6. ANNUAL ELECTION OF WRA BOARD OFFICERS AND APPOINTMENTS a. Resolution #1303: Bill acknowledged Jacques DeBra, sitting in the audience, for his retirement

from the City of Davis after 24 years. The Board motioned, seconded and unanimously approved the resolution acknowledging his years of service to the WRA. Bill asked Jacques to speak on his behalf. He thanked the City of Davis for giving him the opportunity to spend 24 years of his career in Yolo County. He acknowledged all the collaborative efforts undertaken by the WRA

member agencies and progress made. It was his pleasure to work with everyone. Bill responded that we would miss him very much. Cecilia and Sid both expressed their gratitude to Jacques as well.

b. Nominating Committee Recommendations for 2014: Lewis Bair, Committee Chair, reviewed the recommendations for 2014 officers with a few changes from the current year. Jacques was slated to continue as Technical Committee (TC) Chair, but in light of his retirement the Nominating Committee will need to present a new recommendation to the Board. In the interim, Tim O’Halloran was asked to take the TC chair position. The Board motioned, seconded and unanimously approved the 2014 officer elections and board appointments as follows with the exception noted above. Elected: Chair – William Marble Vice-Chair - Cecilia Aguiar-Curry Treasurer – Tim O’Halloran Appointed: Technical Committee Chair – TBD Board Secretary - Donna Gentile Auditor – Perry, Bunch & Johnston, Inc.

7. UPDATE ON WATER LEGISLATION & REGULATORY ISSUES

a. Delta Update: Cindy Tuttle reported that there will be a major release of the Bay Delta Conservation Plan (BDCP) EIR/EIS for public review on December 13th. There will be a 120 day comment period. The County will be submitting comments, specifically related to Conservation Measure #2 (Yolo Bypass).

Yolo County has expended considerable resources responding to various planning efforts that are proposing to resolve their issues within the Yolo Bypass (e.g. BDCP, BiOps). A Yolo Bypass Corridor Plan is being proposed for development to proactively manage the Bypass locally. A scope of work will be prepared and submitted to DWR for funding under the FloodProtect Regional Flood Management planning effort.

Cindy reported that since the last WRA meeting, Yolo County has met with Lewis Bair, Fritz Durst, Tim O’Halloran and David Guy to coordinate efforts around the Delta and the proposed water bond. As a result of suggestions by the WRA Board and these collaborative meetings, Yolo County broadened their comments on the water bond including support for water rights protection and supporting continued appropriation for Proposition 1E funding.

b. Legislation and Regulatory Update: Todd Manley, Northern California Water Association

(NCWA), reported that the water bond will continue to be a key issue in water legislation next year. He described three potential options for the bond. If nothing changed, the 2009 water bond that has been postponed twice would be on the 2014 ballot. A vote would be required to remove it from the ballot. The second option is amending the bond as proposed by the bills drafted by Senator Wolk (SB 42) and Senator Rendon (AB 1331). The third option would be to postpone the bond for another 2 years, which would take a simple majority vote of the legislature. Further discussion is pending when the legislature returns next year. If California experiences another dry year, it would likely bring these water issues to the forefront of discussion.

Todd also summarized groundwater quality issues being addressed in legislation. San Joaquin Valley and Monterey County have been driving the groundwater quality (nitrate) discussions and the creation of a comprehensive groundwater bill. Nothing specific has been presented to date.

Todd reiterated the BDCP and environmental documents will be released triggering the public comment period. NCWA is also preparing comments. Todd distributed a flow chart that illustrated the Bay-Delta framework in relation to the BDCP and the State Water Resource Control Board (SWRCB) processes (flow chart is attached at the end of the minutes).

Todd encouraged everyone to review two independent California water action plans recently released; one developed by three State agencies and the other by the Association of California Water Agencies (ref. Item 7d. link). Both plans strive to guide state efforts on water resources planning. California Water Action Plan: http://resources.ca.gov/california_water_action_plan/

Also, the SWRCB’s Groundwater Concept paper is looking at groundwater management from a comprehensive perspective. They are soliciting comments on the concept paper. Tim gave his perspective on the SWRCB’s reasoning behind developing the Concept paper from the meetings he has attended. This concept paper presents an overview of the major groundwater problems and challenges in California and a description of the SWRCB’s current efforts to address these challenges. If California experiences another dry year, there will likely be more clamor for action at the State Board. c. 2014 Water Bond Update: Todd Manley discussed the water bond in his update above. d. ACWA’s Statewide Water Action Plan - http://www.acwa.com/spotlight/SWAP: Tim

O’Halloran highlighted a few differences between ACWA’s Water Action Plan and the State’s Plan. ACWA’s plan identifies water right protections and better articulates actions related to the Bay Delta Conservation Plan (BDCP). Tim and Todd answered questions about all topics discussed. John Woodling also provided some input on groundwater issues.

8. WRA TECHNICAL COMMITTEE (TC) UPDATE

a. Technical Committee (TC) Activities & FY2013-14 Projects Update: Tim and Donna reported that all FY13-14 projects are on track with reporting and invoicing. Tim said the TC will focus on updating the status of the Yolo County IRWMP Foundational Actions (FA). The TC received preliminary reports on two FA and is developing a template for the update process. The LiDAR Mapping (FA11) and Cache Creek Aerial Photography (FA16) are being reviewed by Elisa Sabatini, Yolo County. The Groundwater Monitoring Program (FA1) is being reviewed by Tim O’Halloran and Max Stevenson, YCFC&WCD.

b. Westside IRWMP Implementation Update: The Westside IRWMP applied for Proposition 84

Round 2 implementation funding, but was unsuccessful in receiving an award. Max summarized the competitive application process. The Westside will apply in next funding round, but the proposal will be developed with more interactive participation by the Coordinating Committee and with the assistance of a consultant. Max reported that the Yolo County Resources Conservation District was hired by the Westside Coordinating Committee after an RFP process to handle administrative management of the Westside IRWMP implementation.

9. PRESENTATION: Yolo County Habitat Conservation Plan/NCCP-http://yoloconservationplan.org/

Petrea Marchand, Consero Solutions and JPA Executive Director of the Yolo Natural Heritage Program, gave brief history of the program. (All Petrea’s meeting handouts are attached at the end of these minutes.) The Yolo Natural Heritage Program is a county-wide habitat conservation plan (HCP/NCCP). The JPA is comprised of the cities of Davis, Winters, West Sacramento, Woodland, and Yolo County (UC Davis ex-officio member). The JPA’s sole purpose is to complete the Yolo Natural Heritage Program (NHP). She gave an update on the JPA’s progress over the last year. The JPA formed an Advisory Committee to assist in the preparation of the HCP/NCCP. The Advisory Committee will conduct a careful review of all documents and synthesize ideas and information to provide recommendations to the JPA Board. The first administrative draft of the Yolo NHP was released on July 1, 2013. The JPA staff was directed to work with the appropriate wildlife agencies to reduce the cost of the Plan. In October, the JPA staff was directed to identify which remaining issues of concern need to be addressed prior to making a financial commitment decision for a second administrative draft (ref. handouts). The State and Federal government have been very generous in their financial support for the Plan. Earlier this summer, the Federal government voted to give the JPA the largest planning grant in the country for an HCP/NCCP plan ($1 million).

The Advisory Committee is reviewing a list of Yolo NHP State and Federal covered species.

