EDP Program gets rave reviews

Joe Zavaglia, leader and presenter at the July 23 Executive Development Program (EDP) in Helena knocked it out of the park, as evidenced by nearly perfect “5” evaluations submitted by participants. Zavaglia, owner of Zavaglia Consulting in Bellevue, WA, walked the class members through various case studies on banks with incentive or bonus plans and helped them understand the difference and how to apply them for the best results.

“This was one of the sessions I was least excited about, but I was blown away. Joe was great. I really liked using practical examples for us to work through,” said one class member’s evaluation. “Joe brought practical experience and a common sense approach to the topic,” said another.

Zavaglia explained how to properly establish goals and the “set points” at which employees would start earning incentives, and how to tie incentives to increased profitability for the bank. He also discussed how to design a “scorecard” for different performance measures and how to narrow down key measures to be scored. Class members worked in small groups to develop a consensus on some of the case studies he presented.

The EDP program is a 12 month series of workshops developed by the Washington Bankers Association, and is offered to MBA members under a contractual agreement with the WBA. Renewing our commitment to the 25/50 Year Club

The 25/50 Year Club was founded to grant scholarships and recognize bankers for exceptional service and accomplishments. Members of the 25/50 Year Club have been affiliated with banking for 25 years or more. The fund provides annual scholarships to the Montana State University and the University of Montana. We have had a decline in participation in our 25/50 Year club and we believe this program is important to recognize not only bankers who are dedicated to their craft but also, provides an avenue of awareness to Montana students of the dedication you have to Montana and to your community.

HistoryIn 1964, a fund was created to provide an annual $300 scholarship which was rotated between Montana State University and the University of Montana. In 1967, the Club started awarding a student at each university with $300. After 1983, six scholarships for $500 were awarded annually to students at MSU (2), U of M (2), MSU-Eastern, and MSU-Northern. Currently, the club is able to award a $1,500 scholarship to MSU and U of M, and $1,000 to MSU-Northern (Havre) and MSU-Eastern (Billings).

Student/Banker RecognitionWinning students are chosen by the university and presentation of scholarships is made by a 25/50 Year Club member at the school’s annual awards banquet. The winners will be featured in the BANCSERVE Press.

The University sends a press release to the student’s home town newspaper as well. Membership in the MBA 25/50 Year Club is an excellent opportunity to enhance the education of Montana’s students and ensure the continued ability of the fund to provide some of Montana’s oldest scholarships.

Scholarship CriteriaScholarship criteria include being a junior or senior student with a major area of professional interest in finance or banking. The student must have a 3.0 or better cumulative grade point average. The award is given in the name of the Montana Bankers Association 25/50 Year Club.

Annual Membership and Perpetual Membership Membership dues for the 25/50 Year Club is $50 annually. You or your bank may also make a $500 contribution to honor any active, retired or deceased bank officer, director, or employee. By making this contribution, the honoree will become part of a fraternity of bankers, helping improve the future of banking in the state of Montana. These monies will be added to the 25/50 Year Club and the officer, or employee will be given a perpetual non-dues membership in the 25/50 Year Club.

We are including a 25/50 Year Club application for you to help us recruit new members and/or bring back previous members. You know best those in your bank and industry who have been active in banking for 25 years. MBA exploring “Emerging Leaders” program

After learning about ABA’s highly successful Emerging Leaders events and similar experiences at many state bankers’ associations, several representatives of MBA member banks have suggested that we investigate the possibility of forming an ongoing program for young and emerging bank leaders that will facilitate their professional growth and development.

While the Executive Development Program is regimented structure of “classes” that starts and ends with a calendar year schedule, an Emerging Leaders Program would involve programs, tours, speakers, events, etc. established by the participants themselves. Graduates of the Executive Development Program, and the Pacific Coast Banking School would be likely participants in an Emerging Leaders group, but it would also be open to any “up-and-coming” bankers interested in attending with their banks’ blessing.

To learn more about the ABA Emerging Leaders Forum, check out the website aba.com and search “emerging leaders” and some great information pops up. ABA holds an Emerging Leaders Forum in conjunction with the Government Relations conference in Washington, D.C., scheduled for Mar. 23, 2020. MBA also sends a delegation of officers and bankers to this annual conference, and if you have young professionals in your bank who could benefit, we’d love to show them around the nation’s capital!

