David Sco yielded the floor to Trevor Evers who displayed the snow plow priority map. Hereviewed the challenges experienced during the recent storms and provided sta s cs on thebrine, work hours, and miles plowed. Council complimented staff, asked ques ons regarding priority streets, treatment types,equipment, and public comments.

Councilmember Suggs announced the chambers virtual chamber luncheon. Councilmember Yost commented on Black History, WSD ac vi es and shared quotes. Councilmember Greenlee reflected on the AWC mee ng, Local Connec ons, and upcomingRTC mee ng. Councilmember Wagner complimented the Scout Troop for joining the mee ng. Student Representa ve Moran gave an update on the increase in school ac vity.

PROCLAMATION “Washougal Youth Arts Month”
March 2021
WHEREAS, the arts are an integral part of our lives; and WHEREAS, the creators of all art forms are, or once were, children; and WHEREAS, arts education provides substantial educational benefits; and WHEREAS, the arts teach sensitivity to beauty and develop students’ creative potential; and WHEREAS, the City of Washougal and Washougal School District wish to both recognize the creativity of young people and encourage more of our youth to become participants in the art experience. NOW, THEREFORE, we declare and proclaim March 2021 to be:
“Washougal Youth Arts Month”
And urge our community and kids of all ages to give full support to arts education and to take advantage of all the Youth Arts Month activities throughout the city and school district.

PROCLAMATION “Red Cross Month”
March 2021
WHEREAS, The American Red Cross is a humanitarian organization that eases people’s suffering during life’s emergencies throughout Southwest Washington, Oregon, across the United States and around the world. Our Red Cross, Cascades Region and SW Washington Chapter, has a long history of helping our neighbors in need by delivering shelter, care and hope during disasters, making our community safer through providing lifesaving blood; teaching skills that save lives; and supporting military, veterans and their families; and WHEREAS, Last year, in the Cascades Region, more than 3,000 volunteers helped the families affected by over 650 home fires by addressing their urgent needs like food and lodging and providing recovery support. Meanwhile, when large disasters like the fall wildfires devasted our region, volunteers from our area and across the country provided 173,489 overnight stays, 387,590 meals and snacks, 9,955 relief items, emotional support, recovery planning and other assistance: and WHEREAS, The Red Cross continues to carry out the organization’s 140-year mission of preventing and alleviating suffering. During the trying times of the COVID-19 pandemic, people have stepped up to help others in need, whether it was responding to this year’s record-breaking disasters across the country or rolling up their sleeves to give more than 148,500 units of blood in the Cascades Region when our country faced a severe blood shortage. This lifesaving work is vital to strengthening our community’s resilience. Nearly 200 years since the birth of American Red Cross founder Clara Barton, we dedicate this month of March to all those who continue to advance her noble legacy, and we ask others to join in their commitment to care for people in need. NOW, THEREFORE, I, Molly Coston, Mayor of the City of Washougal, hereby proclaim March 2021 to be:
“Red Cross Month”
and encourage all its citizens to join in this observance.

Mitch Kneipp presented the staff report and recommended ac on to hold a public hearingand pass, post, and publish the ordinance in the usual manner.

Mayor Coston opened the public hearing. Public Comments: Rainy Rau inquired about meline since the original environmental assessment. Mitch Kneipp commented that no new environment review is required.Steve Lambert asked if U Street will be punched through to LeBrun Rd. and inquired aboutthe reason for the extension. Mitch Kneipp confirmed that the condi on to extend this street has not changed with thisproposed extension. Rainy Rau inquired about the stormwater runoff and asked which school district thisdevelopment is within. Eric Golemo explained the stormwater management measures that will be applied to thisproject. Mitch Kneipp noted this development is within the Camas School District. Sco Taylor with SGA Engineering provided addi onal informa on.Steve Lambert confirmed that no addi onal changes will occur with the council's extension. Janell Neuharth inquired about traffic studies and express her concerns with the narrowstreet. Mitch Kneipp explained the traffic analysis and requirements for this development. Shawn MacPherson explained some of the challenges with this site, noted the reduc on inthe numbers of lots, and offered to answer ques ons.
Council discussion ensued. Sco Taylor provided informa on pertaining to the new cri cal area code.

Councilmember Russell gave an update from the Port mee ng and commented on theproposed development. Councilmember Wagner delivered updates from the Mosquito Control Board, Parks Boardmee ng and programs, Port mee ng schedule, and Marshall Leadership Award(nomina ons s ll being accepted). Councilmember Suggs reported on the C/W Chamber and WSD board mee ngs; addingthat students con nue to return to school.Councilmember Boger reflected on the history of the port development and note there wasa recent JPAC mee ng.