Originally the list included 32 covered species and each species carries a cost. The JPA worked with the wildlife agencies to determine criteria for whether or not all these species should remain on the list. This resulted in a recommendation to reduce the number of covered species from 32 to 10 (ref. handouts). In October, the JPA Board voted to support this reduction in concept. As a result, a proposed conservation reserve area map was proposed that demonstrates where the majority of the covered species have been found (ref. handouts).

The next large issue to address is revising the conservation target for each of the covered species.

This includes identifying the number of acres the JPA will require to be conserved in order to receive the HCP/NCCP permit. They are working with all involved agencies for a resolution to this issue. Chris Ledesma added his thoughts on the process as a JPA Board member and commended the work that has been accomplished by the JPA. Petrea answered questions from the Board and public.

10. PRESENTATION: Regional Water Authority (RWA) Strategic Plan Update www.rwah2o.org

John Woodling, Executive Director, will be speaking about the RWA’s recently adopted Strategic Plan (September 2013). The RWA is a JPA formed in 2001. John summarized the regional representation of the 22 water providers of their membership. Their member agencies have diverse water supplies from the Sacramento River and American River tributaries. The most recent agency to join RWA was the Woodland-Davis Clean Water Agency. John gave a chronological history of milestones from the RWA’s creation to the present. The organization was a precursor of an integrated regional water management group. The WRA has benefited from State and Federal grant funding through association’s collaboration. Legislation in 2009 highlighted the need for increased advocacy on statewide issues for more effective regional water resources management. The focus shifted to include regulatory and legislative issues in addition to RWA’s regional planning efforts.

John reviewed the RWA’s mission, vision and core values established from their first strategic plan

adopted in 2009. RWA’s integrated goals are categorized under four headings – planning, implementation, information/education and advocacy. He discussed each of the four goals and gave

11. WATER CONDITIONS UPDATE: Tim O’Halloran, Yolo County Flood Control & Water

Conservation District, gave an update on winter water conditions. He reported on the current storage in Indian Valley Reservoir and Clear Lake, which has been negatively impacted by the lack of rainfall to date. He shared the NWS/California Nevada River Forecast Center’s forecast of minimal rain for the remainder of November. Yolo County is very reliant on its groundwater supplies. Tim illustrated groundwater levels with a graph comparing monitoring well depth from 2009 to October 2013. It was easy to see how the current lack of precipitation has translated into lower groundwater levels. Statewide current reservoir conditions are well below average percentages typically expected for this time of year. It is too soon to tell what the reduction percentage to State and Federal water project allocations will be for the water contractors. Tim asked Todd Manley to give an overview of NCWA’s 10-page document “Preparing for Drought in Sacramento Valley” (http://www.norcalwater.org/wp-content/uploads/2013/02/preparing-for-drought-aug2013.pdf). Tim asked Lewis Bair to review inter-region water transfers from his perspective. Lewis explained RD 108’s water transfer policy that sets in-basin agriculture as their top priority. He explained the Central Valley Improvement Act that governs the allowance of in-basin transfers. RD 108 can move water to other areas in need within their basin, which not only assists the water supplies of other contractors but also benefits the groundwater basin. Lewis explained how water transfer policies are utilized in dry years. Donita Hendrix addressed water transfer policies in the Dunnigan Water District.

12. MEMBERS’ REPORTS & FUTURE AGENDA ITEMS Cindy Tuttle announced that Supervisor McGowan will be leaving his position on the Yolo County

Board of Supervisors in early December. He had the longest tenure as a supervisor - 21 years. He has accepted a gubernatorial appointment at the California Department of Motor Vehicles.

13. RECEIVE AUDIT REPORT: Fiscal Years Ended 6/30/12 and 6/30/13 Rick Johnston, Perry, Bunch & Johnston, Inc. prefaced his report on the audit by complementing how

the WRA staff conducts their financial procedures. He explained how the audit report format changed from previous years due to new accounting standards. There are three sections: the management responsibility of the financial statements, the auditor’s responsibility and the auditor’s opinion. Rick reviewed and explained each section of the audit report and fund balance sheets. Many of the notes to the financial statements are standard requirements. The WRA’s financial statements fairly represent the organization’s finances in the opinion of the auditor. The auditor did not have any new recommends. The Board unanimously accepted the final audit report.

Date: March 14, 2014 To: WRA Board and Alternates From: Nominating Committee Subject: WRA Technical Committee Chair Recommendation and Appointment for 2014 Recommendation That the WRA Board approve the Nominating Committee recommendation appointing Elisa Sabatini, County of Yolo, as Chair of the WRA Technical Committee (TC). That the WRA Board approve Elisa Sabatini, Yolo County, as the representative for Yolo County/WRA as an MOU partner for the Westside IRWMP process. Background At the November Board meeting, the Executive Committee requested that the Nominating Committee select a new recommendation for TC Chair due to the unexpected vacancy of the position at the end of 2013. Elisa Sabatini accepted the opportunity to be the Committee Chair for 2014, as well as, representing Yolo County and the WRA on the regional collaboration of the Westside Integrated Regional Water Management Plan implementation process. The WRA is one of four MOU signatories for the Westside Regional Water Management Group, which are Napa, Solano, Lake and Yolo counties.

6. Technical Committee (TC) Activities Update: Jacques reported on the Prop.84 Round 2 Implementation grant awards. The Westside IRWMP will not be receiving grants funds. A meeting with DWR will be set up to review their evaluation of the Westside’s application. The Westside group will apply again under Round 3 in 2014/15. A consultant will likely be hired to coordinate the Round 3 grant application. Jacques summarized the current fiscal year activities for the Westside group independent of grant funding. The first year implementation budget has been approved - $80,000 (Lake, Napa, Solano, Yolo). $62,000 is for consultant support services for IRWMP implementation tasks, $10,000 for administrative support and $8,000 remaining for contingency. An RFP/RFQ was released for consultant services. They received five submittals for review. The Coordinating Committee will rotate the committee chair position alphabetically. Chris Lee, Solano County Water Agency will chair the 1st year.

7. WRA Board Meetings a) Discuss November 18th Board meeting agenda items: The EC discussed the following agenda items (pending confirmation):

8. WRA Board Meeting

a) Discuss January 13, 2014 Board meeting agenda items: The EC discussed a couple of potential agenda items: updates on the Lower Cache Creek Feasibility Study update and potential drought conditions for the coming year. Other topics mentioned were irrigated lands update and a Yolo County IRWMP groundwater monitoring program update. The consensus is that they may consider cancelling the January Board meeting without any pressing topics to be covered. They asked Donna to email Sid and Tim to request their input on ideas for January meeting topics. If the January meeting is cancelled, the first meeting of the year would be March 17th. Fiscal year 2014-15 budget discussions would begin in March.

receive in December. The Kaiser health insurance contract renewal was received (renewal date 4/1/14). The rate differential was less than 7% which is under the anticipated increase budgeted for FY2013-14. No budget adjustments will be needed for FY 13-14. Donna will be reviewing all the new plans as a result of the new healthcare laws and determine whether a plan change would be beneficial for the WRA and for herself. The Woodland Community Center credited the WRA $320 for the January Board meeting room reservation that was cancelled. She also informed that a new desk floor mat is needed and will cost approximately $150.00.

c) Update WRA authorize signers on First Northern and LAIF bank accounts: Form letters requesting both bank accounts be updated with the 2014 board officers was signed by the Executive Committee. Donna will notify Bill, Cecilia and Tim know when the First Northern Bank paperwork is ready for their signatures.

d) Payments to approve - All payments were approved.