Bank of the Rockies hosts clinic to help seniors in Wilsall

With help from Bank of the Rockies and the Wilsall Foundation, the Montana Dept. of Health and Human Services held a workshop in Wilsall July 18 designed to help identify and prevent elder financial abuse and to assist senior citizens with preparing and understanding legal documents. Part of the educational program involved a discussion of SB 311, which passed the 2019 Legislature, and was pushed largely by the Montana Bankers Association. The law goes into effect Oct. 1, and MBA has offered to assist in implementing the law and developing educational materials.

Bankers, health professionals and others were informed how to identify “diminished capacity” in older people, and some of the red flags or warning signs that someone may be financially exploiting an older person. How to deal with suspicions of financial exploitation was also discussed.

Edna Fischer retires after 70 years with First State Bank of Forsyth

Edna Fischer retired from banking at the end of the June with 70 years of serving our community through this bank. Edna started working at the bank in high school in 1949 and worked her way from bookkeeping to Head Cashier and Operations where she has been most of the last 50 years. Imagine the change she has seen from keeping hand calculated ledgers in bookkeeping to the computerized world we have today. As computers came to the scene, she adapted well and, in fact, developed our first computerized Agriculture balance sheets on the Lotus spreadsheet. She always said that computers have helped us create more paperwork rather than reducing it. She lives in the country and has never let bad roads or snow keep her from getting to work. Even works a little each weekend. She even tried to retire once or twice years ago, but couldn’t leave what she knows and loves.

Darrell Grogan, bank President, said “Edna is finishing the longest career of anyone I have ever heard of in banking, or maybe almost

any other desk/office career. She has always been the most reliable employee, barely taking the required minimum time off each year. Who knows how many bank Presidents she trained over time. People like her make my job much easier.” He also commented “We are losing a world of knowledge---she has been the one to go to find something or ask how the process works. As you can guess, she has great respect from the community, employees, accountants and vendors.”

MBA supports Remote Online Notarization eventThe Montana Secretary of State’s office is crediting the MBA with helping to pass HB 370 during the 2019 Legislature, and is asking for our help in promoting a conference Sept. 24 at the Delta Marriott in Helena, that will bring providers of remote and electronic notarization systems to explain and demonstrate how they work. State officials are calling the event, “an educational conference, a trade show, and a job fair all in one.”

Attendees will have an opportunity to learn about the various platforms, the associated costs, and what it will take to implement and use the technology. “The RON symposium makes the connection between the providers and the customers happen,” according to a promotional piece from the Secretary of State’s office.

Senator Tester weighs in on CECLSeveral months ago, Senator Jon Tester co-signed a letter to Fed Chair Jerome Powell and FDIC Chair Jelena McWilliams urging them to delay implementation of the current expected credit loss (CECL) accounting standard, established by the Financial Accounting Standards Board (FASB), which is set to take effect for some banks in January, 2020. “Throughout FASB’s standard-setting process and after it finalized CECL, banks of all sizes have raised meaningful concerns about how the new standard will alter the economics of lending, potentialy reducing credit availability to many Americans, and how its pro-cyclical impacts will exacerbate economic cycles,” according to the Senators’ letter.

“Accounting policy should not drive economic outcomes. Banks have raised significant concerns about the negative economic consequences. Community and regional banks have proposed changes to the FASV standards to mitigate against its complexity and its potential negative economic consequences,” Tester said in the letter. He went on to request the Fed and FDIC conduct an economic impact study that would include CECL’s potential impacts on the economics of lending and the price, availability, and structure of credit, particularly for mortgages, small business loans, and loans to borrowers with lower credit scores.

MBA appreciates Senator Tester’s involvement and we continue to work with ABA in pushing both Congressional and regulatory action to “stop and study” the impacts of CECL to not only allow for a full understanding of the implications, but to allow banks of all sizes adequate time to prepare and absorb costs associated with compliance.

Question:Is there a regulatory requirement to charge a 7-day early withdrawal penalty on a certificate of deposit (CD)?

Answer:In the first week after a CD is created, there must be an early withdrawal penalty of at least seven days' simple interest on amounts withdrawn within the first six days after deposit In Reg. D. And Reg. DD provides that if the bank will charge an early termination penalty, the bank must disclose that in the TISA disclosure. If a withdrawal is permitted without penalty, the account would no longer be classified as a certificate of deposit for Reg D purposes and could be classified as a savings or interest bearing transaction account.The commentary for § 1030.4(b)(6)(ii) provides two examples of early withdrawals penalties: “$10.00” or “seven days' interest plus accrued but uncredited interest.”

Time deposit means:(i) A deposit that the depositor does not have a right and is not permitted to make withdrawals from within six days after the date of deposit unless the deposit is subject to an early withdrawal penalty of at least seven days' simple interest on amounts withdrawn within the first six days after deposit.”