EMERGENCY ORDER COVID-19 (2021-01)
EMERGENCY ORDER 2021-02
IN AND FOR THE CITY OF WASHOUGAL, WASHINGTON
EXTENDING AND MODIFYING EMERGENCY ORDER 2021-01
WHEREAS, Washougal Municipal Code, Section 2.48.070 provides that whenever an
emergency, or the imminent threat thereof, occurs in the city and results in, or threatens to result in,
the death or injury of persons or the destruction of or damage to property to such extent as to require,
in the judgment of the executive head, extraordinary and immediate measures, an emergency may be
declared to protect the public health, safety, and welfare; and
WHEREAS, on March 13, 2020, the City Manager issued Declaration of Emergency 2020-
01 invoking emergency powers and Emergency Order 2020-02 requiring social distancing protocols,
recognizing the extreme public health crisis imposed by COVID-19 on the citizens of Washougal,
and
WHEREAS, on March 16, 2020, the City Manager issued Emergency Order 2020-03
requiring further social distancing protocols, and
WHEREAS, On March 19, 2020 the Family First Coronavirus Response Act (“FFCRA”) was
enacted at the outset of the Covid-19 pandemic, and provided for mandated Emergency Paid Sick
Leave (“EPSL”) to eligible employees who are unable to work for reasons related to the ongoing
health pandemic, and
WHEREAS, at its March 23, 2020 regular meeting, the City Council ratified and adopted the
Emergency Declaration 2020-01 and Emergency Orders 2020-02 and 2020-03, and
WHEREAS, on April 13, 2020, the City Council adopted Emergency Order 2020-04,
extending prior emergency orders and emergency leave, ordering defenses for eviction of small
businesses and from residential foreclosure of private mortgages, and requiring sanitation protocols
for residential property inspections, and
WHEREAS, the duration of Emergency Order 20-04 is tied to the expiration of Governor
Jay Inslee’s “Stay Home – Stay Healthy” orders (Proclamations 20-25, 20-25.1, 20-25.2 and 20-25.3),
and
WHEREAS, on May 4, 2020, Governor Inslee adopted a four-phase “Safe Start Washington”
plan, allowing progressive re-opening for individuals and businesses, and
WHEREAS, Governor Jay Inslee’s “Stay Home – Stay Heathy” orders (Proclamations 20-
25, 20-25.1, 20-25.2, 20-25.2 and 20.25-3), expired on May 31, 2020, and were replaced with the
“Safe Start – Stay Healthy” Proclamation 20-25.4, including a modified “Safe Start Washington”
plan, effective June 1, 2020, and
WHEREAS, on May 31, 2020, the City Manager issued Emergency Order 2020-05 to reflect
these actions of the Governor, and
EMERGENCY ORDER COVID-19 (2021-01)
WHEREAS, on June 8, 2020, the Council adopted Emergency Order 2020-06 to provide the
necessary and continued authorization for the administration to follow these actions of the Governor
and to extend the provisions of Emergency Orders 20-02, 20-03, 20-04 and 20-05 and modify the
same pursuant to the “Safe Start Washington” plan and as modified therein, and
WHEREAS, on January 11, 2021, the Council adopted Emergency Order 2021-01 to provide
up to 80 hours of EPSL for the period January 1, 2021 through June 30, 2021, and to reference the
“Healthy Washington – Roadmap to Recovery” plan, and
WHEREAS, the Council has determined that the City of Washougal cannot interfere in
private mortgage foreclosures, commercial evictions and residential inspections and should therefore
no longer restrict such.
NOW, THEREFORE, the City Council of the City of Washougal, Washington hereby
Declares and Orders as follows:
Section 1. Governor’s Orders.
The City of Washougal administration is directed to follow the Governor’s orders related to
the COVID-19 pandemic currently in place, and as modified in the future, until they are no longer in
effect.
Section 2. Private mortgages and commercial evictions and residential inspections
Restrictions on private mortgage foreclosures, commercial evictions, and residential
inspections pursuant to Emergency Order 20-04 are hereby rescinded.
Section 3. Duration.
Unless earlier modified or terminated by action of the City Council, this Emergency Order
shall be terminated as provided in the Governor’s Orders. IT IS SO ORDERED, this 22nd day of February 2021.

2.44.030 Cemetery board.
There is created a cemetery board, who shall be appointed by the city managermayor,

2.118.010 Membership, appointment, compensation, term.
(1) There is created a salary commission for the city of Washougal. The commission shall
consist of five members who are residents and registered voters of the city, to be
appointed by the mayor with the approval of the city council and who shall meet the
eligibility requirements of RCW 35.21.015.
(2) A member of the commission shall serve for a four-year term without compensation.
The initial membership shall be appointed for staggered terms with one member serving
a two-year term, two members serving three-year terms and two members serving four-
year terms.
(3) No member of the commission shall be appointed for more than two terms.
(4) A member of the commission shall not be an officer, official, or employee of the city
or an immediate family member of an officer, official, or employee of the city. For
purposes of this section, “immediate family member” means the parents, spouse,

3.76.070 Lodging tax advisory committee.
There is hereby created a lodging tax advisory committee which shall consist of five
seven members. Five members of the committee shall be voting members. The voting
members of the committee shall consist of two members or representatives of the
businesses required to collect the lodging tax, two members who are persons involved in
the activities authorized to be funded by the lodging tax and one elected official from
the city who shall act as chairperson, pursuant to RCW 67.28.1817. The two nonvoting
members of the committee shall be one additional elected official from the city and one
at-large member who will be a registered voter residing in the city limits of the city of
Washougal.
Appointments to the lodging tax advisory committee shall be made by the mayor and
confirmed by council, and the councilmayor shall review the committee membership
annually.
