NEW DELHI, Aug 23: Congress today charged the NDA Government with having played into the hands of Pakistan on the NSA-level talks issue and giving the neighbour- ing country an opportunity to wriggle out of a dialogue on ter- ror. “Unfortunately, the Govern- ment of India has played into its (Pakistan’s) hands by being imprecise, by being unprepared, by lacking focus, by being adhoc, by not doing sufficient hard-nosed groundwork, good old-fashioned diplomacy and preparation. “We are very sad that all the gains of the last 10-odd years on Indo-Pak settlement of at least some issues, are given a setback by such aborted talks. No such opportunity should have been given to Pakistan to wriggle out of as serious an issue as terror,” Congress spokesperson Abhishek Singhvi said. He said with people scoring debating points across the bor- der after NSA-level talks were aborted by Pakistan last night, it was not a good sight for the solidity of Indian foreign policy, which is based on coherence, continuity and consistency. “I think the Government needs to get its house in order. It needs to make sure that multiple agencies which suddenly appear to have started making Indian foreign policy, either the multi- plicity is eliminated or complete unity and coherence are intro- duced in all those multiple agen- cies to speak through one agency and in one voice,” he said. He lamented that the vissisi- tudes of Indian domestic policy should not have allowed to make a mockery of India’s sta- tus in the world due to its proud democratic status and its humongous economic power. “We depricate the ham- handed manner in which several aspects which I have elaborated have been handled by the gov- ernment,” Singhvi said. Attacking Pakistan, he said it is clear and certain that it wants to run away from all issues relat- ing to terrorism as it does not want any discussion on any issue or exchange of informa- tion, particularly on those seri- ous matters on which it can be cornered. He said it is also certain that Pakistan is again trying to divert, bring new issues as it has been doing so in the past and it has done so now too. “Certainly, Pakistan’s goal is very clear. We condemn it,” the Congress leader said, adding that Pakistan is clearly using the refuge of technicalities to avoid talk on terror. Singhvi also criticised Pakistan for using certain words in its statement last night which were not part of international diplomacy or foreign policy. “The use of language by Pakistan in yesterday’s state- ment, words like ‘fake’ and ‘concocted’, I don’t feel anyone has seen the use of such words in international diplomacy. These are not words in diploma- cy, foreign policy or internation- al diplomacy,” he said. He said it was “very unfortu- nate” that the Indian Government due to less prepara- tion and research and without solid plans, allowed Pakistan’s plot to succeed. “They should have been alert on this and should have had prior planning on Pakistan’s possible response. Therefore, such a plan should have been put in place so that Pakistan could not have said no to talks on ter- ror,” he said. (PTI) MUMBAI, Aug 23: As onion prices hit the roof, robbers targeted a shop in subur- ban Mumbai and fled with 700 kg of kitchen staple worth about Rs 50,000, leaving the shocked owner in tears. Fourteen sacks of onion were stolen from a shop of 55- year-old vegetable vendor Anant Naik at Prateeksha Nagar in Wadala apparently between Friday night and Saturday morn- ing, police said. "The sacks containing about 700 kgs of onions got stolen," Deputy Commissioner of Police (Detection) Dhananjay Kulkarni said. "Naik had covered his stock of onions at around 9.30pm on Friday and left for home. When he returned on Saturday morn- ing, 700 kg of onions kept in 14 sacks were missing," he told the police. The stolen onion stock was estimated to be worth Rs 50,000, police said. A case has been registered in this regard under IPC section 379 (theft) at Wadala TT police station, they added. The wholesale onion prices yesterday touched Rs 57 per kg at Lasalgaon in Maharashtra, Asia's biggest onion market, raising the possibility of further spike in retail prices in most parts of the country adding to consumers' woes. In the price-sensitive Delhi market and some other parts of the country, retail onion prices have already gone up to Rs 80 per kg depending on the quality of the crop. In spite of several Government measures, the prices of onion have increased unabated both in the wholesale and retail markets in the last few weeks due to tight supply fol- lowing shortfall in domestic out- put. Also, the likely fall in this year's kharif (summer) crop due to deficit rainfall has further added fuel to the price rise. Describing the demands of the ex-servicemen as "just", Mrinalini, who is wife of a serv- ing Army officer, joined the protest at Jantar Mantar here this morning. "This is a just cause and the matter has been pending for many years. I have come here as the daughter of an ex-service- man to give support to the veter- ans who have served the country but are now protesting for their rights for over two months," she said. Asked if her father, Minister of State for External Affairs Singh, approves her joining the protest since he is serving in the Narendra Modi government, she said, "I have not sought his per- mission and neither do I need his permission. I have come straight from Hisar because I feel for the cause. A few years down the line, I will also become the wife of an ex-serv- iceman." She added that she has full faith in Prime Minister Narendra Modi who has promised the OROP. Representatives of ex-ser- vicemen have been protesting for the implementation of 'One Rank, One Pension' scheme for the last over two months and are likely to meet Prime Minister Narendra Modi next week to press for early imple- mentation of their demand. The spokesperson, however, said the “con- structive” interaction between Prime Minister Narendra Modi and Pakistan Prime Minister Nawaz Sharif in Ufa, Russia, was encouraging. “We were encouraged by the constructive interaction between the leaders of India and Pakistan earlier this year at Ufa, particularly the announcement of dialogue between the countries’ National Security Advisors,” Kirby said. Meanwhile South Asia experts in the US blamed Pakistan for the cancellation of NSA- level talks between India and Pakistan. “The Pakistanis torpedoed the talks by issu- ing an ill-fated invite to the Hurriyat leader- ship. But then again, the Indians must have seen that invitation coming, and they could have responded in a more measured way,” said Michael Kugelman, South Asia Associate at the Woodrow Wilson International Center, a top American think-tank. “As the larger country, there’s something to be said for India acting more responsibly. It’s a shame these talks were cancelled. They wouldn’t have yielded anything remotely substantive, but at least they would have brought some breathing room,” he said. Hussain Haqqani, the former Pakistan Ambassador to the US who is now director of South and Central Asia at the Hudson Institute, said Pakistan’s behaviour follows a well-worn pattern of trying to seek international attention for Kashmir. “But India under Modi is breaking past pat- terns. There is definitely greater likelihood of escalation in an environment that is less pre- dictable than the past cycles of terrorist attacks in India, firing on the LoC, Public recrimination, troop mobilisation and finally, standing down under international pressure. Modi does not want to play that game,” Haqqani said. “Posturing on Kashmir gets Pakistan nowhere but its leaders feel they need to do it any way. Pakistan has serious internal issues,” he said. “We need to face them instead of insisting on resolution of a dispute that hasn’t been resolved for so long and can wait a bit longer. Pakistan should focus on building prosperity for its peo- ple,” Haqqani said. “A one-topic agenda was understandable from New Delhi’s perspective but posed great difficul- ties for the government of Pakistan. The usual maneuvers followed with completely predictable results,” said Michael Krepon of the Stimson Center, another American think-tank. Meanwhile, the India-Pakistan standoff was widely covered by the US media. “Pakistan cancels talks with India, citing restrictions,” headlined The New York Times. “The decision came as the two countries traded barbs over Pakistan’s plans to meet with Kashmiri separatist leaders while in India,” it said. “The disagreement weighed heavily on both sides as each positioned itself to blame the other for the failure to hold the talks. India had also stressed that it wanted terrorism to be the only item on the agenda while Pakistan wanted to dis- cuss the dispute over the Kashmir region, which is claimed by both sides,” the daily said. The Wall Street Journal said both sides accused each other of trying to scuttle talks. “India said Pakistan was attempting to pro- voke New Delhi into pulling out, citing a sharp pickup in cross-border firing and two militant attacks in India which it said were connected to terrorist groups in Pakistan,” the daily reported. According to The Los Angeles Times, Pakistan’s powerful military has shown signs of sidelining Nawaz Sharif, leaving some in Narendra Modi’s government skeptical of engag- ing in talks. (PTI)