Early withdrawal penalties. A statement that a penalty will or may be imposed for early withdrawal, how it is calculated, and the conditions for its assessment.

Examples of early withdrawal penalties are:i. Monetary penalties, such as “$10.00” or “seven days' interest plus accrued but uncredited interest.”

Question:We have a property that is partially in a flood zone. The house on the property is not in a flood zone, but the barn on the property is in a flood zone. Do we have to require flood insurance for the barn? This is an agricultural loan, but the barn is not used for agricultural production or as a residence. The barn may be used to store a bush hog or a mower, but otherwise it is used primarily for household purposes.

Answer:No--as long as the property is residential, then it doesn’t appear that you would need to require flood insurance as the barn looks to fall under the detached structure exemption to the purchase requirement.

Bozeman• RJ Patch was recently promoted to commerial lender/credit analyst for American Bank. Patch is a graduate

of Augusta High School and Montana State University, where he earned a degree in business finance. He joined American Bank in 2015 and enjoys working with businesses of all sizes in the Gallatin Valley.

Billings• Mike Hennessy recently joined the residential real estate team at Western Security Bank as vice president

and real estate production manager. A lifelong resident of Montana, Hennessy brings more than 25 years of management and mortgage loan experience to the position.

• David Redmon was recently promoted to Chief of Staff at First Interstate Bank. Redmon will serve as a senior advisor to CEO Kevin Riley as well as support the CEO’s office operations and coordinate the execution of companywide strategic initiatives.

• Paul Eayrs has recently been promoted to Ag Loan Officer for Stockman Bank. His responsibilities include developing and servicing agricultural loans and assisting clients with their lending needs. A Montana native, Eayrs earned his Bachelor of Science degree in Business Finance from Montana State Universtiy.

• Alisha Henderson has recently joined Stockman Bank as a Commercial Loan Officer. Her main responsibilities include developing and servicing commercial and construction loans. Henderson brings over 13 years of financial industry experience to the position, most recently as Branch Manager for a regional bank. Henderson earned her Bachelor of Science degree in finance and business management from Valley City State University.

• Tod Kasten has joined Stockman Bank as an Ag/Commerical Loan Officer for Stockman Bank. His main responsibilities include developing and servicing agricultual, commercial and construction loans. Kasten brings over 30 years of financial industry experience to the position, to include serving for a number of years as Branch President for a local Montana Bank. Kasten earned his Bachelor of Science degree in finance with a minor in management from Montana State University - Bozeman.

Hardin• Tristan Henke has been named president of First Interstate Bank in Hardin. Henke joined First Interstate

in October 2018 as a commercial loan officer and has been in banking since 1995. Henke graduated from Montana State University in Bozeman with bachelor’s degrees in animal science and agriculture business. He also completed the Dale Carnegie business course.

Benefits of 25/50 Year Club Membership

History

In 1964, a fund was created to provide an annual $300 scholarship

which was rotated between Montana State University and the

University of Montana. In 1967, the Club started awarding a student at

each university with $300. After 1983, six scholarships for $500 were

awarded annually to students at MSU (2), U of M (2), MSU-Eastern, and

MSU-Northern. Currently, the club is able to award a $1,500

scholarship to MSU and U of M, and $1,000 to MSU-Northern and

MSU-Eastern.

The 25/50 Year Club was founded to grant scholarships and recognize bankers for exceptional service and

accomplishments. Members of the 25/50 Year Club have been affiliated with banking for 25 years or more.

The fund provides annual scholarships to the Montana State University and the University of Montana.

Scholarship Criteria

Scholarship criteria include being a junior or senior student with a

major area of professional interest in finance or banking. The student

must have a 3.0 or better cumulative grade point average. The award is

given in the name of the Montana Bankers Association 25/50 Year Club.

Student/Banker Recognition

Winning students are chosen by the university and presentation of

scholarships is made by a 25/50 Year Club member at the school’s

annual awards banquet. The student is featured in the BANCSERVE

Press.

The University sends a press release to the student’s home town

newspaper as well. Membership in the MBA 25/50 Year Club is an

excellent opportunity to enhance the education of Montana’s students

and insure the continued ability of the fund to provide some of

Montana’s oldest scholarships.

Perpetual Membership You or your bank may make a $500 contribution to honor any active,

retired or deceased bank officer, director, or employee. By making a

contribution, the honoree will become part of a fraternity of bankers,

helping improve the future of banking in the state of Montana. These

monies will be added to the 25/50 Year Club and the officer, or

employee will be given a perpetual non-dues membership in the 25/50

Year Club.
