The 2012 Specialty Contractor's Council is chaired by John Wirtz , Wirtz Quality Installations, and Mark Rowan, Rowan Electric, and includes 30+ individuals that represent a wide variety of specialty (subcontractor) firms. Several months ago, the Council responded to a number of specialty firms that expressed concern over the proliferation of contractor prequalification forms that general contractors were requiring specialty contractors to complete. The information GC's request in the "prequal forms" is similar, but each form is organized in a different manner which requires a tremendous amount of redundant work for the specialty contractors. The Council appointed a subcommittee to explore developing a standardized prequalification form. The concept was to develop a form that is based on a variety of GC forms that are being used in this area, and to offer this standardized form to GC's in lieu of their individual forms. The standardized form would include an addendum in which GC's could ask information that is specific to their company's requirements. The subcommittee was chaired by Matt Becker, Cement Cutting, Inc. In addition, Joe DeYoung, Benchmark Landmark, and Brooke Velazquez , Go Staff, also served on the subcommittee.The Board of Directors' Task Force was headed by Eric Stenman, Balfour Beatty Construction, and included Jon Wald, Sundt Construction, and AGC President Dave Carlin, Soltek Pacific . They did a great job of accumulating prequel forms from a number of GC's, and creating an excellent standardized form. The form has been reviewed and approved by the AGC Specialty Contractors Council and the AGC Board of Directors. Sections within the form are:

A Sneak Peak at Some InterestingNovember ContestsBy Brad Barnum, Vice President Government Relations The day after the June 5th Primary, we highlighted results from afew of the contested races. Some were still too close to call, butnow that nearly two weeks have passed, it looks like we are setfor three donnybrooks and one tightrope act as we head for theNovember elections. Read on... City of San Diego Mayor: Carl DeMaio vs. Bob Filner As mentioned before, this battle will be between business vs.labor! However, there are a couple of other angles that should bementioned. Since the candidates are from different sides of the political aisle,they both will need to come to the middle on their positions. Asthe campaign progresses, we could see common themes in orderto attract those 26.7% "Decline to State" voters within the City ofSan Diego boundaries. "It will likely come down to a personalitycontest, one that could be determined by the likability of thecandidates," said a local pollster. Also, geography will play a role, as evidenced in a SD UnionTribune Article about where DeMaio and Filner received most oftheir support. You will see that DeMaio's support primarily wasNorth of I-8, while Filner was South of I-8. Some of thebattleground areas appear to be Carmel Valley, Mission Valley,Normal Heights, Clairemont, Point Loma, and Tierrasanta.

The key to success seems to be to focus on the middle politically,campaign in the middle geographically, and display somepersonality. San Diego City Council: Ray Ellis vs. Sherri Lightner You would think that labor would have worked hard to re-electSherri Lightner to another term on the San Diego City Council,especially when she was running against a pro-businesscandidate, Ray Ellis. However, with attacks coming from theUnited Commercial Workers Union Local 135 and the San Diegoand Imperial Counties Labor Council, Ray Ellis received 45.7% ofthe vote to Lightner's 41.6%, resulting in a November run-off thatwill determine whether business or labor interests control CityCouncil. An interesting dilemma is ahead for labor, which, I have a feeling,will be supporting Lightner this time around! Business vs. Labor IIin the City of San Diego! 52nd Congressional District: Brian Bilbray vs. Scott Peters This probably will turn out to be a very costly campaign for allinvolved, as the Democratic Congressional Committee just namedScott Peters as a "Red to Blue" candidate, which means theDemocratic Party will go "all in" to win this competitive race. TheRepublican Party will do the same in order to protect its control ofthe House of Representatives. It will be "no holds barred" for the next 4+ months, as evidencedby the salvos thrown right after the announcement that Peterswould be the candidate to face Bilbray: "This is a critical election and the voters now have a clear choice,"Peters said. "They can choose a Washington insider who votes toguarantee tax breaks for oil companies instead of guaranteeingMedicare for our seniors. Or, they can vote for a common-sense,problem solver who will protect Medicare and Social Security andhas a track record of creating jobs and standing up for workingfamilies." Bilbray's campaign consultant accused Peters of being thecandidate out of touch with constituents. "Scott Peters is on therecord on KUSI news favoring tax hikes and cuts to Medicare andSocial Security," Duane Dichiara said. "The father of the pensioncrisis is back, and he still can't tell the truth." The newsystem was designed to allow for more competitive Novemberraces, and that is what has happened in the 77th AssemblyDistrict...two Republicans will be facing off in a Republican-dominated district. Rocky Chavez served almost 10 years as a member of theOceanside City Council. In 2009, he was appointed GovernorArnold Schwarzenegger to serve as Undersecretary of theCalifornia Department of Veterans Affairs. Later, he served asActing Secretary. Sherri Hodges and her husband moved to Encinitas 32 years agoto start a carpentry business and raise their growing family. Shehas served as Assemblywoman Diane Harkey's Chief of Staff, arepresentative for then-Assemblyman Mark Wyland, and DistrictDirector for Senator Mimi Walters. The test for these two candidates will be to move to the left toattract the moderate and liberal voters who may not have voted forthem on June 5. That means possibly taking some differentpositions than they normally would have running against aDemocrat. Doing that could alienate their base supporters. It will be a balancing act for Chavez and Hodges...the questionwill be who stays on the political tightrope thelongest?

