Executive Director Annual ReportVicky Byrd, BA, RN, OCN

Since last convention, October 2015, the Montana Nurses Association (MNA) has transformed and adapted to our members needs and truly, has become the recognized leader and advocate for the professional nurse in Montana.

The MNA House of Delegates (HOD) 2015 was our largest convention to date. This house was tasked with and ratified a dues increase that has propelled the professional organization forward in many ways. It ensured the stability of our increased MNA staff, both in education and labor, to meet

the needs of our nurse members. It ensured the ability to invest back into our members allowing them to attend National ANA and AFT Nurses and Health Professional conferences and educational offerings. ItensuredMNA’sabilitytoincreaseoureducationalofferingsandconferencesalongwithincreasingouravailability and abilities in regards to representation. It ensured the business operations of MNA to maintain and upgrade the tools we need to support our members. We are currently at full staff at MNA, with a team here that is amazing!

Another outcome from the HOD has been the support and direction to continue to address violence in the healthcare workplace. Results have been the launching of our “Your Nurse Wears Combat Boots” Campaign-improving workplace safety for healthcare workers. Your Board of Directors approved a specific line item to budget funds to address this campaign. As directed by our members, we developed a legislative campaign seeking a felony charge for assaulting a healthcare worker, while on duty, with the intent to do harm. We are assisting facilities with the responsibility by working with them to educate and have in place safety committees. These committees should consist of staff nurses and front line care givers, along with facility administration to address this issue. Additionally, we are asking through our proposed legislation to have signage posted throughout all facilities. Anywhere patients seek healthcare there will be signage stating: STOP: If you assault a nurse or healthcare worker while on duty you could be charged with a felony. We need the deterrent of felony legislation and added protection to this class of our healthcare workers. I believe this is the first ever, significant campaign to pass legislation MNA has ever been involved in. This campaign, in itself has added huge relevancy and value to our association, our members and their voices. We have completed seven road shows across the state (which included one free contact hour as well) to educate our nurses, healthcare workers, lawmakers, emergency responders and public about violence in the workplace.

Proudly, I want to let all of you know, we have in place our first ever (to our collective knowledge) Montana Nurses Association Foundation, MNAF. This was truly sparked by our very own Mary Munger, RN who will be donating funds to start this foundation. This is a 501(C)(3) corporation and is a public benefit corporation. MNAF is organized and shall be operated exclusively for the following purposes: charitable;educational;toaccepthealthcare/nursingresearchandeducationalgrants:toprovidecontinuing educational grants to licensed register nurses; and to award scholarships to qualifying persons. We will continue to update you on the status and availability to donate to our new foundation.

Council on Continuing Education (CCE) Annual Report

The overarching goals of the Council on Continuing Education are congruent with the mission of MNA – to promote professional nursing practice, standards, and education and to provide nursing leadership in promoting high-quality health care. Specifically, these goals are:

1. Provide quality continuing nursing education that supports the mission of MNA, following guidelinesasanaccreditedproviderbytheAmericanNursesCredentialingCenter’sCommissionon Accreditation.

2. Approve educational activities and provider units that support nursing professional development and improvement in patient care, following guidelines as an accredited approver by the American NursesCredentialingCenter’sCommissiononAccreditation.

As required by accreditation criteria, there are outcome measures associated with both provider and approver unit operations. Increasingly, there is emphasis on validating the importance of continuing nursing education in improving the professional practice of nursing. Evidence of the excellence of our work in this area includes receipt of the 2015 ANCC Premier Award for our accredited approver unit and designation of Accreditation with Distinction of our accredited provider and approver units.

Council on Continuing Education:

The Council meets twice a year for face-to-face meetings in addition to conference calls for new member orientation and other issues as required. Some members of the council focus on provider unit operations and activities; other members serve as peer reviewers for the approver unit. Peer reviewers undergo initial education and testing, as well as periodic validation of competence to ensure their ability to assess applicationscongruentlywithpeerreviewersacrosstheUnitedStatesandappraisersintheANCCPrimaryAccreditation Program. The Council continues to recruit members interested in contributing to this important work of the Association.

Approver Unit:

TheMNAAccreditedApproverUnitacceptsapplicationsfrombothindividualactivityapplicantsandorganizations wishing to be approved, or to continue their approval, as providers. Individual activities are approved for up to two years once all accreditation program criteria have been met. Provider units are approved for up to three years, with authority to design, implement, and evaluate their own activities under the leadership, direction, and accountability of a Primary Nurse Planner during that period of time. TheApproverUnitmonitorsqualityandoutcomesfrombothindividualactivityandapprovedprovider

data in accordance with accreditation program criteria. The approver unit operates under the leadership of the Nurse Peer Review Leader, who also serves as the MNA Director of Continuing Education.