5. Update on Water Legislation & Regulatory Issues Tim reported that December was a quiet month. The BDCP released their 34,000 page document for review with comments due in March 2014. NCWA and related watch groups are reviewing this large document and preparing comments. The EC questioned whether the WRA need to take a position or comment on the document. Is there a value to the WRA commenting, even with a “me too” letter in support of NCWA or Yolo County’s comments? At the very least a letter states that the WRA is engaged and aware. The EC decided a wait and see approach would be best at this time. The TC will be monitoring BDCP comments and the water bond process. The EC asked Donna to inquire if any WRA member agencies would be preparing individual comments on the BDCP. (Post meeting note: Donna made this inquiry at the 1/9/14 Technical Committee meeting. A coalition of TC agencies is reviewing the BDCP. Yolo County informed they will be preparing comments. Their final comment letter will be forwarded to the WRA. Yolo County continues to be engaged with legislators on the water bond as well.) Tim also reported on the CASGEM Prioritization workshop to be held on January 16. Tim and Max will be attending. The Irrigated Lands program is moving forward with a controversial new water discharge reporting requirement for agricultural growers.

January 6, 2014, 12:30 to 1:30 pm

Tim reported that the December TC meeting was cancelled and the first meeting of 2014 will be held on January 9th. Nominating Committee members had preliminary discussions on a recommendation for a new TC chair to fill the position of retired Jacques DeBra. Tim and Cecilia discussed proposing that Elisa Sabatini from Yolo County take this leadership role. She is willing and capable of making the commitment. Currently, there is no formal job description for TC chair. The position evolved as Jacques took a leadership role while developing the Yolo County IRWMP. Tim identified the key responsibilities the TC Chair has performed, which are preparing meeting agendas and leading the meetings, writing committee reports and reporting to the WRA Board, setting the annual vision/theme for the Technical Committee, and WRA/Yolo County representation as a MOU partner of the Westside IRWMP process. Donna also reminded that the TC chair performs administrative oversight functions, such as approving project fund invoices prior to payment. The TC chair is also a member of the EC and should attend these meetings. After this Thursday’s TC discussions, the Nominating Committee will recommend Elisa’s appointment at the March Board meeting. The EC will appoint Elisa as acting TC Chair until the March Board meeting. Tim and Donna will coordinate with Elisa as she begins her new role.

7. Discuss Annual WRA Newsletter – 2013: Donna presented a second draft after incorporating comments from the EC. The TC will review and comment on the newsletter by 1/10/14. The newsletter will be finalized by January 15th and distributed to the WRA’s full mailing list via mail and email.

8. WRA Board Meeting

a) Discuss March 17, 2014 Board meeting agenda items: The EC discussed the following potential topics for March: State/local drought response, State drinking water program transfer from CDPH to SWRCB, subsidence update, Lower Cache Creek Feasibility Study (LCCFS) update and FY 2014-15 preliminary budget discussions. Bill will talk to Tim Busch, City of Woodland, about doing a LCCFS update. Tim offered to ask Chris White, Central California Irrigation District about a presentation on subsidence. (Post meeting note: Tim Busch agreed to give a ½ hour update on the LCCFS in March.)

Additionally, the EC discussed City of Davis representation on the WRA Board and Technical Committee. The EC asked Donna to email Mayor Krovoza regarding the city’s participation in the WRA moving forward after Jacques’ retirement (cc: Dan Wolk and the EC). City Council member Brett Lee has not attended a WRA meeting for more than a year. (Post meeting note: Donna sent an email inquiry 1/8/14.)

being submitted in a timely manner for payment each quarter. About $5,600 remains in the unallocated reserve of the project fund budget.

5. Update on Water Legislation & Regulatory Issues Tim reviewed the water bond 2014 comparison provide with the agenda, which compared the 3 bills AB 1331, SB 848 and SB 927 side-by-side. The main difference is funding for water storage. Wolk’s bill, SB 848, does not include funding for storage. ACWA is taking an opposing position on her bill at today’s committee hearing. Tim thought it was still premature for the WRA to take a position on the bond. Comments on the BDCP and EIR/EIS have been extended to April 14th. Tim is participating in the NCWA’s group of expanded stakeholders for this process. The attorneys are preparing responses to the documents. NCWA’s concerns are mostly focused on outflow numbers and proposed fees. Tim will share NCWA’s final comment letter with the WRA TC. Yolo County is also preparing comments as part of the Delta Counties Coalition. The main benefit to submitting comments now is the potential to be allowed to engage later if lawsuits are filed. In other updates, Elisa informed that the FloodProtect Regional Water Management Plan identified solution sets at a public workshop last month and is receiving public comments. Tim continues to participate in the State Water Resources Control Board process on groundwater and their Groundwater Concept Paper. Currently no new groundwater legislation has been written. Tim and Cindy Tuttle have been invited to the Governor’s office tomorrow to discuss groundwater issues. The Governor is interested in knowing what authorities local agencies would need to manage their local groundwater basin, especially in order to avoid negative impacts from drought conditions. About 30 people have been invited to this meeting statewide. Tim noted that there is a big difference between monitoring and active management. The YCFCWCD is increasing the frequency of their groundwater monitoring in response to drought conditions from twice per year to once per quarter. Dana Carey, Yolo County Office of Emergency Services is working with local agencies on their drought response activities. She emails a weekly drought report update that Donna forwards to the TC. Yolo County OES interfaces with state and federal emergency management agencies. Dana continues to actively monitor the County’s needs to mitigate for drought impacts in response to local input received.

6. Technical Committee (TC) Activities Update:

Elisa reported on the joint presentation on water conditions given to the Yolo County Board of Supervisors earlier today by Tim O’Halloran, County Agricultural Commissioner John Young and Dana Carey. When Dana gave her presentation to the WRA TC on 2/6, she stated that a local state of emergency would not be declared unless there was a benefit beyond what is already available from federal or state government. The TC is continuing with their review/status update on IRWMP Foundational Actions. The TC has received updates on several foundational actions. Recently the TC discussed a proposal to conduct another round of local subsidence network monitoring. Upon request, Jim Frame provided a proposal to the TC for about $86,000. Donna explained how the previous rounds of monitoring were cost shared by State, Federal and local agencies. The subsidence proposal will be considered as the TC refines project selection criteria for the FY14-15 budget allocations. The TC assembled a subcommittee to present draft project selection criteria at the March TC meeting.

7. WRA Board Meeting a) Discuss March 17, 2014 Board meeting agenda items: The EC reviewed agenda topics and

presenters for the March meeting. Supervisor Provenza has agreed to talk about Delta issues. Elisa will confirm the presentation length and topics he will be discussing. The EC asked Donna to poll WRA board members about questions for Supervisor Provenza or topics they would like covered. Tim Quinn has also asked to address the WRA Board and would like their endorsement of ACWA’s Statewide Water Action Plan (SWAP). Both NCWA and the YCFCWCD have endorsed their SWAP. Tim O’Halloran was asked to coordinate with Tim Quinn for the March agenda and find out whether anyone has formally opposed ACWA’s SWAP. Yolo County has indicated that they are not taking a position on the Plan. Tim will also contact Chris White, Central California Irrigation District to give his presentation on subsidence. Tim also suggested inviting Dana Carey to give an update on Yolo County OES drought reporting similar to what was presented to the Board of Supervisors today.