“As the larger country, there’s something to besaid for India acting more responsibly. It’s ashame these talks were cancelled. They wouldn’thave yielded anything remotely substantive, butat least they would have brought some breathingroom,” he said.

Hussain Haqqani, the former PakistanAmbassador to the US who is now director ofSouth and Central Asia at the Hudson Institute,said Pakistan’s behaviour follows a well-wornpattern of trying to seek international attention forKashmir.

“But India under Modi is breaking past pat-terns. There is definitely greater likelihood ofescalation in an environment that is less pre-

dictable than the past cycles of terrorist attacks inIndia, firing on the LoC, Public recrimination,troop mobilisation and finally, standing downunder international pressure. Modi does not wantto play that game,” Haqqani said.

“Posturing on Kashmir gets Pakistannowhere but its leaders feel they need to do itany way. Pakistan has serious internal issues,”he said.

“We need to face them instead of insisting onresolution of a dispute that hasn’t been resolvedfor so long and can wait a bit longer. Pakistanshould focus on building prosperity for its peo-ple,” Haqqani said.

“A one-topic agenda was understandable fromNew Delhi’s perspective but posed great difficul-ties for the government of Pakistan. The usualmaneuvers followed with completely predictableresults,” said Michael Krepon of the StimsonCenter, another American think-tank.

Meanwhile, the India-Pakistan standoff waswidely covered by the US media.

“Pakistan cancels talks with India, citingrestrictions,” headlined The New York Times.“The decision came as the two countries tradedbarbs over Pakistan’s plans to meet with Kashmiriseparatist leaders while in India,” it said.

“The disagreement weighed heavily on bothsides as each positioned itself to blame the otherfor the failure to hold the talks. India had alsostressed that it wanted terrorism to be the onlyitem on the agenda while Pakistan wanted to dis-cuss the dispute over the Kashmir region, whichis claimed by both sides,” the daily said.

The Wall Street Journal said both sidesaccused each other of trying to scuttle talks.

“India said Pakistan was attempting to pro-voke New Delhi into pulling out, citing a sharppickup in cross-border firing and two militantattacks in India which it said were connected toterrorist groups in Pakistan,” the daily reported.

According to The Los Angeles Times,Pakistan’s powerful military has shown signs ofsidelining Nawaz Sharif, leaving some inNarendra Modi’s government skeptical of engag-ing in talks. (PTI)
