3.0 Proposed Changes to the GSC Constitution – Second Reading (Appendix C)

Derek did not receive any feedback from students or chairs regarding the proposed changes to the Constitution and
Bylaws. Derek presented changes section by section and obtained feedback on the revisions.
3.2 Constitution Changes
Article II: Membership
Center for Student Involvement provided a template with specific language to be included.
Adding GSC-SGA liaison to the Executive Committee.
Article V: Department’s Authority
The GSC is a Department Student Organization (DSO) in the Graduate School.
3.3 Graduate Student Council Bylaws
Article I: Inclusion of GSC groups as members of the GSC
Inclusion of graduate student groups as members.
Groups no longer need to register with the GSC to be participate in the organization.
However, they must be registered with Center for Student Involvement.

Attendance is mandatory for elected positions and highly encouraged for representatives of organizations.
This allows representatives to provide reports for their groups.
Requesting that representatives send reports to Secretary and President prior to General Meetings to ensure their
reports are included accurately in the minutes.
3.3....1 Reports are due at 11:00am on the day of the General Meeting each month.
Appointed chairs may send a proxy to deliver their report at General Meetings, or a proxy may send a report
prior to the meeting.
Article IV: Officers
Section 3
Minutes must be uploaded to an approved GSC database, which may or may not be OrgSync in the future.
Section 5
Graduate Student Council - Student Governing Association Liaison position
The GSC-SGA liaison will not be an elected position; rather this position will be selected by the GSC and SGA
officers.
Section 6
GSC Faculty advisor will be the Dean of the Graduate School.
Article V: Committees
No longer allocations or travel award committee; these responsibilities are now handled within the Graduate School
according to the new point system.
Student Affairs and International Student Affairs are being combined into one committee.
These committees have been collaborating in the past and are continuing this pattern.
3.3....1 2 co-chairs for this committee.
3.3....2 One of these co-chairs is assigned as the International Student Affairs Committee
member and is required to attend International Student and Scholar Services (ISSS) meetings.
The Health Insurance Committee no longer in exist. A representative has replaced the committee and is listed under
university representatives.
The elections committee no longer in part of the organizational structure.

GSC Executive Committee shall add students to committees as necessary.
8020 is no longer a committee; this representative position was removed.
Article VII: Funding
Allocations is now part of Treasurer’s responsibilities.
3.4 Questions and Comments
Question: Please describe what occurs during Executive Committee meetings.
Derek: Each officer also serves on a GSC committee. The officers provide updates about each of these committees,
collaborate to discuss the General Meetings, and discuss upcoming events or changes taking place in the university.
Question: Have we considered changing the wording in the constitution to allow for more than one GSC-SGA liaison?
This is a new position, which is why it was written as one position.
Perhaps in the future we will discuss whether it is beneficial to include more than one liaison.
There is language in the constitution that allows for proxies from SGA to stand in for liaisons in the event that the
liaison cannot attend General meetings.
Question: Can current SGA Senators apply to become the GSC-SGA liaison?
According to SGA Constitution (Article III, Section 303), only Cabinet members can apply for the liaison position.
No person can serve in multiple branches unless it is specifically provided for in the constitution.
Motion to add wording to the constitution to clarify that a student cannot serve as a sitting Student Senator
representing the Graduate School while serving as a liaison.
Motion to approve: Unanimously approved.

Two graduate students will be representing K-State at the CASE Workshop (Catalyzing Advocacy in Science and
Engineering) March 18-21st in Washington, D.C.
Ambrosia Cooper, doctoral student in Entomology
Priscilla Guzman, doctoral student in Biology
Huron, the Consulting Group for Strategic Enrollment Management, will be holding a focus group with graduate
students on Feb 21st.
The focus group is seeking 15 graduate students, particularly masters students, to discuss what encouraged them
to apply to K-State, their experience with recruitment and onboarding, and graduate student life. They are
seeking representation from a variety of programs, and students can be at any stage of the program to
participate.