Additionally, Tim was asked to give a preliminary introduction on the FY2014-15 budget process. The budget will be presented and adopted at the June 16th meeting. Membership dues will remain status quo for FY2014-15; however an increase is likely for future budget cycles. Donna was asked to contact Tim Busch and postpone his Lower Cache Creek Feasibility Study update for the June meeting. Supervisor position on December 3rd after serving West Sacramento for 21 years. He is one of the longest tenured supervisors. He has accepted a gubernatorial appointment, deputy director of strategic planning & policy for the Department of Motor Vehicles.

5. CALIFORNIA DEPT. OF WATER RESOURCES (DWR) Update: Kristin Honeycutt, DWR, gave the following

updates. Kristin brought a draft of her Westside IRWM article for DWR News magazine. Comments are welcome, but it will also be “synthesized” by DWR staff prior to publication. Kristin’s post-meeting emails are attached at the end of these minutes. • Urban Stream Restoration Program: Draft PSP should be released soon. She will forward a link when

available. Total available is about $9 million. • IRWM Strategic Plan Workshop: November 14th in Stockton on Round 2 objective strategies and

alignment discussions. • Prop. 84 Round 2 Implementation Grant: The TC asked what will happen to the unallocated funds for the

Sacramento River Funding Area from the Round 2 implementation. Kristin believes the $4 million remaining will be carried over to the next funding round and that legally it needs to stay in our hydrologic region.

6. FUNDING UPDATES: Cindy Tuttle informed that the Strategic Growth Council has just finalized their Sustainable Communities Planning Grant and Incentives Program grant guidelines. The Delta Counties has assembled a list of projects. These are not specifically water-related, but there could be some overlapping areas and partnering opportunities. Cindy will forward information to Donna for distribution to the TC. Cindy’s post-meeting email is attached at the end of these minutes.

7. WATER LEGISLATION & REGULATORY ISSUES UPDATE:

a) Delta updates: Cindy Tuttle reported that the BDCP release has been delayed until December. For comments and review of the water bond, Yolo County has been coordinating with NCWA and others to broaden their coordination on issues outside of land use, such as water rights protection and storage. When Yolo County staff meets with Senators Wolk and Rendon later this month, they can highlight the regional concerns of the collective.

b) FloodProtect Update: www.floodprotectplan.com. Cindy Tuttle reported that they are working on completing the solution set. A public workshop is scheduled for December 9th from 3-5 pm in West Sacramento to vet the solution set. The document will be available online in advance of the workshop. The last phase of this process will be the financing plan. Cindy gave an update on two specific focus area issues that have a local impact. 1) Rail Re-location Project: Re-location of the railroad trestle out of the Yolo Bypass and Sacramento Weir and re-locate it through Conaway Ranch to the Union Pacific line. This will be discussed further at the 12/9 workshop along with the results of the MBK study. 2) Preparation of a Scope of Work for a Yolo Bypass Conservation Strategy to submit to DWR and ask that they fund it through the FloodProtect Regional Flood Management Plan. This Conservation Strategy will be developed by local agencies to document best strategies specifically for the Yolo Bypass based on our own studies. This is a more proactive approach rather than responding to Conservation Strategies developed by others outside our region. Cindy was asked to keep the WRA posted when and how it is appropriate for WRA to provide support for this concept.

c) State Water Resources Control Board (SWRCB) Groundwater Concept paper: Tim first discussed #9, the Statewide Water Action Plan for California, to give context to this agenda item. The SWRCB groundwater concept paper was released a couple of weeks ago and Tim has attended two SWRCB presentations on the paper. Although the SWRCB does not have authority on groundwater, they receive so many inquiries that they developed this concept paper to understand the statewide impacts. They are asking for stakeholder input on the paper to assist them in determining what their role should be related to groundwater. The SWRCB is also aware of existing overlapping information and articulates this duplicity in the paper. They acknowledge that groundwater is best controlled locally, but they want to identify what the state can do to help local groundwater management. Tim is not sure what they intend to do with the concept paper that is scheduled to be finalized by spring 2014. Tim will continue track this process. Tim added that many legislators talk about writing groundwater legislation, but no one has as of yet. If drought conditions persist, groundwater legislation may become a reality to address the impacts. Kristin will forward an information link from the Groundwater Enhancements and Recommendations session during the October 2013 Plenary on the California Water Plan Update.

8. WATER BOND 2014: Tim reported that David Guy provided a water bond update to the YCFCWCD Board on November 5th. He was unable to attend today’s TC meeting. His prediction is that the bond will not be on the 2014 ballot. There are other pressing issues and the Governor will be running for re-election. Cindy reported that Yolo County will continue to discuss the bond with Senators Wolk and Rendon to reconcile some of our concerns. She report that the County has just hired Alex Tengolics, Intergovernmental and Tribal Affairs, who will also be focusing on the water bond.

9. STATEWIDE WATER ACTION PLAN FOR CALIFORNIA:

The State’s public draft California Water Action Plan (CWAP) was released last week. Tim compared key points to ACWA’s Statewide Water Action Plan (SWAP). They are mostly consistent, but Tim reviewed some of the differences. Water rights and area-of-origin protection language is not in the CWAP. Groundwater and surface water storage is better articulated in the SWAP. Tim reviewed how ACWA’s SWAP better articulates actions related to the Bay Delta Conservation Plan (BDCP). Both plans call to streamline water transfers. Groundwater is approached similarly in both plans. Both plans welcome public comments. Tim referenced Bill Marble’s request that the TC recommend whether the WRA should endorse/comment on ACWA’s plan through a Board adopted resolution. Tim informed that the YCFCWCD Board adopted a resolution to support ACWA’s SWAP in November. Tim encouraged everyone to read both plans. He inquired whether Yolo County would have any concerns with ACWA’s plan. Cindy said she would have staff review it and report back whether they would consider supporting it in concept. The TC discussed how each of these plans could tie into the California Water Plan Update 2013. Kristin reported on DWR Integrated Water Management Deputy Director, Gary Bardini’s presentation at this year’s ACWA spring conference. Bardini stated that California’s Water Plan was already being written, but that they would consider input provided by ACWA’s SWAP. Kristin will forward any additional information about the plan and deadline for comments. The TC recommended presenting both water action plans to the WRA Board on November 18th for their information and highlight areas of importance. Jacques reiterated that not all of ACWA’s SWAP elements overlap with WRA Board concerns/interests. The Board can discuss whether they would like to take action to support or comment on either plan. It is better to be engaged in the process and therefore have a better chance for the outcomes to mostly address our concerns knowing that no one receives 100%.

