The Monthly Weather Review - Australia is produced by the Bureau of Meteorology to provide a concise but informativeoverview of the temperatures, rainfall and significant weather events in Australia for the month. To keep the Monthly Weather Review as timely as possible, much of the information is based on electronic reports. Althoughevery effort is made to ensure the accuracy of these reports, the results can be considered only preliminary until completequality control procedures have been carried out. Any major discrepancies will be noted in later issues. We are keen to ensure that the Monthly Weather Review is appropriate to its readers' needs. Units of measurementExcept where noted, temperature is given in degrees Celsius (°C), rainfall in millimetres (mm), and wind speed in kilometresper hour (km/h).

Observation times and periodsEach station in Australia makes its main observation for the day at 9 am local time. At this time, the precipitation over the past24 hours is determined, and maximum and minimum thermometers are also read and reset. In this publication, the followingconventions are used for assigning dates to the observations made:Maximum temperatures are for the 24 hours from 9 am on the date mentioned. They normally occur in the afternoon of thatday.Minimum temperatures are for the 24 hours to 9 am on the date mentioned. They normally occur in the early morning of thatday.Mean temperatures are the average of the daily maximum and daily minimum temperatures.Daily rainfall is for the 24 hours to 9 am on the date mentioned. This means a significant fraction of the rain may haveoccurred on the previous calendar day.Monthly rainfall is for the period from 9 am on the last day of the previous month to 9 am on the last day of this month.Maximum daily wind gusts are in the 24 hours from midnight to midnight.

Climatological valuesThe climatological averages shown in the text and tables are generally long-term means based on observations from the years1961–1990. They are not shown for sites with less than 25 years of record in that time, as they cannot then be calculatedreliably. Climatological extremes are generally taken from all available years of record; the number of years can vary markedlyfrom site to site.

RecordsThe tables of records are not exhaustive, as they only show sites with at least 30 years of record. This may exclude locationswhere a new site has been established; this means even some major cities and towns may not be listed.

MapsThe temperature and rainfall maps are intended to give an overview of the country. There could be discrepancies between thevalues shown on these maps and those at individual locations, as a result of the way the maps are generated. A wide range ofmaps of rainfall, temperature and other variables, covering the whole country and smaller regions can be found atwww.bom.gov.au/climate/maps.

Accessing dataTables of daily values for selected sites are included toward the back of the Monthly Weather Review. Data from many moresites and for other times are available from www.bom.gov.au/climate/data/.

Overview

• An exceptionally warm month• All States except Western Australia in top four

warmest Marches on record• Nationally, the third-warmest March on record• Severe tropical cyclone Debbie brought torrential

rainfall to Queensland and northern New SouthWales

• Rainfall above average for eastern Queensland, much of New South Wales, southwest Victoria andsoutheastern South Australia, and large parts ofWestern Australia

• Below average rainfall for much of Tasmania,South Australia, the south of the NorthernTerritory, and parts of western New South Walesand western Queensland

March was an exceptionally warm month across two-thirds of Australia. Mean temperatures for all States

and the Northern Territory, except Western Australia, were amongst the top four warmest on record forMarch , resulting in the national mean temperatureranked as third-highest on record at 1.66 °C aboveaverage. For Tasmania and much of Victoria, Marchtemperatures were warmer than those for February.

Nationally, rainfall for Australia during March wassomewhat above average. However, this disguisesmarked differences in the rainfall received betweendifferent parts of the country. Monthly rainfall was inthe highest 10% of historical observations (decile 10)along much of the east coast, due in large part tosevere tropical cyclone Debbie, while western partsof South Australian was in the lowest 10%.Numerous monthly and daily rainfall records were setin Queensland and New South Wales, with significantflooding ensuing.