Pizza and refreshments will be provided.
Currently, this is scheduled to take place from 5:30-7:00pm. This time can be adjusted to 12-1:30pm depending
on available students’ preferences.
Please contact Dean Shanklin if interested in participating in the focus group.
5.2....1 Dean Shanklin will also reach out to programs for them to nominate students to
participate.
Search committee for new Provost will be bringing candidates to the university.
Potential dates include March 5-6 and 12-16, depending on how many applicants are coming.
Currently, there are no graduate students on the search committee. It is important to get feedback from graduate
students about the Provost candidates and to provide feedback to the search committee.
Search committee will also provide an online link for students to provide feedback.
5.2....1 This is usually a very brief window (24 hours), so be sure to participate as soon as
possible.

Semester-long program consisting of workshops and peer groups to develop leadership skills.
The Graduate School is collaborating with Writing Center to hold the Graduate Student Writing Retreat in May.
Particularly helpful for graduate students completing their dissertation or thesis completion.
Will be held for ½ day every day for 2 weeks.
Graduate School is trying to decide when to hold this in May.

These Senator positions would serve from now until April, 2018, when the new term begins.
Students interested in serving for the next term can file now to run for next year.
6.2 Last semester, a student, Hannah Estrada, died due to car accident in town.
The Senators are requesting a posthumous degree for Hannah Estrada and presented to her parents.
Dean Shanklin submitted a request to Faculty Senate Academic Affairs Committee that a posthumous degree be awarded
to Hannah Estrada.
If students are interested in trying to improve the safety of the area where the accident took place, please contact their
organizations. The university can request funding from the City/University Funds if enough organizations agree on the
need.

SGA passed a resolution. Taxing of stipends was not included in the tax bill that passed in December.

Appendix A.2Graduate Student Council Constitution
Revised February 2018
We, the graduate students of Kansas State University, on the Manhattan, Salina, and Olathe
campuses, in an effort to further excellence in higher education, do hereby adopt this
constitution and by-laws.
The goal of Graduate Student Council (GSC) is to provide support to the graduate student body,
through travel awards, recognition of academic achievement, professional development, social
activities, and networking opportunities.
Article I: Name and Purpose
Section 1: The name of this organization shall be the Graduate Student Council, hereafter
referred to as (GSC) for the remainder of this constitution and by-laws.
Section 2: The GSC is chartered under the Constitution for the Kansas State University
Student Governing Association (SGA).
Section 3: The GSC shall not take any action that is in violation of the constitution or by-laws
of the Kansas State University SGA.
Section 4: The purpose, duties, and power of the GSC shall be:
(A) To serve as an organized representative body for the formulation of policies
concerning graduate students.
(B) To serve as an official medium of communication between graduate
students and the graduate faculty and administration.
(C) To serve as the advisory board of graduate students to the graduate faculty
and administration.
(D) To nominate students for positions reserved for graduate students on
official university committees.
(E) To allocate funds to individual graduate students in accordance with the
travel award policy.
(F) To consider any amendments to the SGA Constitution.
(G) To select replacement Graduate Senators when requested by Student Senate
per SGA By-Laws.
(H) To handle any legislative or executive duties not reserved by the SGA and
By-Laws for Student Senate and the Student Body President.
(I) To represent graduate students on the Graduate Council.
Article II: Membership
Kansas State University prohibits discrimination on the basis of race, color, ethnicity, national
origin, sex (including sexual harassment and sexual violence), sexual orientation, gender identity,
religion, age, ancestry, disability, genetic information, military status, or veteran status, in the
university's programs and activities as required by applicable laws and regulations. The person