Provider Unit:

TheMNAAccreditedProviderUnitisaccountableforplanning,implementing,andevaluatingallcontinuing nursing education offered by MNA. This includes annual events such as the Transition from New Graduate to Professional Nurse Workshop, the APRN Pharmacology Conference, Labor Retreat, ProviderUpdateConferences,Convention,andtheinterprofessionalVeterans’CareConference.Additionally, the provider unit offers a number of in-person and webinar educational activities. While the main target audience of provider unit activities is MNA members, educational activities are open to all nurses interested in our events. The provider unit operates under the leadership of the Lead Nurse Planner, who also serves as the MNA Director of Continuing Education.

Continuing education continues to be a major benefit to membership and provides numerous opportunities for nurses to enhance their professional development as learners, faculty, authors, peer reviewers,andactivityplanners.Additionally,aspartofMNA’scommitmenttoimprovetheprofessionaldevelopment of our members and volunteers, we support the participation of members of our Council on Continuing Education in national professional development events. In 2016, one member was provided the opportunity to participate in the Continuing Nursing Education Symposium held in July. Another member hasbeenacceptedasageneralsessionpresenteratthenationalProfessionalNurseEducators’Groupconference in October, and MNA will be covering her costs related to this conference experience.

Evidence clearly supports the value and importance of nursing professional development to sustain lifelonglearningandcontributetothenurse’sabilitytobesuccessfulandeffectiveasaclinician,educator,researcher, or administrator. 2016 Labor Department Annual ReportRobin Haux, BS, Labor Program Director

Over the past year, your MNA Labor Department continues to assist with membership growth by adding more local units! We recently won an election and added the Anti-Coagulation Clinic at St. Patrick Hospital in Missoula! We welcome these nurses and our labor team is looking forward to assisting them with bargaining their first contract. Additionally, we have two other external organizing campaigns underway and look forward to working with these nurses to improve their working conditions, benefits, and wages.

Your current Labor Department staff includes myself, Robin Haux, Labor Director, Amy Hauschild, Eastern LaborRepresentative,CarolineBaughman,Western/CentralLaborRepresentative,andSandiLuckey,Western/CentralLaborRepresentative.Ourlaborteamcontinuestocollaborateregularlyinrepresentingour members. We take value in our team approach as each of us continue to provide, through our experiences, our best approach in contract bargaining and enforcement, labor management, and grievance representation.

Contract negotiations continue to be challenging in the Montana labor climate. Over this past year, all of our recent bargaining sessions have increased in time at the table. Our team is very proud of the work we have accomplished and proud of our nurse members for staying united and using their collective voices to advocate for their members. Bargaining teams across the state continue to fight for better wages, benefits, better staffing, and a voice in patient care. Advocacy through bargaining and collective action can, and does, make impacts at the bargaining table. As we continue to strengthen our contracts, we continue to improve the workplace for our members.

We are continuing our long term goal, providing Local units with tools towards becoming more autonomous. One way to assist our locals is encouraging larger executive boards at the local level buy adding positions, such as co-presidents, co-vice presidents, grievance officers, and media officers. We encourage all nurses to stay involved in their local units, and stay informed by assisting their officers with turn-out for local meetings and to share information. Communication is key in advocating for your profession and your patients.

Expanding our communication is a continued goal within our Labor Department. Last year, we made significant strides in encouraging our local units to utilize more ways to distribute information. We have a number of our local units using more social media, email, and texting as a way to educate and inform members. Conference calls, webinars, and Go-To-Meetings have increased access for our members as well. We hope, in the future, this will encourage more involvement, more participation, and more advocacy. We recently purchased a texting system that we hope to implement by early September of 2016. This will assist our locals and MNA with information distribution.

MNA’s“YourNurseWearsCombatBoots”campaignhasbeenagoalofyourmemberdrivenassociation,all our departments, councils, and board of directors. It has been an honor for your labor team to work closely with everyone, including staff and volunteer members, involved in this important campaign. We are so encouraged by the involvement, the reception, and the impact the education on workplace violence has been having. We strongly believe we can be successful at the 2017 Legislature. Frequently asked questions regarding MNA membership and dues payment process.

