Monitoring planCase study: quarry
July 1, 2013
Extraction of 4.51 million cubic meters of calcareous material of which 4 millioncubic meters for the expansion.
Development of mining for a time span of 15 years, on 3 lots of five years.
During the period of activity would be maintained a septum masking against theviability present.
The project would develop in an area of approximately 22.5 hectares, includingboth the allowed that the request for the extension, in which approximately 14.5hectares are occupied by forest.
The project area is included within the expansion dell'IBA066 “Carso”, the SICIT3340006 “Carso Triestino e Goriziano” and the ZPS IT3341002 “Aree carsichedel Friuli Venezia Giulia”.
- It will be a maximum presence of means of transport correlated activity in theproject of approximately 10 trucks per hour in each direction.
- On the quarry at an altitude of 75 m above sea level is expected processing ofthe extracted material (sorting, crushing, screening) through the use of a fixedinstallation already exists, and, in case of specific market needs, includingthrough the use a self-propelled crushing plant.

Impacts Calculated in EIS
Significant emission. To calculate emission impact you can use “Linee Guida per la valutazione delleemissioni di polveri provenienti da attività di produzione, manipolazione, trasporto, carico o stoccaggiodi materiali polverulenti” adopted by Provincia di Firenze delibera n. 231 - 03.11.2009.You must verify
- flat plain- meteorology- background concentrations (20 µg/m3)- time emission: 10 h/d
To calculate immission you must consider a set of parameters:- average annual PM10 (µg/m3);- number of exceedances of the daily average PM10: 50 µg/m3;- number of exceedances of the hourly average NO2: 200 µg/m3- average annual NO2 : 40 µg/m3;- average annual NOx 30 µg/m3;- average annual C6H6: 5 µg/m3.
You can use an atmospheric dispersion model

Impacts Calculated in EIS
Impacts Calculated in EIS
Uncertain impact quantification for a quarry:- Problems in the background: existing sources;- Problems for the dispersion models: complex terrain, …;- Problems for input data: no data for all sources.
[If you are in this situation you must consider if it’s a criticalsituation (for high background or sensible receptors) or not.In the first case you must put in monitoring plan a sampling pointto verify the respect of standards (with the criteria of D.Lgs155/2010) also in ante operam. If not, you can consider only an activity diary]
Impacts Calculated in EIS
Remember that to calculate eligibility values you must add theimpact values to the background values.

If the values are not sustainable, you must apply mitigation actionsand redo the assessment.
If the values are sustainable, you must check whether the impactsare significant.

Impacts Calculated in EIS
Significant impact for a quarry, for air quality. If you can find areas, out of quarry area, in which the variation ofthe parameter calculated is grater then the normal variability(measurable change).

Example of normal variability in FVG (2005 - 2010)
Impacts Calculated in EIS
Significant impacts -> measure in the verification pointseligibility levels below the upper assessment threshold (D.Lgs155/2010)
•Measurements in ante-operam and in work.•Choose the tool.•Choose two points: maximum immission point and backgroundpoint.•Measurements at the same time.•In the same time you must monitor also emissions and meteo.•In the report you must write expected values for all points and allphases.
Impacts Calculated in EIS
Significant impacts -> measure in the control pointseligibility levels greater then the upper assessment threshold(D.Lgs 155/2010)
•Measurements that follow the criteria of D.Lgs 155/2010•In ante operam and in phase of work•In the same time you must monitor also emissions and meteo.•In the report you must write expected values for all points and allphases

PM10 annual average
Number of days exceeding 50 ug/m3
NO2 annual average
-the impact of the quarry is grater than normalvariability only for PM10 annual average in thereceptor number 2 (out of quarry area).
-We don’t have any information about backgroundconcentration.
-We suppose that total impact is below SVS.
-In monitoring plan we consider two verification points:one in maximum simulated value and one to monitorbackground.
An idea for monitoring plan
-We can choose point number 1 as background andpoint number 2 as maximum.
-we don’t know if two points have the samebackground so we can do ante-opera measurements..
-To have good statistic values we need to measure forabout one month.
-In “work-in-progress” phase we have to measure foranother month in the two points.
-you have to calculate how much money you spend onthis plan
Is a good idea for monitoring plan?
-Prepare the document
-Follow the guideline
-Remember that’s necessary to monitor also sourcesand meteo
-The procedure for unforeseen impacts must beachievable
-fill in the required tables to make the work of themonitoring plan easier