Significant weather

Tropical cyclone Blanche

Tropical cyclone Blanche emerged as tropical low inthe Arafura Sea on the 2nd, reaching cyclone strengthwhile northwest of Darwin on the 5th while trackingsouthwestward. Minimal impacts were observed inDarwin. Blanche made landfall between Kalumburuand Wyndham in the northern Kimberley on the 6thas a category 2 system before weakening rapidly overland. Blanche set a new record for the latest date in atropical cyclone season for the first cyclone landfall, although it was the third tropical cyclone to form inthe Australian region in the 2016–17 cyclone season.

Minor damage was reported at the Berkeley RiverLodge, whilst heavy rainfall led to minor to moderateflooding in some Kimberley river systems. A low leveljet stream associated with ex-tropical cyclone Blancheproduced a 91 km/h wind gust at Derby Aero in theKimberley on the 7th

Unnamed tropical cyclone in WesternAustralia

A tropical low developed to the northwest of WesternAustralia on the 21st. The low tracked towards thesouth-southeast and approached the Pilbara coast onthe 22nd. During the 23rd, the low developed andcrossed the coast just to the west of Port Hedlandduring the early afternoon. Port HedlandAirport recorded a period of gale force winds with apeak wind gust of 94 km/h. Post analysis determinedthat the system briefly reached tropical cycloneintensity just before making landfall; in thesesituations the cyclone is usually not given a name. The unnamed tropical cyclone quickly weakened backinto a tropical low later on the 23rd as it moved inlandand further weakened whilst moving over centralWestern Australia on the 24th. The system andassociated cloud band produced heavy rainfall in thePilbara and central Western Australia between the21st and 25th.

Significant river rises occurred in the Pilbara coastalrivers, De Grey River and Fortescue River. TheFortescue River at Newman peaked at around 3.5metres (close to the minor flood level of 4 metres)and minor flooding was recorded in the Yule River.Minor to major flooding was observed at somelocations in the De Grey River catchment.

Tropical cyclone Caleb

Tropical cyclone Caleb developed in the tropical IndianOcean about 400 km east of the Cocos (Keeling)Islands on the 23rd and moved southward thenwestward before dissipating, with no direct impact on

Christmas Island or the Cocos (Keeling) Islands apartfrom some heavy rain associated with monsoonalflow.

Severe tropical cyclone Debbie

Severe tropical cyclone Debbie was first identified asa tropical low southeast of Papua New Guinea on the22nd, intensifying to cyclone strength at 10 am on the25th. In favourable conditions, Debbie intensifiedfurther, reaching category 2 strength before thesystem turned southwest towards the coast. Thesystem stalled, then rapidly intensified on the 27th.Debbie made landfall near Airlie Beach onQueensland's Whitsunday coast on the 28th as alarge and powerful category 4 system. Extensivedamage was reported across the Whitsunday Islands, and at Airlie Beach, Bowen and Proserpine. HamiltonIsland recorded at wind gust of 263 km/h as Debbiepassed over, and the highest wind gust inQueensland recorded in the digital climate archive. A2.6 m storm surge was recorded at Laguna Quaysstorm tide gauge (south of the location were thesystem made landfall), and exceeded the HighestAstronomical Tide (HAT) by 0.9 m.

After Debbie made landfall, the system continued itstrack inland, maintaining tropical cyclone strength as itpassed over Collinsville. Debbie weakened belowtropical cyclone strength around 3:00 am on the 29th,with the remnant tropical low turning southeast andproducing major flooding in central and southeastQueensland and northeast New South Wales duringthe following few days. The Queensland governmentordered all schools south of Agnes Water and east ofNanango to close on the 30th due to the threat offlash flooding and damaging winds. Schools from theSunshine Coast southward remained closed on the31st due to the threat of flash flooding and damagingwinds.