How do I sign up for an MNA membership?A membership application can be found on the MNA website, in the new hire packet, or can be e-mailed directly to you if you call the MNA office. MNA has several payment options: EFT (monthly), credit card payment

(monthly/annually),annualpaymentbycheck,orthroughpayrolldeductionsfromyouremployerifapplicable. Once the application is complete, you can mail, e-mail, or fax it directly to the MNA office. MNA memberships automatically include an ANA membership.

Do my dues payments automatically stop when I change from a collective bargaining position to a non-collective bargaining position?No – The member must contact MNA in writing (email is accepted) to cancel their membership. Many choose to continue their dues at the non-collective bargaining rate to maintain their professional association membership as it includes ANA. If dues are paid through payroll deduction, the member must contact the payroll department at their facility to cancel their deductions. If dues are paid through electronic funds transfer or credit card payments, the member must contact ANA in writing at [email protected] to cancel their payment authorization. Please Note: Only the member can make any changes to their membership status or payment options.

Do I have to join MNA membership as a collective bargaining member?If you are employed as a staff RN at a facility that requires membership as a condition of employment, you must become a member or pay a representation fee as noted by the collective bargaining agreement in that facility.

Can I join MNA if my facility or place of work does not have a collective bargaining agreement?MNA is the professional organization for all registered nurses in the state of Montana. Any registered nurse with an active RN license can join the organization at the non-collective bargaining rate noted below. This gives you full membership in MNA and ANA.

Have the dues increased for 2016?Yes – At the MNA convention in October of 2015, the MNA House of Delegates (HOD) voted on and approved a dues increase to meet the needs of the members and the association.Rates as of January 2016Collective Bargaining membership: $753.50 per yearNon-Collective Bargaining membership: $591.50 per year

The Your Nurse Wears Combat Boots campaign road show was launched in Missoula on June 17th, 2016.At our October meeting, members approved granting two $500 grants annuallytoastudentfromMontanaStateUniversityBozeman’sCollegeofNursingMissoulacampusandMissoulaCollegeUniversityofMontana.Thefundswillbecomingfromthedistrict’sShirley Christianson Nursing Scholarship Endowment.

District 2 President

OFFICERS: Lorri Bennett, President, Corinne Pedersen, Vice President, Jamie Waldorf, Secretary-Treasurer.

District 2 has a total of 292 members. As the districts encompass all RN members, District 2 has 292 total members of which the majority are collective bargaining and 30 members are non-collective bargaining.

For all District 2 members we have had our Combat Boots road show come to Butte the end of July and was a huge success.

Within District 2 there are 5 local units that have been busy with contract negotiations. We support their efforts.

Our District 2 funds have been used to reimburse our members who are elected as delegates to the MNA Annual Convention. The registration fee, rooms and gas (all expenses) were reimbursed. We plan to continue this benefit from the district yearly.

District 2 is also the host for the 2016 Convention, we hope you will enjoy your convention.

We have been successful in providing 2 CE events along with our quarterly meetings. In February, we met in Lewistown inviting all the local nurses, including the new local unit, and provided CE on the movie “The American Nurse.”TherewasalsodiscussiononviolenceinHealthcare/Nursing,leading to the second CE we offered at our April Meeting, “Your Nurse Wears Combat Boots” Campaign.

Our second meeting was held in April with election of delegates and officers: President: Deborah Lee Treasurer: Arlys WilliamsVice President: Sue Swan Secretary: Ellen Osborne

Brenda Donaldson presented on “Your Nurse Wears Combat Boots.” We also had MNA staff from the Great Falls office which discussed the work that is being done at Benefis Health System to represent those nurses.

A variety of personal happenings in our district both good and not so good....Mary Pappas joined the retirement group, Jerry Carpenter has retired from hospital nursing, however has maintained her Foot clinic in Lewistown, among all the volunteering and advocating for nursing she does around her community. SueSwanhastraveledafarsoaskheraboutyourfuture$’sthatareneededforatravelingretirement.Shecontinues to volunteer and stay active by being a strong nurse advocate.

We plan on our next district meeting at the Convention in October so if you are from District 6 please come join us if you can!

District 7 has been quiet for the year although individual members have been busy. Gwyn Palchak and Susan Porrovechio have been active on the Council on Continuing Education, although Susan recently retired from the Council.

The Your Nurse Wears Combat Boots campaign had a successful Road Show in Kalispell in July of 2016. Senator Jon Tester spoke, and representatives from facilities across District 7 were able to join us.

District 7 has 3 units within its borders and they have had their own work that was accomplished.
