1. Interested bidders can purchase a complete bidding document, in English, during the

run of office hours from the Project Rehabilitation and Loan Recovery Directorate of the

bank upon payment of non-refundable fee of Birr 100.00 (Birr One Hundred) in cash to

Corporate Branch, and fill out the bid document with their name, the price they are

going to offer and other information as required by accompanying format;

2. Wax-sealed bid document will be received through bid box placed in the bank’s

premise starting from the third day of publication of this notice announcement.

3. Bidders shall submit 10% of the initial bid price only in CPO as a bid security. And

4. A winner shall pay the total acquisition price within 15 calendar days. Failure to pay

within the specified period shall be the cause for the loss of the earnest price and

rejection of the award. For non-winner contenders their CPOs shall be returned back

right away.

5. On the top of winning price the buyer is required to pay it in cash/credit/the value of

inventory items (item in transit, raw materials in stock, semi finished products and

finished products) which could be determined through valuation at the time of handing

over of the property,

6. The bid will take place at Development Bank of Ethiopia, Head Office, Ground Floor

in the presence of bidders or their representatives.

7. All investment capital Goods (plant machineries, vehicles etc.) have been imported

duty free. But, a winner who is granted with a compatible customs duty exemption

privilege will be entitled to same right while acquiring these goods, provided that

she/he/it/ is capable producing evidentiary documents from Ethiopian Revenue and

Custom Authority.

8. A bidder who wins the bid is expected to pay 15% VAT (Fifteen Percent Value Added

Tax) on the winning price plus inventory acquisition value and all other legal and

administrative fees & expenses that are associated with the sale of the property on top of

the winning price.

9. The winner can apply for a loan for the unpaid balance as per the Bank’s Policy &

Procedure. However, down payment of 15% of the winning price shall be compulsory.

And also a winner who is interested to purchase the project on credit basis is required to

submit, to the bank, documents that confirm he/she/it, under his/he/its name and/or a

company in which he/she/it holds 10% (Ten pct) or above share/s, is clear from any

statutory or other liabilities, including unsettled payment claims

2. The description of Two projects is as follows: -

2.1 Construction works of Package 21 Road Projects; Ras Desta Hospital - Kechene

Medihanialem – 8 Kutir Mazoriya Asphalt Road Project: -

The start of the project is at Ras Desta Hospital travers at kechene medihanialem

church and ends at 8 Kutir Mazoriya. The aim of the project to construct approximately

2.5 km asphalt concrete Road project with two typical section, the first one is 25m

(SAS-2) and the second one is 30m ( Pas-4). The duration of the project is 24 months,

including mobilization and Right ofway clearance period.

2.2 Construction Works of Package 36 Road Projects: Fafa Food Factory-Dama

Hotel-Bihere Tsige-Sene Zetegn School-Debrezeyit Road Asphalt Road Project: -

The start of the project is at Debrezeyt road near to Fafa Food factory and Travers at

back of Fafa food factory, Dama Hotel, Bihere Tsige and Sene Zetegn and ends at

Debrezeyit road. The aim of the project is to construct approximately 3.51 km Asphalt

Concrete Road project as per the master plane of the city. The road can be classified as

SAS 2 Sub- Arterial road of 20m total width for 0.7km and 15m total widthfor the

remaining section

3. The Addis Ababa City Roads Authority (AACRA) now invites bidders to submit sealed

bids for providing the necessary labour, material and equipment for construction of the

above four road projects.

Through this call for proposals, Grand Challenges Ethiopia will award seed funding up

to ETB 300,000 each over a maximum of one year. The project period must be between

Cervical cancer is the second-leading cause of cancer death in the Federal Democratic

Republic of Ethiopia. There are over 7,000 cases of cervical cancer and 4,732 deaths due

to cervical cancer each year in Ethiopia' in 2015, Ethiopia became the fourth Pink

Ribbon Red Ribbon partner country. Pink Ribbon Red Ribbon, with a grant from

GlaxoSmithKline, begana program to provide screening and treatment

for cervical pre-cancer. Additional funding from the Bristol-Myers Squibb Foundation

has complemented these activities, and the US President's Plan for AIDS Relief

(PEPFAR) contributed funding in 2017 to scale up these activities with a focus on

HIV-positive women, by using PEP FAR- built infrastructure. PRRR is supporting the

Government of Ethiopia to open 59 "See-and-Treat" sites to reach a larger portion of the

population in the two most populous Regions and Addis Ababa with cervical and breast

cancer screening services, supported the development of the first National Cancer

Control Plan that was launched in 2015, and has placed a Technical Advisor for a

three-year period to support the Federal Ministry of Health to implement the plan.

The Government of Ethiopia has shown strong leadership through the Federal Ministry

of Health and in the First Lady, who co-chairs the National Steering Committee for

Cancer Control. The Government is using its own funds to open up to 1,500

'See-and-Treat" sites and aims to reach every district of the country, and is also

establishing and equipping five regional centers of excellence for cancer control over a

five year-period. An evaluation of the GSK/PRRR funded project will provide valuable

lessons learned for the FMoH to scale up and sustain the national cervical cancer control

program.