From the 28th to 30th severe thunderstormsassociated with Debbie produced torrential rainfall ineastern Queensland from Bowen to the southeast.Numerous locations recorded extremely heavy rainfallover short durations. Some of which includeGreenmount and Dumbleton Rocks on the PioneerRiver, both recording 92 mm in 60 minutes on the29th. As the system moved southeast, torrentialrainfall continued over the greater southeast on the30th, including: 118 mm in 6 hours at Rathdowney,119 mm in 6 hours at Round Mountain, 148 mm in 6hours at Rudds Lane (on the Logan–Albert River),156 mm in 6 hours at Beaudesert, and 190 mm in 6hours at O'Reillys.

Riverine flooding occurred in some coastalcatchments from Bowen to the New South Walesborder, extending inland to parts of the CentralHighlands and Coalfields, Maranoa and Warrego, andDarling Downs districts in Queensland. FloodWarnings were issued for the Pioneer, Proserpine andDon rivers. The Proserpine River catchment had anaverage of 283.18 mm of rain on the 29th, thewettest March day on record for the catchment andsecond-wettest day for any month. The Pioneer Rivercatchment recorded an average of 277.39 mm on the29th, also the wettest March day on record. Rapidriver rises and record major flood levels occurred inthe Isaac River at Yatton on the 30th. Moderate floodlevels were reached at Essendean Bridge on theBaffle River, and major flood levels were reached atBucca Weir on the Kolan River. Moderate to majorflood levels were reported in the Burnett catchment. As the remnant tropical low tracked into southeasternQueensland, further flooding occurred. Major floodlevels were also observed in the Condamine River.Record major flood levels were reported in the Loganand Albert Rivers, and major riverine flooding occurredin Warrill and Lockyer Creeks, and the Bremer River. The Logan River catchment had its wettest day onrecord for any month on the 31st, with an average of269.16 mm of rain falling over the catchment.

Flooding continued in the Fitzroy River into early April(peaking at a major flood level of 8.9 m atRockhampton on Friday 7 April 2017).

Very heavy rain also fell in parts of northeast NewSouth Wales on the 30th and 31st. Multi-day totalsreached 668 mm at Boat Harbour (Rous River), whileLismore recorded 324.8 mm of rain in the 18 hours to3 am on the 31st, its wettest March day in more than100 years of record. The Tweed River catchment alsorecorded an average of 374.1 mm of rain on the 31st,the wettest day on record for any month and almost50 mm higher than the previous record of 325.1 mmon 6 February 1931. The very heavy rain, falling onalready wet catchments, resulted in major flooding inthe Tweed, Brunswick and Richmond-Wilsons rivers. The Wilson River reached 11.6 m at Lismore, thehighest flood since 1974 and the first time theLismore CBD was flooded since a levee was built in2005. Between 28 March and 5 April the New SouthWales SES recorded a total of 2850 jobs including 491flood rescues, with evacuation orders affecting morethan 30 000 people and approximately 17 000 peopleisolated by flood water. Three fatalities were reportedas a result of the flooding, with Natural Disastersdeclared in six Local Government Areas.

Heavy rain and flooding in New South Wales

A low pressure system developed off the South Coastof New South Wales overnight on the 3rd andproduced heavy rain over parts of southeast NewSouth Wales during the 48 hours to 9 am on the 5th.Daily rainfall totals reached 134 mm at Moruya on the4th and 113 mm at Bega on the 5th, with the SESresponding to close to 700 jobs. These were primarilydue to leaking roofs, particularly in parts of the Sydneyand Illawarra regions that were affected by hail duringFebruary.

Heavy rain and thunderstorms affected large parts ofthe New South Wales east coast between the 15thand 19th, with locally heavy rainfall breaking recordsat some locations including Grafton and PortMacquarie. Heavy hourly totals included 82 mm in 60minutes at Goonengarry in the Northern Rivers on the15th, 86 mm in 60 minutes at Robertson on the 16th,and 83 mm in 60 minutes at Evans Head on the 18th.The heavy rain caused localised flash flooding, downed trees and damaged roofs, with the SESreceiving more than 3300 jobs and performing 85flood rescues, particularly in the Wollongong area onthe 17th and near New Italy on the 18th. Minorflooding was reported in many coastal rivers, withmoderate flooding in the Nambucca, Bellinger,Hasting and Clarence rivers and more than 4000people in the Clarence and Nambucca areas isolatedby floodwaters.