10. YOLO COUNTY IRWMP FOUNDATIONAL ACTIONS REVIEW PROCESS:

Jacques reminded that the TC will be reviewing foundational actions this fiscal year in conjunction with development of next fiscal year’s project fund recommendations to the Board for spring 2014. Max and Elisa will give updates on the status of FA#1, FA#11 and FA#16 respectively. Tim suggested that each foundational action update may take a slightly different format due to the nature of the information and that we shouldn’t try to fit each action into a specific template. The goal is to answer the fundamental questions about the foundational actions: what do we have and what value does it offer. FA#1 Yolo County Groundwater Monitoring Program: Max reported that millions of dollars have been spent since inception on groundwater monitoring by the WRA and its member agencies via grant or direct contribution. For the sake of this update, he chose to begin with the 2004 AB303 grant funding. He looked for direction from the TC for the scope and extent of what to include in the template. Jacques suggested that we look at the last 10 years, the initial investment made to develop the program, grants directly involved and direct contributions made, and ongoing O & M costs to date. The Board will want to know what investment the WRA has made, how that money was leveraged by grants or other contributions, what benefits the WRA

or the region receives for this investment and what it costs to keep the program going. Quantifying the program data in summary form would be good information to include, e.g. number of wells in the program, type of measurement. Jacques asked about how the Integrated Groundwater Surface Water Modeling (IGSM) project ties into the groundwater program update. Max informed that the IGSM builds from the groundwater monitoring program, but groundwater modeling is actually a separate foundational action (FA#4). The 2010 update of the Yolo County Groundwater Monitoring Program budget report and proposal has much of the information already compiled. The WRA Board received this document when approving continued support for the program. FA#11 Topographic Mapping/LiDAR Project & FA#16 Lower Cache Creek Aerial Photography: After the last TC meeting, Elisa focused on the need to coordinate with other agencies to compile a more complete inventory of available data. Elisa circulated an information sheet for TC members to fill-in with user/contact information in order to survey potential interest in creating a “users” group. Elisa reported on the drone survey and test flight recently conducted. If anyone is interested in comparing the collected drone data to their existing traditional data, please contact Elisa to gain access to the Dropbox link. Drone surveys can be 80% cheaper than traditional aerial/LiDAR collection methods. Currently Elisa only has capital investment data for what Yolo County has spent. She will work with Mark Cocke and Donna to compile what has been spent by WRA member agencies beginning in 2004 to the present. Jacques offered to work on developing a standard format from what has been presented from these actions for the next update at the December 5th Technical Committee meeting. The TC can review the other foundational actions to discuss their current known status. There are likely some foundational actions that are important, but not yet funded. We need to determine what is needed to sustain the foundational actions. Are changes needed for future sustainability? What are the future funding implications that the Board might need to consider?

11. WRA PROJECT FUND ACTIVITIES: a) Receive update/discuss status of FY2013-14 Projects: Jacques gave an update on the Westside IRWMP

Implementation process. The Coordinating Committee recently awarded the Yolo County Resource Conservation District with a contract to provide support services for the next phase of plan implementation after conducting an RFP process. Jeanette gave a short synopsis of how the RCD is well-positioned and looking forward to take on this task.

Robin gave an activities update for the Yolo Bypass Integrated Action. The Yolo Bypass stakeholder group has been actively participating in the FloodProtect process. The next phase of the project is focused on the Yolo Bypass. Yolo County has established the Delta e-library to centrally locate all Delta related studies and documents. Robin mentioned that all the documents from the now defunct yolobypass.net will also be posted to the Delta e-library. Links to the library will be posted on the WRA and Yolo Basin Foundation’s websites. Robin reported on the focus and purpose of the draft Yolo Bypass Drainage and Water Infrastructure Improvement Study. This is also available on the Delta e-library. The Delta e-library can be accessed under Hot Topics on Yolo County’s website: http://www.yolocounty.org/index.aspx?page=2421. The Putah Creek Re-Alignment Project is finally underway after experiencing a year of contact delays.

6. FUNDING UPDATES: Cindy Tuttle reported on the Strategic Growth Council’s Sustainable Communities

Planning Grant. At a SACOG meeting yesterday, five Delta counties (Sacramento, Yolo, Solano, Contra Costa, San Joaquin) are collaborating with the Delta Conservancy to apply for funding to implement the Rural-Urban Connections Strategy (RUCS). The grant funding would evaluate the economic impact if agricultural land was taken out of production related to BDCP and BiOps planning. The grant deadline is February 28th.

Donita reported that Dunnigan Water District will begin their SCADA grant funded project next week (USBR Calfed Water Use Efficiency Grant). Brian informed that RD 108 may be applying for a canal lining/piping project in the next round of funding.

a) Delta updates: Cindy Tuttle reported the BDCP released its 34,000 page document in December. Comments are due in March. Yolo County is reviewing and preparing comments. Tim reported that YCFCWCD is working with NCWA and Yolo County. NCWA is preparing comments representing a collective of stakeholders. Cecilia reported that the WRA Executive Committee inquired how the WRA should be participating in the BDCP process (aka its legislative role). NCWA, Yolo County, RD 108 & YCFCWCD staff have begun regular meetings to discuss and coordinate on Delta issues. Cindy said this is benefiting everyone by understanding the different issues each agency faces. The WRA Board is being kept informed of this coordinated effort by NCWA, Tim and Cindy. Since the WRA Board meets after BDCP comments are due in March, the timing would not work for WRA Board comments. Tim recommended that the WRA stay informed about NCWA’s coordinated effort and continue discussing the issues. It is not necessary for the WRA to send a comment letter independently. The WRA regularly shares information and comments with its list-serve to keep everyone informed. Donna asked that member agency comment letters be forwarded to the WRA for distribution and tracking activity.

b) FloodProtect Update: www.floodprotectplan.com. Cindy Tuttle informed that a public workshop is

scheduled for January 27th at 3 pm in West Sacramento to discuss the solution sets compiled. The next task will be developing a financing plan. DWR will fund ($120,000) the development of a Corridor Management Plan (previously called the Yolo Bypass Conservation Strategy) under the Regional Flood Management Plan (RFMP). Doug Brown, Douglas Environmental, will assist with Plan development. Robin Kulakow will be instrumental in coordinating public outreach efforts.

Cindy reported on Federal legislation on agricultural flood insurance, which has stalled in the legislature (Biggert-Waters 2012 bill). Cindy will forward an email from their Federal lobbyist to Donna.

A series of workshops will be held by the Upper and Mid-Sacramento River RFMP on a variety of topics to identify and address regional flood management issues. http://musacrfmp.com/

c) State Water Resources Control Board (SWRCB) Groundwater Concept paper: Tim reported on a SWRCB

panel discussion he participated in last month on the Concept paper. The SWRCB seems to be committed to local groundwater control when appropriate, especially if local agencies are able and willing. NCWA is preparing comments that Tim will circulate when finalized. The ILP is adding a groundwater quality component to the agricultural regulatory framework. Max summarized the proposed reporting changes. The Sacramento Valley rules and reports changes should be finalized in the next 6 months. The main issues to be addressed are nitrate and salts in the groundwater with this additional regulatory paperwork.