Objectives

This evaluation will determine the progress made in Ethiopia in secondary prevention

for cervical cancer through the GSK/Pink Ribbon Red Ribbon project. The focus will be

on the screening and treatment program, but will also address the cross-cutting issues of

governance, policy, resource-mobilization, program-management, and sustainability

that define the policy environment in which the programmatic activities take place. The

evaluation will review all the levels of the Ethiopian health system (District, Regional,

and National), in the Oromia Region. Southern Nations, Nationalities and Peoples

Region (SNNPR), and in Addis Ababa. to achieve the following objectives:

1. Identify lessons from the implementation of cervical-cancer screening in six areas:

• Patient experiences and outcomes, including accessibility, availability,

acceptability and utilization of services;

• Performance standards and quality of services, including provider assessment,

integration and multi-tasking;

• Document progresses made against set targets over the last three years

including challenges and opportunities, and key lessons

• Operational and referral linkages, including adherence and loss to follow-up;

2. Provide action-oriented recommendations based on these lessons to enhance the

current Ethiopian program to screen for and treat cervical pre-cancer; and

3. Propose revised indicators or targets for the 2016-2020 National Cancer Control Plan

(NCCP) 2020 as needed.

4. Assess ownership, level of service integration and sustainability readiness by the

health system leadership

Duties and Responsibilities

1. Review the policy landscape for cervical cancer in Ethiopia, including the National

Cancer Control Plan and any service delivery guidelines including national guideline for

cervical cancer prevention and treatment.

2. Conduct site visits to selected regions and facilities.

a. Site selection: Systematically select a representative sample of sites over the two

Regions and Addis Ababa City Council of the country based on the national database of

where screening and treatment services for cervical pre-cancer are available.

i. The availability of single-visit approach with VIA to screen for cervical cancer,

treatment machines

such as cryotherapy and/or loop electrosurgical excision procedure (LEEP) machines,

and health workers trained in service-provision should be factors considered in selecting

the sites.

ii. In each Zone, sites should be randomly selected to include a district hospital. a

regional hospital, and a health center with a mix of urban. peri-urban and rural settings.

Priority will be go to the Regions and health facilities within the Zones that Pink Ribbon

Red Ribbon supports.

b. Check clinic processes and client-provider interactions:

The evaluation team will adapt PRRR-created data collection tools and develop and use

a checklist of performance standards for VIA. cryotherapy and LEEP.

i. Data-collection will include a review of the cervical- cancer registers, the availability of

functional

screen and treat materials and equipment, the numbers of health workers trained and

available to delivery cervical-cancer services, the integration of cervical cancer

screening with other health programs, and linkages to the next level of the health

system.

ii. The evaluation team should interview at least one program beneficiary at each site

visited, and where available, conduct client exit interviews while screening is taking

place to understand the

level of satisfaction of services provided.

c. Interview health providers at the screening clinics The evaluation team will adapt

PRRR-developed tools and develop and administer structured questionnaires to the

service-providers across the selected sites who screen women for cervical cancer daily

and collect demographic information, training history, and provider performance

indicators.

3. Conduct interviews with relevant policy makers such as leaders at the Federal

Ministry of Health, regional, and district level health officials, and relevant

implementing partners. The respondents should provide information on population

coverage for cervical cancer; the training needs of staff; local challenges in the cervical-

cancer program; and recommendations for program sustainability.

4. Review the national M&E tools for cervical cancer and determine existing

discrepancies between national and sub- national data registries.

5. Analysis of data, including descriptive statistics; measures of central tendency, such

as the mean (averages); and proportions for categorical variables. The team will also

conduct a S.W.O.T analysis of the plan's implementation and utilize findings to guide

the development of actionable recommendations.

6. Report-writing to gather findings, data analysis, actionable recommendations and

lessons learned that will inform implementation of the NCCP and any amendments to

indicators or targets as needed.

a. The Ministry of Health, in partnership with Pink Ribbon Red Ribbon, will

disseminate the summary of the findings at a national-level meeting with relevant

stakeholders.

b. The Ministry of Health, In collaboration with Pink Ribbon Red Ribbon and the

evaluation team, could also seek to present the findings of the evaluation in a

peer-reviewed publication as a contribution to the global body of knowledge.

Ethical Considerations

The evaluation should be considered part of the FMoH's routine work, as the immediate

outcomes and lessons learned will contribute immensely to the development of the

cervical cancer prevention program. The Ministry and the evaluation team will seek

consent and obtain approvals from the respective authorities at each level of the

Ethiopian health system, as well as from the program beneficiaries interviewee. The

interviewers will protect the confidentiality of the respondents by avoiding the use of

personally identifying information.

The lessons from the evaluation will also be useful to other countries in sub- Saharan

Africa, to facilitate South-South learning for quality-improvement.

As noted above, the evaluation team, Ministry of Health, Pink Ribbon Red Ribbon and

interested partners will jointly publish the processes, lessons learned and

recommendations in a peer-reviewed journal.

Timeline

We propose a 90-day engagement to commence and complete activities. In December

2017, the teams will adapt the data collection tools, obtain ethical approval, and

conclude the pre-field activities. Field activities will start in January2018, with the aim

to complete the collection and analysis of the data by the end of February 2018.

Report-writing and the dissemination meeting will take place one month after to

account for data analysis and report, to be completed by March 1, 2018.

Qualification and consultancy experience of consultant

• At least ten (10) years of professional experience in Projects Monitoring and

Evaluation preferably in Non Communicable Diseases (NCDs).

• Experience in evaluation of Ethiopian Health system is an advantage.

• Demonstrated previous experience in evaluating projects of similar nature with

International Organizations.

• Ability to collect and analyze information from a variety of sources with various

data collection techniques.