Heavy rainfall in South Australia and Victoria

An upper level low pressure system fed tropicalmoisture across the east coast of Australia from the20th, with thunderstorms forming over some areas. Alow pressure trough and an upper level low movedover the southeast South Australia in the early hoursof the 21st, generating rain and thunderstorms as itpassed across the southeast of the mainland.

Heavy rain and flooding resulted in Victoria on the20th and 21st, with rainfall for the 48 hours to 9 amon the 22nd more than the average for the month in abroad area covering far southeast South Australia andsouthern and central Victoria. Flash flooding wasreported in areas from northeast Victoria to southeastSouth Australia, including Melbourne, Yea,Castlemaine, Port Fairy, and Hamilton. Flash floodingwas generally less severe in southeast SouthAustralia.

In South Australia Lucindale recorded 99 mm ofrainfall in the 24 hours to 9 am on the 21st. Therewere unofficial reports up to 110 mm from the samearea, with the majority of the rainfall likely to haveoccurred in a three hour window around 3 am. Mount

Synoptic summary

March featured persistent easterly winds in southeastAustralia, and above-average cloudiness over the eastand northwest coasts. An active monsoon trough layover northern Australia during the second half of themonth, with four tropical cyclones developing.

At the start of the month, surface troughs lingered offthe east and west coasts, with thunderstormsproducing locally heavy rain. A low pressure systemdeveloped off the NSW south coast from theafternoon of the 3rd before moving eastward. Atropical low developed into tropical cyclone Blanchenear the Top End on the morning of the 5th.

Inland surface troughs with embedded low pressuresystems produced rain across northern Australiaduring the second week of the month. A period ofpersistent onshore flow became established oversoutheast Australia from the 14th, with complexsurface troughs contributing to widespread coastalrain. The monsoon trough shifted over northernAustralia from the 20th, producing further rainfall in

the north of the country. In inland Australia, northerlywinds associated with an extended surface troughcaused unseasonably warm temperatures.

From the 21st, a tropical low developed off WesternAustralia, crossing the coast west of Port Hedland onthe 23rd; post-analysis confirmed it as a tropicalcyclone but it will remain unnamed. A surface troughand associated low pressure systems extended intosouthwest Western Australia.Tropical cyclone Calebdeveloped about 400 km east of the Cocos (Keeling)Islands from the 23rd, moving south then west beforeweakening.

Severe tropical cyclone Debbie made landfall as acategory 4 strength system on Queensland'sWhitsunday coast on the 28th, having started astropical low southeast of Papua New Guinea on the22nd. As It moved inland and decayed it interactedwith a cold front and surface trough on the 30th,producing very heavy rain in parts of southeastQueensland and northeast New South Wales.

The nationally-averaged maximum temperature duringMarch was 1.86 °C above average, the second-warmest March on record for Australia behind 1986.Maximum temperatures were among the tenwarmest years on record in all States and Territoriesexcept Western Australia, with both Victoria(+3.04 °C) and Tasmania (+1.98 °C) recording theirsecond-warmest March on record.

Anomalies of mean daily maximumtemperature in March 2017

Decile rank of mean daily maximumtemperature in March 2017

March temperatures were in the warmest 10% ofyears across most of eastern and central Australia, with the exception of near-average temperatures inthe northwest Northern Territory and in eastern NewSouth Wales. Temperatures were close to averageacross much of Western Australia, and below averagein southwest Western Australia. Record warmmaximum temperatures were recorded in parts ofsouthern Tasmania, the northeast coast ofQueensland near Cairns, in parts of southwestQueensland and the southeast Northern Territory, andin parts of southern Victoria including MelbourneAirport.