Section 1: There shall be two main bodies within the GSC: Executive Committee and General
Membership.
(A) The Executive Committee shall consist of the President, President-Elect,
Secretary, Treasurer, and the GSC-SGA Liaison, a Cabinet member of the
SGA Executive branch, along with a faculty advisor.
(B) The General Membership will consist of the Executive Committee and the
Presidents or appointed representatives of every graduate student group in
good standing with the GSC in accordance of Article I of the by-laws.
Section 2: The Dean and Associate Dean(s) of the Graduate School or designee shall be ex-
officio, non-voting members of the GSC. The Dean shall act as the faculty advisor.
Section 3: The duties, terms of office, eligibility, and election of all GSC officers shall be
specified in Article IV of the GSC by-laws.
Article III: Amendments
Section 1: All proposed changes to the GSC constitution and/or bylaws require two readings
to be held during consecutive General Membership meetings.
Section 2: The articles of this constitution may be amended by a two-thirds (2/3) vote of all
GSC members selected and qualified at a regularly scheduled GSC meeting.
Ratification shall be by simple majority approval of the total membership of the
Student Senate of the Kansas State University SGA.
Section 3: The by-laws of the GSC may be passed and/or amended by a two-thirds (2/3) vote
of all GSC members selected and qualified at a regularly scheduled General
Membership meeting. Ratification shall be by simple majority approval of the total
membership of the Student Senate of the Kansas State University SGA.
Article IV: Removal from Office
Section 1: Any officer may be removed from the GSC for conduct deemed inappropriate,
irresponsible, or that does not adequately fulfill their duties as described in Article
IV of the by-laws. This removal requires a motion, second, and a two-thirds (2/3)
vote for the removal by members present at any GSC General Membership
meeting. The vacancy will be filled as soon as possible with a simple majority vote
by the members at a regularly scheduled GSC General Membership meeting. The
replacement officer(s) or representative(s) is (are) bound to the requirements stated
under Article 3 of the GSC By-Laws.
Section 2: Any officer may be removed from the GSC on the following grounds:
(A) Misfeasance: The illegal or improper performance of a legal and proper act
or duty, as outlined in Article IV in the GSC By-Laws.
(B) Malfeasance: Misconduct or wrongful act by an elected or appointed GSC
officer or member, respectively. This includes any violations of the Student
Code of Conduct.

(C) Nonfeasance: Failure to perform an act that is either an official duty or a
legal requirement.
Article V: Department’s Authority
Section 1: As a Departmental Student Organization (DSO), the Graduate School has final say
in matters of our organization including membership, officers, activities and the
constitution.
Article VI: Board of Regents Policy
Section 1: We acknowledge we will abide by the following policy of the Board of Regents:
“The established policy of the Board of Regents prohibits discrimination
on the basis of age, race, color, religion, sex, marital status, national
origin, physical handicap or disability, status as a Vietnam Era Veteran,
sexual orientation or other factors which cannot be lawfully considered,
within the state universities. All fraternal and campus related
organizations shall follow this policy in the selection of their members,
except the prohibition against sex discrimination shall not apply to social
fraternities or sororities which are excluded from the application of Title
IX of the Education Amendments of 1972 (20 U.S.C. Sec. 1681 et seq.).
The right of organizations to establish standards for membership is
acknowledged, provided that all students are afforded equal opportunity to
meet those standards. Just as all students have the right to choose those
with whom they would associate on the campus, an organization shall
have the right to select its members subject to these principles. Nothing in
this policy shall be interpreted as imposing a requirement which would
violate the principle of selection on the basis of individual merit.”

Article I: Inclusion of Graduate Student Groups as members of the Graduate Student
Council (GSC)
Section 1: Any graduate student group must meet the following criteria for membership:
(A) Consist primarily of Kansas State University graduate students.
(B) Be registered with the Center for Student Involvement as a Graduate School
student organization, hereafter referred to as (CSI) for the remainder of this
constitution and by-laws.
Section 2: Active members of the Graduate Student Council (GSC) are defined as elected
officers, appointed committee chairs, SGA graduate student senators, the GSC-
SGA Liaison, and representatives of the registered graduate student groups who are
in good standing with the university.
Article II: Meetings
Section 1: Meetings shall be held on the first Monday of every month at a place and time to be
determined by the GSC.
Section 2: A quorum shall be defined as one-half plus one of all active members of the GSC.
Section 3: Robert's Rules of Order shall be used as the official guide for the GSC meetings.
Section 4: Attendance at GSC meetings is mandatory for elected officers, the GSC-SGA
Liaison, and at least one SGA graduate student senator. Attendance is highly
encouraged for appointed committee chairs, the remaining SGA graduate student
senators, and representatives of the registered graduate student groups of the GSC
and university committees.
(A) Elected officers, the GSC-SGA Liaison, senators, and appointed
representatives of the GSC and university committees will provide reports
at each GSC meeting.
(1) Members who are responsible for providing a report must send their
report to the GSC President and the GSC Secretary no later than one
(1) hour prior to the start of the General Meeting for the month. This
ensures accurate representation of each group within the meeting
minutes and allows the President to present said report should the
individual not be able to attend due to school- or work-related
duties.
(B) Active member groups are encouraged to be involved in the activities of the
GSC, including attending meetings and providing a report if applicable.
Section 5: Failure to maintain active status:
(A) Elected officers, the GSC-SGA Liaison, senators, and appointed
chairs/representatives of GSC and university committees missing three
consecutive GSC or committee meetings, without being excused, will
become inactive, which could result in removal from office.
(B) Elected officers, the GSC-SGA Liaison, senators, and appointed
chairs/representatives of GSC and university committees must meet with