8. WATER BOND 2014: Cindy Tuttle reported that AB 1331 was recently amended in January. Yolo County has met with Assemblyman Rendon and asked about including agricultural sustainability in the water bond. He did not feel a sufficient argument was presented to mitigate for the loss of agriculture. The County is waiting to see the final language before deciding what bills to support. Tim stated that the TC will review the status of the water bond bills in March and prepare an update for the March WRA Board meeting. Supervisor Provenza will be meeting with Rendon to see if any headway can be made on this issue.

the Nominating Committee for a new TC chair in light of Jacques DeBra’s retirement. Tim and Cecilia are

both on the Nominating Committee and shared their preliminary discussions. Tim shared his personal thoughts and a short background on how the TC chair position evolved under Jacques’ leadership. There isn’t a formal job description, but three major task categories were identified for the TC chair. Those are meeting coordination (agendas, leading the meetings), reporting to the WRA Board (writing TC memos/reports), and setting the annual vision for the TC’s focus. The first two tasks are coordinated with Donna’s assistance. The last task is discussed with all the TC members for their input. One additional role filled by the TC chair was representing Yolo County through the WRA on the Westside IRWMP process. Tim summarized the strengths Jacques brought to this position. The collaborative aspect of the TC chair’s role is very important to the WRA, as well as the time commitment and dedication required. Tim shared his and the WRA Executive Committee’s thoughts on the best qualities the Committee Chair needs to exemplify. The TC was invited to provide their input. Tim informed that the Nominating Committee is prepared to nominate Elisa Sabatini, Yolo County, to the Board for this position at the March meeting. She accepted the opportunity. Tim appointed Elisa as the acting chair until the formal nomination on March 17th. Tim and Donna will work with her to prepare chairing the February TC meeting. The TC thanked Elisa for her commitment!

b. Westside IRWMP Representative for WRA/Yolo County: Elisa was also encouraged to take on WRA representation for the Westside IRWMP for one year.

10. YOLO COUNTY IRWMP FOUNDATIONAL ACTIONS UPDATE and REVIEW PROCESS:

Tim summarized the progress of the foundational actions update. The TC is looking to develop a generic format to follow for updating all the foundational actions, although each project is a little different. Previously, Elisa and Max provided preliminary updates on several foundational actions. Elisa presented an Aerial LiDAR Collection Inventory log complied from data that she collected from various agencies. The log is a work in progress and data is still being collected from additional agencies. The TC reviewed the list and provided additional contacts for Elisa. Donna will provide some of the funding for LiDAR spent by the floodSAFE Yolo Pilot Program (YCFCWCD administered funding for the 3 MOU partners). Topographic mapping projects are being conducted independently by various regional agencies and do not cover the entire County. Collaborating on this project could provide a large cost savings. She passed around a copy of the descriptive template for FA-11 and FA-16 that was circulated at the October 2013 TC meeting. She offered to calculate a rough estimate of what it could cost to conduct LiDAR and aerial photography for all of Yolo County. She will update and present summary information at the next TC meeting, along with an updated collection inventory log. Max will provide an updated 2-page summary on the groundwater monitoring foundational action at the next TC meeting. Tim reminded that foundational action updates to the WRA Board will be expected at some time this year. Mark Cocke inquired about the status of the subsidence monitoring program. Tim gave a short history of the program. The last monitoring and reporting was completed in 2008 (with DWR, expanded Sacramento Valley project). The next Yolo County monitoring cycle should have been in 2012. The State hasn’t expressed interest in continued support of the project with Yolo County. Tim asked Mark to follow-up with DWR. Kristen will also ask, but she doesn’t think DWR had funding allocated in the budget for subsidence monitoring. She believes Jacques spoke with DWR staff a few months ago (Trevor Joseph). Mark stated it is important for Yolo County to get a data point for comparison soon, before the drought situation intensifies. Tim also suggested Mark call Jim Frame, Frame Surveying & Mapping (Davis), who was also involved in this project previously. Subsidence monitoring was funded locally in the beginning and maybe we need to again if the State’s

assistance cannot be enlisted. Tim recapped how the cost share and in-kind support was organized by Jacques in the beginning. Mark said he would contact Jim Frame and request a proposal for local subsidence network monitoring based on previous efforts done for the WRA. The TC discussed the status of FA6- Aquatic Habitat & Fish Opportunities Assessment. They determined it is not linked to FA14 – HCP/NCCP, because the Plan specifically excludes aquatic species. A fish assessment study completed in 2008 under FA6 was funded by WRA and the YCFCWCD. The TC discussed the 2011 study conducted by Darrell Slotton, UC Davis, to study ambient mercury levels in fish and invertebrates in Cache Creek and several mining pits. They found more fish in the creek than expected compared an earlier study conducted. The study was provided to the County in 2013 and is available on the Yolo County’s Natural Resources webpage, Cache Creek Area Plan Document Library: Lower Cache Creek 2011-12 Baseline Mercury Monitoring Report.

11. WRA PROJECT FUND ACTIVITIES: a) Receive update/discuss status of FY2013-14 Projects: Tim reminded that the TC’s is responsible for

recommending projects for allocation from the WRA project fund to the Board each fiscal year. The WRA Board asked the TC to review the criteria used for project selection for the upcoming year. Tim would like the TC to discuss a more formal process for considering and recommending projects. Some ideas discussed were:

• Multiple beneficiaries (not necessarily just multiple benefits) • Identify 4-5 key criteria, review the Westside IRWMP project criteria as a starting point • Review and analyze past projects funded by the WRA, is there a theme? • If a project doesn’t have regional benefits, identify sub-criteria (provides project seed money)

Tim offered to draft a 1-page summary of potential criteria for the February TC meeting. If anyone has any ideas to contribute, please email him [email protected]. This is the timeline for the WRA Project Fund Budget process is:

• February TC meeting – discuss project selection criteria • March TC meeting – finalize criteria, preliminary TC discussions, send out project fund request • April TC meeting – deadline for final project fund requests, TC initial review of requests • May TC meeting – TC compile draft list of recommendations • June Board meeting – TC presents final recommendations to WRA Board for adoption with the

next fiscal year budget Donna summarized the status of FY13-14 projects progress and invoicing. She maintains contact with each lead agency to insure everyone is on-track and will complete their project and invoicing by June 30, 2014.

12. DRAFT 2013 WRA ANNUAL NEWSLETTER: Donna distributed the draft newsletter for TC review and

comment. Please send all comments no later than January 13th. The newsletter will be distributed via mail and email by the 3rd week in January. It will also be posted on the WRA website’s homepage. Donna thanked everyone for their input. Tim reminded TC members that they should share the final newsletter with those in their organization responsible for continued support of the WRA. Donna does mail the newsletter extensively to all Yolo County elected officials and water managers.

Tim offered the continued use of the YCFC&WCD Board room. The TC discussed and agreed to continue meeting at the YCFC&WCD for 2014. Everyone acknowledged it’s too confusing to change locations monthly. An occasional special field trip was suggested throughout the year to visit member agency project locations. A field trip doesn’t need to be during a regular TC meeting.

5. CALIFORNIA DEPT. OF WATER RESOURCES (DWR) Update: Kristin Honeycutt, DWR, gave the following updates. • Proposition 84 Implementation Grant - Round 2 awards are finalized. One project was removed from the list.

DWR awarded approximately $131 million and tentatively awarded an additional $21.8 million in grant funds to 21 proposals. The tentative award of $21.8 million in funding is subject to appropriation through the State's budget process. An addendum to the program guidelines was released in January related to the IRWM plan review process.

• Three workshops are scheduled in February for IRWM Process Improvements – guidelines and Round 3. The Sacramento workshop is 2/25 (see TC agenda page 10 for details).

6. FUNDING UPDATES: Elisa reviewed the updates listed in the agenda.

Tim asked what the SWRCB funding extension applied to? (Post meeting note: SWRCB press release http://www.swrcb.ca.gov/water_issues/programs/grants_loans/srf/docs/cwsrf/cwsrf_extended_term_financing_press_release.pdf) Kristin added that CA Dept. of Public Health has a new, universal pre-application available to request funding for drinking water projects under the Safe Drinking Water State Revolving Fund Program.

