Montana Council Mission Statement

The mission of the Montana Council, Boy Scouts of America, is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the

Scout Oath and Law.

The Scout Oath On my honor I will do my best

Montana Council Vision Statement

It is the vision of the volunteers and professionals of the Montana Council that Scouting in Montana will be the foremost youth program of character development and values-based

leadership training, and that Scouting will continue to: Offer young people responsible fun and adventure;

Instill in young people lifetime values and develop in them ethical character as expressed in the Scout Oath and Law;

Train young people in citizenship, service and leadership; Serve Montana’s communities and families with its quality, values-based programs;

Provide a safe haven for youth involved in the Scouting program.

Fellow Scouters and Friends of Montana Scouting,

2009 was a great year of Scouting in the Montana Council! For the second year in a row we qualified as a Centennial Quality Council, a National Scouting recognition given only to Boy Scout councils that are growing in membership, operating with a balanced budget, and providing quality service to chartered partners and Scouting volunteers. Seven of our districts earned Centennial Quality District status, based on their successful support and development of the Scouting program in their territories.

The efforts of the council and each district serve no other purpose but to provide help and encour-agement for Scouting at the local level. The ultimate key to Scouting’s success is the dedication and commit-ment of the Scouting leadership in each Cub Pack, Scout Troop, Varsity Team, Venture Crew and Explorer Post. Unit leaders and supportive parents – you are the backbone of Scouting in Montana. The values of Scouting are conveyed and developed week by week, year by year, at the unit level. Our greatest legacy is in the young people we serve, as they go on to become strong contributing adults and leaders of our communities.

2010 is the 100th Anniversary of the Boy Scouts of America. The need for quality Scouting has never been greater. Let us celebrate the first century of Scouting here in the United States, and count our many blessings. Because of your efforts, the Scouting program continues to grow stronger here in Montana. We look forward to the future with optimism and enthusiasm, and a great sense of purpose. Thank you for your commitment and your service to the youth of Montana. Statewide Cub Scout Pinewood Derby held Great Falls, MT. Eagle Scout Report to the Governor held in Helena. Spring and Fall Wood Badge Courses held at Melita Island and K-M

Scout Ranch. New Council Committee Positions put in place including: Vice

President of Development, Jory Dellinger, a Council Conservation Committee chaired by Samsara Chapman, a Properties Committee chaired by Woody Germany, and a 100th Anniversary Committee chaired by David Brown.

Further implementation of Strategic Plan. Anniversary Month activities statewide planned. Many youth and volunteers participated in International Scouting

activities. These activities included: Nine Scouts and two adult leaders attended the 2009 Southern Alberta Jamboree at Camp Impreesa; and a Japanese Fugi Scout, Ms. Yuka Oiwake, joined Montana Scouting in a Montana Friendship Tour.

College of Commissioner Science courses held in three locations. Successful membership drive ending in membership growth. Well-attended Annual Meeting in Great Falls. Centennial Quality Council Award achieved for second year.

Montana Council Accomplishments in 2009 Order of the Arrow activities well attended. Endowment Committee was rejuvenated and implemented the

transfer of Endowment Funds to a single money manager. A number of Scouts from Montana completed treks at Philmont

Scout Ranch. 1,345 Boy Scouts and 343 Webelos Scouts participated in Montana

summer camps in 2009. Takachsin trained 92 young people to be better leaders in their units. Popcorn sales supported many Scouting activities in Montana.

Enthusiastic and courteous Scout salesmen sold massive amount of Trail's End popcorn in the fall, providing essential dollars for unit equipment, awards, week-end outings and summer camp expenses.

1,310 Cub Scouts participated in 11 Day Camps throughout Montana.

Commissioner Service increased in Montana. The Council was fully staffed with 8 field professionals and four

management professionals. An Annual Tour Permit was created simplifying the process for

Scouts to participate in local outings. The Annual Finance Training was very successful.

2009 Silver Beaver Award

In 2009, eight outstanding Montana Council volunteers received Silver Beaver Awards, the highest award that might be received by a local council. Recipients included: (left to right) Mark Bumgarner, Ellen Bumgarner, Stuart Beagles, Mary Westover, Susie Maris, Claudia Schwandt, Dale Olinger and Robert Dowdy (not pictured).

The skills and experiences that 92 Scouts learned this past June will be with them forever. It is the expecta-tion of the entire Takachsin staff that each and every Scout put these new skills into use.

During Takachsin, Scouts learned the four phases of teambuilding: Forming, Storming, Norming and Performing. They are also taught the standards of communication skills: Explain, Demonstrate, Guide and Enable.

Accomplishments (continued)

Montana and Canadian Scouts participated in Hands Across the Border.

Grants were received to support building a new climbing tower at K-M Scout Ranch and Artificial External Defibrillators (AED’s) at our camps throughout Montana.

Construction continued at Melita Island with volunteer labor. Bozeman Field Office was opened thanks to a generous donor. Montana Trails was converted to an electronic newsletter. Hazardous tree removal project occurred on Melita Island. Montana Council joins that Facebook nation with its own site:

Montana Council, Boy Scouts of America. An agreement with the Boone & Crockett Club was reached

creating the Montana Outdoor High Adventure Base (MOHAB).

Eight outstanding Montana Council volunteers received Silver Beaver Awards, the highest award that might be received by a local council.

In 2009, the council financial situation continued to improve on all fronts. Scouting families and friends from throughout the state participated in the annual Friends of Scouting campaign.

Nationally ranked number one in popcorn sales, Montana Scouts worked to earn their way and support many of their activities through popcorn sales.

