tible following a brief

clash last Friday. The three yielded four high-powered firearms.

cabunoc said they did not employ any form of mental or physical torture on the three since their cap-ture. “They are thankful to us. They are treated well and we respected their rights, prompting them to volun-tarily give information to us,” he said.

“Grateful to the Army soldiers’ humane treatment to him,” cabunoc said. The rebel, whose identity was not disclosed for security rea-

sons, led the soldiers to the firearms which were buried at the same village around 10:30 a.m. Saturday.

The soldiers, led by 1st Lt. rey canlobo, unearthed from the area five M16 ri-fles, two cal .45 Thompson sub-machineguns and a cal. 5.56mm ultimax Squad light machinegun.

THE state weather forecast bureau yesterday said that a possible cyclone may enter the phil-ippine territory this coming weekend.

Nilo said the fourth cyclone to enter the philippine territory will be given the code-name “domeng.”

Captured rebel leads military to arms cache

cALOOcAN Mayor Enrico “recom” Echiverri on Sunday announced that he will install more garbage collection bins all over the city as part of his efforts in maintaining the cleanliness of the locality.

Echiverri said the local government would place garbage bins in churches, schools, police stations and other places that are frequent-ed by people.

He said making garbage bins more visible to the pub-lic would serve as a reminder for residents to always seg-regate their waste.

With this, residents may even find earning opportu-nities in the proper disposal

of their trash especially with the local government’s ongo-ing trash reduction program dubbed as: “reduce, reuse, recycle, let’s segregate.”

Echiverri has also directed the city's environmental sanita-tion services (ESS) chief Al Sta. Maria to spearhead the pro-gram of the local government which entails not only the de-ployment of garbage bins but also teaching constituents how to create cash out of trash.

The caloocan govern-ment had earlier distributed garbage bins to every baran-gay hall in the city so that village leaders could serve as examples in the proper dis-posal of waste.

MANILA Mayor Alfredo Lim is set to meet today with Manila police district direc-tor chief Supt.

rodolfo Magtibay and his officials to discuss ways to im-prove the campaign against all forms of crime in the city.

Aside from Magtibay, also to lead Manila police station commanders is district Spe-cial project unit chief Sr. Supt. Alex Gutierrez.

Lim said the confer-ence with Mpd officials was aimed at making sure that the call of president Aquino to eradicate “tongpats” or collection of grease money from various kinds of illegal operations is heeded.

According to the local chief executive, he expects full cooperation from the new Mpd station command-ers in ensuring the success of a renewed campaign against illegal exactions which Lim noted usually come from il-legal vendors, public utility drivers and their operators.

Last Friday, Magtibay or-dered a reshuffle of station commanders based on the discussion with Lim. The re-shuffle took effect yesterday.

Similarly, Lim said a re-vamp of the different units at the Mpd headquarters might also be underway within the first week of August.