7. WATER LEGISLATION & REGULATORY ISSUES UPDATE:

a) Delta updates: Cindy will give this update, if she arrives before the end of the meeting. Robin Kulakow mentioned a draft study on changes to the Yolo Bypass footprint. Donna mentioned the Yolo County Delta e-library link where many of these finished reports are posted. www.yolocounty.org/ Hot Topics tab, Delta e-library link.

b) FloodProtect Update: www.floodprotectplan.com. Cindy Tuttle was not available to give an update. Robin Kulakow mentioned that the suggested Plan solution sets are available on the website for public comment.

c) State Water Resources Control Board (SWRCB) Groundwater Concept paper: Tim reported he offered his remarks to the SWRCB last week at a hearing. Information is available on their website: http://www.waterboards.ca.gov/water_issues/programs/groundwater/workplan.shtml. Tim highlighted the Yolo County Groundwater Monitoring Program as an example of local control to the SWRCB. Tim was asked to summarize the purpose of the concept paper. The paper is trying to define what the SWRCB’s role could be or should be relating to groundwater. The SWRCB has jurisdiction over surface water in the state, but only has jurisdiction over groundwater quality. However, the agency receives many inquiries about their role in groundwater management. The concept paper is their attempt to answer this question. The paper does recognize that a lot of work is being done at the local level. It is unclear what the final use of this paper will be, but at this time is it is mostly information gathering. It seems to be preparing the agency to have more control over groundwater quantity. They will not take action where local control is effective, but they want to understand what their role could/should be in areas where local control is not established or as effective. The SWRCB is aware of the successfully established Yolo County Groundwater Monitoring Program (an IRWMP Foundational Action). NCWA submitted a comment letter on groundwater concept paper (attached at end of minutes).

d) Water Bond 2014: Tim referred to the Delta Counties Coalition letter commenting on SB 848 and AB 1331. ACWA is taking an oppose position. He also circulated copies of NCWA’s letter opposing SB 848 unless amended. The main issue is that all storage funding has been removed from SB 848. (NCWA and DCC letters attached at end of minutes.)

e) Other Updates: Tim added that the State’s water action plan includes specific reference to Sites Reservoir as an example of storage that should be considered. For full disclosure, Tim informed that the YCFCWCD is a member of the Sites Reservoir JPA along with agencies in Glenn and Colusa Counties and RD 108 who support moving the Sites project forward.

8. YOLO COUNTY IRMWP FOUNDATIONAL ACTIONS UPDATE PROCESS: Tim reviewed the process for updating the foundational actions. Yolo County Groundwater Monitoring Program (FA1), previously presented an update to the TC to describe what program activities have been accomplished since the adoption of the IRWMP in 2007. The reasoning behind the update is to show IRWMP FA program value for WRA members and the region. The idea is to give them a sense of what these important programs cost to maintain and what useful products are available as a result of the collaborative investments made. Tim and Max will continue to work on information developed to make it more “presentation” worthy. Tim distributed a draft report on FA1. Some of these statistics need to be updated. TC comments are welcome, please email Tim or Max. Tim emphasized that programs like this are not successful without staff engagement and encourage everyone to continue sharing information. Jeanette asked Tim to address how essential the annual monetary contributions from WRA member agencies are to the ongoing program. The short answer is yes, the WRA’s funding is needed. Without WRA support the monitoring would continue but on a limited basis. The YCFCWCD would continue to monitor the wells within their jurisdiction. The in-kind expenditures were estimated by Max based on discussions he had with the various agencies. Donna clarified that the $89,000 funding for FA1 is invoiced as a separate line item on the WRA annual membership dues invoice. Once all the funding is collected, the funds are given to the YCFCWCD for program administration. The benefit is that all this data is centrally organized into an online database (WRID) accessible by users that requested access. This groundwater data is also shared with the state’s CASGEM program; the WRA is the authorized Monitoring Entity. Our region needs to be part of CASGEM, in order for local agencies to be eligible for certain state funding, such as AB 303. Subsidence Network Monitoring Program (FA3): Donna reported in Mark Cocke’s absence, as he had a meeting conflict this morning. Mark contacted Jim Frame and requested a proposal to conduct Yolo County network monitoring similar to previous local efforts. Donna distributed his proposal along with a 2004 WRA Staff Report presented to the Board during the 2005 monitoring project effort (attached at end of minutes). In previous efforts

there has been monetary support provided by DWR and/or the US Army Corps of Engineers along with a local match. The total budget Jim presented of approximately $86,000 is in line with previous monitoring costs. The WRA provided $25,000 in local match project funding in 2005. Jacques contacted DWR last year and they indicated that funding was not budgeted to support the local monitoring effort. The 2008 subsidence network monitoring report recommended a 3-year monitoring cycle. The next round of monitoring was due in 2011-12. Monitoring was not done due to an inability of State and Federal partners to collaborate with locals because of budget constraints. This is an appropriate time for the TC to discuss another monitoring effort with the FY2014-15 project fund recommendations pending Board approval in June. This would be an opportune time to take another reading for comparison with current drought conditions. Kristin asked Trevor Joseph (DWR financial assistance branch) last year and he said that DWR doesn’t have anything budgeted for the subsidence network monitoring program. There aren’t any DWR grants specific to subsidence available, other that its inclusion in the IRWMP program. Kristin said she would keep us informed if she became aware of any funding assistance from DWR for subsidence. Elisa ask if she had any suggestions for funding by other agencies. Kristin did not. Donna mentioned that we could ask Jim Frame; maybe he would be aware of something. LiDAR (FA11) & Aerial Photography (FA16)- Elisa reported there weren’t any additional updates to the summary previously handed out. She did get an estimate that to cover all of Yolo County for aerial photography including processing would cost about $250,000. This figure does not include LiDAR mapping. She reviewed a suggested 50% cost share scenario to be calculated based on a participating agency’s square mileage. Aerial photography will be done every 5 years unless triggered by a Cache Creek flow event. Aerial capture is next scheduled for 2016. If LiDAR mapping is wanted, there would likely be a smaller group of interested participants to cost share the project. Surface Water Monitoring Program (FA2) – Elisa asked Tim for a recap of the surface water program activities. Max previously reported on recent accomplishments to expand the WRID to include surface water quality data. Robin Kulakow mentioned a recent water supply and infrastructure study in the Bypass. One of the preferred high priority actions is monitoring high flows on Putah Creek. There are currently only low flow stage gauges on Putah Creek. Elisa said she would work with Max to give an update on FA2 in March. Stephen McCord provided some resources for monitoring data storage/reporting and interpretation services: • All surface water monitoring programs can be identified, mapped, and linked from the Central Valley

Monitoring Directory (http://www.centralvalleymonitoring.org/) • All surface water data in CA can be uploaded to and accessed from CEDEN

(http://www.ceden.org/index.shtml). The regional data center in Davis can help with uploading. • Much of the data from CEDEN, plus many other data sources, are used to answer questions relevant to the

public via the CA Water Quality Monitoring Council’s My Water Quality portals (http://www.mywaterquality.ca.gov/).

Tim gave a brief summary of the other Foundational Actions listed. The TC agreed to skip to Dana Carey’s presentation agenda item.