It's that time of the year for atrip to Sacramento for AGC'sLegislative Day! This afternoon,AGC San Diego and AGCCalifornia members will descendon the state's Capitol for a dayand half to hear from LegislativeLeaders and AdministrationOfficials and about legislativeand regulatory issues. Also ontap is a luncheon address by

State Insurance Commissioner Dave Jones, who will talk aboutworkers compensation issues, and briefings from Republican andDemocratic campaign consultants, who will provide a look-aheadto the November elections. Those attending Legislative Day are AGC San DiegoPresident Dave Carlin (Soltek Pacific Construction), SeniorVice President Jeff Turner (Flatiron), Bernard King III(Marks, Finch, Thornton & Baird, LLP), Mary Pendleton (Ford,Walker, Haggerty & Behar, LLP), Bob Mahon (Gold DolphinInsurance Services), AGC staff Jim Ryan and BradBarnum, and AGC Apprenticeship Executive DirectorPete Saucedo. A reception for all the attendees will take place this evening, anda number of legislators have been invited. This is a greatopportunity to informally visit with the legislators. Tuesdays' speaker presentations will be followed by a trip to theState Capitol, where AGC members will "walk the halls" of theCapitol to meet with our local delegation. Our "talking points"during these legislative visits include: the current economic andbusiness challenges; the importance of the construction industry tothe California economy; and the need to focus on the currentinfrastructure, which is at capacity. AGC looks forward to participating in the political process, asGovernor Brown and the State Legislature continue to grapple withCalifornia's fiscal woes.

The newly completed minimally invasive surgical suites provideadditional space for the state-of-the-art robotic technology and areequipped with advanced video conferencing capabilities to teachsurgeons and medical specialists about the benefits of lifesaving,robotic-assisted surgery. The new facility measures 45,000 square feet over three stories,with the Cancer Center on the first level. Features of the Centerinclude a patient lobby and waiting areas, exam rooms, a resourcecenter, physicians' offices, conference rooms, nurse stations, CTscan rooms, indoor and outdoor healing gardens, and one of thenation's only radiation therapy vaults with floor-to-ceiling windows.The design includes extensive use of natural lighting, rock gardensand interior atriums to provide a comfortably soothing ambiance inwaiting, exam and treatment areas. A dual entrance design isfeatured to provide privacy for cancer patients receivingtreatments. The Cancer Center also includes a 2,000-square-foot InfusionCenter, housed on the building's second floor. Designed to care foras many as six patients in lounge or private room environments,the Infusion Center also offers a peaceful outdoor roof garden. The second and third floors each feature more than 10,000 squarefeet of medical office space available for lease, built to suit foreach tenant. Eighty percent of the building is currently leased,including leases to Sharp HealthCare tenants. The medical officeplaza features a unique and separate entrance from the CancerCenter.