8,021 Total youth served in 2009. This number includes young men ages 6 through 21 and young women ages 14 through 21.

3,672 Total adults volunteering to provide Scouting to youth throughout Montana. That’s nearly 1 adult per 2 youth!

2 Number of William T. Hornaday Awards for Conservation Service that were awarded to Montana Scouts.

464 Total Scouting units serving youth throughout Montana. These units are sponsored by local churches, civic organizations and companies interested in improving our youth.

$1.8 Million Annual budget of the Montana Council or approximately $200 per youth registered in Scouting.

4 Number of Scout Camps owned by the Montana Council. They include: Melita Island in Flathead Lake, K-M Scout Ranch (pronounced Kay-Bar-Emm) near Lewistown, Camp Arcola near Anaconda, and Grizzly Base Camp near Bigfork.

185 Number of young men who earned their Eagle Scout Award in 2009. Nationally, less than 4% of all Scouts

earn this highest recognition.

2009 Montana Council qualified as a Centennial Quality Council, a national BSA recognition. Requirements included membership growth, trained leadership and a balanced budget. This is the second year of recognition for Montana.

1971 The year that four councils were merged to become the Montana Council. The Montana Council now encompasses all of Montana ex-cept Daniels and Sheridan Counties in North-east Montana.

1911 The year that the first Scout Troop was formed in Montana, one year after the founding of Scouting in the USA.

2,318 The number of Scouts that attended a camping program in Montana in 2009.

2,616 The number of merit badges earned at one of our two summer camps in 2009.

25,180 Hours of service performed by volunteers at in our Montana Camps.

30 Number of new Scouting units created in 2009 to better serve youth in Montana.

Montana Council Endowment Trust Fund It is the goal of the Montana Council Endowment Trust Fund to endow local Scouting with a permanent endowment fund in excess of five million dollars, and additional deferred gift commitments of fifteen million dollars. The assured and steady income from an endowment fund of this magnitude will provide Montana Scouting with twenty-five percent of its annual operating expenses, and protect Scouting from the uncertainties of the future.

The Montana Endowment Tax Credit has been a key component in this endowment growth. Donors partici-pating in endowment giving can expect to save significant amounts on their state tax bill through this legisla-tion.

Additional funds are held with the Montana Community Foundation benefiting the Montana Council in a similar fashion.

Finance Vision Statement: Provide the finances necessary to deliver and grow a world class Scouting program for the youth of Montana.

I. Conduct successful annual revenue generation programs: Friends of Scouting.

II. Conduct successful annual revenue generation programs: Popcorn Sales.

III. Conduct successful annual revenue generation programs: Special Fundraising Events.

IV. Establish and maintain an Operating Fund Reserve of 10% of Annual Operations Budget (Approximately $184,000).

V. Grow Unrestricted Endowment Fund to provide 8% of Annual Operations Budget (Approximately $3,000,000).

VI. Grow Capital Endowment Fund to provide 25% of properties main-tenance (Approximately $500,000).

Governance & Administration Vision Statement: Create a management structure that provides direction and leadership to the volunteers and professionals through strategic policy development and clear manage-ment objectives.

Leadership Vision Statement: The number of engaged, accountable, trained leaders is dramatically increased at all levels of scouting in Mon-tana Council.

II. Establish an Advisory Council and Board of Regents. III. Determine if there is a need to revise/consolidate the current

fifteen districts. IV. Reemphasize timely, effective, training for all leaders in key

positions. V. Exploit communications technology to reduce travel/time commit-

ments of leaders.

Marketing & Public Relations Vision Statement: Increase the positive perception of Scouting in Montana by effectively communicating the value and benefits of Scouting, leading to increases in both membership and donations. I. Establish a Council Marketing/Public Relations (PR) Committee. II. Secure a Public Relations Chairman in an increasing number of

districts as possible.

III. Secure Speakers' Bureau Chairperson in an increasing number of districts.

IV. Increase the number of Scouts and Leaders wearing uniforms.

V. Review creative methods of advertising Scouting in Montana (to include, but not be limited to, billboards, benches, websites, TV, marquees) and consider which are most helpful for the 100th BSA Anniversary.

Membership Vision Statement: To maximize the opportunity for the youth of Montana to participate in the Boy Scout Program. To increase membership at all levels of Scouting by utilizing public relations, marketing, existing program facilities and volunteer participation.

I. Establish a working Membership Committee to support District membership recruiting.

II. The Council/Membership Committee will give particular emphasis on strengthening the Tiger and Cub Scout program by developing a year-round program.

III. Montana Council will have positive growth in our youth membership.

IV. The Council/Membership Committee will give particular emphasis on strengthening the Boy Scout troop program by developing a year-round program.

V. To strengthen the Venturing Program and increase Venturing membership.

Program Vision Statement: Advancement Committee, Activities Committee, Camping Committee, Training Committee.

I. Advancement Committee: To improve the Montana Council Scouting experience through the delivery and facilitation of quality program and maintenance of National Advancement Standards.

II. Activities Committee: To plan and promote a well balanced schedule of district and council events, to increase Scouting's visibility to the public.

III. Camping Committee: A. To achieve an Outdoor program that facilitates the

use of council's properties. B. Deliver an attractive array of safe outdoor adventure

programs for Scouts and their families. C. To increase to a minimum of 25% of MT Council

Scouts, (Cub Scouts, Boy Scouts). IV. Training Committee:

A. Ensure the availability of qualified adult trainers to conduct adult training programs in each district.

B. Develop and implement a 2-year training plan/schedule for all new adult leaders.

C. Develop biennial Council and District training cycles based upon the identified training objectives.