9. WESTSIDE IRWMP UPDATE - www.westsideirwm.com: Jeanette Wrysinski gave a summary of the January Westside Coordinating Committee meeting that was held at the Yolo County Resources Conservation District office. The next meeting will be in Lake County. Chris Lee, Solano County Water Agency, is the Committee chair. The Coordinating Committee (CC) discussed IRWMP priority projects. Lake County presented the development of a regional invasive mussels management plan and the formation of a taskforce to prepare a plan to control and prevent invasive species infestations and protect waterways. The CC is refining a system to track the progress stages on all the projects in the Westside IRWMP. The Westside will be refining an open enrollment system for consideration of new projects for the Westside, which will likely be an online application process. The Westside will be gearing up quickly to prepare for the next round of Proposition 84 implementation grant funding. The application deadline will be the end of this year. Kristin

mentioned the February 25th DWR PSP workshop in Sacramento is a good opportunity to provide feedback on the IRWM grant application process.

10. WRA PROJECT FUND BUDGET: a) FY2014-15 Criteria for Project Selections: Time was running short in today’s meeting and Tim offered to convene

an adhoc subcommittee (via conference call) to discuss project selection criteria to present at the March TC meeting. Elisa, Robin and Tim volunteered to be on the subcommittee. Tim named five preliminary criteria for consideration:

• Has Regional benefit • Has Multiple beneficiaries • Supports the goals and objectives of the Westside IRWMP • Serves as seed money for development of regional initiatives • Advances new technologies or techniques

The annual FY project fund budget is approximately $98,000 based on 57% of WRA membership dues collected. A FY2014-15 Project Fund Budget Expectations/Timeline was included with this agenda to remind everyone of the process and deadlines.

11. DROUGHT CONDITIONS UPDATE:

• Dana Carey, Yolo County Office of Emergency Services, gave an overview of OES responsibilities and explained some of the activities they are doing in response to the state drought declaration. OES is the central information gathering agency in anticipation of an emergency or disaster situation. They identify trends throughout the County and points of reliance between agencies within the region. They identify a central location for an emergency operations center when needed. She explained how an operation is staffed and coordinated among a variety of emergency responder agencies in order to make decisions in times of emergency. OES covers the area within the County boundary including coordination with city governments, tribes and rural areas. The County OES would then coordinate with State and Federal agencies as necessary. At this time, OES is collecting data from many local agencies whose operations may be negatively affected by the drought. OES is distributing weekly drought report updates via email on Monday mornings. If you are not already receiving these emails and would like to, please provide your contact information to Dana (see below). This information is provided to the California OES who is monitoring the economic impacts the drought may cause in the near future. The State is specifically monitoring drinking and safety water systems that are important to health and safety (fire suppression). Federal and State agency’s communications are sent to the County OES for dissemination. The County is carefully monitoring the trigger points that would instigate them to declare a local state of emergency, such as, does a special district have a legal need for the County to declare a local state of emergency? This would be a need outside of what is already provided by a State or Federal proclamation, which could be a need to access special State drought funding or to change the normal water management protocol for operations (i.e. closing gates legally required to stay open at this time of year to protect from salinity intrusion.)

The USDA announced it will provide drought resources and funding assistance to farmers and ranchers to assist

with water conservation, crop insurance and other on-farm management tools. Dana’s office has more details about this Federal program for those interested. Dana answered questions from the TC. Donna will forward Dana’s weekly drought report to the TC. Dana suggested that everyone start tracking money spent on drought response in case the County needs to document the economic impact. Tim, Dana and John Young, Yolo County Agricultural Commissioner, will be giving an update to the Yolo County Board on the drought and water conditions on February 11th.

Yolo County has submitted a grant application to DWR for over $2 million specific to flood emergency response. This application includes the top eastern corner of Yolo County that was missed in a previous grant application filed by RD 108. This would cover every Reclamation District (RD) not previously covered by other grant applications submitted. This funding is earmarked to cover flood contingency maps, citizen evacuation safety maps, and Emergency Action Plans for all the RD’s. $1.1 million is pending recommendation for award after the public review period. • Water Conditions Update, Tim O’Halloran did not have time review his update today, but will be giving an update at the Yolo County Board of Supervisors meeting on February 11th.

COMMITTEE REPORT

Date: March 17, 2014 To: WRA Board and Alternates From: Elisa Sabatini, Technical Committee Chair and the WRA Technical Committee Subject: TECHNICAL COMMITTEE ACTIVITIES UPDATE Recommendation For Information Only Background The WRA Technical Committee (TC) continues to focus on implementing Board priorities at their monthly meetings. A few of the TC’s activities are highlighted below. FY2014-15 PROJECT BUDGET The TC is developing a set of project selection criteria to develop allocation recommendations for the FY14-15 Project Budget. Project proposals will be requested in April and May. A final list of recommendations will be presented to the WRA Board on June 16th for adoption. YOLO COUNTY IRWMP FOUNDATIONAL ACTIONS The TC continues their on-going update of the Yolo County IRWMP Foundational Actions. The purpose of this process is to evaluate the status of each program and its operating and maintenance funding and resource needs. Summary and status reports are underdevelopment for future presentation to the Board to demonstrate the value of these important regional activities to the WRA’s member agencies. The Foundational Actions provide essential data for many projects throughout Yolo County and the Westside region through incorporation into the Westside IRWMP. WESTSIDE IRWMP & PROPOSITION 84 IMPLEMENTATION GRANT FUNDING The Westside IRWMP is preparing to release a Call for Projects to develop a Round 3 Implementation Grant Application that is scheduled to be due in winter 2014. DWR is striving to streamline and shorten the solicitation and application process in response to drought conditions in order to provide critical funding for water conservation and critical water projects for disadvantaged communities. The WRA TC will be monitoring this fast track process. WATER CONDITIONS The TC continues on-going discussions on drought response and critical water conditions as they evolve this year. The TC has received updates on key activities through the County from informed personnel to remain abreast of changing conditions. LEGISLATION & REGULATORY ISSUES The TC continues to track regulatory and legislative issues related to groundwater and the 2014 water bond in order to relay any important information to the WRA Executive Committee and the WRA Board.

RESOLUTION NO. 1401

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER RESOURCES ASSOCIATION OF YOLO COUNTY

IN SUPPORT OF THE ASSOCIATION OF CALIFORNIA WATER AGENCIES’ STATEWIDE WATER ACTION PLAN

WHEREAS, a broad cross-section of water interests convened by the Association of California Water Agencies (ACWA) has developed a Statewide Water Action Plan (SWAP) to address overall water supply reliability and ecosystem health in California; WHEREAS, the ACWA Board of Directors unanimously approved the SWAP at its Sept. 27, 2013, meeting and directed that it be submitted to California Governor Jerry Brown as the water community’s recommendations for developing the administration’s water plan; WHEREAS, ACWA’s SWAP outlines 15 actions to improve water supply reliability protect water rights, protect the integrity of the state’s water system and promote better stewardship; WHEREAS, the plan also includes guiding principles for implementation to help ensure actions benefit the entire state, respect water rights and contract terms, and reflect a new regulatory approach that can better meet the needs of California water users and ecosystems; WHEREAS, the SWAP provides context for a Delta solution and other critical actions as components of a broader set of strategies to secure California’s water future; and WHEREAS, when implemented together, this suite of statewide actions will serve as a sustainable path forward for California. NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of the Water Resources Association of Yolo County hereby supports ACWA’s Statewide Water Action Plan and encourages its adoption as the basis for statewide action by Governor Brown.