the Executive Committee during an Executive Committee meeting to ask to
be reinstated as an active member.
Section 6: Absence from meetings:
(A) Graduate student group representatives who cannot attend a GSC meeting
will send a proxy. The proxy will be accorded all the rights and privileges
of a GSC member but shall not assume the duties of any office that the
absent member holds.
(B) Elected officers, the GSC-SGA Liaison, and senators who cannot attend a
GSC meeting will provide a written report to the President and the
Secretary so that they may present the report on the individual’s behalf.
(C) Appointed Chairs/Representatives of GSC committees may send a proxy
from their committee to present their report. They must also send the
report to the President and cc the Secretary so that they may present it in the
case the proxy does not show up.
Article III: Elections
Section 1: Elected positions shall include President-Elect, Secretary, and Treasurer.
Section 2: The GSC-SGA Liaison will be appointed by the GSC President and President-Elect
in conjunction with the SGA President and Vice President. This position will serve
on the SGA Cabinet and as such, the position will first be interviewed by the SGA
President and Vice President. Their selection(s) will then be sent onto the GSC
President and President-Elect who will make the final determination as to who will
serve the role.
(A) Per the SGA Constitution, Article 3, Section 303, no person shall be
permitted to hold any office concurrently within the legislative, executive
or judicial branches of the KSU SGA, unless specifically permitted in the
KSU SGA Constitution or By-Laws.
(1) Due to the stipulation above, no person shall serve as both a
Graduate Student Senator and as the GSC-SGA Liaison on the SGA
executive branch cabinet.
Section 2: GSC officers shall hold a term of office for one year except for the President-Elect
who assumes a term of two years, the second year assuming the responsibilities of
the President.
Section 3: Students eligible to run for office shall be enrolled in the Graduate School and have
a minimum of a 3.0 grade point average. All candidates must be in overall good
standing at Kansas State University.
Section 4: If any office becomes vacant, the GSC shall accept applications for a replacement.
The GSC shall elect one individual from these applicants to serve the remainder of
the term. Replacements must qualify according to provisions of this Constitution
and By-laws.
Section 5: Election will be held by an electronic vote during the spring semester. The election
will be administered by the Executive Committee. Write-in votes shall be counted.
Section 6: Officer transitions shall be held at the May meeting (unless a midterm transition is
necessary).