Maximum temperatures were above average acrossmuch of the country at the start of the month, withtemperatures more than 10 °C above average alongparts of the southern coast on the 1st and 2nd andrecord warm temperatures in parts of easternQueensland including Bundaberg on the 6th (seepage 16). Rain resulted in cooler conditions in parts ofthe tropical north and the New South Wales eastcoast from the 4th; this spread inland oversubsequent days, with much of central Australiaexperiencing cool temperatures by the 7th whilewarmth persisted in the southwest and northeast.

Northerly winds and warm temperatures movedeastward across southern Australia ahead of mobilesurface troughs and cold fronts between the 8th and12th, 13th and 15th, and the 18th and 20th. Very cooltemperatures developed behind the latter front, withparts of southwestern Western Australia more than8 °C below average between the 18th and 20th. Verycool temperatures were also associated with heavyrainfall in Western Australia from the 23rd to the 25thassociated with a band of rain extending south fromPort Hedland, while warm temperatures persisted ininland Australia.

The most significant heat of the month developedfrom the 26th, when much of South Australia

Minimum temperatures were warmer than averageacross most of the country during the first week ofthe month. Southeasterly winds brought cooler nightsto parts of southeast Australia between the 8th and11th, with warmer nights persisting in the west.Cooler minimum temperatures developed over partsof central Australia over the 14th and 15th, whileTownsville recorded its warmest March night onrecord.

Parts of Tasmania experienced their warmest Marchnight on record on the 16th (see page 16), with verywarm nights in much of southeast Australia, whilesoutherly winds and clear conditions caused wellbelow average temperatures in southwest WesternAustralia. The cool temperatures moved eastwardthrough southern Australia while warm nightspersisted in the north. This pattern repeated itselfover the 19th and 20th, with cool nights in thesouthwest and warm nights in the southeast. Total rainfall in March 2017

Decile rank of total rainfall in March 2017

March rainfall was above to well above averagethrough northern, central and southern parts ofWestern Australia; in southeastern South Australiaand southwestern Victoria, and in parts of the east, with record high rainfall in some areas of central andsoutheastern Queensland and northeastern NewSouth Wales (see page 23). Below to well belowaverage rainfall was recorded through centralAustralia; southwest and western Queensland;western New South Wales; along the west coast ofWestern Australia; western and northeasternTasmania, and much of South Australia. Near-averagerainfall was recorded elsewhere. Tropical cycloneBlanche brought heavy falls to parts of the Top End inthe Northern Territory and northern districts inWestern Australia at the start of the month. Severetropical cyclone Debbie produced widespread, torrential falls about the central east coast ofQueensland and in much of eastern New SouthWales at the end of the month.

During the first part of the month, a humid air massand broad area of low pressure persisted over muchof northern Australia.

At the start of the month, a moist easterly airstreamfed into a surface low pressure system that wassituated off the New South Wales coast, interactingwith a complex upper-level trough. The low pressuresystem deepened along the surface trough, andproduced moderate to heavy falls along the southcoast of New South Wales, with widespreadmoderate to heavy falls recorded across much ofeastern Australia in the first week of the month.

An intensifying tropical low north of the Top Endmoved towards the Tiwi Islands and began tostrengthen on the 4th, developing into tropicalcyclone Blanche early on the 5th. The system trackedsouthwest and passed offshore of Darwin and trackedtowards the Kimberley coast as it intensified into acategory 2 system on the 6th. Tropical cycloneBlanche made landfall between Kalumburu andWyndham in the northern Kimberley of WesternAustralia around midday, on the 6th. The systemweakened rapidly, and was downgraded to a tropicallow that same evening. Moderate to locally heavy fallswere recorded across the Top End, and the northKimberley region of Western Australia. Showers andstorms continued over northern and western parts ofthe Northern Territory, and the Kimberley andnorthern interior districts of Western Australia, due toa humid and unstable north to northeasterly flow.

