The student recognition ice cream party was hosted by the PTSA, last period on Friday

(last week).

AP testing is done for all classes except AP Chemistry and AP Psychology. Those tests

were postponed and will be taken this week.

The AP Humanities class is presenting the end of the year projects this week. Each group

must research a culture from history and then recreate important aspects of the culture in

the classroom, to teach what it was like to live during that time.

Seniors who are finalists for the Tinton Falls Lillian Ray and Sue Madonna Scholarship

are being interviewed tonight.

On a recommendation of the Superintendent, motion made by Dr. Mayer, second by Mr. Seavey,

and carried THAT: the Board approves the following:

I. APPOINTMENT OF TREASURER OF SCHOOL MONEYS

CINDY BARR-RAGUE appointed to the position of Treasurer of School Moneys to

serve from this date until June 30, 2018 at a salary of $3,550.

II. APPOINTMENT OF SCHOOL PHYSICIAN

Dr. Harmady as school physician for the 2017-2018 school year at an annual fee of

$8,900 ($100/hour – approximate number of hours 66 during school year and 23 during

summer).

Note: the foregoing appointment is being made without competitive bidding as a

“professional Service” under the provisions of the Public School Contracts Law (NJSA

18A:18A-5 et seq) because said profession cannot reasonably be described by written

specifications and is regulated by law and the performance of which services required

knowledge of an advanced formal type in a field of learning acquired by a prolonged

course of specialized instruction and study as distinguished from general academic

instruction or apprenticeship training. Under PL 2006, c271 s.2 any contract awarded in

excess of $17,500 outside the bid process must be accompanied by C271 Political

Contribution Disclosure Form prior to the award of the contract.

III. AFFIRMATIVE ACTION OFFICER/GENDER EQUITY OFFICER

GENNELLE RUCKER as Affirmative Action Officer/Gender Equity Officer at an

annual salary of $3,000.00 for the 2017-2018 School Year.

IV. CDL TESTING

The Board Secretary to execute an agreement with Prevention Specialists located in

Asbury Park for the following fees:

Administrative Fee $475.00

DOT Drug Test $69.00

DOT Breath Alcohol Test $38.00

As identified in Board Policy 4117.6 Commercial Driver's Licensees Drug and Alcohol

Testing Policy.

VI. TRAVEL LIMITS

The Board approve the following:

WHEREAS, the Monmouth Regional Board of Education recognizes school staff and

Board members will incur travel related to and within the scope of their current

responsibilities and for travel that promotes the delivery of instruction or furthers the

efficient operation of the school district; and

WHEREAS, N.J.A.C. 6A:23B-1.1 et seq. requires Board members to receive approval of

these expenses by a majority of the full voting membership of the Board and staff

members to receive prior approval of these expenses by the Superintendent and a

majority of the full voting membership of the Board; and

THEREFORE, BE IT RESOLVED, the Board of Education approves all travel not in

compliance with N.J.A.C. 6A:23B-1.1 et seq. as being necessary and unavoidable as

noted on the approved Board of Education Reimbursement forms; and

BE IT FURTHER RESOLVED, the Board of Education approves travel and related

expense reimbursements in accordance with N.J.A.C. 6A:23B-1.2(b), to a maximum

expenditure of $38,840 for all staff and board members.

It is to be noted that the travel amounts spent in Federal Grants of April 30, 2017are as

follows:

VII. AUTHORIZATION TO IMPLEMENT THE 2017-2018 BUDGET:

The Board waive participation on the State of NJ Health Benefits Program for 2017-

2018.

IX. INTEREST EARNED ON BONDS:

The interest earned on bonds outstanding to be placed back into the General Fund for

2017-2018.

X. DISTRICT PRINTING FEE:

The district printing fee of the hourly rate of the printer (per MREA Contract pending

negotiations) plus any supplies, if needed for 2017-2018.

TO ENTER INTO A COOPERATIVE PRICING AGREEMENT

WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative

Pricing System and to enter into Cooperative Pricing Agreements for its administration; and

WHEREAS, the Hunterdon County Educational Services Commission, hereinafter

referred to as the “Lead Agency " has offered voluntary participation in a Cooperative Pricing

System for the purchase of goods and services;

WHEREAS, on 5/16/17 the governing body of the Monmouth Regional High

School Board of Education, County of Monmouth, State of New Jersey duly considered

participation in a Cooperative Pricing System for the provision and performance of goods and

services;

NOW, THEREFORE BE IT RESOLVED as follows:

TITLE

This RESOLUTION shall be known and may be cited as the Cooperative Pricing

Resolution of the Monmouth Regional High School Board of Education

AUTHORITY

Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the School Business Administrator

is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency.

CONTRACTING UNIT

The Lead Agency shall be responsible for complying with the provisions of the Local

Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes

of the State of New Jersey.

EFFECTIVE DATE

This resolution shall take effect immediately upon passage.

BOARD COMMENTS-

Ms. Van Wagner: Ms. Van Wagner reported she attended Relay for Life and also attended with

Mr. Seavey the Opiate Crisis seminar from School Boards.

Ms. Linder: Ms. Linder reported she attended the spring concert and also attended the local

Girl Scout awards banquet.

Ms. Fisher: Ms. Fisher reported she attended Relay for Life and would like to see an increase in

school groups at next year’s function.

Mr. Seavey: Mr. Seavey reported he attended the Opiate Crisis seminar from School Boards

with Ms. Van Wagner.

Ms. Britton: Ms. Britton reported that Relay for Life raised over $40,000. She congratulated all

of the Basie Award nominees. She thanked the Baseball team for coming out to support the

softball team this year.

Dr. Mayer: Dr. Mayer congratulated the Boy’s baseball team and reminded everyone that Jazz

Night is this Friday.

Mr. Cohen: Mr. Cohen reported this Thursday night at 7 PM the baseball team is playing Red

Bank at the Blueclaws stadium. He also reminded everyone that the board and superintendent

evaluations are due.

live at Earle Navel Weapons Base to attend the elementary school in the town they live in. The

RESOLUTION TO ENTER PRIVATE SESSION- 8:52 p.m.

On a recommendation of the Superintendent, motion by Mr. Seavey, second by Dr. Mayer and

carried THAT:

WHEREAS, the Sen. Byron M. Baer Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., (the

“Act”) provides that the Monmouth Regional High School Board of Education may hold an

“Executive Session” from which the public is excluded to discuss matters that are confidential or

are one of the nine (9) subject matters listed Section 12(b) of the Act; and

WHEREAS, it is recommended by the Superintendent and Business Administrator that the

Monmouth Regional High School Board of Education go into Executive Session on May 16,

2017 at 8:52 PM to discuss matters that are permissible for discussion in Executive Session; and

WHEREAS, the length of the Executive Session is estimated to be 50 minutes after which the

public meeting of the Board shall reconvene and proceed with business; and

WHEREAS, that the Board hereby declares that its discussion of the following subject(s) will be

made public at a time when the public’s interest in disclosure is greater than any privacy or

governmental interest being protected from disclosure.

NOW, THEREFORE, BE IT RESOLVED by the Monmouth Regional High School Board of

Education that the Board shall go into Executive Session to discuss the following items:
