BACKGROUND Welcome to the Phase 3 Utility Improvements in the City of Hawley. This newsletter is intended to provide contact information for the team working within the community, what to expect during construction and updates regarding where the contractor will be moving throughout the project area. This initial installment of the newsletter has been mailed to ensure that everyone receives the initial information but all future updates will be posted to the City of Hawley’s website and Facebook page. It is anticipated that updates will be provided bi-weekly, but may be more frequent if construction activity warrants it. This project is the 3rd Phase of a comprehensive rehabilitation of the streets and utilities throughout the City of Hawley that started back in the early 2000s. The project includes work on the sanitary sewer, water main, storm sewer, sidewalks, curb and gutter and all of the miscellaneous items associated with that work. This means that several areas of the project will have significant construction activity and will definitely impact the adjacent residents during construction. Our goal is to keep the residents informed of what is happening and limit the inconvenience of the project, but please note that there will be noise, dust, limited access and closures related to this project. Everyone’s patience is appreciated. THE TEAM The project team consists of the City of Hawley, Moore Engineering, Inc., Clay County, and Hough, Inc. The City of Hawley and Clay County are the stakeholders for the project. Moore Engineering, Inc. is the City Engineer, who completed the project design and will oversee the construction administration and construction activity on site. Hough, Inc. is the prime contractor and will be constructing the project. You will also see other contractors on site which are subcontractors to Hough, Inc. It takes a lot of various trades to complete a project like this. CONTACT We will make every attempt to keep everyone informed of construction activity, but there are times where things happen unexpectedly, the schedule changes abruptly and we cannot get information out fast enough. In the event there are questions or concerns, the initial person to contact with general questions about the project is Tyler Wentz – RPR for Moore Engineering, Inc. He will be on site every day in communication with Hough, Inc. and will be the quickest response. after hours or in the middle of the night, etc., Rick Nelson at Hough, Inc. is the 24-hour contact to get items remedied. If there is an emergency to life, safety, fi re, etc., please call the appropriate emergency response or dial 911. City Hall is also an option for questions related to the project. Additionally, if residents require 24-hour access due to health requirements or if there are celebrations, or other events planned, please make us aware of these items as soon as possible so we can make every attempt to accommodate those types of situations.

SAFETYThere will be a lot of large moving equipment and deep trenches for the installation of underground utilities, etc. We ask all residents to please keep an appropriate distance from the active construction area and remind children to maintain the same distance when there is construction activity and when the site is dormant. While every attempt will be made to keep the site safe at all times, there will be hazards throughout the construction process and safety is a primary concern for everyone.

WHAT TO EXPECTThe project is scheduled to begin the week of April 26, 2021. You may have already started to see materials show up at the site in various areas and equipment will start to mobilize to the site as well. The initial areas of construction include Westgate Park, O’Donnell Street storm sewer, wastewater treatment pond site, sanitary sewer and water main in the industrial park south of TH 10 and east of 8th Street South, water main and water services in the alley between Elizabeth Street and Joseph Street (just west of the school), along with work on Main Street near the Community Center.

Investigation work related to the unknown locations of sanitary sewer services will also be completed initially. This may require the Contractor to coordinate with impacted homeowners to determine where these utilities run. If you are one of the identifi ed residents, the contractor will coordinate with you directly.

The initial construction activity will be in various areas of the project. Traffi c control will be set up to accommodate these individual areas and it is expected that these initial areas will have minimal impact on the surrounding areas. Towards mid-May the contractor will shift its focus to 5th Street and a large-scale detour will be implemented for traffi c on 5th Street between Main Street and Peters Street. More information related to this detour will be provided in subsequent updates.

Westgate Park will be closed for safety reasons in the upcoming week to remove and install a new concrete path, and will remain closed through the duration of the construction improvements required at the site. The completion date for this work is scheduled for May 31, 2021. At that time the Westgate Park will be reopened to the public.

This project is expected to run throughout the upcoming summer with construction fi nalizing at the end of September 2021.