Article IV: Officers
Section 1: The GSC President shall perform the following duties:
(A) Preside over all meetings of the GSC.
(B) Appoint all committees unless such committees are otherwise organized.
(C) Be an ex-officio member of all committees.
(D) Inspect the results of balloting and all other voting results.
(E) Vote in the case of a tie.
(F) Sign all papers of the GSC except travel award approvals.
(G) The President of the GSC does not count as the representative from his or
her graduate student group; another representative from the same group
may sit on the GSC in addition to the President. All other officers count as
representatives of their graduate student group.
Section 2: The GSC President-Elect shall perform the following duties:
(A) Assume the duties and responsibilities of the President in the absence of the
President.
(B) Assist the President with GSC meetings and projects.
(C) Assume the role of President at the May meeting one year after being
elected to the President-Elect position.
Section 3: The GSC Secretary shall perform the following duties:
(A) Record the minutes of each GSC Executive Committee, Leadership
Committee, and General Membership meeting.
(B) Keep the history of the GSC.
(C) Upload approved minutes to an approved GSC database (for example,
OrgSync or some other university-wide system) that members may have
access to in the future).
(D) Promote GSC meetings and activities.
(E) Maintain the GSC’s list of active organizations.
(F) Assume the duties and responsibilities of the President in the absence of the
President and President-Elect.
Section 4: The GSC Treasurer shall perform the following duties:
(A) Present a financial report at each GSC meeting.
(B) Develop the GSC budget in conjunction with the GSC President, Faculty
Advisor and/or a Graduate School representative.
(C) Serve as a spokesperson for the GSC for all allocations, travel awards, and
other funding matters.
(D) Assume the duties and responsibilities of the President in the absence of the
President, President-Elect, and Secretary.
Section 5: The GSC-SGA Liaison shall perform the following duties:
(A) Serve on the SGA Cabinet and attend all SGA meetings as it relates to the
position.
(B) Attend GSC Executive and General Meetings.
(C) Present a report at each GSC meeting regarding the SGA and university
wide initiatives that the SGA is undertaking.
(D) Assume the duties and responsibilities of the President in the absence of the
President, President-Elect, Secretary, and Treasurer.

Section 6: The GSC Faculty Advisor shall perform the following duties:
(A) The advisor shall serve at the direction of the organization. The advisor
shall try and meet the needs of the club and its officers which may fluctuate
from year to year but might include attending club meetings, meeting with
officers, attending events, supervising finances, and other needs of the
organization.
Article V: Committees
Section 1: The GSC Executive Committee shall create general committees as necessary, to
address the needs of graduate students.
Section 2: Standing Committees: All committees shall consist of a Chair and a minimum of
one graduate student member.
(A) Student Affairs: This committee shall be responsible for researching and
presenting possible solutions to academic and graduate student life issues
brought forth to the GSC regarding all graduate students. The committee
also shall be responsible for coordinating social activities for graduate
students. These include, but are not limited to, ice cream socials and mixers.
There shall be, at a minimum, two co-chairs of this committee. One co-
chair will be designated as the International Student and Scholar Services
(ISSS) representative who shall attend ISSS meetings and events and be
responsible for researching and presenting possible solutions to issues
brought forth to the GSC that are specific to international graduate students.
(B) Awards and Recognition: This committee shall be responsible for
coordinating and presenting awards given by the GSC. This includes, but is
not limited to, the Graduate Student Teaching Excellence award and
nominations for the Midwestern Association of Graduate Schools awards.
(C) Fundraising: This committee shall be responsible for coordinating
fundraising activities to benefit the GSC. These include, but are not limited
to, tailgating events.
(D) Professional Development: This committee shall be responsible for
coordinating seminars and/or workshops that will facilitate the professional
development of graduate students. This includes, but is not limited to,
working with Career and Employment Services (CES) to organize seminars
and/or workshops.
(E) Research Forums: This committee shall be responsible for coordinating
research forums and similar activities sponsored by the GSC. This includes,
but is not limited to, the annual K-State Research Forum and research
presentation opportunities.
Article VI: University Representatives
Section 1: The GSC Executive Committee shall appoint members as necessary to specific
University-wide committees, to act as a voice for, and address the needs of,
graduate students.
Section 2: Standing University-wide committees: These committees shall consist of a

minimum of one graduate student member:
(A) Recreational Services.
(B) Union Governing Board.
(C) Library.
(D) State Affairs.
(E) Health Insurance.
(F) Women of K-State.
Article VII: Funding
Section 1: GSC funds will be allocated according to the recommendations of the Treasurer per
the approved annual budget.
(A) Travel Awards: To be considered for a travel award, graduate students must
submit the on-line application no later than the published deadlines. Travel
expenses must follow the guidelines described in the travel award
application.
(B) Operating Costs and Other Funds: Money allocated for these expenditures
must follow the SGA and State of Kansas guidelines and be approved by
the Executive Committee. Applicable expenses include, but are not limited
to, copies, promotional advertising and printing, lecturers/speakers, rental
equipment, and films that benefit the entire graduate student body.