In the east, a low to middle level trough extendedover the northern interior of Queensland in thesecond week of the month. The trough shifted furthersouth into central Queensland, enhancing shower andthunderstorm activity, and coupled with an upper-leveltrough. The systems produced widespread, moderateto heavy falls in the southern Cape York Peninsula, northwest, northern interior, central coast and centralwest in Queensland between the 7th and the 10th.

At the end of the second week of March, a surfacetrough persisted near the west coast of Australia, with a convective cloudband developing ahead of acold front that passed over southwest WesternAustralia. Moderate falls were recorded asthunderstorms and showers formed along a line fromthe Kimberley, through the northern and centralinterior, to the southwest of Western Australiabetween the 11th and 13th. A deepening complexlow pressure system located in the Great AustralianBight on the 12th tracked eastwards, with anassociated surface trough moving acrosssoutheastern South Australia, southern Victoria andTasmania, with moderate falls reported insoutheastern Australia. The surface trough associatedwith the complex low continued its eastward track, and produced thunderstorms and showers, with

further moderate to locally heavy falls recorded incentral and eastern New South Wales, and east of aline from Bowen to St George in Queensland in themiddle of the month.

By the 15th, a cloudband with areas of showers andthunderstorms extended from central Queensland tothe central coast of New South Wales. Humid, easterly winds fed into a low pressure trough locatedeast of the New South Wales coast, and combinedwith an upper-level low, generating moderate toheavy falls across the southeastern quarter ofQueensland and eastern New South Wales. A lowpressure centre developed and deepened along thecoastal trough in response to an upper-level system, with heavy falls recorded about the Illawarra andSouth Coast districts in New South Wales.

Surface troughs and broad areas of low pressuredominated western, northern and eastern Australiafrom the 20th. In the west, a cloudband associatedwith a tropical low stretched from the northwest to alow pressure system south of Albany in WesternAustralia, and produced moderate to heavy falls in thePilbara, eastern parts of the Gascoyne, the Goldfieldsand South West Land Division in Western Australiafrom the 22nd to the 25th. Some locations in WesternAustralia recorded their wettest March day on recordon the 22nd and the 25th.

A persistent coastal trough located along the eastcoast of Queensland generated locally heavy fallsabout the Capricornia coast, and moderate falls aboutthe east coast and central interior of Queensland. Adeepening low and surface trough moved acrosssoutheastern Australia, and produced showers and

thunderstorms in southeastern South Australia,Victoria, Tasmania, and southern and eastern NewSouth Wales between the 21st and 24th.

At the end of the month, a tropical low in the CoralSea intensified on the monsoon trough, and inconjunction with the surface trough located along theeast coast, brought moderate to heavy falls toQueensland's east coast and Cape York Peninsula. The tropical low in the Coral Sea deepened andintensified to a category 1 system on the 25th, andwas named Debbie. Atmospheric conditions werefavourable for the system to intensify further, andDebbie reached category 2 strength later in theevening, and tracked southwest towards theQueensland coast. Debbie rapidly intensified from acategory 2 to category 4 strength system during atwelve hour period on the 27th. Severe tropicalcyclone Debbie made landfall near Airlie Beach onTuesday, 28 March as a large and powerful category 4strength system, devastating resort islands in theWhitsunday group, including Hamilton and DaydreamIslands, as well as the towns of Airlie Beach andProserpine. The system continued its southwesterlytrack, and though downgraded to a category 2 systemby the evening of the 28th, it continued to produceheavy rainfall and damaging winds. By the 29th, theremnant tropical low turned southeast, and steadilytracked towards the southeast Queensland coast, generating widespread, moderate to heavy rainfalleast of a line from roughly Bowen in Queensland toUlladulla in New South Wales. Numerous stationsrecorded their wettest March day on record on the29th, 30th or 31st, along with their wettest Marchrainfall on record.
